Healthcare Palm Beach County is known for its

strong healthcare system with skilledproviders throughout the region. GoodSamaritan Medical Center is a 333-bedacute care hospital that has been providingmedical care to the region for more than 90years, with advanced services such as its Ac-credited Chest Pain Center. “Hospitals withaccredited Chest Pain Centers have im-proved patient care delivery, outcomes andsurvival rates among patients with acuteheart attacks,” says Mark Nosacka, CEO.

“This accreditation and special PCI des-ignation is the direct result of Good Samari-tan Medical Center’s highly skilled team’srelentless focus on advancing cardiac care inour community,”

St. Mary’s Medical Center is a 460-bed,acute care hospital founded in 1938 whosespecial services include a trauma center,high-risk obstetrical unit, rehabilitation insti-tute, and memory disorders center. The Chil-dren’s Hospital at St. Mary’s Medical Centerprovides level III neonatal intensive care, a24-hour children’s emergency department,and a pediatric intensive care unit.

World-renowned Cleveland Clinic Floridahas an imaging center and dedicated diag-nostic area at CityPlace Tower in West PalmBeach with access to specialists in internalmedicine, neurology, orthopedics, spine, pul-monary, colorectal and heart services.

Life SciencesA division of The Scripps Research Insti-

tute in La Jolla, California, Scripps Florida isone on the state’s premier life science re-search facilities. Located in a three-building,350,000-square-foot research complex atFlorida Atlantic University (FAU)’s Jupitercampus, Scripps Florida researchers focuson basic biomedical science, drug discovery,and research technology applications.Scripps’ researchers have already generated

more than 100 patent applications, four spin-off companies and attracted more than $188million in grant and outside funding.

Next to Scripps Florida, the Max PlanckSociety for the Advancement of Science –Germany’s largest research institution – com-pleted its 100,000-square-foot permanentfacility in 2012. Today, the institute focuseson molecular imaging, biosensing and cellu-lar mechanism studies. “Florida is poised tobecome an important player in biotechnol-ogy, having already created a sustainable,knowledge-based economy here,” says Bar-bara Noble, president, Max Planck FloridaFoundation. “All of Max Planck Florida’s re-search group leaders have relocated to PalmBeach County from distinguished institutionsaround the world, thus creating a nexus ofexcellence in scientific leadership that willcontinue to draw others to this area.”

TourismFor more than a century, tourism has

been a driving force in Palm Beach County’seconomy. Today, the County’s visitor assetsinclude more than 47 miles of white sandybeaches, 170 golf courses, boating and fish-ing, and 200-plus hotels and resorts fromJupiter to Boca Raton.

Each year, the County welcomes approximately 4.9 million visitors with an over-all economic impact of $5 billion, according

to Discover Palm Beach County (CVB). For visitors and residents, Palm Beach County’scalendar of festivals and cultural events includes SunFest, the state’s largest music,art and waterfront festival, and the PalmBeaches Marathon.

Other attractions include Major LeagueBaseball, as the Miami Marlins and World Series champion St. Louis Cardinals playtheir spring training games at Roger DeanStadium in Jupiter. In the summer, residentscan watch the Jupiter Hammerheads andPalm Beach Cardinals at the 7,000-seat stadium, which also hosts youth leagues,concerts and corporate events.

Another tourism asset is the Palm BeachCounty Convention Center, which features a100,000-square-foot exhibit hall, a 25,000-square-foot ballroom and 23,000 square feetof flexible breakout space. Each year, theconvention center hosts leading consumerand trade shows, as well as noted speakersand other special events, such as the WorldStem Cell Summit, an event that attracted re-search and medical professionals fromaround the globe.

Would-be entrepreneurs often ask us:Where can I find grants to start a business?And sadly, some of these individuals pay bigmoney to attend business financing seminarsthat travel from city to city talking enticinglyabout “free” government money for yourbusiness. All you have to do is pay thesefolks up front and they will fill out some pa-perwork for you to apply for these “grants.”

Trouble is, the rare few that are availableare so highly specialized in research fieldsthat the odds of getting them are astronom-ical. In practical terms, it is a dead end. For-get about government grants to start a newbusiness. It won’t happen.

The U.S. Small Business Administration(SBA) gets the same question daily at theirsmall business Answer Desk. And their re-sponse is always the same: “The SBA doesnot offer grants to start or expand small busi-nesses.”

But here’s the good news, and one ofthe best-kept secrets in the cutthroat worldof venture financing. It’s called the SmallBusiness Investment Company (SBIC) pro-gram, and it has provided nearly $30 billion infinancing (both loans and equity investments)to 90,000 small businesses since 1958.

This program is for real. And while it is

still going strong, it maintains a low profile bydesign, so the folks who manage the fundsthat invest in small companies don’t get to-tally devoured by cash-hungry entrepreneurs.

SBICs – some 450 of them nationwide –represent a uniquely successful partnershipbetween Uncle Sam and private investors.Each SBIC – while licensed and regulated bythe SBA – is actually a privately owned andmanaged investment firm that provides ven-ture capital and startup financing to smallbusinesses.

Seed money for some of America’s mostbeloved businesses originally came fromSBICs, including America Online, AppleComputer, Callaway Golf, Federal Express,Gymboree, Outback Steakhouse, Staples,Sports Authority and many more.

SBICs also are funding up-and-comingsmall firms like NetSpend, an Austin, TX-based business that offers debit card pro-cessing and marketing services. Twobrothers, Roy and Bertrand Sosa, whomoved their family to Austin from Mexico in1986, founded NetSpend. They launched thebusiness from their one-bedroom apartmentin 1998 with $750. CATAPULT TO THE BIG TIME

SBICs have been a marvelous mecha-nism for catapulting promising small compa-nies into the big time. The government itselfdoes not make direct investments, nor doesit select the firms that will be backed. That’sall left to the qualified private fund managers.The funds set their own policies and maketheir own investment decisions.

What the SBA does do is match funds.For every dollar the private funds put up, theyare eligible to receive another two dollars fromthe SBA – a huge boost. Here, the SBA in-vests alongside private risk-taking investors.And while hardly anyone knows it, this pro-gram has made Uncle Sam the largest singleinvestor in U.S. private equity funds.

Each SBIC is free to define its own areaof interest. Some specialize in specific indus-tries, geographic areas or personal interestsof the fund managers. And while all SBICswill consider applications from socially andeconomically disadvantaged entrepreneurs,Specialized Small Business Investment Com-

panies (SSBICs) make all of their investmentsin that area.

(SBICs) are a marvelous financing opportu-nity for promising early stage ventures inves-tigating grants to start a business andalternative forms of small business start-upcapital. Unlike many venture capital (VC) out-lets that demand quick returns, SBICs havedeveloped a reputation as providers of “pa-tient capital” that small companies need todevelop products and foster growth overtime. If that sounds like what you need, by allmeans check them out.


So you want to start a business – con-gratulations! Once you get over the initial ex-citement, it’s timeto break down the processof launching your startup into manageablechunks. You might get overwhelmed with thesheer number of items on your to-do list. Butnot to worry; I’ve broken it down into the pri-mary tasks you need to do now, and thosethat you can defer until later.

WHAT YOU NEED TO DO NOW

Do the following tasks either beforelaunch or during the early days of yourstartup.1. Determine viability

Be brutally honest. Your startup needs tobe something you can make a profit doing ordelivering. Ask yourself: would you buy it?Run the numbers: will customers pay enoughso that you can cover costs and make aprofit?2. Create a business plan

It’s easy to convince yourself that youdon’t need a business plan, but creating abusiness plan with financial projectionsforces you to think through details. Keep your

plan a living breathing thing that you revisitand adapt regularly.3. Figure out the money

Most startups take a lot more time to getoff the ground than you expect. Know whereyour living expenses for the first year willcome from (savings, a job, spouse’s income,etc.). If you need financing for the businessstart investigating as soon as possible.4. Get family behind you

Spend time to make sure your spouseand other close family ‘buy into’ your startup.You’ll have enough challenges without resist-ance from family.5. Choose a business name

You want a name that will stick in yourtarget audience’s heads. And it shouldn’t al-ready be taken by another company. DoGoogle searches and use a corporate namesearch tool to see if the name you have inmind is unique. Check at the State and Fed-eral level.6. Register a domain name

Get a matching domain to your businessname. An AOL email address or a websitewith free hosting and a name likemysite.wordpress.com makes it seem like ei-

Start generating revenue as soon aspossible. At the early stages of a startup,there is never enough money – resist thetemptation to wait until things are “perfect.”Oh, and get your lawyer to create any cus-tomer contract forms necessary.13. Rent retail or office space

If you’ve got a brick-and-mortar busi-ness, you’ll need to sort this out early. If youplan to run a retail business, pay attention tofoot traffic, accessibility, and other factorsthat will affect the number of people that willwalk in your store. EXCEPTION: If you don’thave a brick and mortar or retail business,then hold off renting an office as long as pos-sible to avoid saddling your startup with leasepayments.

14. Order business cardsAs a startup founder, you’ll be doing a lot

of networking, so order plenty of businesscards. They are inexpensive enough that youcan reorder them later if things change. Without cards, you lack credibility.15. Open a business bank account

It’s all too easy to use your personalbank account to pay for business expenses,but it becomes a gnarl to untangle later.16. Set up your accounting system

Once you have your bank account setup, choose an accounting program. Start asyou intend to go. Few things will doom yourbusiness faster than books that are a mess.

17. Assign responsibilities to

imperative that you decide who will do whatup front. Put it in writing. Co-founder disagreements can destroy your business.

19. Find free adviceYour local SBA, SCORE, and other small

business resources can provide you with freeadvice, access to business templates, andother tools.

20. Consult your insurance agent and secure coverage

Depending on the type of businessyou’re starting, you may need insurance ofone kind or another, like liability, workers’comp, or health insurance, especially if youhire full-time staff.21. Hire your first employee

Depending on the type of business youhave, you may need staff from day one (retail)or you may be able to outsource to free-lancers, interns, and third-party vendors fora while (service and tech businesses). Justremember, trying to do everything yourselftakes you away from growing the business.22. Line up suppliers and serviceproviders

Finding a good source of inventory is cru-cial, especially in certain types of businesses(retail, manufacturing). Beyond inventory, line upgood reliable suppliers and service providers soyou don’t have to sweat the details.


23. File for trademarks and patentsThe best thing to do is consult an attor-

ney early about the need for patents, espe-cially. Get the advice early. Then you may beable to defer filing for a while, depending onthe nature of your business.24. Work your network

Reach out to former co-workers and col-leagues, as well as friends and family. Don’tpressure them to buy your products or serv-ices. Instead, tap into them for introductionsand help with other things on this startupchecklist.25. Don’t waste time on “partnerships”

Be careful about wasting time on “busi-ness partnership” discussions. Your businesswon’t be attractive to potential partners un-less and until you start making headway.Focus your precious time to make sales andget customers.26. Refine your pitch

You need a good elevator pitch for many reasons: potential investors, customers,prospective new hires, bankers. If you can’t persuasively and clearly pitch your business,how can you expect key stakeholders to buy in?27. Refine your product, and marketingand sales approach

As you go along, you will learn more

about the marketplace. Use customer feed-back to refine your product and service of-ferings, and your go-to-market approach.28. Secure your IT

Whether you’re a tech company or not,you likely have sensitive data on computersand devices that you want protected. Protectit from intrusions and disasters. Back it up! ITproblems can derail a fledgling company.29. Get a salesperson or sales team in place

In many startups, the business ownerstarts out as the chief sales person. But togrow, you need a dedicated sales function,so you can focus on activities other than dayto day sales.30. Get a mentor

It’s easy to work “in” your businessrather than “on” it, as Michael Gerber tells usin The E-Myth. A mentor who has succeededin your industry can provide you with price-less advice and serve as a sounding board.

The mission statement reflects everyfacet of your business: the range and natureof the products you offer, pricing, quality,service, marketplace position, growth potential, use of technology, and your rela-tionships with your customers, employees,suppliers, competitors and the community.

“Mission statements help clarify whatbusiness you are in, your goals and your objectives,” says Rhonda Abrams, author ofThe Successful Business Plan: Secrets andStrategies.

Your mission statement should reflectyour business’s special niche. However,studying other companies’ statements canfuel your creativity. One sample missionstatement Abrams developed:

“AAA Inc. is a spunky, imaginative foodproducts and service company aimed at

� How do you differ from your competi-tors? Many entrepreneurs forget they arepursuing the same dollars as their com-petitors. What do you do better, cheaperor faster than other competitors? Howcan you use competitors’ weaknesses toyour advantage?

� How will you use technology, capital,processes, products and services toreach your goals? A description of yourstrategy will keep your energies focusedon your goals.

� What underlying philosophies or values guided your responses to theprevious questions? Some businesses


choose to list these separately. Writingthem down clarifies the “why” behindyour mission.

PUTTING IT ALL TOGETHER

Like anything with lasting value, craftinga mission statement requires time, thoughtand planning. However, the effort is wellworth it. In fact, most start-up entrepreneursdiscover that the process of crafting the mis-sion statement is as beneficial as the finalstatement itself. Going through the processwill help you solidify the reason for what youare doing and clarify the motivations behindyour business.

Here are some tips to make your missionstatement the best it can be:� Involve those connected to your busi-

ness. Even if you are a sole proprietor, ithelps to get at least one other person’sideas for your mission statement. Otherpeople can help you see strengths,weaknesses and voids you might miss. ifyou have no partners or investors to in-clude, consider knowledgeable familymembers and close friends, employeesor accountants. Be sure, however, topick only positive, supportive people whotruly want to see you succeed.

� Set aside several hours — a full day, ifpossible — to work on your statement.Mission statements are short — typicallymore than one sentence but rarely ex-ceeding a page. Still, writing one is not ashort process. It takes time to come upwith language that simultaneously de-scribes an organization’s heart and souland serves as an inspirational beacon toeveryone involved in the business.

� Plan a date. Set aside time to meet withthe people who’ll be helping you. Write alist of topics to discuss or think about.Find a quiet, comfortable place awayfrom phones and interruptions.

� Be prepared. If you have several peopleinvolved, be equipped with refreshments,extra lists of topics, paper and pencils.Because not everyone understands whata mission statement is about, explain itsmeaning and purpose before you begin.

� Brainstorm. Consider every idea, nomatter how silly it sounds. Stimulateideas by looking at sample mission state-ments and thinking about or discussingthe questions in the previous section. Ifyou’re working with a group, use a flipchart to record responses so everyonecan see them. Once you’ve finishedbrainstorming, ask everyone to write in-dividual mission statements for your busi-ness. Read the statement, select thebest bits and pieces, and fit them to-gether.

� Use “radiant words.” Once you havethe basic idea in writing, polish the lan-guage of your mission statement. “Everyword counts,” says Abrams. The state-ment should create dynamic, visual im-ages and inspire action. Use offbeat,colorful verbs and adjectives to spice upyour statements. Don’t hesitate to dropin words like “kaleidoscope,” “sizzle,”“cheer,” “outrageous” and “marvel” toadd zest. If you want customers to boastabout your goods and services, say so— along with the reasons why. Somebusinesses include a glossary that de-fines the terms used in the statement.Once your mission statement is com-

plete, start spreading the word! You need toconvey your mission statement to others in-side and outside the business to tell every-one you know where you are going and why.Post it in your office, where you, employeesand visitors can see it every day. Customer referrals are one of the mostpowerful and lucrative ways of building business. While word-of-mouth gets you noticed, referrals are even better because thebest ones bring purchase-ready customersor clients right to your doorstep (or website)complete with an existing customer’s endorsement.

So it simply makes sense to not only fos-ter more referrals, but also be smarter aboutthe ones you get.

Membership type businesses, such ashealth clubs, constantly run referral programsby offering existing members discounts or freebies for bringing in others. But smallbusiness owners of all types know the magicof referrals, which offer instant credibility forwhat you sell.

Finding and using referrals effectively,however, can be harder than it looks. Refer-rals come in several different flavors. If some-one merely provides you a name or emailaddress, that’s a low-grade referral. But if anexisting client actively talks up your productor service, sets up a meeting or brings theprospect in, that’s a superstar referral.

Here are eight ways to get more and bet-ter referrals:

1. Create a referral-generation planand put it to work: Referrals aren’t automatic.Some business owners assume that a greatproduct or terrific customer service will automatically generate referrals. Not so. Youhave to ask. Don’t be shy. Most loyal customers are open to providing referrals.Some even appreciate the opportunity to tellfriends, family and associates about something good they’ve discovered.

2. Ask at the right time: Timing is important, but many businesses ask for referrals at the wrong time. The worst time toask is at the cash register or when you present a bill. Instead, look for opportunitiesearlier or later in the process when customersare more receptive. There’s really no pre-determined time to ask. Do it whenever opportunities arise.

3. Provide some support: Don’t askcustomers to recommend you to others without providing them some kind of backupor support. It can be as simple as a supply ofbusiness cards, a link to a special page on

your website. It could also be a brochure orsome other type of printed material that rein-forces the referral and describes what you do.

4. Offer appropriate incentives: Theincentive you offer must fit with the kind ofbusiness you run. It could be a discount,service credits, an upgrade, a free item orsome other trigger that will entice clients toprovide referrals. Test different offers to findout what works best.

Communicate details of your referral program to your best customers throughwhatever means you have available, includ-ing a blog, newsletter, email or customer

mailings. And be sure to thank customerswhen they make referrals.

5. Get the right information: Whenasking for referrals, consider using a form,checklist or web-based system that requestsdetails that will make the referral more valuable. A simple name and number isn’t really a referral at all. It’s just a lead.

At the other end of the spectrum are referrals where the customer actually facilitates a meeting, visit or purchase by thereferred person. This makes the customer anactive agent on your behalf. Between thesetwo extremes are referrals where the customer authorizes you to use their namewhen contacting somebody.

6. Target your most influential cus-tomers: If resources are limited, considerseeking referrals only from your most influen-tial customers. These might not actually beyour best customers, but they are the peoplewhose opinions would carry the most weightwith other people in your industry, commu-nity or customer base. By targeting these influencers, you avoid spreading yourself toothin or generating weak referrals.

7. Target related businesses: Thehealth care profession is one of the mostadept at fostering referrals between comple-mentary disciplines – specialists, imagingservices, physical therapists, medical equip-ment suppliers and others. Consider thesame strategy yourself. Contact businessesthat provide complementary services to yourown and ask for referrals.

8. Build your relationships: This takestime, but it’s critical because many of yourmost influential customers won’t provide re-ferrals until you gain their complete trust. You’llwant to treat each customer contact as if it’scritical to your next referral. Through eachsales, marketing or customer service “touch”you are building a foundation of trust that thatwill one day lead to a valuable referral.

Entrepreneurship is a popular topic of dis-cussion these days; news headlines highlightmultibillion dollar acquisitions of companieslike Nest by Google and Whatsapp by Face-book, and these startups’ success stories arefueling a fire of curiosity about how to becomean entrepreneur and create the next billion dol-lar company. This fast rising popularity of start-ups and enthusiasm for entrepreneurship iscausing a crisis; there are not enough re-sources to support aspiring entrepreneurs.

In February 15th,West Palm Beach’sfirst entrepreneur resource center, startupincubator and accelerator officially openedit’s doors on Clematis Street. Startup PalmBeach is uniting public and private sponsorsto promote economic growth and empowerentrepreneurs through education, mentor-ship and funding. Startup Palm Beach is thecentrifugal force building and growing a strong ecosystem for entrepreneurs. By hosting regular events such as Startup-Weekend and Crowdfunding and Cocktails,the organization is attracting talented, creative, motivated entrepreneurs, and helping launch, build and manage newcompanies. Startup Palm Beach is welcom-ing an abundance of local support frompoliticians, academics, thought-leaders andcorporate executives.

Startup Palm Beach was granted ascholarship to attend MIT Global StartupWorkshop in Marrakech, Morocco, where BillAulet, Managing Director of the Martin TrustCenter for MIT Entrepreneurship, made a

presentation on the educational crisis for entrepreneurs. Mr Aulet discussed some ofthe key factors that help encourage entre-preneurs. Mr. Aulet noted that generally, people are confused about basic conceptsand hence may have trouble getting startedon what is already a very challenging track.These messages resonate in Palm BeachCounty and there is a growing trend to fosterentrepreneurship and drive economic development in the City of West Palm Beach.

Enthusiasm for entrepreneurship is creating opportunities in South Florida andthe market is primed for further development.There’s a vibrant, focused, collaborative environment in West Palm Beach. Local Business TaxThe Constitutional Tax Collector is con-

tracted by the Board of County Commis-sioners to collect Local Business Taxes. Thetax is collected for the privilege of operatinga business anywhere in the county, includingmunicipalities. Anyone providing merchan-dise or services to the public, even a one-person company or home-based businessmust pay the Local Business Tax. Local Busi-ness Tax Receipts are renewable annuallyJuly – September.

Real Estate & Tangible Personal Property Taxes

The Constitutional Tax Collector, ServingPalm Beach County, collects property taxes

for every government agency in Palm BeachCounty that has the authority to levy taxes.

Property taxes are payable from No-vember 1 through March 31 and delinquentApril 1. Discounts for early payment apply ac-cording to the following schedule: 4 percentin November, 3 percent in December, 2 per-cent in January and 1 percent in February.

Property taxes can be paid quarterly,with the first installment due by June 30. Ap-plications for the Installment Payment Planare available at www.pbctax.com or by call-ing (561) 355-2264, and must be received onor before April 30.

Tourist Development Tax Tourist Development Tax is collected on

any unit rented or leased for 6 months orless, as well as on licenses granted to rent orlease a unit for 6 months or less. Tourist Development Tax is collected by the ownersor operators of those facilities and remittedto the Constitutional Tax Collector. TouristDevelopment Tax is vital to our community. Sales TaxFlorida’s general sales tax rate is 6 per-

cent. Each retail sale, admission charge, stor-age, use, or rental is taxable, along with someservices. Some items are specifically exempt.Some counties impose a discretionary salessurtax in addition to the 6 percent state tax.The county tax rates can range from .25 to2.5 percent, and are levied on the first $5,000

of the purchase price. The $5,000 limit doesnot apply to commercial rentals, transientrentals, or services. Consumers pay sales taxand any county-imposed taxes to the sellerat the time of purchase.

Use TaxUnless specifically exempt, merchandise

purchased out of state is subject to tax whenbrought into Florida within 6 months of thepurchase date. This “use tax,” as it is com-monly called, is also assessed at the rate of6 percent. Examples of such taxable pur-chases include purchases made by mailorder or the Internet, furniture delivered fromdealers located in another state, and com-puter equipment delivered by common car-rier. Items purchased and used in anotherstate for 6 months or longer are not subjectto use tax when the items are later broughtinto Florida.

No use tax is due if the out-of-state dealercharged sales tax of 6 percent or more. If thedealer charged less than 6 percent, you mustpay the difference to equal 6 percent. For ex-ample, if the dealer charged 4 percent, youmust pay the additional 2 percent to Florida.Complete an Out-of-State Purchase Return(Form DR-15MO) to file and pay use tax. Youcan get this form from our Internet site atwww.myflorida.com/dor. If the tax owed isless than $1.00, you do not have to file.

Other Taxes and Fees Florida does not impose personal in-

come, inheritance, gift taxes or intangiblepersonal property taxes. However, there areother taxes and fees that, in certain countiesor circumstances, Florida residents may berequired to pay, such as: convention devel-opment tax, local option tourist tax, fueltaxes, communications services tax, grossreceipts tax, lead-acid battery fee, new tirefee, motor vehicle fee (Lemon Law), or rentalcar surcharge.
