1. INTRODUCTION
YASA&T Department has advertised the Expression of Interest (EOI) for
the Hiring of Youth Development Organization/ NGO to invite application from
prospective bidders (herein after referred to as Applicant) to organize the following
three types of events:
1. Regional Youth Forums
2. International Youth Day
3. Youth Conference on International Volunteer Day & Youth Icon Award
The underlying EOI Document is in accordance with Punjab Procurement
Rules 2014.The short listed applicants will only be issued the “Request for Proposal”
regarding this assignment. The draft Terms of Reference of the assignment are
attached as Annex-1 for the understanding of the assignment by the Applicant and the
final Terms of Reference will be provided in the “Request for Proposal”.
2. RATIONALE
The main focus of Youth Affairs Department is to implement the Punjab
Youth Policy, providing the youth with opportunities and platforms to foster their skills.
Punjab Youth Events (PYE) empowers young people to develop as individuals and enjoy
new challenges through volunteering and social action whilst making a positive
contribution to the community. This is achieved by providing young people with access
to good quality volunteering and social opportunities and supporting them to realize
their own projects and ideas.
3. KEY OBJECTIVES
The major objectives of the three events are as follows:

3.1 Objectives of Regional Youth Forums
i. To arrange and organize cultural activities, motivational speeches,
discussion-based panels to talk about social and education related
problems, etc. ;
ii. To provide support, care, and counseling;
iii. To assist in any way possible the welfare of the wider community;
iv. To provide opportunities for social interaction;
3.2 Objectives of International Youth Day
i. To promote the voice, influence, and participation of young people;
ii. To bridge the gap between government and youth of Punjab;
iii. To gather the youth of Punjab at one platform to celebrate the
International Youth Day;
iv. To showcase the youth talent at provincial platform;
3.3 Objectives of Youth Conference on International Volunteer day &
Youth Icon Award
i. The objective of celebrating this day is to encourage and motivate the
youth of Punjab to participate in volunteer work since a country having
numerous social, environmental, political and cultural issues needs huge
number of volunteers to fill the gap among different strata of the society
in general;
ii. To encourage youth by organizing youth oriented activities and by
awarding Youth Icon Awards to high achievers;
iii. To provide young volunteers, experts and practitioners with the
opportunity to discuss, display and evaluate best practices in the field of
volunteerism;
iv. To identify problems and solutions related to local youth;

4. APPLICANT
A prospective bidder must be a Youth Development Organization or NGO
and should have relevant experience in arranging similar types of Youth Events. They
must have complete in-house suite of capabilities to organize mega events for
corporate and Government sector in Pakistan. Youth Development Organization or
NGO must be capable of providing innovative and out of the box solution in organizing
mega events. Youth Development Organization or NGO must possess key
professionals such as Team Leader, Event Manger, Financial Analyst, Legal
Consultant, Photographers, Event Decor Designer, Communication/Media Manager.
5. SHORTLISTING CRITERIA
The shortlisting criteria for the evaluation of applicants are based on the
organization experience, technical ability and financial capability. Detail of short
listing criteria is attached as Annex-3
The short listed organization will be issued RFP of the assignment.
6. INELIGIBILITY OF A PROSPECTIVE BIDDER
If the Applicant has been barred from participating in any project by the
Federal, Provincial or Local Government or government instrumentality in Pakistan or in
any other jurisdiction to which the Applicant belongs or in which the Applicant member
conduct its business, whereas the bar subsists as on the EOI Application Submission
Deadline, such entity shall not be eligible to submit Application for EOI.
7. PREPRATION COSTS
The Applicant shall bear all costs associated with the preparation and
submission of this EOI Application, all costs and expenses related to the Applicant’s
preparation of responses to questions or requests for clarification.

8. LANGUAGE
The EOI Application and all related correspondence and documents must
be written in English. Supporting materials, which are not translated into English, will
not be considered for short listing purpose.
9. CLARIFICATIONS
The Applicant requiring any clarification on the EOI documents may send
a request for clarification to YASA&T Department at the address given below on or
before ten (10) days of application submission date at following addresses:

The copies of the response including an explanation of the query but no
identification of its source (the “Response to Question Document”), will be sent on or
before seven (07) days of application submission date to all applicants who have

obtained the EOI Document and will form part of the EOI Document. If similar or
repeated queries are made by Applicant, those queries may be listed as one query and
responded once.

11. SUBMISSION OF EOI APPLICATION
a) Format and Signing of the EOI Application
i. Each Applicant shall prepare and submit one (01) printed original, two (02)
printed copies and (01) electronic copy (on DVD, CD OR USB DRIVE) of its EOI
Application, clearly marking each one as “Original”, “Copy No.1”, “Copy
No.2”,etc.,as appropriate. In the event of any discrepancy between the copies
and the original, the original shall govern.
ii. The original and all printed copies of the EOI application shall be typed or written
in indelible ink. The person or persons duly authorized shall sign the EOI
application by:
a. Signing the original EOI Application; and
b. Initialing all the pages of the EOI document.

iii. The relevant EOI application shall contain no alterations, omissions or additions,
unless such corrections are signed by the person or persons duly authorized.
iv. The information to be provided within the DVD/CD/USB shall contain non-
compresses and unprotected files in printable formats. Furthermore, the
DVD/CD/UDB must be free from virus.
b) SEALING AND MARKING OF EOI APPLICATIONS
i. The Applicant shall seal the original EOI Application and each copy in separate
envelopes, each containing the documents specified in the EOI application. The
envelope bearing original documents shall mark “EOI application-Original” on the
front. Likewise, the copies submitted must mark “EOI Application-Copies” (all
duly marked as required herein). All the copies and original EOI Application
sealed individually should be submitted to YASA&T Department, Government of
the Punjab enclosed in a single envelope bearing the words “Hiring of Youth
Development Organization/NGO”.
ii. The inner envelope shall each indicate the name and address of the Applicant to
enable the relevant EOI Application to be returned unopened if it is declared
“late”.
iii. The DVD/CD/USB requested shall be submitted with the printed EOI Application
as provided in Annex-2. For the avoidance of doubt, it is expressly specified
that the Prospective Bidders shall not be allowed to submit their EOI Applications
by e-mail or fax.
c) APPLICATION SUBMISSION DATE AND TIME
EOI Applications should be submitted in person on or before 11:00 A.M
3rd January, 2018 to the office of Procurement Specialist, Youth Affairs, Sports,
Archaeology & Tourism Department, Government of the Punjab, Punjab Stadium,
Ferozepur Road, Lahore in the manner and form as detailed in this EOI document. The
applications submitted electronically will not be considered for evaluation and
shortlisting. However, YASA&T Department reserves the right to extend EOI application
submission Date and Time prior to opening of EOI applications.

12. EVALUATION OF EOI APPLICATIONS
YASA&T Department will open the applications for shortlisting as per
Punjab Procurement Rules 2014 and will subsequently examine and evaluate EOI
Applications in accordance with the criteria mentioned in Annex-3.
13. ANNONUCEMENT OF SHORT LISTED APPLICANT
After the evaluation of EOI Applications, YASA&T Department will
announce a list of shortlisted Applicants Bidders who meet the evaluation criteria.
“Request for proposal” for the said assignment will be issued only to the “Shortlisted
Applicants”.
14. DELIVERABLES
The timeline for Deliverables will start once the Procuring Agency (YASAT
Department) informs the successful bidder about the intended day of the event.

1. Regional Youth Forums
The basic idea behind this Regional Youth Forums (RYF) is to create such
forums for youth in five (05) districts of Punjab where local youth can discuss the
social, psychological, educational, moral problems, human rights issues, new
opportunities and share their thoughts on addressing these issues and later on
monitored by Punjab government. The successful bidder/vendor will manage the
necessary arrangements to hold youth forums and cultural events at DG Khan,
Bahawalpur, Multan, Rawalpindi & Sargodha. Local participation of youth will be
availed from local universities/colleges, local youth forums/organizations and youth
volunteers. The events will consist of activities to promote local culture, motivation
speeches, discussions on youth related issues, and entertainment etc.

Scope of work/TORs for Regional Forums
i. Ensure participation of different local cultural groups, NGOs, and
colleges/universities.
ii. Organize Motivational Speeches, Youth Specific Lectures, Career Counselling,
Punjab Youth Policy and discussions by eminent personalities.
iii. Travelling & Accommodation of the client’s team at all five locations of the
Regional Youth Forum shall be borne by the selected bidder/vendor.
iv. Concept:
• Venue Selection: Work with Procuring Agency (CSP YASA&T
Department) to select potential locations for Events along with a
backup location (indoors);
• Pre-event schedule: List down key activities along with timeslots;
• Theme: Provide at least three main themes that will be incorporated in all
promotions; printed materials (Flex, Streamers, Portraits, Invitation cards,
Car Stickers, Badges), on site signage, any other promotional material; and
• Event Schedule: time duration, celebrity hosting, entertainment,
key-note speeches, run documentary and slideshows, hi-
tea/lunch/dinner etc.
v. Event Activities
• Invitation: Coordination with Procuring Agency (CSP staff) to make
list of invitees, design invitation cards and supporting documents if
any, deliver invitations (hard copies, emails and phone calls including
delivery receipt and RSVPs);
• Designing and printing of Flex, Streamers, banners, pamphlets, event
program outline (to be circulated during the event), portraits

of major figures (Quaid-e-Azam Mohammad Ali Jinnah, National
and Political Leadership etc.) and other related materials;
• Installation and circulation of streamers and banners on important
locations for wide publicity; and
• Media coverage – News Channel Coverage, Print Media, Photography,
Videos and any other PR activity;
vi. Plan & Logistics:
• Arena Design according to the approved theme;
• Stage back-drop and other brandings and standees;
• Sound System, Multiple SMDs and/or LEOs and Lighting Decor;
• Special Fresh Flowers arrangement for stage, entrance and other
Venue decoration
• Seating Arrangement, Sofas for VIP rows etc;
• VIP Refreshment, catering with uniformed servers for VIP guests and
Refreshment for proportionate support staff;
• Suggest, design and provide proper Temperature Control and
Ventilation System as per expected weather conditions and adequate
back-up generators; and
• Stage Management, Hosting and staff coordination.
vii. Facilities:
• Helpdesk/ Booth with representatives of management team;
• Arrangement of Ushers;
• High Alert Security Plan for VVIPs, Event Entry/Car Stickers;

2. International Youth Day
International Youth Day (IYD) is an awareness day designated by the
United Nations. It also aims to promote ways to engage them in becoming more
actively involved in making positive contributions to their communities. Many
activities and events that take place around the world on International Youth Day
promote the benefits that young people bring into the world. International Youth
Day (IYD) will be celebrated every year on 12th August. The successful
bidder/vendor shall ensure participation of youth from across the Punjab in the
event.

selected bidder/vendor.
v. Activities such as; blowing the sky lanterns, fireworks, youth participants
speeches, documentaries/short films on youth efforts and their participations &
gaming activities etc. will be included in the event.
vi. Spread the word on social media by engaging in discussions on Facebook,
Twitter, and Instagram; organising event through proper channel with mass
media advertisements and promotion campaigns.
vii. Services of related collecting data (if any)

3. Youth Conference on International Volunteer day & Youth Icon
Award
Volunteering is a fuel for creative change. This youth conference (YCIVD)
aims to promote dialogue and volunteerism. Volunteering, dialogue and youth are best
ingredients of change. The conference will consists of workshops on main themes like
Youth volunteering and the promotion of cultural dialogues; youth volunteering, peace-
building and humanitarian assistance; volunteerism, a culture of peace and sustainable
development; how to promote cultural diversity and intercultural dialogue; and the role
of information technology and communication in promoting volunteerism and
responsible citizenship. The event will be celebrated on 5th of December every year.
This event will consist of 2 day activity (4th & 5th Dec) in which 1st day will be dedicated
to the conference and 2nd day will be having an award ceremony for the youth
volunteering towards society.

Scope of work/TORs for Youth Conference on International Volunteer Day
and Youth Icon Award
i. Conference to be held in Lahore on 4th December in which chief guests,
departmental representatives and youth volunteers from all across Punjab will be
invited to express their views and suggestions on future projects/plans and to
make a sound policy on effective volunteerism in Punjab.
ii. Youth Icon Award to be held in Lahore on 5th December in which chief guests,
departmental representatives and youth volunteers from all across Punjab will be
invited. Volunteer’s work in the field will be showcased and presented in the
shape of short documentaries, and awards will be given to best volunteers by
Chief Guests with the name Youth Icon Award (YIA).
iii. The videos collected through the competition will be shown on award ceremony
and late on, uploaded on social media and be used for propagating national
narrative.
iv. Spread the word on social media by engaging in discussions on Facebook,
Twitter, and Instagram; organising event through proper channel with mass
media advertisements and promotion campaigns.
v. Services of Collecting data, event management and awards/souvenirs will be
arranged by the successful bidder/vendor.
