OVERVIEW
Director Engineering & Commercial Infrastructure
The 2011/2012 Natural Disaster Relief and Recovery Arrangement (NDRRA) works have continued to be a focus for the teams in meeting the 30th June deadline. During this report period a contract was awarded for the “Southern Entry Statement” to landscape the Stockroute Road/ Bruce Highway intersection. Works for this project are anticipated to commence in mid-July. The tender closed on 13 June for the CBD Revitalisation Project and submissions are currently being reviewed with an anticipated award date on late July which would allow works to commence in mid-August.
Civil Projects
Works have proceeded well during the period with several projects reaching completion. Civil Projects participated in a quality audit to review our preparedness for Third Party Accreditation. Whilst the audit revealed some minor non-conformances, results were positive and once the non-conformances are addressed it is expected we will obtain Third Party Accreditation. The team has been preparing the program for the 14/15 year to schedule out a works and resource plan. Civil Operations Final rehabilitation works have been completed on the timber bridges over Figtree Creek, Greens Creek, Omega Creek, and Pig Tree Creek on Calen Mt Charlton Road. Open drains and linemarking maintenance works are continuing in line with the maintenance programs. Technical Services Ongoing delivery of design works for Capital Works Program projects and Active Towns projects continues on schedule.
Emergency Management The Emergency Action Guide (EAG) wording has been finalised and is currently undergoing a new design layout with the graphic designer before intending to go to print in July. The new guide will be distributed to the public in August/September 2014.
Grant funding has been received for the installation of shutters to protect the Eungella Community Hall building during severe weather and to provide a place of refuge for residents has been successful. The Platypus Play Centre has received the funding of $21,772 to undertake the works.

CIVIL PROJECTS
Program
Comments
Expenditure during the period has continued strongly with the day labour crews completing, or substantially completing, a number of projects including:
Stockroute Road rehabilitation River and Nelson Street roundabout Kuttabul Mt Jukes Road Upgrade of the bridge approach along Owens Creek Loop Road.
Contractors have also substantially completed the rehabilitation works along Midge Point Road and Milton and Graffunder Streets.
Tenders closed and a contract was awarded for the “Southern Entry Statement” being the landscaping at the Stockroute Road/ Bruce Highway intersection. Civil Project staff are working through the safety and traffic plans and the works program with the contractor. Works are anticipated to commence in late July.
The tender closed for the CBD Revitalisation Project and staff are currently reviewing the submissions.
Work is continuing on the Jackson Street drainage project which is the first of a series of drainage projects for the West Mackay area. As the works are at the lower end of a future system, the drainage line is 4m deep adjacent to Lagoon Street. To reduce disruption to residents, a pipe jacking system was used for the deep trunk drainage line allowing placement of the pipe without full trench excavation.
Works are also progressing on the construction of the playground and associated facilities at Edward Lloyd Park. Civil Projects are undertaking contract administration on behalf of the Parks and Environment program.
Whilst most projects are forecast to be completed this financial year, there are a number of commitments (Ergon /Telstra/land acquisitions) that are included in the budget that will not be realised this financial year. In addition the budget side of the forecast includes the $14M for the CBD project which will not be realised this financial year.

Road patching has been undertaken at numerous localities including Ball Bay – Cape Hillsborough - Seaforth – Slade Point – Glenella – North Mackay – Andergrove – Beaconsfield – Balnagowan – Farleigh – Bloomsbury – Calen – Kuttabul – Finch Hatton – Devereux Creek – Mirani – Marian – Palmyra – Eton - Finch Hatton – Dunrock – Pleystowe – Mackay – West Mackay – Eton – East Mackay – South Mackay – Queen’s Park – Racecourse – Walkerston.
Roadside slashing has been completed in the following localities – Erakala – Conningsby – Farleigh – Habana – Seaforth – Bloomsbury – Yalboroo – Pindi Pindi – Mentmore – Calen – Mt. Pelion – Mt. Charlton – Crediton – Racecourse – Palmyra – Greenmount – Walkerston – Pleystowe – Victoria Plains – Eton – Homebush – Oakenden – Sunnyside – Munburra – Balberra – Chelona – Bakers Creek – McEwen’s Beach Sarina.
Linemarking has been completed at Seaforth – Cape Hillsborough and Kuttabul areas.
Significant graffiti removal work was required at Northview Gardens over about 500 metres of street surfacing.
Savings were identified in the March budget review due to eligible day labour works being funded under NDRRA.

Unsealed Council Road Maintenance
Comments
The focus has been on maintenance grading, being undertaken in conjunction with NDRRA repairs, with works undertaken on numerous roads including Habana Wharf Road – Barrow Hill Road – Surprise Creek Road – Jim McLean’s Road – Howlands Road – Calen Mt. Charlton Road – Sorensens Road – Ruggeris Road – Beallah Road – Paces Road - Crediton Loop Road – Plateau Road – Palms Monument Road – Quattromanis Road – Hills Road – Kemmis Street – Hogan’s Pocket Road – Connors Road – Vincent’s Street – Stott’s Road – Schmidtke Road – Rocky Waterholes Road – Pratt’s Road – Griffiths Road – Kane’s Road – Abottsville Road – Pakula Gap Road. Four additional crews have been engaged to supplement internal resources.
Further maintenance grading is scheduled for the cane haulage roads associated with the crushing season in the next period.

Street Cleaning
Comments
Street cleaning activities have continued during the month however there has been a mechanical issue over a 4 week period with our relatively new MacDonald Johnson sweeper which is being rectified under warranty. This has impacted on the works programme.

Open Drainage Maintenance
Comments
Drain maintenance has progressed well in the period with the relatively fine weather. An 11 tonne excavator with slasher attachment has been trialled for use in wet drains with promising results.

Rehabilitation works have been completed on the following bridges: Pigtree Creek, Green Creek, Figtree Creek and Omega Creek Bridges on the Calen - Mt Charlton Road.
Works included girder, pile, headstock replacement and sealing of bridge approaches and deck.

Boat Ramp Maintenance
Comments
Routine maintenance cleaning works have been undertaken on the region’s boat ramps, as per the maintenance programme.
No major issues have been reported. We are waiting on advice from Transport and Main Roads (TMR) on repairs at Murray Creek Boat Ramp.

Comments
Grading and resheeting have been undertaken on the Mt Ossa – Seaforth Road and works are continuing on the Blue Mountain Road.
Safety and aesthetics improvement works have been completed on the Bakers Creek medians by replacing the existing grass median with concrete.
Routine maintenance activities are continuing throughout the network.

NDRRA Restoration Works
Overview
The overall NDRRA program for 2011 & 2012 is at 96% complete to the end of May 2014. The focus is on delivery of the remaining approved restoration works, in accordance with the NDRRA guidelines, by the 30 June deadline. The NDRRA team is focused on delivery of the approved scope of works; compliance; preparation and support for audits and reporting. The team is continuing to work closely with the Queensland Reconstruction Authority (QRA) to ensure compliance and delivery of the program within agreed timeframes.

The 2010 event restoration works were completed in October 2013. The QRA have completed their review of the assessment of the 2010 acquittal. Following review and negotiations, between QRA and Council’s NDRRA team, an additional $1.34M value of works were assessed as being eligible.

Development and design of projects within Capital Works Program (CWP) for 2013/14, 2014/15 and 2015/16.
Specific detail design associated with Grant funded Round 5 – CBD Revitalisation (detailed design). Discussions with service providers to streamline design and construction processes. Following
implementation of Department of Transport and Main Roads (TMR) specifications and estimates extend assessment to track actual unit rates to build history for future estimates.

Capital Works Program (CWP)
Only 2 of the 214 projects for 2008/9 and 2009/10 remain outstanding to be completed:
Malcomson/Greenfields Intersection, Connors (Crichtons Road to Cook Lane) and Connors Road to Stockroute Road connection design underway
108 of the 110 design projects in the 2010/11 CWP completed (96%). Those remaining, are:

Traffic and Investigation Issues
Active Towns Program: Evaluation: Funding the supply of 4 bikes for Mackay Police so that officers can patrol bike paths that are continually being
extended and connected around town by the Active Towns project. Bikes are due for delivery in June 2014 and will have Active Towns and MRC logos added to them after they arrive.
New secure bicycle parking facility will be constructed at the Bluewater Quay with construction scheduled to finish by mid-July 2014. Access to the facility will be a swipe card that will also allow users to access the memorial pool facility with the same swipe card.
Distance and way-finding signage both for on and off road cycling routes will be erected around Mackay before the end of June 2014. Signage will guide cyclists to major local facilities including Bluewater Quay, Bluewater Lagoon, Mackay Base Hospital, Botanical Gardens, CQ University, Civic Precinct, Mackay Stadium and some local parks.
Traffic Counts: Rotation of 50 traffic counters. Traffic Counts are being performed for Capital and Maintenance Programs.
Investigations: Speed Limit Zone audit with GPS. Pilot survey complete. Full audit has begun and is currently 2% complete. Issues reported regarding standard of reinstatement and responsibility of NBN, Telstra and Optus Works on
Roads. Arrangements have been made for the rectification of some current issues.
Works On Roads – Ongoing projects: Ergon Energy - Milton Street – request for amended cable route for 33kV power supply. AARNET request to change alignment of optic fibre from old TAFE to base hospital.

Dam Overspill Alerts
Nil alerts were received relating to Sunwater dams, Eungella Dam and Teemburra Dam.
Community Education
The Emergency Management team, Corporate Communications and Geographic Information Section (GIS) continue to work together on the Emergency Action Guide (EAG). New storm tide evacuation zone maps have been developed for this EAG version. Considerable effort has been put into the new EAG and this is the first major re-write in over seven years.
Additional topics in the EAG include; Public Cyclone Shelter, Community Resilience, Pet Emergency Plans and additional information in relation to fires to list a few. The storm tide evacuation mapping is now in coloured zones up to 6 metres above the Highest Astronomical Tide (HAT), previously mapping only went to 2.5m above HAT. The mapping zone intervals are now 0.5m, 1m 2m, 3m, 4m and 6m above HAT. To assist residents in identifying what each colour means all maps now have the height above HAT recorded on the maps as an easy to read heading.
The EAG wording has been finalised and the EAG is currently undergoing a new design layout with the graphic designer. Further consultation with the councillors and Strategy, Leadership & Performance Team will occur before going to print in July and be distributed to the public in August/September 2014. As part of the distribution process, a media campaign will be developed to educate the public on the new evacuation zones and part of the focus will include that risks associated with storm tide have not changed. Council, in accordance with the State Guidelines, is now defining evacuation zones which may be affected in the extreme events which can and do occur. Cyclone Saturday this year will be important to compliment the media campaign in getting this information out to the public.
Mackay Local Disaster Management Group
The Mackay Local Disaster Management Group last met on the 2 June 2014. The next scheduled meeting is 1 September 2014.
Operations
No operations during this reporting period. An Action After Review (AAR) is currently being finalised to review Tropical Cyclone’s Hadi, Dylan and Ita which occurred earlier this year.
Planning - Mackay Local Disaster Management Plan and Operational Plans
Work on the Public Cyclone Shelter Operational Plan and the Department Education Training and Employment (DETE) Memorandum of Understanding (MOU) continues. Finalisation of the DETE MOU is currently underway with other Regional Councils with Cyclone Shelters. This is being facilitated by the Mackay Emergency Management Team.
Projects / Mitigation Strategies
Coastal Hazard Adaption Study Work continues on the Coastal Hazard Adaption Study. The interim report was provided to Council for Officer review however amendments are being made to the maps which have not been received to date. Emergency Backup Generator Project Midge Point Emergency Backup Generator has been delivered and the trailer has been ordered and is due to be supplied by end of July. Property Services are currently assessing which dwellings will require generator changeover switches. Works on the Eungella Community Hall generator will commence in the near future. The provision of emergency backup power will assist in disaster response, recovery and enhance the business continuity capability of Council.

Eungella Community Development Hall Council has received advice that the grant submitted for the installation of shutters to protect the building during severe weather and to provide a place of refuge for residents has been successful. The Platypus Play Centre has received the funding of $21,772 to undertake the works. North Mackay Levee Upgrade The Civil Project Team are continuing to work on increasing the levee height in North Mackay. The Eastern and Harbour Road sections of works are nearing completion with work to commence shortly on the John Breen section, followed by the Malcomson Street section. Due to unfavourable weather conditions, the project will not be completed by 30 June 2014. Completed works are expected by the end of July 2014. SES ICT Upgrade This project will assist in bringing technology to all the State Emergency Service Facilities over the 2013/14 and 2014/15 financial years. The project’s aim is to reduce the need for paperwork and create an ICT electronic environment to meet the needs of both the SES and Council into the future. The interoperability between Local Government and State Government ICT will also be taken into account. Whisper Project Consultation with other local governments has indicated that there are some additional extra ongoing costs involved in the Whisper setup which were not previously disclosed by Telstra. Whisper is now not considered a cost effective solution for Council. Further investigations are continuing looking at other products on the market that could fill this gap.
SES Facility Upgrades
As part of the upgrading of the State Emergency Service Facilities throughout the region, regular meetings of Council and SES Officers are being undertaken. The last meeting was held on 8 May 2014.
Sarina State Emergency Service Facility The erection of the steel framework, exterior cladding and termite barrier protection works have been completed and planning approval has been received. The project completion is now expected early 2015. Finch Hatton State Emergency Service Facility The replacement roller door and stormwater drainage has been installed and the final building certification inspection has been conducted. Removal of the trees was completed on the 18 June 2014. The facility upgrade and maintenance issues have now been completed for Finch Hatton SES.
Calen Joint Training Facility The joint Council/SES training donga has been installed and an inspection undertaken. Electrical, stormwater, external plumbing works and the construction of the equal access paths are being organised to commence works shortly. It is expected that the project will be fully completed and ready for use by August 2014.
Armstrong Beach Joint Emergency Facility The extension to the existing Joint Emergency Facility has been withdrawn at the request of the Armstrong Beach Rural Fire Brigade (ABRFB). The ABRFB are currently investigating funding the project themselves.

needs people, vetting and alerting processes and so on. State Emergency Services ICT requirements, meetings have occurred with SES Volunteers (Executives),
Council's IT and Emergency Management teams in identifying requirements and solutions. Middle Creek Emergency Action Plan (EAP) and Safety Information Kit for residents near completion and

MRU Volunteer to be awarded the Emergency Services Medal (ESM)
SES Volunteer Brian Kunst was named as part of the Queen’s Birthday Honours List to be awarded an ESM.

Deputy Local Controller for Mackay Region SES Brian Kunst received the Emergency Services Medal (ESM) for his outstanding service to the Queensland Community.
Mr Kunst has been with the Mackay SES Unit for over 20 years, as a volunteer, team leader, team builder, instructor, direct supervisor, deputy local controller and local controller.
His high level of operational skill was recognised during his involvement in emergency events including Tropical Cyclone Larry in 2006. During the 2013 Rockhampton Floods Mr Kunst was selected to carry out technical flood boat operations and implement safer standards in the operation of SES flood boats carrying medical patients
Brian will be the first SES recipient of an ESM in the Mackay Region. The date for the presentation is to be advised.

Major Training Events
Joint Flood Boat Training
Volunteers of the MRU participated in this year’s Bayrunner event “Bayrunner 2” held on the Capricorn Coast. Thirteen separate SES units attended from across central Queensland and participated in joint operations training. The MRU supports this training activity as it is also an opportunity for MRU volunteers to work with and get to know volunteers from other units. This is important to ensure inter-unit teamwork structures already exist if volunteers from different units are brought together on a single deployment. Five MRU volunteers attended with the feedback being very positive. The MRU will encourage further participation in future events.
Remote Area Tracking Team (RATT)’s
The second group of MRU volunteers travelled to South East QLD and completed their basic training. This now brings the units capability to two operational teams with a total of eight members. It is hoped that the teams may attend the advanced course in July this year.
Queensland Fire and Emergency Services (QFES) Training Road Show
QFES representatives came to Mackay to inform local volunteer trainers of the latest training information and to get feedback from the volunteers as to possible organisational improvements. Thirteen volunteers attended with most providing positive feedback to the visiting contingent.

Emergency Service Cadets
For this month the Cadets have been training in SES Safety and Moulage. Moulage is the technique of producing realistic injuries similar to those produced on a movie set using house hold products and makeup. SES volunteers have been using this skill to enhance first aid training for many years. By presenting first aid trainees with confronting and realistic injuries they are better prepared to deal with the realities of being first on scene. The fake injuries can at times seem so realistic that some people choose not to participate in the activity.
