Egyptian Activists' Action Plan:Translated

Egyptian act ivists have been circulating a kind of primer to Friday's planned protest. We were sent

the plan by two separate sources and have decided to publish excerpts here, with translations intoEnglish. Over Twitter, we connected with a translator, who translated the document with

exceptional speed.

What follows are side-by-side translations of nine pages from the 26-page pamphlet. They were

translated over the last hour and pasted up in Photoshop to give y ou an idea of what's in the protest

plan. While the plan itself contains specifics about what protesters might do, these excerpts show

howonemight equip oneself for clashes with riot police. Egyptian security forces have repeatedly

beaten protesters as the level of violent repression of demonstrations has ratcheted upwards. For

more context on the pamphlet itself, the Guardian UK ran a summary of it earlier today.

As yo u'll read, the creators ofthe pamphlet explicitly asked that the pamphlet not be distributed on

Twitter or Facebook, only through email or other contacts. We're publishing this piece of ephemera

because we think it's a fascinating part of the historical record of what may end up becoming a very

historic day for Egypt.

The pages included are 1, 2, 3, 4, 10, 12, 1 3, 22, and 26. You can click to (roughly) double the size of

the images.

Update 8:21pm: People have asked why these particular pages were chosen. We had limited

resources, so we knew we'd only be able to translate an excerpt. My guiding principles were to

stay away from the small amount of tactical information in the pamphlet. I nstead, we ran the

more general pages. There is nothing in these pages that goes beyond standard advice and broad

political statements. Broadly, we were trying to balance the historic nature of the document and

protest with the safety of protesters. Publishing this excerpt was the compromise at which we

arrived.

Update 8:48pm: Our translator requested that his name and Twitter handle be removed from the

post. We complied.

Updated 8:57pm: Added context around why this information might be necessary for protesters.

Update 9:32am: A refinement of the document's translation has been made. Meanwhile, the

Internet remains shut off in Egypt as protesters across the country clash with security forces

wielding large amounts of tear gas and powerful water cannons. While the Internet remains shut

off, @Jan25Voices is tweeting updates from phone calls with Egyptians.Al Jazeera English is

providing excellent coverage from the ground.

think they 'd be searching the internet which, last I heard, no longer

works in Egypt.


because they have super powers and x-ray vision, by your

argument they have internet as well. they're human. there are

underground movements who've managed to stay underground

because they've become expert at avoiding torture. there was

risk involved in this but egyptians have more heart and faith

than cold armchair politicians. outing them was unnecessary

and completely subversiv e to their cause - how is it good to defy

their express wishes - AT ALL?!

Hey, the instructions are surely meant for the first few hundred

or thousand recipients of the broschure to protect the *authors* of

it. Perhaps also to win some time, which was probably well taken

care of. Surely the security forces have infiltrators among any

large group of people and as soon as chaos starts, infiltrators can

snap some photos, grab any info or leaflets and head back to HQ.

So relax every body and figure out how to help the egyptian people

rather than screan about publishing. Call your senator or

something.


It wasn't 9 hours ago when he published it. Nobody else had published

it at that stage.

As in "possibly as a result of the online publication of this

brochure, the brochure is now being mentioned all over twitter".

at The Atlantic, published late Thursday what is purported to be a

guide to Egyptians on how to protest on Friday . The pamphlet

includes strategies for taking over government buildings anddiagrams showing how to fend off riot police. Read Madrigal's report

Here's an interesting fact: The Atlantic doesn't work for the protestors.

You raise the issue of journalists embedded with troops giving away their

positions. My opinion there is that journalists should not be embedded with troops.

I'm generally suspicious of any situation where journalists strike deals with the

people they are covering.

It's widely known that during the Iraq invasion, intelligence forces on both sides

were tuned into CNN, and using it as an intelligence tool. This is the natur e of thereal-time reporting of informat ion and it's been this way since 1999 .

The argument that you ar e usingthat it puts people at riskis the exact same

argument that is being used against Wikileaks. While you are certainly welcome

to support the protestors over the government they are trying to bring down, you

need to understand this: Free press doesn't mean "free press when it supports my

side".


And this is just a reminder of what side the Atlantic is on, with regard to

this issue.

i would like to see you make this argument if your ass was at risk, and as

stated several t imes, wikileaks is past tense and deals with corrupt gov'ts

and their asses, not innocent civ ilians in real time. WASP & yuppy free

history of protest goes hand-in-hand with police infiltration, I would be shocked if the

Egyptian authorities didn't have copies of the entire manual seconds after it was printed.

Unlike the police, the Army's been somewhat helpful to the protesters so far, if busy keeping

any one out of the national mu seum.


Publishing this leaflet before the planned Friday protest in Egypt is inexcusable. Concurrently we're

getting r eports the internet is Egypt has been either partially or fully cut off and SMS serv ices also

suspended - eery parallels with the behav iour of the Iranian Government after the post-election riots

in Iran in June 2009. Joe Biden has just stated Mubarak is not a dictator, despite him being in power

for ~30 y ears v ia r igged elections, and the country being under emergency laws for each of those

y ears. So we know the government's position on Egy pt - and it's "you're on your own Egyptians".

On his twitter Alexis Madrigal has said (verbotim) "I think this may bring home to some Americans

what's actually happening in Egypt." I hav e sent him a link to an Associated Press video which shows

a protestor being shot in the street, presumably by Mubaraks's security forces. So far 8 or 9

protestors have been killed that I've heard of. I've asked Madrigal to post this vid alongside the leaflet

- it's a far more viv id description of what is happening in Egy pt.


Great scoop. There are no tactical specifics here that aren't right out of demo activism 1 01 and neither

activists in Egypt nor the predominantly western hand-wringers in this thread are in any position to

tell reporters what they 're allowed to cover.

It's the same mentality that would have us not publish details of troop activ ities in Iraq because it

'helps' the enemy; or who think that Wikileaks and the NYT ar e 'endangering' liv es by reporting on

leaked diplomatic cables. A free press, when it suits you!

As *if* publishing a few pages from this booklet would hav e any effect on what's going on in Egypt,

other than to increase the awareness level of U.S. audiences currently numb to what is happening

there.

o.O you call that tactical specifics? Some red lines on unmarked map? Do you really think

there is any real manuevering tactics that had been planned before hand that are still in

effect? The plan is simple... take over government bui ldings, establish control. The

Egyptian government already knows this, so if they planned any sort of defence it

wouldn't matter which direction anyone went, they are going to end up at the same place

any way ! Besides this whole argument is stupid. The people outnumber the government

100 to 1, possibly 1000 to 1, or even 10,000 to 1. Any police officers with half a brain will

join the people, the rest will be trampled...


The tact ical specifics amount to 'go that way and shout slogans'. Regardless of the planning

put into the protest, a mob is about as organized as a swarm of bees.
