EXCELLENCE – INNOVATION - COURAGE EJEHS – EMERGENCY EVACUATION – PROCEDURE Published April 2019 Status Approved Review Date February 2021 Pillar Operations Purpose The EJEHS Emergency Evacuation Procedure is vital to ensuring the safety of all persons who enter EJEHS. It is a requirement that the procedures are displayed in all classrooms, that staff and students are familiar with the procedures, that they are reviewed regularly, and that they are practiced “multiple times” per year. It is vital that all staff become thoroughly familiar with the exit routes from their teaching area, and the location of the fire-fighting equipment in those areas. The EJEHS Emergency Management Procedures are in two separate documents. They outline 2 types of emergencies: Emergency Evacuation and Emergency Invacuation. The purpose of each is as follows: Invacuation/Lockdown An emergency response to the evident or suspected threat of danger or violence (eg bushfire, chemical fumes, violent intruder). Evacuation An emergency response to the evident or suspected threat to buildings (eg internal fire, bomb threat, noxious gas escape). Scope This procedure applies to all EJEHS staff, students, visitors and contractors. People hiring EJEHS facilities need to make note of Evacuation Exits and establish a safety protocol for all concerned. Procedure Detail Updates required (regularly throughout year, to ensure emergency procedures can run smoothly in the event of an emergency) SSC Staff – Career Pathways Program (CPP) lists printed every time a new student enrols to add to emergency kit. Two (2) copies Updated complete staff list - teaching staff and SSOs in separate sections. (in Front office kit) The Department for Education requires 8 Emergency Procedure practices per year, with some flexibility how this is done. EJEHS Evacuation/Invacuation drills held twice per term.     • CPP List Identifying the Emergency 1. Any staff member who detects a threat or potential threat should ensure the immediate safety of themselves

    and others in their vicinity. 2. At the first opportunity, they will contact the front office staff (ext 101 or 114) and Site Leader with precise

    details of the location, nature and extent of the emergency. 3. Upon notification of an emergency: Front Office person on duty:

    • Informs the Principal to determine the appropriate emergency type. • Informs the Business Manager of the nature of the emergency. • Activates the appropriate emergency siren – a continuous blast for Evacuation, or a series of short blasts for Invacuation. • Notifies the District Superintendent of Education at the Regional Office - Tel: 8645 2477. • Contacts the Recreation Centre - Tel: 8645 5488 and Whyalla High School – Tel: 8645 8844 if there are classes there, also notifies WASP teachers or any other teachers on excursion.

    Business Manager: (or designated Front Office Staff) • Contacts the Emergency Services Departments. 4. Depending on the type of emergency, the appropriate actions below will be followed. Evacuation Procedure (see Evacuation Procedure Flow Chart (Appendix A) • Upon hearing a Continuous Siren, indicating an evacuation: All Staff, students, volunteers, contractors and visitors follow the following procedure depending on their role within the school at the time. Everyone should proceed to congregate at the assembly point (Eastern Oval) as quietly, orderly and quickly as possible. **Staff have various assigned roles in the event of an emergency, in the event of missing staff see appendix G for Staff Contingency Plan. Principal • The Principal will take overall responsibility and management of the emergency. (Or allocated Site Leader) • In their absence, a phone call would have been made to them to determine the type of emergency (prior to the

    siren sounding) and the Deputy Principal will assume Principal role. • Brings mobile phone (a requirement that one is on them at all times). • Leaves via evacuation route to assembly point, bringing anyone with them at the time of the bell. Fire Warden • Collects Fire Warden Kit from the Front Office ( See Appendix E for list of contents). • Leaves via evacuation route to assembly point, bringing any person with them at the time of the bell. • Uses mobile phone to help coordinate evacuation communication where required, eg, whereabouts of

    wheelchair bound persons and/or casualties resulting from the incident etc. Sweepers • Make a thorough search of unlocked classrooms, offices and toilets in their designated area (See Appendix F

    for sweeper’s information). • Look and calls out in each room to ensure the room is empty. • Shut fire doors once the hallway is cleared. • Leaves via evacuation route to assembly point. Front Office Staff on Duty • Have already rung:

    - District Superintendent of Education at Regional Office - 8645 2477. - Recreation Centre - 8645 5488 (in case a class is there)

    - Whyalla High School – Tel: 8645 8844 (in case a class is there) - WASP classes if during their lesson time • PassTab info (on phone and laptop). • Front Office Emergency Evacuation Kit from Front Office. See Appendix E for list of contents. • Mobile phone

    Student Services Staff collects: - Student sign-in / sign-out sheets - Student absentee list - Current CPP lists (see Updates Required Regularly under procedure detail).

    - CPP folders & lists are stored in the Learning Centre as a back-up, if the power is out - SSC Emergency Evacuation Kit from SSC Office area. See Appendix E for list of contents. - Mobile phone - Delivers all lists to the Deputy Principal at the assembly point. - If the Deputy Principal is the designated person for overall responsibility, in the Principal’s absence the lists

    are to be given to the Assistant Principal. • Leaves via evacuation route to assembly point Deputy Principal • Brings mobile phone • Leaves via evacuation route to assembly point taking any personnel they may be meeting with at the time. If in

    class, follow teachers with student’s procedure. • Records teachers (or delegates) present and accounts for missing staff via the Timeclock printout PassTab (ICT

    SSO2 to support). Business Manager/or delegated Front Office Staff • Has previously contacted Emergency Services Departments. • Takes a print off the staff report from the Timeclock system. If the Business Manager is absent the Timeclock

    system printout will be provided by SSO3 Data Manager. • Leaves via evacuation route to assembly point. • Takes checklists for SSOs, visitors, contractors and volunteers. (Uses PassTab to confirm staff on site) ICT Team • Bring PAC System out to Fire Warden • Assists Deputy Principal with Timeclock and PassTab print out Assistant Principals (part of Admin team) • Admin team are to take mobile telephones (to assist in any emergency contacts). • Leaves via evacuation route to assembly point. • DO NOT have a specific role so that backfill of roles can occur in the case of absences of Leadership staff. All Staff (with Students - SSOs and Teachers) • Teacher directs students to leave rooms and buildings immediately, via the designated evacuation route

    outlined in the emergency evacuation map located near the door in each room. If the emergency evacuation route is inaccessible due to the nature of the incident or other reason, the teacher is to direct students to a safe alternative route.

    • Students are not to take books and bags from the room. • Classroom staff should leave the room after the students. • Staff closes the door to the room, do not lock. This is to ensure that Fire Department Personnel can access the

    room quickly. • **All gas isolation valves must be turned off in the practical teaching areas, i.e. Science, Home Ec. and Tech.

    Studies by the Teacher in charge at the time. • Leaves via evacuation route to assembly point. CPP Teachers • Meet their CPP group at assembly point. • Any staff member who is not in a classroom with students, wherever they may be, should go immediately to

    the assembly point via the emergency evacuation route. If personal belongings are not with them at the time, then they are to proceed without them.

    Specialist Programs • Teachers of the subject mark the roll at the beginning of the lesson on LMS. • Year 9/10 classes line up for roll call. All Staff (without Students – SSOS and Teachers) • Any staff member who is not in a classroom with students, wherever they may be, should go immediately to

    the assembly point via the emergency evacuation route. If personal belongings are not with them at the time, then they are to proceed without them.

    • Students in class and not attached to a class • Proceed to assembly point under teacher’s instructions. • Students are not to take books and bags from the room. • Students will follow directions from staff. They will move quickly and sensibly to the assembly point. Lining up

    in their CPP class groups to be marked as present. • They must stay in CPP group line until further instructions have been made. All visitors/contractors/volunteers • Leaves via evacuation route to assembly point. • May NOT leave the premises, as they must be accounted for. • Report as present to the Business Manager at the Emergency Assembly Area. Once at the assembly point - The following staff are to undertake the following roles at this time: Principal • Assesses the emergency, based on information from the Fire Warden (and consultation with Emergency

    Departments). • Decides when safe to return to normal duties or if alternative arrangements are required. Situation Assessed

    Unsafe (Unsafe Alternative Arrangements

    Executive Team (Principal, Deputy and 2 Assistant Principals) • Prepares to make phone calls if necessary • Fire Warden/ Back up Fire Warden • Puts on high visibility vest from kit and takes megaphone out of kit • Waits at assembly point to coordinate evacuation in a central position so that everyone can hear

    announcements • Ensures each Sweeper has reported to them. • Acts as a liaison between the Fire Department / Emergency Services Departments and the Principal. Sweepers • Reports sweeping results to the Fire Warden. SSC Staff • Delivers all lists and Emergency Evacuation Kit to the Deputy Principal • Delivers CPP group lists to CPP group teachers in designated area SSR Staff • Directs any people in the SSR to the emergency evacuation point. Deputy Principal / Delegate • Collects all lists and Emergency Evacuation Kit from front office staff at assembly point • Assigns a Coordinator to perimeter duty • Assign a staff member to monitor driveways. Assistant Principals (or delegated person in charge) will assume the Principal/ Deputy Principals’ roles. • Lifts are not to be used. • Students, staff, and visitors with physical disabilities who are upstairs, should - move with a teacher or School Support Officer to the closest stairwell and wait until all other students have cleared the area. - When clear they should move down the stairs. - Wheelchair bound students should be accompanied by their designated SSO and proceed to the Silent Study Room if safe to do so until help arrives from Fire Department. - The staff member will be responsible for ensuring that a message reaches the Fire Warden about their location. - Those with disabilities who cannot cross the oval should assemble in the limited access area, the car park adjacent to the school vehicle compound area. • Should any suggested route prove impractical, the teacher leading the class will need to determine another safe route. • All doors are left unlocked for ease of access by Emergency Services Departments. • No person may return to the building until the all clear is given by the Principal.

    EMERGENCY EVACUATION In the event of fire or smoke The person discovering the danger will:

    (a) inform front office SSO and Principal immediately, dial 101 (b) give precise details of the nature, location and intensity of the fire or

    emergency. On hearing emergency siren – continuous bell. All personnel on site must evacuate to Emergency Assembly Area Eastern Oval. Classroom teachers.

    Shut all windows where possible, and turn off all appliances. Remain with your class. Students should not take books or bags with them Do not use lift Keep clear of buildings Teachers of visiting classes (e.g. transition groups) are to take their

    Report absences to Deputy Principal Fire Warden If the Fire Warden is responsible for a CPP Group when an evacuation occurs, the SSO attendants will check the roll for that group.

    FIRST AID Accidents / Injuries

    1. When a staff member becomes aware of an accident/injury to a student or other,

    immediately (1) Render assistance (first aid, etc) (2) Notify Student Services, Ext: 149 who will notify Senior First Aid Officer. OR Front Office Ext: 101 in a critical incident. Site Leader is to be notified for a serious or potential legal follow-up. (3) When emergency is over all accidents and injuries must be reported using the form ED155 Forms are kept in, Science Office and Student Services Office. Students

    • Staff on duty/First Aid Officer collect ED155 from Student Services Office or Science Preparation Office.

    • Fill out form ED155 • Return form to the WHS rep. • WHS rep will process form.

    Staff • Fill out form (ED 155). • Forward, WorkCover Claim Form, Prescribed Medical Certificate, as soon

    as possible if a worker’s compensation claim is to be lodged. • The (ED 155) goes to the WHS rep, any other forms, medical certificates and

    Role of an Emergency Sweeper 2019 The school buildings at Edward John Eyre High School have been divided into a number of areas in the case of an emergency evacuation. For each of these designated areas two people have been identified as ‘SWEEPERS’. The function of the Sweepers is to ensure that the building is totally evacuated in such a situation. When the emergency alarm is sounded you are to:-

    o Ensure that your particular area is covered (At least one ‘Sweeper’ is in the area) If you are not in your area plan how you intend to get to it and avoid the evacuating people as much as possible.

    o Make a thorough search of the classrooms, offices and toilets. o Make sure that no one is in your area. o Look and callout in each room to ensure that no one is in there.

    When you are 100% sure that no one is in the area lock the external doors to prevent people re-entering the buildings.

    Proceed to the Eastern Oval (Hincks Ave) and report to the Chief Fire Warden to notify that your area is clear and secure.

    If you have other responsibilities (i.e. CPP Group etc.) go to your group and complete a Roll Check.

    If someone refuses to leave the building do not enter into a ‘fight’. Re-state your request to leave and if they still refuse, leave them. Notify the Chief Fire Warden about the person and their location.

  • PRE-EMERGENCY EVACUATION DRILL PROCESS

    • Day, date and time of evacuation to be decided by :

    o Principal o Deputy/Assistant Principal o Fire Warden o WHS Rep

    • Once above has been decided, all staff are to be notified so that if the evacuation clashes with a

    school event, practical lesson, or short excursion, etc., changes can be made to the scheduled evacuation if possible.

    • Notify canteen staff

    • Staff are reminded to familiarize themselves with the evacuation procedure prior to the drill.

    • CPP Teachers remind staff of the evacuation/invacuation process during mentoring time.

    • Staff with specific roles in the evacuation check their responsibilities and ensure items required to be taken to the evacuation area are at hand and ready to go.

    • Staff are to inform Deputy or Assistant Principal of any issues regarding student mobility, so that assistance can be delegated for the student.

    • Sweepers refresh their area of responsibility and report any concerns prior to the evacuation.

    • Principal’s Assistant prepares a Survey Monkey follow-up feedback survey to be distributed to all staff. • WHS Committee reviews feedback and suggests improvements during WHS meeting. • Student Services Centre updates CPP folders and has them ready in a basket.
