Ontario needs to recruit workers to meet future construction needs
Northern Ontario and the Greater Toron-to Area (GTA) will be hubs of construction activity over the next few years, drawing in workers from outside Ontario’s regions to meet the growing demand for skilled trades.
A newly released labour market forecast from the Construction Sector Council says requirements diverge across Ontario, de-pending on the timing and scale of major projects, but that overall, the industry may need to recruit about 40,000 workers from outside the province.
“Each region has distinct patterns of con-struction activity,” says David Brisbin, Ex-ecutive Director of the Construction Employ-ers Coordinating Council of Ontario. “A lot depends on the location, timing and scale of mining, utility and infrastructure projects… Next to fi nding enough workers for those projects, the challenge will be moving these specialized and experienced trades to the big projects at the right time.”
Construction Looking Forward, Ontario 2013-2021 highlights the labour market situa-tion in each of the province’s fi ve regions.
The report says GTA labour requirements are driven largely by the nuclear power plant refurbishment, transmission, other utilities work and transportation projects.
Northern Ontario is in the midst of a re-source development boom, with many ma-
jor mining and infrastructure projects un-derway and more being proposed, driving demand for specialized skilled trades up by 65 per cent.
Central Ontario labour markets remain more or less balanced, with a shallow expansion.
There is little change in construction em-ployment over the 2013-2021 period in East-ern Ontario; the only consistent source of ris-ing demand being commercial building.
By contrast, a stop-go-stop pattern in Southwestern Ontario, including highway work, the Windsor Bridge, and utility proj-ects, creates some volatility for key trades and occupations.
The forecast scenario estimates that re-tirements will take about 75,000 workers out of the market between 2013 and 2021, though 55,000 fi rst-time new entrants are estimated to enter construction during this same period. The number of fi rst-time new entrants is based on historical levels and this may be a challenge as construction will be competing against other sectors facing similar demographics.
“With a large proportion of today’s work-force heading into retirement, successful re-cruitment strategies aimed at youth, women,
Aboriginal people and immigrants are key to replacing them,” says Patrick Dillon, Busi-ness Manager/Secretary Treasurer of the Provincial Building and Construction Trades Council of Ontario.
“Training and apprenticeship programs and organizations like the Ontario College of Trades, which was established to work with industry to address current and future labour force requirements, are also a prior-ity,” he added.
New housing activity has been on a strong recovery since 2009, but a mild decline is ex-pected in 2013. It then turns up slightly in 2016, but remains below the record highs of 2007.
The overall downturn in housing is due mostly to slowing population growth and a subsequent change in the type of houses being built. Even during periods of slower growth, recruiting and training initiatives remain important to ensure the skilled workforce is available to meet current and future needs.
Each year, the CSC releases nine-year la-bour forecast scenarios following consulta-tions with industry leaders, including own-ers, contractors and labour groups, as well as governments and educational institutions. Raitt promotes safe and healthy work environments
Lisa Raitt, Canada’s Labour Minister, spoke to attendees at the Canadian Rheumatology Association (CRA) Annual Scientifi c Meeting and Arthritis Health Professions Association (AHPA) Annual Meeting. Raitt talked about the Government’s commitment to healthier, safer workplaces.

The CRA represents Canadian rheuma-tologists and promotes the pursuit of ex-cellence in arthritis care, education and research. The AHPA is a group of health professionals who are dedicated to improv-ing health care standards for people with rheumatic diseases through education and research.

There’s no clocking out for many chief in-formation offi cers (CIOs), according to a re-cent Robert Half Technology survey. Nearly half (47 per cent) of CIOs said they check in with work “often” or “somewhat often” on evenings and weekends. Thirty per cent said they never check in outside normal business hours.
The survey is based on more than 270 tele-phone interviews with CIOs from a random sample of Canadian companies with 100 or more employees. Robert Half Technology is a leading provider of IT professionals on a proj-ect and full-time basis.
“Many CIOs feel that part of their job is to check in after hours,” said Leslie Heathers, metro market manager of Robert Half Tech-nology. “As customers and end users may require technical support around the clock, many professionals in the IT industry feel it is necessary to be available in case any critical issues should arise.”
Added Heathers, “Even for the busiest CIOs, disconnecting from the offi ce can provide leaders with additional time to re-charge and tackle their day-to-day activities with a fresh point-of-view. Though it might not be possible in every case, IT leaders should make an effort to limit the number of times they access email or voicemail, or check in only at designated times.”
Robert Half Technology offers four tips
to limit after-hours work for CIOs and their teams:1. Identify the ‘mosts.’ When every project
seems to be top priority, focus efforts on those that will save the most money, grow the most revenue or open doors to the most new business. Encourage your staff to use this same approach to manage their time.
2. Be realistic about internal resources. Un-derstand your staff’s workload, knowledge level and experience. Bringing in outside consultants to manage certain projects may result in faster execution and fewer errors.
3. Avoid micromanaging. Set milestones and regular check-ins, but otherwise let staff run initiatives when possible. Getting mired in details will slow the process and take away from everyone’s already limited time.
4. Practise the golden rule. Show respect for others’ schedules. Avoid planning meet-ings that, on closer inspection, aren’t neces-sary. Don’t keep staff waiting for feedback and approvals.With more than 100 locations worldwide,
