'!his three-county region will be designated as Solid Waste Management Region "T". I congratulate your initiative in cooperatively addressing the solid waste managemmt issue. 'n1e depart:m:mt has reviewed the application materials sul:mi.tted by cam.:ien, Laclede, and Miller counties and the public ccmrents received regarding the request for designation as a new solid waste managenei1t region. 'n1e counties have adequately daoonstrated that the change is necessary for effective solid waste management wi thin the counties. Additionally, all affected regions and counties have enjorsed the change and indicated that it would not negatively iJrpact the solid waste managem:mt system in their respective region or county. Resolutions of enjorsem:mts have also been provided by a majority of cities over 500 in population in cannen, Laclede, and Miller counties. Having satisfied all the requirements of the Missouri Solid Waste Management law and the depart:m:mt' s teclm.ical guidance for applying for a change in regional groupings, the depart:m:mt hereby grants the request and designates cam.:ien, Laclede and Miller counties as Solid Waste Management Region "T". '!his letter is also the official notification of formation for the Lake of the Ozarks Solid Waste Managem:mt District created pursuant to Section 260.305, RSMo. '!his district consists of carrden, Laclede, and Miller cmmties. In order to reach Missouri's goal of a 40% reduction in the aIOOunt of solid waste being generated for disposal by 1998, solid waste managem:mt districts are required to develop and irrplement a canprehensive solid waste management plan. 'n1e solid waste managem:mt plan must meet all the requirem:mts of Sections 260.220 and 260.325, RSMo, and confonn with the Model Plan Guidelines For Cooprehensive Solid Waste Management issued by the depart:m:mt.

'!he solid waste management plan for the Lake of the Ozarks Solid WasteManagement District must be sul::mi.tted to the Depa.rt:Irent of Natural Resourceswithin 18 IOOnths of the date of this letter, pursuant to Section 260.325.3,RSMo. '!his plan will guide the district's solid waste management activities asit IOOves towards obtaining a 40% solid waste reduction goal.

Cooperation is critical to achieving this goal. Whereas, House Bill 1732 was recently passed by the Missouri GeneralAssembly and was signed by Governor John Ashcroft on June 19, 1992; and

Whereas, House Bill 1732 allows counties to request changes from onesolid waste management region to another or to request the creation of a newregion; and

Whereas, Miller County has joined with Laclede and Camden counties toform the Lake of the Ozarks Solid Waste Management District; and

Whereas, Miller County has a long history of cooperation in the planningprocess with Camden and Laclede counties in a regional planning commission,SBA certified development company and economic development district as wellas other associations; and,

Whereas, Miller County has traditionally not had a planning associationwith the group of counties composing Region H nor with Cole County with whichMiller County was originally placed; and

Whereas, Miller County has never participated in the Region Hdeliberations regarding solid waste management; and

Whereas, Miller County's withdrawal from Region H will not, therefore,negatively affect that region's solid waste management process; and

Whereas, Miller County's placement with LaClede and Camden countiesin a new region will facilitate a more productive solid waste management productfor Miller County.
