On 23 October 2017, the European Committee for Standardization ( ), in close collaboration with , hosted an event around the CEN CEF eInvoicingpublication of the EN eInvoicing standard in Brussels.

About CEN

CEN, the European Committee for Standardization, is an association that brings together the National Standardization Bodies of 34 European countries.

CEN is one of three European Standardization Organizations (together with and ) that have been officially recognized by the CENELEC ETSIEuropean Union and by the European Free Trade Association (EFTA) as being responsible for developing and defining voluntary standards at European level.

About CEF eInvoicingFinanced by the Connecting Europe Facility (CEF), the purpose of the CEF eInvoicing building block is to promote the uptake and accelerate the use of eInvoicing respecting the  amongst  and the Directive 2014/55/EU on electronic invoicing in public procurement European standard on eInvoicingboth public and private entities established in the EU, as well as in participating EEA countries. The benefits to both users and the wider economy of adopting eInvoicing are reduced risks, reduced costs and improved market.

The CEF eInvoicing building block serves to support public administrations in complying with the aforementioned eInvoicing Directive, and helps solution providers adapt their services accordingly. To do so, CEF eInvoicing makes the following services available:

Speakers' biographies 

Kara Batista Kara Baptista is an Evaluation Manager for the CEF Telecom programme at the Innovation and Networks Executive Agency (INEA). She joined the predecessor Agency of INEA (Trans-European Transport Network Executive Agency – TEN-T EA) in 2008, as the main responsible for the Agency's communications activities before making the career switch to the evaluation sector in 2015. She enjoys using her 15+ years of communications experience in her current position to help promote the CEF Telecom calls/programme and provide assistance to applicants.

Massimo Battistella

Massimo Battistella has spent his entire working career in corporate treasury and finance management and is currently Manager of Account Receivables at Telecom Italia. He is Vice President of AITI (Association of Italian Corporate Treasurers) and board member of EACT (European Association of Corporate Treasurers) and member of Italy’s SEPA National Committee and of Italian Multi Stakeholders Forum on Electronic Invoice. He has expertise in finance, cash management, payments and treasury systems.

In these capacities, he played an active role in the development of SEPA representing European Corporate Treasurers to the EU Commission, the European Central Bank and the European Payments Council. He actively participates in bank-industry working groups on payment standardization, SEPA and electronic invoicing. Recently he has participated in the Italian Banking Association working groups that designed SEDA – SEPA compliant Electronic Database Alignment, an AOS implementing SEPA Direct Debits functionalities. Massimo holds a degree in Business.

Andrea Caccia

Andrea Caccia is a chartered information system engineer and a senior consultant for process digitalization. He is Chair of CEN/TC 434 on electronic invoicing, member of the European Multi-Stakeholder Forum on Electronic Invoicing (a European Commission Expert Group) and member of the Italian e-invoicing forum. He is also member of CEN/TC 440 on public procurement and CEN/TC 445 on digital information exchange in the insurance sector and other initiatives at national, European and international level related to e-invoicing, e-procurement and eIDAS trust services.

Antonio Conte  Antonio Conte currently advises on ICT standardisation policy in the DigitalSingle Market, with a particular focus on the priority domains set by theCommission and on the complementary e-business, e-procurement, and e-signatures / trusted services technologies. He joined the EuropeanCommission in 1990 as project officer in the telecommunication domain, andhas been involved during his career in the design and implementation of ICTstandardisation initiatives and activities in support of EU legislation andpolicies.

Before moving to Brussels, he served as system engineer in the TechnicalHeadquarter of Italcable (STET group), the Italian internationaltelecommunication operator based in Rome, where he was in charge of datatransmission projects. He had previously served in the Italian Navy as areserve officer. He graduated in Electronic Engineering from the University“La Sapienza” in Rome.

Caroline Corneau

Caroline Corneau works at the European Commission (DIGIT) as project manager for the CEF eInvoicing building block. Her background is in knowledge management, information architecture and user research. She first joined the EU institutions in 2009 as website administrator for the European Parliament Library, and proceeded as online services manager for the European Parliamentary Research Service.

Jostein Frømyr

Jostein Frømyr is General Manager at Edisys Consulting AS, an independent consultancy company based in Norway specialising on interoperability and digitalisation of business processes. Jostein has been involved in standardisation activities in this area since the early 1990’s - first nationally and later also internationally. Since 2001, he has been working with the Norwegian eProcurement and eInvoicing initiatives. Jostein was co-convenor of CEN/TC 434/WG1 developing the eInvoicing semantic model and he was convenor of CEN/TC 434/WG5 developing the extension methodology. Jostein is also elected chair of CEN/TC440 on electronic Procurement.

Edmund Gray

Edmund Gray is a Systems Architect and CTO at Tubbercurry Software Ltd in Ireland.  He has advised English and Irish Government Departments on eBusiness Standards for many years.  He has developed standards based EDI and eBusiness systems for over 25 years.  He has been involved in standards development for over 10 years. Edmund is part of the management team of CEN/TC 434, with responsibility for testing and test methodologies.  He is the Irish business representative on the EU Multi-Stakeholder Forum on eInvoicing (EMSFeI). 

He is also Chair of the Irish National Standards eProcurement SC, and is UN/CEFACT Coordinator Supply Chain Management and Procurement Projects.  Currently he is Technical Advisor to the Department of Education in Ireland for their PEPPOL Project.

Olav Kristiansen

Olav Kristiansen is Project Manager for eInvoicing and ISO 20022-based payment transport infrastructure. He is acting as PEPPOL authority in Norway. Olav is also chair of SN/K 254 as well as chair of Nordic e-procurement Network. Olav Kristiansen specialises in eInvoicing concept, project management, electronic distribution systems, business process Model and Notation.

Arne Johan Larsen 

 Arne Johan Larsen is working in Statoil’s Global Business Services participating in projects related to delivery of services & support. Previously in Statoil he's been IT & Administration manager in Canada and leader for Central Payment Unit. Arne also worked within the SAP area for T&P, HR and A&C, integration solutions, plant - & subsurface solutions and technical information systems. Prior to Statoil Arne had various positions; IT manager in offshore development project, branch manager for a software & hardware VAR. Roles as CAD/CAE coordinator, IT support in various companies.

Fabio Massimi

 

MSc in Electronic engineering with Master on Innovation Management. Fabio  Massimi since  2002  is  a  program  and  project  manager  in  large  scale  projects  involving technological  and organisational innovation  of  enterprises  and  public  administrations Expert in business information systems, legal information systems, e-Government services.  Since  2012  he  is  also  the  project  manager  at  Agenzia  per  l’Italia  digitale (Italian  Digital  Agency),  involved  in  the  main  national  initiatives  for  the  digital transformation of public procurement. Member of the task force for the adoption of e-invoicing by the Italian Public Administrations, member of the national multistakeholder forum on einvoicing and eprocurement, expert and head of the italian delegation at CEN TC 434 “einvoicing” and CEN TC 440 “public electronic procurement”.

Alis Irena Riviere-Osipov

 

Alis Irena Riviere-Osipov is Policy Officer in charge of e-Invoicing and IT procurement. Irena's passion for Digital is a long, beautiful and strong professional story. Shortly after she graduated law in Paris, specializing in both European Law and International Economic Law, she joined the European Commission, always working in the Internet world, from the Digital Agenda for Europe since 2009 to e-procurement today.She is currently managing 2 key projects: the set-up of an IT procurement policy for the EU and the e-Invoicing Directive implementation. Since 2008, she is at the core of the main achievements of the European Commission related to the digital economy. With passion and commitment, she built together with other members of her team the Digital Agenda for Europe, a strategic policy implemented from 2009 to 2014 which had a huge impact on the development of Internet in Europe. She moved on the to the e-procurement world, to ensure that the public money in Europe is spent to the best benefit of all EU citizens. 

Nikita Stampa

Nikita Stampa is an economist and, despite his name, he is of Belgian nationality. Nikita is the Head of Unit in DG GROW and he is in charge of eInvoicing policy. Before that, he was appointed as the Deputy Head of the Unit "Services to consumers" in the Directorate General for the Internal Market and Services in the European Commission. The unit's main responsibility is the full implementation and enforcement of the Directive on Services in the Internal Market.

Nikita also worked in DG Enterprise and industry where he was involved in international matters such as international trade negotiations and regulatory dialogues in particular with China on textiles and toys products. Before joining the Commission, Nikita acquired an extensive overseas experience mainly in South America and Africa, in particular in microfinance and fair trade.

Fred van Blommestein

Fred van Blommestein has from the very start been involved in standardizing B2B and B2G electronic messages. In the CEN/TC 434 Electronic Invoicing he was the lead editor of the Core Invoice standard, now EN 16931-1, and the convenor of the working group that drafted the syntax bindings. He is also involved in ongoing efforts to stimulate electronic invoicing in the Netherlands and a member of the European Multi-Stakeholder forum on e-invoicing (EMSFeI).

Rogier de Boer

Rogier de Boer works for Regulatory Reform and ICT Policy Department of the Directorate-General for Enterprise and Innovation at the Ministry of Economic Affairs in the Netherlands. He is currently project leader of the implementation of Directive 2014/55/EU. Previously he worked for the Ministry of Finance on budget policy and on deregulation.

Charles Bryant

Charles Bryant is Secretary General of EESPA, the European E-Invoicing Service Providers Association (EESPA), which he co-founded. He supports the membership in managing public policy, interoperability and promotional challenges to further e-invoicing adoption. For the European Multi-Stakeholder Forum on e-Invoicing, he recently prepared and edited a Guidance Paper on e-Invoicing for European public administrations. He has subject matter expertise in e-invoicing, payments, and supply chain finance, as well as a background in international banks and in the SWIFT cooperative.

Carmen Ciciriello

Carmen Ciciriello is an advisor on policies and strategic initiatives for EU policy makers, governments and private sector entities.  She is an eProcurement expert and is currently supporting the European Commission on various strategic initiatives and has been a driving force for e-Invoicing standardisation in Europe. Carmen was the Communications Officer of the OpenPEPPOL association and responsible for on-boarding European governments. She is advising the Department of Health in England on the roll-out of PEPPOL. She is responsible to monitor and evaluate European projects for the Agency for Digital Italy (AgID) and for international relations. 

She has lead the capacity building activities of the CEN Workshop focused on the standardisation of public procurement in Europe (CEN/WS BII). Carmen has been a member of various expert groups of the European Commission, such as the EC Stakeholder Expert Group on Public Procurement, EC Payment Systems Market Expert Group, and EC Expert Group on eInvoicing.

Cyrille Sautereau

Cyrille Sautereau began his career in 1992 within the La Poste Group contributing to the transformation of the Financial Services to « la Banque Postale ». In 2002, he founded Deskom, which became a leading e-invoicing service provider in France. After Deskom was sold to CEGEDIM in 2010, Cyrille led the Global e-Invoicing Services Department (GIS) of Cegedim e-business. In 2012, Cyrille created ADMAREL Conseil, which supports companies and market players on business management processes optimization, especially regarding the financial supply chain, P2P & O2C, and B2B e-commerce. Since 2012, he is a member of the French National Forum of E-Invoicing and Marketplace & Public E-procurement (FNFE-MPE) and has led the Hybrid Invoice working group in relation with the German Forum (FERD), which give birth to Factur-X. Since 2015, he has become the Chair of FNFE-MPE, and has participated in many workshops of the TC434, CEN Technical Committee in charge of the European Norm for e-invoicing. Cyrille is a graduate of the Ecole Polytechnique and Telecom Paris, and holds an Executive MBA from HEC.

Mr G. Ken Holman

G. Ken Holman is the Chief Technology Officer for Crane Softwrights Ltd., a Canadian corporation offering XSL, XSLT, XQuery and XSL-FO language training, and general SGML and XML related computer systems analysis services regarding text mark-up technologies to international customers. Mr. Holman is a co-editor of the Universal Business Language (UBL) 2.0 and 2.1 specifications, an invited expert to the W3C and member of the W3C Working Group that developed XML from SGML, the current Canadian chair of the ISO subcommittee responsible for e-commerce documents, a former international secretary and former Canadian chair of the ISO subcommittee responsible for the SGML family of standards.

Ken Holman is also the founding chair of the OASIS XML Conformance Technical Committee, the founding chair of the OASIS XSLT/XPath Conformance Technical Committee, the founding and current chair of the OASIS Code List Representation Technical Committee, the current XML technical lead and chair of the OASIS UBL Technical Committee, the author of training videos and electronically-published and print-published books on XML-related technologies, and has often been a speaker at related conferences. Prior to establishing Crane, Mr. Holman spent over 13 years in a software development and consulting services company working in the NAPLPS and the SGML industries.

John Larkin

John Larkin is a graduate of Trinity College, Dublin and The Chartered Association of Certified Accounts and is currently Country Manager, Pagero Ireland. John has considerable experience in leading business transformation projects and has seen, at first hand, how successful e-invoice projects have delivered real benefits to various organizations.

Eoin Maguire

In 1990, Eoin Maguire co-founded Office Integrated Solutions Limited (OIS), an e-procurement and workflow software company with Aidan O’Leary. He was the CEO of OIS until it was acquired by General Electric in 1999. In his role of Managing Director at DCS, he has been instrumental in the design and delivery of office automation and workflow solutions particularly in e-procurement systems and in secure hosted Software as a Service (SaaS) solutions.

Peter Norén

Peter Norén is a head of Unit at the Swedish Financial Management Authority (ESV) with responsibility for the implementation of e-procurement (ordering and invoicing) in Swedish government and also the sourcing of enterprise applications for central government. ESV is a PEPPOL authority. He is a board member of the Swedish E-business Alliance (NEA) and of Single Face to Industry (SFTI). Since 2011 he is representing Sweden in EMSFEI. In 2007-2008 he was the project manager for the coordinated implementation of e-invoicing in all central government agencies in Sweden.

Irmfried Schwimann

 

Since March 2016, Ms Irmfried Schwimann is Deputy Director General in the European Commission's Directorate General for Internal Market, Industry, Entrepreneurship and SMEs. She is responsible for the Modernisation of the Single Market, the Single Market for Public Administration and the COSME Programme. Previously Ms Schwimann was Director in the European Commission's Directorate General for Competition; she is responsible for antitrust, merger and state aid control in the financial services sector. Beforehand, Mrs Schwimann was head of DG Competition's financial services antitrust unit (2006-2008) and head of DG Internal Market's Financial Services Policy unit (2003- 2006).

Mrs Schwimann also worked on retail financial services and payment issues within DG Markt (1999-2002) and was a member of Commissioner Bolkestein's Cabinet (2002-2003). Mrs Schwimann studied law at the University of Linz/Austria as well as political science at the Institut d'Etudes Politiques in Paris. Before joining the Commission Mrs Schwimann worked for the Austrian Ministry of Foreign Affairs (1984-1989) as well as for an Austrian Insurance group (1989-1999).

Lance Thompson  

Lance Thompson has completed a doctorate in socialanthropology at the Sorbonne; an MBA in Parisspecialized in International Business and customs andhas been working for Conex as InternationalDevelopment  Manager since 2005. CONEX isspecialist in customs solutions across  Europe,recognized as the leader in its field, combiningtechnical  competence and regulatory knowledge.CONEX has expanded its trade to include datatransmission between companies and administrationsacross the European Union.

A major part of his responsibilities withinConex  includes representing the company ininternational organizations such as  the WCO (WorldCustoms Organization), UN/CEFACT, IATA etc. Hefollows  closely customs regulations in many majoreconomies around the world such as Japan (where hehas made presentations at the JastPro ITFC group andthe JIFFA Freight Forwarder’s Association), the UnitedStates, South Korea, India, among others. He teachesregularly initiation customs courses in France. He hasalso studied in depth the implementation of SAFE“advanced electronic security data” in many of  the EUCommunity’s Member States (ICS) as well as similarprograms across the world.

Elena Santiago Cid

 

Mrs Elena Santiago Cid has been CEN and CENELECDirector General since 1 January 2010, responsible forthe direction and management of the CEN-CENELECManagement Centre, providing executive support tothe activities of the CEN and CENELEC GeneralAssemblies and Administrative Boards. She managesthe institutional relations with the EuropeanCommission and EFTA, is responsible for relationsbetween CEN and CENELEC and their European andinternational sister organizations ETSI, ISO andIEC. Mrs Santiago Cid received a degree in ElectronicEngineering from the Polytechnic University of Madrid.
