Introduction

The Eurobodalla Aboriginal Communities Environmental ServicesBooklet was produced through an Aboriginal Environment Projectestablished in 2002. This project was funded through the EnvironmentalTrust with support from Cobowra Community Development EmploymentProgram, New Careers for Aboriginal People, Eurobodalla Landcare andthe Eurobodalla Shire Council.

This project is a local initiative funded by the NSW Heritage Office andsponsored by Eurobodalla Shire Council. Additional support is providedfrom the Department of Environment and Conservation, the AboriginalHeritage Study Steering Committee and Eurobodalla Landcare.

The objective of the project is to update and further develop anenvironmental reference resource for the Aboriginal community. Thebooklet contains contacts of environment related organisations. Thisproduction of the Eurobodalla Aboriginal Communities EnvironmentalServices Booklet contains contacts for State and Local EnvironmentalServices, Aboriginal educational, employment and housing organisationsthat contribute to environmental issues. The booklet is also a resourceguide for non-Aboriginal organisations and volunteers to help them withtheir involvement with Aboriginal communities on environmental issues,projects and works. Overall, the project aims to increase awareness andparticipation in natural resource management in the Eurobodalla andsurrounding areas.

The information and contacts listed in the booklet are not specificallyconfined to the Eurobodalla Shire as local traditional tribal territories werenot delineated by static rigid boundaries. Rather, they were a fluid andmovable concept, expanding, contracting and overlapping depending on

seasonal influences, food resource availability and land ownershipissues. Accordingly organisations and people have been listed in thisbooklet that, despite their distance from this Shire, maintain strong linksand a cultural relevance to the Aboriginal community in the Eurobodalla.

About the organisationEurobodalla Shire Council is a local government organisation thatprovides infrastructure, facilities, services and controls that enhance ourcommunity. We operate through an open and accountable partnership with thecommunity and we are governed by a nine-member council elected everyfour years by the community.

Area(s) of assistance concerning the environmentThe Environment Team works to develop innovative and effectiveprograms in natural resource management, through educational activitiesin our local schools to increasing community awareness and participationin environmental issues. The team provides support for local landmanagers in their efforts to improve their properties environmental valuesincluding protection and restoration of vulnerable or sensitive ecosystemsand core fauna habitat across the Eurobodalla landscape. Further worksinclude reducing the impact of noxious weeds and preventing new weedsfrom establishing on Council and private land.

Areas of assistanceThe Department is responsible for: overseeing the management of land, water, vegetation, soil and

coastal resources in NSW; natural resource policy development, research, planning and

information management; controlling access to natural resources through regulation, licensing

and pricing; overseeing the allocation of grants and annual budgets to catchment

management authorities, local government, and non governmentorganisations; and

providing expert advice to other government agencies, localgovernment and non government organisations on natural resourceissues.

The NSW Government has established a $5 million Water Trust forAboriginal people to increase the level of Aboriginal participation in thewater market. The Water trust provides:

establishment grants; start-up funds; water market advice; business planning advice and other water related business activities.

Aboriginal peoples should contact the Department of Natural Resourcesfor information on accessing natural resources, such as water, andrelevant funding programs.

through an integrated system of ecologically sustainable landscapemanagement. The state’s network of protected areas is the centrepieceof this system.

The functions of the DEC are:

to conserve protected native animals and plants throughout NSW to protect and manage Aboriginal Sites, objects and places of special

significance to Aboriginal people to promote community awareness, understanding and appreciation of

the conservation of nature and our cultural heritage to investigate and acquire land for the state’s network of parks and

reserves so that it conserves a complete range of the naturalenvironments of NSW

to manage historic places within parks and reserves and to acquirehistoric places of significance

to manage parks and reserves and their culturally significant featuresfor enjoyment and conservation

to identify, protect and manage wilderness throughout the state.

Area servedDEC customers are a large and diverse group. They include park visitors,educators, neighbours, rural landholders, industry, conservation groups,recreational use groups, Aboriginal communities, volunteers, the media,government departments and other agencies, such as local councils andtourism associations.

We don’t just provide information and services to our customers. We aimto work with them, in such things as field programs, bush regenerationgroups, recreational activities and educational programs such as theDiscovery: walks, talks and tours program.

2. Provide a pollution incident reporting service 24 hours, 7 days aweek.

Protecting Our Places Program – grants to Aboriginal communities forenvironmental management projects by Aboriginal communities on theirlands, and on lands that are culturally significant to them. Any projectsthat restore or rehabilitate Aboriginal land or provide education about theenvironment for Aboriginal communities are eligible for funding.

Grants of $2000 to $35 000 are available (total program $500 000).Applications close around July each year. The Protecting Our PlacesGrants Program is being reviewed in 2005. Contact (02) 8837 6399

About the organisationThe NSW Department of Primary Industries was formed in July 2004 withthe amalgamation of Mineral Resources NSW, NSW Agriculture, NSWFisheries and State Forests NSW. Agriculture The Aboriginal Rural Training Program at Murrumbidgee College of

Agriculture which delivers culturally appropriate Vocational Educationand Training. Training includes skills in Horticulture, Agriculture,Viticulture, Conservation and Land Management and Business skillsin Corporate Governance. Clients include Local Aboriginal LandCouncils, Indigenous Land Corporation, as well as individuallandowners.

Management training for Aboriginal land managers to achievesustainability.

Extension officers engaged directly with Aboriginal land managers toimprove enterprise outcomes and property management planning.

Fisheries Development of Aboriginal Fishing Initiatives including encouraging

Aboriginal involvement in commercial enterprises such ascommercial fishing businesses and aquaculture.

Recognition, protection and promotion of Aboriginal peoples’ cultural,social, spiritual and customary association with fisheries resources.

Provide access beyond legislated geographical and numerical limitsto fisheries resources for cultural events through permits.

Forestry Strong linkages with Aboriginal communities at a local level. Liaison with, and involvement of Aboriginal communities in the

identification and protection of Aboriginal cultural sites and planningof places subject to forestry operations.

Development of agreements and Memorandum of Understandingidentifying arrangements with Aboriginal communities concerningprovision for cultural practices, access to resources, involvement inplanning, and economic opportunities.

Mineral Resources A Minerals Exploration and Mining protocol signed between the

Minerals Council and the NSW Aboriginal Land Council coversconsideration of Aboriginal interests and provides for appropriateconsultation and involvement to identify and manage Aboriginalinterests.

Mining titles and other approvals now contain conditions to protectagainst or ameliorate impacts on Aboriginal cultural heritage.

About the organisationThe New South wales Department of Aboriginal Affairs (DAA) isrecognised as the leading advocate of Aboriginal people in New SouthWales. The Department is required to provide strategic leadership forother government agencies in the planning and delivery of services toAboriginal people.

The functions of the Department are determined by the Minister forAboriginal Affairs and conform to the directions and requirements of theNSW Government. The Department provides an executive service to thecabinet Committee on Aboriginal Affairs and the CEOs Group onAboriginal Affairs, which essentially sets the directions of Governmentprograms aimed at achieving more effective outcomes for Aboriginalpeople. Cobowra CDEP currently employs seventy Aboriginal people(participants), the majority of which are placed with host employersthroughout the Eurobodalla Shire area. Participants are placed in avariety of industries, some of which include; Building, Retail, Hospitality,Administration, Oyster Farming, Panel Beating, Health and a number ofCommunity based organisations. The aim of the placements is toprovide genuine work experience opportunities for Participants, which willeventually lead to ongoing employment.

Cobowra CDEP also operates as an Indigenous Employment Centre(IEC), which provides intensive jobseeker support services and postplacement support for a number of CDEP participants. The CDEP is alsoresponsible for delivering the New Careers for Aboriginal (NCAP)Program which focuses on assisting Aboriginal people in becoming jobready through resume development, interview techniques, training etc.

Cobowra CDEP also set up the Green Waste Recycle Centre, CobowraEnvironmental Services Ltd (CESL) which currently operates from SurfBeach.

Whole of School Intervention Strategy (WOSI) has two elements

Parent School Partnerships Initiative (PSPI)(DEST administered, applications are submitted to DEST DistrictOffice) PSPI focuses on the implementation of creative approachesto improving the educational outcomes of Indigenous schoolstudents. It encourages parents of Indigenous students , Indigenouscommunities and schools to work together in partnerships to addresslocal barriers to education. The PSPI supplements mainstreameducation services and programs and may provide a mechanism forcapacity building in Indigenous communities to enhance learningoutcomes of Indigenous students.

Homework Centres (HWCs)(DEST Administered - applications are submitted to DEST DistrictOffice) To improve the educational outcomes of Indigenous schoolstudents, HWCs can provide a supportive environment forIndigenous students to complete their homework and to study.HWCs are designed to supplement other school strategies toimprove the educational outcomes of Indigenous students. They areusually set up in a school classroom, library or other school buildingand are supervised by personnel drawn from Indigenouscommunities and from schools.

Supplementary Recurrent Assistance (SRA)(SRA) provides supplementary per capita funding to educationproviders across the preschool, school and vocational education andtraining (VET) sectors.

Indigenous Education (Targeted Assistance) Act 2000 - Provides thelegislative basis and appropriates funding for the Indigenouseducation programs.

Indigenous Education Online (INDIGO)INDIGO is the Department's new on-line computer system and isused to process applications, payments and acquittals for theIndigenous Education Direct Assistance (IEDA) and IndigenousEducation Strategic Initiatives Programme (IESIP) elements.INDIGO is being progressively implemented during 2005 and iscurrently available to prospective and current Indigenous TutorialAssistance Scheme (ITAS) tutors. ITAS tutors contracted directly byDEST to provide tuition to Indigenous secondary students in years 10to 12 will soon be able to view contract and payment information andsubmit claims for payment on-line.

About the organisationThe Ulladulla LALC operates under the Aboriginal Lands Right Act andprovides social housing services to local community members. The LandCouncil also offers guided tours along their own cultural trail, they housean art gallery and have a dance group available for performances.Boomerang throwing activities are available upon request.

About the organisationThe Djuwin Women's Lore Council has a governing committee made upof 13 women elected from membership covering the area from Nowra tothe Victorian Border. About the organisationUmbarra is an Aboriginal Cultural Centre for the public to learn about thehistory of Aboriginals in the area. We have an exhibition of photos andwood carvings. Eurobodalla Landcare enjoys a unique relationship with the EurobodallaShire Council. Council houses the Landcare Coordinator, Support staffand further supports a variety of environmental projects.

Through Landcare, our community learns about natural resources, whilstgetting involved in a wide range of activities including on ground works,research, monitoring, planning, education and community awareness.Eurobodalla Landcare groups develop and implement local solutions tolocal problems.
