Proposals will be received until 12:00 p.m., Friday, October 17, 2014, after which they will be opened and reviewed. This solicitation does not commit the Authority to award a contract, to pay any cost incurred in the preparation of bid submitted, or to procure or contract for the services. I. Introduction The South Carolina State Ports Authority is an instrumentality of the State of South Carolina that was created by an Act of the State General Assembly to promote marine commerce. The South Carolina State Ports Authority is engaged in promoting, developing, constructing, equipping, maintaining, and operating the harbors or seaports and related port facilities within the State. Specifically, the Authority owns and operates public port facilities in Charleston and Georgetown under authority of Act No. 626 of 1942 of the South Carolina General Assembly. The South Carolina State Ports Authority is a significant economic generator for the State of South Carolina and a major port on the US Eastern Seaboard. II. Solicitation The SCPA is seeking proposals from Agencies Accredited by the Occupational Safety and Health Administration under the Regulations of Title 29, Chapter XVII, Part 1919 to perform the annual and quadrennial equipment inspections required by the same. The SCPA’s equipment requiring inspections is located at three terminals in Charleston, SC and one terminal in Greer, SC. The types and approximate quantities of equipment are as follows:
Charleston, SC Dockside Cranes (to include the machinery house bridge crane) – 19 Rubber Tired Gantry Cranes (RTGs) – 38 Spreader Bars- 69 Lifting Beams – 9 Work Bars – 5 Overheight Attachments - 3 Shop Bridge Cranes – 3 Greer, SC Rubber Tired Gantry Cranes (RTGs) – 3 Spreader Bars- 3 Lifting Beams – 1 Overheight Attachments – 1
The above equipment that is not governed by the Regulations of Title 29, Chapter XVII, Part 1919 receives an annual and/or quadrennial inspection as if it were governed by this regulation. The SCPA owns devices necessary to provide the required loads for the quadrennial test. Respondents to this proposal shall, as a minimum, provide a proposal for the following services:
1. All scheduled inspections should be performed at three (3) month intervals with
approximately twenty five percent (25%) of the equipment being completed at each
inspection. The Charleston inspections are performed in February, May, August, and
November. The Greer inspections are performed during August.
The Charleston inspections should be scheduled to be completed over the course of
three (3) to four (4) days. The Greer inspections will be performed in a single day.
The proposal should be on a per-equipment basis. If this varies by equipment type or
inspection type, that should be specified. In other words, the different charges should
be proposed if the inspection for a spreader bar is different than the inspection for a
crane. Similarly, the different charges should be proposed if the annual inspection for a
spreader bar is different than the quadrennial inspection for a spreader bar.
The per-equipment proposal should be all inclusive. In other words, there should be no
other charges (travel, lodging, per diem, etc.) associated with these scheduled
inspections.
2. Quadrennial load tests are periodically required due to equipment repairs or modifications.
The proposal should enumerate the costs or rates associated with these unscheduled
inspections.
3. Cranes are load tested to their maximum required test weight based upon the crane’s load
ratings. Spreader bars are load tested to their required test weight for each mode (single pick
and twin pick).
The above outlines the program SCPA follows to maintain the required OSHA equipment certifications. Respondents to this proposal may propose an alternative program for the requested services. III. Pre-Proposal Meeting A pre-proposal meeting will be held at 1:00 pm on Monday, October 13, 2014 in the Main Conference Room at the Port of Charleston Operations Center, 838 Morrison Drive, Charleston, SC. This meeting is not mandatory but it is highly recommended that all interested parties attend. The purpose is to discuss the details of the SCPA’s equipment certifications program and answer any questions regarding this request for proposal. IV. The proposals will be evaluated and all respondents will be advised of the Authority’s decision. VI. Other The South Carolina State Ports Authority reserves the right, at its sole and absolute discretion, to extend any of the actual or proposed dates in the time schedule and to reject, for any reason, any and all submissions in response to this solicitation. The Authority will not pay or be responsible for any costs associated with preparing and/or submitting any proposal.
