REQUEST FOR QUOTATION No. 19GT5020Q0029 - STATEMENT OF WORK 1. Project Name: ELEVEN CONTAINERS FOR BUILDING USE

2. Project Description: The U.S. Embassy – Guatemala requires the purchase of eleven (11) sea

containers as follows: ten (10) 20-foot containers converted into a two story-building; one (1) 45-foot container converted to storage warehouse.

3. Project Deliverables:

General Description Containers must comply with specifications as detailed below. Pictures of the exact proposed containers shall be included in the offer as well as an activity bar chart to confirm compliance of the requirement and dates. Concrete Footings: Containers are going to be placed on footing with concrete stands to keep the container off the ground. Concrete footing is requested due the containers are going to be located on asphalt, and shall be with anchored to the ground and the container as per specifications in Annex 1

Weathertightness : Once the containers are fixed together, they shall be welded together all gaps and seems must be filled and cover with an 1/8¨ thick and 8” wide metal stripe welded along both edges, on top of the original welding line to prevent water leaks for a minimum of three years warranty.

Quantity Specifications

Five (5) containers

20- foot sea land modified containers to be used as a workshop and that will be the bottom of a two story high building made with containers. Each container must comply with:

1. Used/second hand, 2 to 8 years of manufacture. Classified as Premium as per IICL-5 standard.

2. No visible corrosion in extent of over 5% of the surface (before paintjob)

3. Limited to non-structural damage on floor, walls, roof and doors (dents are acceptable within 5 inches of dent extent and and ½ inch deep)

4. Odor free from any chemicals, mold or mildew, no visible presence of mold or mildew

5. Flooring – container floor has to be leveled, black small coin vinyl floor of 2.50 mm of thickness shall be installed on the floor.

6. Paint job – beige arena color, inside and outside over entire container, anticorrosive prime application and minimum of one hand of primer gray paint, and 2 hands of beige arena oil-based paint.

7. Internal electricity, must meet IEC Standards a. Lights – 12-gauge cable, 20 amps b. Eletrical outlets – 12-gauge cable, 20 amps.

c. All splicing using caps. Cabling protected and enclosed. 8. 12 concrete stands for all containers – fabricated on site, with below

ground anchoring, 4’ long x 3’ wide x 1’ high. Will be fabricated with a minimum of 5/8” rebar and 4000 to 5000 psi concrete. The stand must connect to the container by a metal attachment on top of the concrete (see pictures). Concrete stands must guarantee a leveled assembly, structural integrity of the two-story container-complex and to prevent sinking, sliding and tilting.

1. One (1) Metallic Side Door 78” height, 36” wide, painted (same color as container), located on the right side wall towards the back wall 12” from back wall, (see design)

2. Door Lock - Horizontal opening handle outside, push bar opening from the inside (emergency exit locking system) with key lock, 2 sets of keys to be included. Lock must be accessible from inside and outside when unlocked. (See pictures)

3. Over Door Rain Gutter - Made with container cutouts, to extend 14” from container wall with a length of 48” on top of door frame. (See pictures)

4. 1 Access Steps, Stairs - Metallic, painted with same color as containers, corrosion preventive, diamond tread steel platforms 1/8” thick, anti-slide. Minimum weight capacity of 300 lbs. Overall width 42”, overall height 15”, top platform 36” deep, middle step 10” deep. Fabricated with galvanized steel angle 1 ½ “x 3/16”. Containers will be placed on top of 12” height concrete stands (See design and pictures)

5. 2 Windows - White PVC with mosquito nets, rail opening (slide) 3ft x 3 ft., installed on same side wall as door opening. 4 ft. from the floor. (see design)

6. 1 Ventilation window / natural light - White PVC in back wall, watertight, with mosquito nets. Must be no see through but translucent. 60” wide x 15” high, 6ft from the floor (see design and pictures)

7. Two (2) per unit of lighting – T8 led tube light, 4ft. 1800 to 2000 lumens white light (with protection covers) light switch to be installed towards the side door access by the circuit breaker box, 48” from the floor, 5” from the main access door. Must comply with IEC 62776 standards.

8. External electricity - TSJ 3 gauge, 100 amps, 4 meters of external cable to include quick disconnect connector, male. (Female coupling shall be included). The outlets will include an exterior IP66 box, no protecting pipe shall be installed. The outdoor cables and outlets shall resist all weather conditions, and shall have the capacity to resist heavy load of energy. Must meet IEC standards.

9. An IP66 outdoor metal case of 12” tall 8” wide and 6” deep with cover and lock shall be installed where electrical wiring comes out.

10. Electrical Outlets – as per design, four (4) 110/120 volts outlets, mounted on side walls of containers, one on each side, one on back wall, one on front container door, 16” from the floor. Must meet NEMA 5-15 standards. Install according to designs provided.

11. Circuit Breakers and Circuit Breaker box - Electric circuit breaker box mounted on container internal wall towards the back of the container by the right corner of the back wall. One each circuit breaker for 220v – 2 x 30 for workshop equipment, 1 ea. For 110v – 1 x 30 electrical outlets, 1 ea. For 110v – 1 x 30 for lighting. With IEC standards (see design). The rectangular electrical boxes support base shall be welded to the containers, so the walls of the container be free of perforations.

Metallic rolling gate / garage door: 12ft wide x 8ft high, painted (same color as container), located on the left side wall, 1.5ft left from the pedestrian access door, must lock with key lock and must have padlock hasps left and right. When open, rolling door remains inside at top of container (see design and pictures)

6. Metallic access ramp Fabrication of inclined access ramp, metallic, painted with same color as containers, corrosion preventive, diamond tread steel platforms 3/16” thick, anti-slide. Minimum weight capacity of 1 Ton. Overall length 12ft, depth 5ft, height 15inches (calculate 12 inches base height + container bottom base). Must be leveled to container floor when installed. Metallic structure shall be Fabricated with no less than 2” x ¼ angle 1 ½” x 3/16” steel profile materials. Containers will be placed on top of 12” height concrete stands (See design and pictures)

Minimum weight capacity of 500 lbs. Top platform 40” deep, 48” wide. Each step is 12” deep, 40” wide. Max elevation between steps is 7”. Structure shall be fabricated with iron angle 2” x ¼ for the base and 1 ½” x 1/8” for the steps. Overall height of the stairs has to be calculated by elevation bases 12” + 1st floor container height + 2nd floor container side door opening. Stairs must include handrails and top platform fall protection

5. 3 Windows - White PVC, rail opening (slide) 3ft x 3 ft., 2 ea. To be installed on same side wall as door opening 1 ea, with mosquito nets. On back wall. Windows are installed 4 ft. from the floor.

6. Internal Insulation and Drywall Installation Internal ceiling and walls insulation (thermal, sound, fire, non-toxic) and drywall installation.

7. 1 Air Conditioner Environmental control for up to 6 employees, working 8 hours a day, 5 days a week. ISO/TC 86, 24000 BTU installation: ac console installed on the (inside) container’s left side wall, in the center, 3” from the roof, compressor (outside) on side wall of container. All installations must have professional appearance with no cosmetic blemishes

4. Odor free from any chemicals, mold or mildew, no visible presence of mold or mildew

5. Internal electricity, must meet IEC Standards a. Lights – 12-gauge cable, 20 amps b. Eletrical outlets – 12-gauge cable, 20 amps. c. All splicing using caps. Cabling protected and enclosed.

6. 1 Metallic Side Door 78 inches height, 36 inches wide, painted (same color as container), and located on the right side wall (looking from containers main door, 12 inches from the containers main access. (see design)

7. 1 Door Lock Horizontal opening handle outside, push bar opening from the inside (emergency exit locking system) with key lock, 2 sets of keys to be included. Lock must be accessible from inside and outside when unlocked. (See pictures)

9. 1 Access steps, stairs Fabrication of access steps/stairs, metallic, painted with same color as containers, corrosion preventive, diamond tread steel platforms 1/8-inch-thick, anti-slide.

Minimum weight capacity of 300 lbs. Overall width 42 inches, overall height 15 inches, top platform 36 inches deep, middle step 10 inches deep. Fabricated with galvanized steel angle 1 1/2 inches x 3/16 inch. Containers will be placed on top of 12-inch height concrete stands (See design and pictures)

10. Flooring Container floor has to be leveled; black coin anti slip vinyl installed 2.50 millimeters thick (see pictures)

11. Paint (exterior and interior) Beige arena color, inside and outside over entire container, anticorrosive, all weather conditions for exterior use. One hand of prime gray paint, and 2 hands of beige arena oil-based paint

12. 4 Concrete stands to guarantee a leveled assembly, to guarantee the structural integrity of the two-story container-complex and to prevent sinking, sliding and tilting. Concrete stands must be fabricated on site, and approximately 4 feet long x 3 feet wide x 1 foot high. At a minimum the concrete stands will be fabricated out of 5/8 Inch rebar and 4000 to 5000 psi concrete. The stand must connect to the container by a metal attachment on top of the concrete. (see pictures)

4. Site Visit: A pre-proposal meeting will be scheduled and notified to interested offerors. In order

to participate in the site visit you are required to submit an email to Lorena Galdamez at [email protected] not later than April 27, 2020 by 17:00 hours with the name of the company, full name and DPI number of attendees. The purpose of this meeting will be to address any questions you may have and for offerors to be able to see the access, mobility and equipment to be used for the delivery and placement of the containers, specially space to have containers and tools to work in site. If there is requirement of energy or special needs to perform this job vendor shall be self-sustainable to perform the required work on site. Only vendors that attend the site visit can bid on this solicitation, to prevent vendors to quote without the full information of the place and needs. In the meantime, following are pictures of the site where the containers are going to be installed:

5. Date and Place of Delivery:

• Delivery shall be 60 days after the contract is awarded. Empty containers, machinery and tools shall be delivered in zone 13, once awarded the address will be provided.

• Containers need to be worked and assembled in site. • Transportation, unload with crane, and delivery fees must be included in the vendor’s

quote • A Gantt chart shall be included in your offer to determine the length of every task, as

well as supervision days, and confirm compliance of delivery of project in the required time.

• Inspection visits will be performed on Days 30, 45 and 51/52 of the award date.

6. Schedule Regular working hours are Monday through Friday from 7:30 AM to 4:00 PM.

7. Trash, cleanup and disposal

The awarded company is responsible for trash disposable and pick up after delivery 8. Machinery, equipment and tools: The awarded company is responsible to provide and

transport from their company to the project any machinery, equipment and tools they may need. The USG will not provide any kind of equipment, machines or tools.

9. Warranty

• The awarded company needs to provide 3-year warranty on the weathertightness of the containers. Such warranty shall be in writing after delivery and installation of the containers.

• A response time of 48 hours should be established for any damages within the container or malfunction of accessories installed.

• The awarded company must also provide in writing a warranty on the finished product (all accessories) for a minimum of one year and with a response time of 48 hours for call back.

10. Inspection and acceptance Criteria

• A technical evaluation of each offer will be conducted by the Technical Evaluation Panel (TEP). The evaluation will include a visit by the TEP to the worksite of the offeror to confirm that they are technically acceptable.

• All modifications required in the SOW shall be unique to this contract. Re-used modifications from previous contracts will not be acceptable.

• Vendor must be able to comply with delivery date once contract has been awarded. • Containers must be in country and nationalized when presenting your offer. • An inspection visit will be performed for the approval of the containers before starting

working on the required. • After the award, inspection visits will be performed on site to evaluate the progress on the

project. • Vendors shall have past performance in modifying containers, submit prior experience

projects with your offer. • Vendors shall register to SAM and complete registration during the performance of this
