UNDP/MNRE Project on Enhancing Access to Clean Energy
The Ministry of New and Renewable Energy, Government of India, is implementing a
UNDP assisted Project for enhancing Access to Clean Energy. The aim of the Project is
to accelerate access to energy services particularly for increasing livelihoods of the poor
and marginalized in the seven UNDAF states (Bihar, Chhattisgarh, Jharkhand, Madhya
Pradesh, Orissa, Rajasthan and Uttar Pradesh).
The objective of the Project is strengthening technical, institutional, financing, delivery
and servicing capability/ infrastructure needed to address the key barriers for up scaling
of technically proven & financially viable renewable energy applications.
As part of this Project, the Ministry invites, Expression of Interest (EOI) and concept note
from Technology suppliers: Corporate houses, Equipment Manufacturers and
Contractors, NGOs, Self Help Groups, Users Associations, Individual entrepreneurs,
Registered Societies, Cooperatives, Consortiums/SPVs /JVs etc. to provide support for
up-scaling of pilot-tested/technically proven and commercially viable
entrepreneurship based models for deployment of RETs in off-grid mode.
Technical assistance for awareness generation, capacity building and action research
for development and promotion of RET will also be provided under the project. The
UNDP project primarily focuses on the 7 UNDAF states, and projects in only these
states would be supported under the project.

SECTION C CONCEPT NOTE
Format and Submission Guidelines
The concept note should provide a brief description of the project, the present state of
commercialization, total estimated cost, the applicants contribution in meeting the cost,the amount of financial assistance requested, expected time required for the completion
of the project, and forecasted returns over the next five years. The content and format in
which the concept note has to be submitted is as follows:
C.1 Information of Applicant:
C.1.1 Describe, in brief, about the organization and experience of the entity in the
sector related to the project.
C.1.2 Include brief bio sketches of key management, and demonstrate the teams
experience and skills in designing, building, and operating similar projects, theirtrack record and network of potential business partners and functional experts, and
ability to work well together both internally and with external parties.
C.2 Rationale of the Project: (in not more than 600 words)
Summarize the project approach including the opportunity and reason for
implementing it in the context of the UNDP project objective (please refer to EOI
Notice) for enhancing energy access in rural areas and the applicability of the
technology.
C.3 Technical Structure for pilot testing: (in not more than 1000 words)
C.3.1 Explain the technical design including technology or process, equipment
specifications, and fuel supply (wind or solar resource or biomass feedstock, etc).
C.3.2 Explain innovative applications or approach, if any, envisaged for energy
provision. Briefly, describe previous applications of the technology or delivery
approach.
C.4 Regulatory Treatment: (in not more than 300 words)Indicate licenses, permits, and third-party approvals necessary to execute the
project. Discuss how these clearances can be obtained, and the expected time
involved in the process. Indicate NA if not applicable.

C.5 Financing Sought:
Indicate Project cost structure for the project. The section should also mention total
estimated cost, the applicants contribution in meeting the cost and the amount of
financial assistance requested from MNRE, source of funding for meeting full
project cost.
C.6 Business models: Marketing, Sales, and Distribution Strategy: (in not more
than 1000 words)
Discuss the target market including the clients ability and willingness to pay; the
supplier /client relationship and few lines about any previously conducted studies
(pre-feasibility, feasibility, and marketing), financial viability of the project.
C.7 Risk Factors: (in not more than 400 words)
Indicate technical, managerial and financial risks and strategies contemplated formitigating them.
C.8 Benefits, Impact and sustainability (400 words)
C.8.1 Outline the expected short term benefits and long-term impact of the project.
C.8.2 Explain the plan for making the project self-sustainable once the financial
support for the project is removed.
