Mud 136 Report...Neil Polansky, President

At its September meeting the Board reviewed its oper-ational reports for the preceding month and heard a spe-cial presentation by our financial advisor regardingsetting the 2014 Tax Rate for the District. After much discussion it was decided by the Board thatthe 2014 Tax Rate would not exceed $ .20 / $100 valu-ation, or a decrease from last year’s tax rate of $ .215 per$100 valuation. The decrease is made possible by there-valuation of district property by the Harris CountyAppraisal District (www.hcad.org) which saw most res-idential property within Harris County increasing by anaverage value of 10% over last year.

The Board also heard a presentation about smart watermeters, and is considering whether or not to embark ona pilot program which would include installing 10-12meters throughout the District for a 3-4 month trial pe-riod to gauge usefulness, dependability and accuracy.Converting to smart water meters would be a significantfinancial undertaking (upwards of $225,000 for the Dis-trict to retrofit 1,050 accounts) and we want to makesure it’s worth the expenditure. We’ll report more onthis next month.

To our customers recently inconvenienced by various re-pairs and main breaks, we appreciate your patience andrest assured we’re doing everything in our power to min-imize outage times and maximize communication withcustomers during the (hopefully) occasional service out-ages. Please be careful around the occasional trenchplate or construction area as we don’t want anyone get-ting hurt.

We continue to attend the monthlyWest Harris CountyRegionalWater Authority meetings (www.whcrwa.com)to monitor their activities in regards to water quality, construction projects, pricing, delivery, and future watersource development. We anticipate a water rate increaseby WHC after January 1 (as is their custom) and we’llbe at any town hall meetings to voice our opinions. If you have any questions about HCMUD 136’s opera-tions or comments regarding water quality, trash pickup, hazardous waste pickup, sewer service, or have a road orsidewalk issue to report please let us know. Your residentboard of directors includes Barry Greer, Jay Singleton,Harry Price, Brent Phelps, and yours truly. Our next meeting is Thursday, October 9 at 6:00pm inthe DVCA Recreation Center. Meetings are open tothe public and you’re encouraged to attend!

All three of the kittens shown below were caught in Deerfield as abandoned kittens. They have been staying witha retired Deerfield couple since they were about a month old. All three have been raised to be adopted now thatthey are old enough.

Recreation Committee...

LADIES! COME JOIN US! LADIES HAPPY HOUR!Where: DVCA Recreation Center Clubhouse

When: October 23, 2014

Time: 4:00pm to 6:00pm

Please bring your own beverage!

Community Services...The Community Services Committee meets the 1st Monday of each Month.

We encourage new members to join us.

First – what happened in September: We already re-ported the Ice Cream Social and Labor Day pool eventswere very successful. All the ice cream was gone in 45minutes – something that has never happened before, and the pool event had over 125 people – more than pastyears for Labor Day. It was a great way to end the sum-mer! Then on September 13th we had Music on theGreen featuring the band Airwaves. They did somegreat classic rock. The was cool front with run earlier inthe day, and it was just a typical Houston grey day – soattendance was a bit lower than typical. Those who cameenjoyed it. And e tried selling pizza slices so people didnot have to bring dinner. That went over fairly well – wesold out by 7:00PM. We will try that again at a futureevent.

Coming up in October is the Halloween Trunk andTreat. It’s on Halloween, at the Recreation Center park-ing lot. For those who have not seen it before, residents(in costume or not, your choice), are at their car trunks, handling out treats to children who go car to car in theparking lot. Some people decorate the trunks or back ofpick-ups, some don’t. It’s an easy, safe way for theyounger children to enjoy trick and treats. If you wantto participate, simply arrive at the Recreation Centerparking lot at 4:45 with your treats. And we will have

other activities for kids - cake walk, games, picture tak-ing, treats etc. It starts at 5:00 and goes on until the kidsleave (people doing trunks will be able to leave after 6).There will be a prize for best trunk and best group incostume (family, friends, whatever.) Also, we have somefood for sale for those families who may not want tocook.

November we have an Adult Social on November 14(Note- this is a Friday night event, not Saturday – it’s achange of pace!) In December there is the children’ssnow party (with Santa) on December 7th. And aneighborhood Pot Luck Dinner with a white elephantgift exchange on Dec. 14th. We are working n 2015events. Already scheduled is the 2015 NeighborhoodGarage sale on March 28th.

In administrative news – the committee will continue touse street signs since they seem to have the broadest im-pact. We are also looking at using more social media –Facebook, the deefieldvillageonline web site, and thisnew internet tool Nextdoor. We are still looking forways to ensure everyone knows about our events.

Come join us at our monthly meeting on the 2nd Tues-day of the month, 7:00PM, at the Recreation Center.
