For Qualifying for works in North East States: The eligible companyshould have executed works for minimum value of Rs 20.0 Crores in NorthEast & company should have branch office in one of the states.

The definition of similar works is as under:

“Similar works” means Composite Building works of stadiums/Auditoriums/ Halls /Commercial & Industrial Building involving civilwork with Pre-fab Steel Structural & precast wall panels includingelectrical, sanitary, internal water and sewerage system and other alliedworks including external infrastructure works on EPC/Turnkey basis.

The desired contractors should apply on the prescribed documents as per thePQ document along-with documentary evidence for the following:

1) Audited Balance Sheet for the last three years i.e. 2011-12 , 2012-13 &2013-14 (Provisional balance sheet for 2013-14 if not Audited balancesheet)

2) Completion Certificates from Clients / Owners for showing eligibility.3) Turn Over Certificate for last three fin yrs. ending 20144) Evidence of being profit making organization (Should have earned

operating profit in all the last five fin yr. ending 2014)5) Bank Solvency Certificate of specified amount as per table issued not

before 01.01. 2014.6) Permanent Account Number (PAN)7) EPF Regn. No8) VAT Regn. No, Service Tax Regn No.9) Certificate of Incorporation in India and Memorandum & Article of

Association.10) List of Technical Personnel having experience in similar type of works.11) Proof of project establishment and working in the all the Major Regions

No Joint venture or Consortium of firms shall be allowed and the contractorsshould meet the above criteria by themselves.

The detailed NIT and PQ document can be downloaded from websiteswww.epi.gov.in and www.eprocure.gov.in. The contractors should bidconsidering their eligibility & apply for the respective monetary groups forgetting pre-qualified.

Application complete in all respects should reach Group General Manager(Contracts), Engineering Projects (India) Limited., Core 3 ,Scope Complex,7 Lodhi Road, New Delhi - 110003 along-with non-refundable Registrationfees of Rs.10,000/-(Rupees Ten Thousand only) payable in the form ofDemand Draft / Pay Order in favor of “ENGINEERING PROJECTS(INDIA) LIMITED” payable at New Delhi.

Last date of receipt of application is 15/09/2014 - up to 5:00 pm. Thedelayed application shall not be considered.

INFORMATION & INSTRUCTIONS FORAPPLICANTS

I. INTRODUCTION :

ENGINEERING PROJECTS INDIA Ltd. (EPIL), a CPSU under Ministry ofHeavy Industries has been Empaneled by Dept. of Sports, Ministry of YouthAffairs and Sports, Government of India, New Delhi for the ‘Constructionwork on Turnkey basis for the work of small sized Indoor Sports Hall atBlock level spread across the Nation with Pre-fab Steel Structure & OtherCivil / Electrical works’ under Rajiv Gandhi Khel Abhiyan scheme.

II. Brief scope of Work:

At each block level sports complex, an Indoor sports hall measuring Total370 sq.m, with about 300 sq. m area meant for different indoor spotsdisciplines such as Boxing; Wrestling; TT; Weight lifting; Karate/ Judo/Kung Fu and a multi gym; about 30 sq. m office area (also to function as theBlock level Youth Resource Centre) and 20 Sq. m area for the washrooms/change rooms of Men and Women sports persons each] will be constructedwith pre- fabricated materials with requisite provision for ventilation so thatthe amount spent on lighting and fans will be as minimum as possible.The 30 Sq. Mts. Area earmarked as office – cum- Block Level YouthResource Centre will also provide sitting arrangements for the MasterTrainer and 2 Nos. Sports Trainers in the Block level Sports Complex.The indoor hall shall accommodate Boxing, Wrestling, Table Tennis,Weight lifting and provision of a multi-gym. Depending on the locality,badminton may be accommodated in the indoor sports hall.

III. Information’s/Instructions:

1. The past experience in similar nature of work should be supported bycertificates issued by an Officer not below the rank of ExecutiveEngineer or equivalent. In case the work experience of other thanGovt./Semi Govt./ PSUs, the completion certificate shall be supportedwith copies of

a. Work order and full payment TDS certificates issued by ownerfor the work executed duly certified by Charted Accountant.

2. The gross annual turnover should be certified by the CharteredAccountant. Year in which no turnover is shown would also beconsidered for working out the average.

3. The applicant should own sufficient construction equipment for theproper and timely execution of the work. The applicant should submitdetails of same with Application.

4. The applicant should have sufficient number of Technical andAdministrative employees for the proper execution of the contract.The applicant should submit details of same with Application.

5. All the applications received, will be evaluated on the basis ofinformation and documents provided by the applicant. In case theapplicant is not found suitable for the Group, his application shall beconsidered for the prequalification in lower monetary group (ifavailable). In case the applicant is found suitable for lower monetarygroup, he shall be pre-qualified for lower group.

6. Under no circumstances the Registration fees can be adjusted againstthe pending dues of Contractors working with EPI and theRegistration fee is required to be submitted in the form as mentionedin Notice.

7. The contractor pre-qualified in higher Group (monetary limit) can alsoparticipate for tenders of lower Groups (monetary limits) for the sameCategory.

8. The contractors shall be required to submit EMD for each tenderseparately details of which shall be stipulated in Tender Documents.

9. The tender related to this shortlisting to be invited by EPI from theShort listed contractors and shall be available on www.epi.gov.in.And www.eprocure.gov.in.

10.Contractors are advised to check the details from EPI’s Websiteregularly and no claim of contractors shall be entertained whatsoever,due to non receipt of information about the tender of EPI.

11.All information called for in the enclosed forms should be furnishedagainst the relevant columns. If for any reason, information isfurnished on a separate sheet, this fact should be mentioned againstthe relevant column. Even if no information is to be provided in acolumn, a ‘NIL’ or ‘NO SUCH CASE’ entry should be made in thatcolumn. If any particulars / query is not applicable in case of theapplicant, it should be stated as “not applicable”. The applicants arecautioned that not giving complete information called for in theapplication forms or not giving it in clear terms or making any changein the prescribed forms or deliberately suppressing the informationmay result in the applicant being rejected. Applications made bytelegram or telex, E-mail, and those received late or withoutRegistration fees will not be entertained.

12.The application should be type-written. The applicant should sign andstamp each page of the application.

13.Overwriting should be avoided. Correction, if any, should be made byneatly crossing out, initialing, dating and rewriting. Pages of the pre-qualification documents are numbered. Additional sheets, if any,added by the contractor, should also be numbered by him. Theyshould be submitted as a package with signed letter of transmittal.

14.References, information and certificates from the respective clientscertifying suitability, technical know how or capability of theapplicant should be signed by an officer not below the rank ofExecutive Engineer or equivalent.

15.The applicant may furnish any additional information which he thinksis necessary to establish his capabilities to successfully complete theworks. The applicants are however, advised not to furnish superfluousinformation. No information shall be entertained after submission ofpre-qualification documents unless it is called for by the EPI.

16.Any information furnished by the applicant found to be incorrecteither immediately or at a later date, would render him liable to bedebarred from pre-qualification / tendering / taking up of work in EPI.If such applicant happens to be pre-qualified/ enlisted contractor inmore than one Group/ Category his name shall be removed from allthe Groups/ Categories of the pre-qualified list of contractors.

17.Prospective applicants may request clarification on the pre-qualification document within seven days prior to the last date ofsubmission of Pre-qualification application as mentioned in Notice forPre-qualification. No request for clarification will be considered afterthat date

18.Pre-qualification letters will be sent to only those successfulapplicants who meet the qualifying criteria.

IV. DEFINITIONS

In this document the following works and expressions have the meaninghereby assigned to them:

1. “EMPLOYER” OR “EPI”: Means Engineering Projects (India)Limited.

2. “APPLICANT” Means the individual, proprietary firm, firm inpartnership, limited company, private or public or corporation.

3. “YEAR” means “Financial Year” unless stated otherwise.

V. METHOD OF APPLICATION

1. If the applicant is an individual, the application shall be signed by himabove his full typewritten name and current address.

2. If the applicant is a proprietary firm, the application shall be signed bythe proprietor above his full typewritten name and the full name of hisfirm with its current address.

3. If the applicant is a firm in partnership, the application shall be signedby all the partners of the firm above their full typewritten names andcurrent addresses or alternatively by a partner holding power ofattorney for the firm. In the latter case a certified copy of the power ofattorney should accompany the application. In both cases a certifiedcopy of the partnership deed and current address of all the partners ofthe firm should accompany the application.

4. If the applicant is a limited company or a corporation, the applicationshall be signed by a duly authorized person holding power of attorneyfor signing the application accompanied by a copy of the power ofattorney. The applicant should also furnish a copy of theMemorandum of Articles of Association duly attested by a PublicNotary.

VI. FINAL DECISION MAKING AUTHORITY

EPI reserve the right to modify the eligibility criteria, to decide on cutoff date of implementation, to accept or reject any application, toannul the Empanelment, to reject all applications or accept newapplications at any time, without assigning any reason or incurringany liability to the applicants.

VII. EVALUATION CRITERIA FOR PRE-QUALIFICATION

1. For the purpose of pre-qualification, applicants will be evaluated onthe basis of minimum stipulated financial and past experience criteria.The details of plant & machinery holding, manpower employed,pending litigations shall also be evaluated for pre-qualification of thefirms.

2. Even though an applicant may satisfy the above requirements, hewould be liable to disqualification if he has:

Record of poor performance such as abandoning work, not properlycompleting the contract, delay in completion of works, or financialfailures / weaknesses etc.

Made misleading or false representation or deliberately suppressedthe information in the forms, statements and enclosures required inthe PRE-QUALIFICATION documents.

VIII. FINANCIAL INFORMATION

Applicant should furnish the following financial information:

1. Annual financial statement for the last three years This shouldbe supported by audited balance sheets and profit and loss accounts(with all schedules attached) along-with details required forassessing the net worth duly certified by a Chartered Accountant,as submitted by the applicant to the Income Tax Department.

2. Name & Address of the bankers.

IX. EXPERIENCE IN WORKS HIGHLIGHTING EXPERIENCEIN SIMILAR WORKS

1. Applicant should furnish the following:

List of all similar works successfully completed during the lastseven years

List of the projects under execution or awarded

2. Particulars of completed works and performance of the applicant dulyauthenticated / certified by an officer not below the rank of ExecutiveEngineer or equivalent should be furnished separately for each workcompleted or in progress ( preferably in Form “F” or as per Performaof concerned Clients covering the required information as asked for inForm 'F'). The work completion/ experience certificates issued byother than Govt. Deptt./PSU shall be supported by the copies of theTDS certificates issued by the owner of the project.

3. The value of executed works shall be brought to the current level byenhancing the actual value of work done at simple rate of 7% perannum, calculated from the date of completion to last date of receiptof application for pre qualification.

4. Construction/Development of 'Own Real Estate' by developers shallnot be accepted as eligible project to meet the qualifying requirementof past experience as construction contractor.

X. AVAILABILITY OF EQUIPMENT RESOURCE

Applicant is required to furnish the details of Plants & Machineriesavailable with the applicant as on date in FORM – H.

XI. ORGANIZATION INFORMATION

Applicant is required to submit the following information in respect ofhis organization.

1. Name & Postal Address, including Telephone and Telex, Faxnumbers, E-Mail address etc.

2. Copies of original documents defining the legal status, place ofRegistration and principal places of business.

3. Name of Directors and Officers concerned with the work, withdesignation of individuals authorized to act for the organization.

4. Information on any litigation in which the applicant was involvedduring the last five years, including any current litigation.

5. Authorization for EPI to seek detailed references.

XII. LETTER OF TRANSMITTAL

1. The applicant should submit the letter of transmittal attached with pre-qualification documents duly signed by him.

2. Any effort on the part of the applicant or his agent to exerciseinfluence or to pressurize the employer would result in rejection of hisapplication. Canvassing of any kind is prohibited.

XIII. CANCELLATION OF Empanelment

1. The Empanelment of contractor shall be cancelled by EPI in case oftheir poor performance, abandoning of the allotted work, andabnormal delay in completion of work, bankruptcy and for activitiesdetrimental to the interest of EPI. The decision of EPI in this regardshall be final and binding on the contractor.

2. The pre-qualified contractor / firm shall not effect any change in theconstitution of the firm without the prior approval of EPI. Suchproposal, if any shall be submitted in advance furnishing full details ofthe proposed change along with all supporting documents. Anychange in the constitution of the firm /company without the priorapproval of EPI will render the contractor/ firm liable for removalfrom the approved list of contractors. The discretion to allow/disallowthe proposed change shall vest solely with EPI. In case, the originalpartners/ constitution change by more than 50% either due tosubstitution or due to retirement or death the enlistment of the firm/contractor by that name shall be cancelled.

3. In case of change of name of the pre-qualified firm/contractor withoutchange of constitution/partners the same shall be intimated along withproof of such change to EPI immediately but in no case later than 30days from the date of such change occurs failing which the enlistmentof the firm/ contractor by that name shall be cancelled.
