INFORMATION

AB2588 Activities - Canoga/DeSoto - A second installation of

working copies of the State AB2588 forms were submitted toMcLaren on 21 September 1990, bringing the deliverables to

within a few percent of the total anticipated . Primarily

additional chemical constituent data on paints/coatings andfuels are being sought to complete the package . Staff are

also rechecking the device/stack tabulations to ensure thatall required forms have been submitted to McLaren . The

finalized quantified emission data (and typed forms) areexpected from McLaren on 26 September .

Vendor Compliance with SCAOMD Rule 1169 - The letter

requesting release of compliance records on four vendorsfrom the South Coast Air Quality Management Districtrelative to Rule 1169 on hexavalent chromium emission

recovery was mailed on 24 September 1990 . It had been

approved by Corporate-Legal .

Cooling Tower Ozonation (SSFL) - A letter was transmitted to

the Ventura County Air Pollution Control District on 24September 1990 requesting a determination in writing that no

permit will be required for use of ozonation to replace thetraditional chemical treatment at cooling towers .

VAPCD Rule 62 .3 Hexavalent Chromium - An exemption applica-

tion for the cooling towers at SSFL pursuant to Ventura

County Air Pollution Control District's Rule 62 .3,

hexavalent chromium cooling towers, was submitted to theDistrict on 24 September 1990 .

Solvent Usage Form Development - Forms Control has

redesigned the solvent usage form using high quality

graphics . The form, which is contained in EC 02 .40, has

been given the ID "Form 653-T-002" and will be availabl e

through Forms Control . Environmental has recommendedseveral changes in the first draft of the form .

SCAQMD Underground Tank Permits - The South Coast AirQuality Management District issued on 13 September 1990Permits, covering the 10,000 gallon underground gasoline anddiesel storage tanks at Canoga, consisting of the under-ground 4,000 gallon diesel, and 180 gallon diesel storagetanks at DeSoto . The permits will be distributed forposting in the proper locations .

VAPCD Permit Renewal Fees - Cover letters and 5-Os forrenewal fees for permit #0250 (sodium burn facility at$250 .00) and permit #0241 (Coca Test Stand at $27,836 .10)have been prepared by Environmental and submitted forsignatures .

SCAOMD - Environmental has sent a cover letter and completedSouth Coast Air Quality Management District smoking vehiclecompliance form in response to a District letter dated 11August 1990 . The letter identified a Rocketdyne vehicle onWoolsey Canyon Road reported as emitting excessive smoke .

Chemical Tracking - Environmental met with Purchasing buyersto discuss the feasibility of flagging and requesting MSDS'son all chemical-related, outgoing PO's . PO directions would

indicate that MSDS's be mailed to Rocketdyne Environmental .This effort would be conducted for at least one year withthe intent to initialize and maintain a complete set of MSDSfiles .

Data Management - Environmental has completed a BusinessSystem Plan (BSP) for an Environmental Data ManagementSystem (EDMS) . The BSP was submitted to Information Systems

(D/065) for further development and review with respect tosystems analysis . The BSP will serve as the baselinedocument in the overall design of Environmental's datamanagement system .

Training - Environmental met with ETEC and ProtectiveServices regarding the SCTI spill response procedure 355-CAP-4503 . The following issues were presented and concluded

upon . SCTI ' s procedure needs minor revisions,Environmental ' s SPCC needs some revisions , any new/revised

plans/procedures need to be circulated in order not to

conflict with existing plans/procedures, and SCTI isresponsible for training their employees and maintainingtheir records under the direction of Environmental .

Environmental received those departments that requested thehazardous waste handling training from the Tech and SkillsDepartment . Classes will be arranged accordingly .

Metal Treatment Plant Upgrade - Additional Memtec filtershave been installed at the Canoga metal treatment plantincreasing treatment capacity from 35 gpm to 80 gpm .

Well WS-5 Groundwater Treatment Unit - The UV/Peroxideunit, for treating groundwater from well WS-5, is now set onthe concrete foundation . Piping and electrical connectionshave been started and are ahead of schedule . Startup andoperational checkout of the unit is anticipated to startbefore the end of September .

Canoga Ground Water Project - Montgomery Ward has appealedRocketdyne's NPDES permit to the State Water ResourcesControl Board (the State Board oversee's the RegionalBoards) . The appeal was based on several grounds . The mainpoints of contention were : 1) Montgomery Ward was named inthe permit, which Ward contends the Regional Board has noright to do ; 2) No CEQA document was prepared . Ward statesa negative declaration or an Environmental Impact Reportshould be prepared . Discussions with the Board indicateWard is incorrect in this belief ; 3) Ward stated theRegional Board has no proof that Ward's tanks leaked, andthat Rocketdyne has or has had fuel tanks in the same area(untrue) . Rocketdyne's attorney in this matter from Lathamand Watkins will be on site on 25 September 1990 .Environmental intends to discuss how to respond to the Wardclaims, if a response is possible, with the attorneys during .their visit on site .

Hazardous Waste Taxes Audit - The California State Board ofEqualization audited Rocketdyne against the records ofhazardous waste manifests for 1987, 1988 and 1989 . Thetotal quantity of hazardous waste manifested off-site willbe compared to the quantities reported on the quarterly taxreports .

Hazardous Waste Disposal - Approximately 1200 gallons ofaqueous mixed acid generated at the SSFL Equipment Lab wastransported to Fernley, Nevada for disposal .

Operation Plan Updates - Area II HWCSF and PCB Storage -

Environmental is updating the operations plans for the HWCSFand PCB storage facility for submittal to the DHS .

Sodium Burn Facility, B/133, Storage Tank - A 5000 gallonportable plastic storage tank was placed inside the SodiumBurn Facility to provide additional storage capacity for thesodium hydroxide solution generated by the treatment

process . Verbal approval for the additional storage was .

followed-up by a Rockwell letter to DHS to avoid potentialfuture discrepancies .

DOE/Area IV Activities - Members of Environmental, ETEC and

Health Physics attended a meeting at the DOE/SAN office inOakland on 19 September 1990 . The purpose of the meetingwas to discuss the general issues of the recently signedAgreement in Principle (AIP) between DOE, its contractorsand the State of California . Funding and individual site

coordination will be provided by DOE while environmentaloversight will be provided by either the DHS/Sacramento orBurbank . Since each site is unique, a separate agreementfor specific environmental activities at each site will needto be developed and implemented . To kick-off the AIP atETEC, a team of State and DOE personnel plan to visit AreaIV on 14 November 1990 .

DOE/SAN has requested through ETEC a comprehensive

Environment Safety & Health (ESH) self assessment program bedeveloped and implemented for ETEC programs . The DOE TigerTeams have specifically been asked by headquarters to

evaluate these facility self assessments . Environmental,ETEC, and Health & Safety are the main players for this

task, i .e ., chartering, funding, and implementing theprogram .

Environmental provided input to ETEC on the program fact

sheets for the FY90 and FY91 activities for Environmental

Restoration and Waste Management .

Federal Facilities - The site evaluation section of EPA

Region IX has been statused on the meteorological station(MET) and PM10 monitor installation in Areas I, II and IV of

the SSFL . A schedule of activities to correlate the MET and

PM10 data into useful information will be submitted to theEPA in the next monthly report .

SSFL Underground Tanks - Draft site assessment workplans for

two former underground fuel tank locations have beenforwarded by GRC to Environmental . These plans weredeveloped according to the July 1990 VCEHD LUFT program

manual . Comments have been made on the work plans and willbe transmitted back to GRC the week of 24 September 1990 .

Asbestos - SSFL - An insulation sample collected from an

alcohol tank in T/942, Area IV confirmed the presence ofasbestos . ETEC will be notified of the results .

Canoga - Subcontractors working in the boiler room on thewest side of B/ 001 damaged the asbestos containing material(ACM) in the area . A sample analysis confirmed the presenc e

of asbestos . The job was shut down on 20 September 1990 andLatch-On Insulation Inc . was contacted for abatementactivities . SCAQMD was duly notified prior to job startupon 21 September 1990 .

SSFL Ground Water Program - Environmental has been editingthe "1989 Annual Groundwater Monitoring report for SSFL"

written by Groundwater Resources Consultants, Inc . (GRC) .The target date for its submittal is 15 October 1990 .

Environmental has reviewed two proposed work plans formonitor well drilling in the vicinity of both the Delta andSTL-IV former surface impoundments . The total package offour proposed work plans (perimeter wells, COCA area, Deltaand STL-IV) will be sent to the regulatory agencies on 24September 1990 . Rocketdyne is requesting regulatoryresponse by 15 October 1990 . Since the Department of Energy(DOE) has not yet authorized release of the workplansubmitted to them by Rocketdyne in mid-August for the AreaIV off-site wells, that well drilling is scheduled for last .

Environmental has returned the "Health Risk Assessment forSSFL - Workplan" to Chem Risk with corrections for the air,

water, surface impoundments, ground water and radioactivity(RA) sections of the document . Arrangements were made forthe Chem Risk specialist handling transportation to queryRocketdyne Transportation management in pursuing thesignificant event scenarios . A meeting betweenEnvironmental and Chem Risk evaluators addressing theoverall workplan is scheduled for 5 October 1990 at thePlummer Facility .

Environmental has coordinated with GRC to obtain the

presentation materials for the EPA public meeting scheduledto be held in Simi Valley on 27 September 1990 .

SSFL Environmental Monitoring Report (EMR) - Environmentalhas completed the data compilation for the October 1990 EMRand the review process is continuing .

Brochures - Environmental has produced the first draft on aRecycling Brochure in addition to those already beingreviewed . All of these brochures are to be available forhandout at the Environmental booth at Rockwell Open House inOctober . It is Environmental's intention to have thesebrochures printed on recycled paper, but, according toMaterial, due to rising prices and availability, this maynot be possible .

Open House - Environmental is continuing to collect displaymaterial to be used during the upcoming open House in

October . Environmental ' s booth will be located at SSFL inthe ETEC Conference room ( B/038) .

Environmental has been working with members of the EmployeeStore to make T-shirts available through the Store with the"Treat It as an Endangered Species" logo on the back .

Contact with Ebasco - Environmental reviewed the proposedscope of work submitted by Ebasco for the revised wasteminimization study and the geophysical surveys .Purchasinghas revised the Scope of Work and has indicated that thecontract would be signed within two weeks .
