Foreword

Living long and healthy lives is one of the most important values that pepo-le share all over the world . And in more and more countries we see that the achievements of healthcare enable people to live active and independently much longer than we have ever seen in history. This is of course great news.

However, demographic changes bring about new challenges. Like the financial sustainability of healthcare, like finding a new balance be-tween professional care and family care. Also our views on the defini-tion of good care, are changing. An ageing population implies more chronic diseases, and shifts our perspective from curing people to enhancing life quality.

The Netherlands and China, both facing rapidly ageing populations, have cooperated in the field of public health and health care for quite some time. A bilateral Mem-orandum of Understanding was signed in 2013. In 2016, during my first visit to China, a Memoran-dum of Understanding on elderly care was signed with the Ministry of Civil Affairs .

To further build on the Memorandum of Understanding a consortium of Dutch elderly care organi-sations has come together in a ‘Partners for International Business’, supported by the Ministry. Through a com-bination of Dutch knowledge, expertise and innovations the consortium will seek cooperation with China to enhance its elderly care system with a focus on ageing in place and community care, where positive health (wellbeing) and the quality of life for all elders is central. This Elderly Care Mission will be the first official visit of the consortium.

The Life Sciences and Health sector is a priority sector for both the Chinese and the Dutch govern-ment. The growth and investment in the healthcare sector creates opportunities for interesting and innovative partnerships. I am therefore excited to head this ‘elderly care, vitality & mobility’ mission to China.

Governments will remain key players in healthcare. Yet in order to keep healthcare accessible, affordable and innovative it is crucial to cooperate with knowledge institutes and private business-es. Next to high tech innovations in medical technology also it is about innovations in the way we organize care. I’m convinced that by sharing our knowledge and joining our efforts we will be able to serve our elderly better.

It is a privilege and a pleasure to present to you our Dutch business delegation of companies and acade-mia in the field of ‘elderly care and vitality & mobility. They are eager to explore opportuni-ties for coope-ration with their Chinese counterparts. I am convinced that this mission will further strengthen the outstanding relationship that already exists between China and the Netherlands.

业在越来越多国家的深入发展，更多的人在年迈的时候仍能积极、独

立地生活，也比以往任何时候都更加长寿。毫无疑问，这是一件好

事。

不过，人口结构的变化也带来了新的挑战。例如，医疗体系在财政上

的可持续性,再如在专业护理和家庭护理中寻找新的平衡点。除此以

外，我们对优质护理的定义也一直在改变。人口老龄化意味着更多慢

性疾病的发生，从而把我们的视线从治愈疾病转到提升生活品质上

来。

中国和荷兰都面临着人口快速地老龄化。两国在公共卫生和医疗保健

领域进行了相当长时间的合作。我们在2013年同中国国家卫生和计划生育委员会续订了双边《医

疗保健和公共卫生领域的合作协议》，其中的合作领域之一就是“人口老龄化导致的医疗卫生挑

战”。 这也是此次代表团访华所关注的焦点。 2016年在我第一次访华期间，我们同中国民政部签

署了老龄领域的合作谅解备忘录。

为了在双边谅解备忘录的基础上加强合作，荷兰养老机构已经聚集成一个联合体，成为国际商务

伙伴，并得到荷兰相关部委的支持。该联合体整合荷兰各相关方的知识、专业技能及创新等资

源，同中国展开交流合作，并以关注和加强社区护理和养老为重点。在这里，积极健康（幸福）

和提高所有老年人的生活质量是整个合作的中心和重点。本养老代表团将是这个联合体的首次正

式访问。

生命科学和医疗卫生行业在中国和荷兰都是重点发展行业。医疗卫生行业的发展和投入将激发更

多的创新伙伴关系。因此，我非常荣幸能率领这个以打造“活力老龄”产业为使命的代表团访问中

国。

在医疗保健领域，两国政府将继续发挥关键作用。然而为了保证医疗保健体系的可及性、可负担

性以及创新性，政府同学术机构以及私营商业机构开展通力合作至关重要。它的重要性除了有利

于医疗技术的创新之外，也有利于我们在服务的组织方法领域进行创新。我确信，通过经验分享

和通力协作，我们将能为两国的老年人提供更优质的服务。

certain vegetables and flowers... Where greenhouses were

invented as a solution to this problem. Where Dutch farmers now produce 2.5 times more food per acre than EU farmers produce on average… We know food & flowers.

to the world’s producers… Thanks to the world-class Port of Rotterdam, the internationally praised Amsterdam Airport

residents have always felt the need to explore what lies

beyond its borders... Where the world’s first multinational

corporation originated in the 17th century. A country

where, today, 87% of people who are 15 years or older

speak English… We know international business.

A Dutch perspective on

Life Sciences & Health The Netherlands is home to a vibrant, concentrated Life Science & Health cluster of more than 2.500

healthcare companies and research organisations, all within a 200 kilometre radius. The Netherlands

is considered to be the most concentrated region in the world when it comes to creating economic

and social value to healthcare. It all started in the 16th and 17th century, when the Dutch invented

the microscope and pioneered in microbiology. Nowadays, the Netherlands faces challenges, but

The Dutch Life Science and Health sector (LSH) has

a very strong reputation. The industry has a broad

spectrum ranging from medical devices, mobility

& vitality, high-tech and eHealth to hospital build-

ing and public health. It also includes education &

communication, nutrition, bio-medical and phar-

maceuticals.

Taking into account the global and national chal-

lenges of healthcare, the Dutch LSH sector is

working on enhancing healthcare through innova-

tion. Through efficient, effective, accessible, com-

fortable and high-quality healthcare solutions,

costs can be reduced while capacity increases and

the quality of care improves.

What are Global Healthcare Trends &

Challenges?

Each country is geographically, demographically,

politically and economically different.

Therefore each country faces different healthcare

challenges. Nevertheless, some global trends

seem to affect all of us now or in the near future.

First of all we see an aging society in which more

people are confronted with chronic diseases.

Whereas in The Netherlands it is estimated that

seven million people will be chronically ill by 2030,

it is believed that half of the world’s population is

chronically ill by 2050 estimated to be 450.000

In The Netherlands the shortage is estimated to

be 450.000 workers by 2025.

Moreover, a third trend is the negative

impact that unhealthy lifestyles have on our

healthcare. A change in lifestyle increases the load

on our healthcare systems. Our use of tobacco,

alcohol, and fast food combined with less exercise

leads to obesity, diabetes, cardiovascular diseases

and cancer. These diseases increase the demands

on our healthcare professionals and on the

infrastructure around them.

Last of all, in our society patients become more

demanding as they have access to more

information through internet. We have to deal

with medical technological developments, such as

eHealth, telemedicine and personalised medicine.

The Netherlands has a long lasting history in the

Life Sciences & Health domain:

Andreas Vesalius (1514 – 1564) was an

anatomist, physician, and author of one of

the most influential books on human

anatomy, De humani corporis fabrica (On the

fabric of the Human Body). Vesalius is often

referred to as the founder of modern human

anatomy.

Spectacle makers Hans Lippershey (1570 –

1619) and Zacharias Janssen (1585 – pre-

1632) in Middelburg, and the instrument-

maker and optician Jacob Metius

(1571 – 1631) of Alkmaar.

Antoni van Leeuwenhoek (1632 – 1723) is

known as ‘the Father of Microbiology’ and

considered to be the first microbiologist. He

is best known for his work on the

improvement of the microscope.

Herman Boerhaave (1668 – 1738) “the f

ather of physiology”, founder of clinical

teaching and modern academic hopital.

Jan Swammerdam (1637 – 1680) was the

first, in 1658, to observe and describe red

blood cells.

Jacobus Henricus van ’t Hoff (1852 – 1911)

First winner of the Nobel Prize in Chemistry

and known for his discoveries in chemical

kinetics, chemical equilibrium, osmotic

pressure, and stereochemistry.

Willem Einthoven (1860 – 1927) Winner of

the Nobel Prize in Medicine in 1924 for his

invention of the electrocardiogram.

Willem Kolff (1911 – 2009) developed and

applied the first functioning artificial kidney

in 1943, and was involved in breakthrough

development such as the heart-lung machine

and artificial heart.

Dutch Smart Solutions…

The world of healthcare interventions is in

constant flux – new and emerging infectious

diseases, changing disease patterns, demographic

changes, rising costs of health care; all of which

add complexity to the already considerable

challenges. At the same time, innovative answers

to these challenges have emerged in the Dutch

LSH sector. Through efficient, effective,

accessible, comfortable and high-quality

healthcare solutions, costs can be reduced while

capacity increases and the quality of care

improves. Addressing these shared challenges the

Dutch set up three main objectives for the Dutch

healthcare system: Quality of care (effective, safe

and patient-centred), Accessibility to care

(reasonable costs for individuals, reducing travel

distance and waiting times) and Affordability of

care (overall cost control). With this broad

commitment to the stimulation of healthcare

innovations the Dutch government holds the

interest of the patient in mind. The positive shift

in ranking (from the 8th towards the 5th place)

regarding the most competitive economies

worldwide, shows that successful innovation

contributes to economic growth. For the Dutch

LSH sector, knowledge-sharing and close

cooperation and collaborationbetween

companies and research institutions, with full

support of the government, is what drives this

success. Most of the Dutch know-how on Life

Sciences and Health is available for all. Over the

last centuries, Dutch companies & organisations

see a global market where they can put their

expertise to work in order to innovate and

improve healthcare systems.

Healthcare for all! The Dutch healthcare system is renowned for

its excellent standard of service. In fact, the

Netherlands has been consistently ranked in

the top three of the EuroHealth Consumer

Index (EHCI) and even took the number 1

position for the last five years (2012, 2013,

2014, 2015, 2016). The Swedish independent

Health Consumer Powerhouse (2015) states

that: ‘’Health systems based on social

insurance, with a multitude of insurance

organisations, who are organisationally

independent of healthcare providers, are

called Bismarck systems. There are also

systems where financing and provision are

handled within one, integrated organisation

(Beveridge systems). EHCI finds that generally

Bismarck style countries, such as The Nether-

lands, provide superior care.‘’

Facts & figures on developments in Dutch

healthcare…

The Netherlands is well aware of the increas-

ing costs of healthcare which was set at 14.5%

of GDP in 2014 (95 billion euros). For this

reason the Dutch Ministry of Health, Welfare

and Sports’ highest priority was- and is to

sustain and even reduce the costs of

healthcare. This year, numbers are set on

approximately 10% of GPD in 2016 (74.6billion

euros).

Healthcare spending in The Netherlands…

With almost 17 million inhabitants and a

geographical size of 41.500 km2, The

Netherlands is a small country with a high

population density compared to its close

neighbours Germany (349.223 km2) and

France (643.801 km2). The government has a

high focus on its healthcare investments.

For example, the average price of a house in

The Netherlands is € 280.000, this equals the

healthcare costs of a person’s entire life in our

country.

Jobs in the Dutch healthcare sector…

In 2015 the country had 85 hospital organisations

at 131 locations of which 8 are University Medical

Centres. Next, there are 112 outpatient clinics. The

current trend shows a decrease in the number of

hospital organisations and a change from general

towards specialised hospitals, but an increase of

accessibility of healthcare due to healthcare deliv-

ery at more locations or homecare. Correspond-

ingly, in 2015 approximately 1,1 million people

worked in the healthcare sector (this excludes

volunteers). In almost any field the number of

workers is below the OECD average which already

might indicate a capacity shortage and need for

innovative solutions.

Erasmus School of Health Policy & Management (ESHPM) of Erasmus University Rotterdam is leading in the Netherlands with its educational and research activities targeted at policy and management issues in health care. ESHPM works with a unique multidisciplinary approach, covering policy sciences, organisational sciences, health and medical economics, socio-medical sciences, health law and health insurance. Internationalisation is highly valued at ESHPM. ESHPM educates students for several kinds of jobs in health care, varying from management functions in health care organisations to health insurance, consultancy and governmental jobs in health care. The institute offers an initial bachelor programme, two master programmes (Health Care Management and Health Economics, Policy& Law), a joint European Master in Health Economics and Management, and post-academic education. The multidisciplinary character of research at ESHPM is one of the main characteristics of our organisation. Scientists from various disciplines (such as health economics, health law, organisational studies, policy sciences and medical sociology) work closely together on research within the health care sector. Stichting Woon- en Zorgcentrum Humanitas Deventer & Orenda WZC Humanitas is the leading elderly care organisation in The Netherlands in terms of innovation and a concept that includes everyone and creates a strong community in the local neighbourhood. We build bridges between groups that can add value to each other’s lives (such as students and senior residents). In all this, we always put our residents first and co-create the concept with them. This encourages the freedom of our residents, to live the life that they want to live. We see ourselves as the facilitators of the wishes and needs that the residents have. This al happens in a rich living environment with the very best healthcare facilities and most professional staff. Apart from our nurses, which are all specialised and specially trained in the field of elderly care, we have a support team of specialists. This team consists of highly skilled and educated professionals with their own area of expertise, such as psychologists or nutritionists. Orenda and Humanitas have an exclusive collaboration, based on the contract that is signed by the two parties. This project aims to implement the success that Humanitas has achieved in the Netherlands in the first ever luxury elderly housing concept in China: Orenda.

THC (Teresa Happy Care) THC has adjusted the high quality concepts of Dutch

elderly care to fit in Chinese society and economy. THC

covers the full range of activities in elderly care: the plan

and the planning of the project, but also setting up the

organization, training and education and operations.

THC has carried out several projects in China. These

project concern the design of new built projects and the

renovation of existing projects, but also training, education

and operations. Our conclusion is that the Dutch concepts

in elderly care are very successful in China.

Since the beginning of 2018, THC has a partner based in

Beijing. Together with this partner, THC established a new

company: Sino-Dutch Elderly Care Industry Co. Ltd. This

Sino – Dutch company is based in Beijing and has the aim

to expand the Dutch concept in elderly care by setting up a

network of elderly care facilities.

ZonMw funds research and innovation in the health and care sector via dedicated programmes. ZonMw stimulates the use of the knowledge and outcomes of projects to improve health, prevention, cure and care. ZonMw’s main commissioning organisations are the Ministry of Health, Welfare and Sport and the Netherlands Organisation for Research. ZonMw is an intermediary between research, policy and practice, provides grants and encourages imlementation. ZonMw is carrying out the Dutch programme management in the international Active & Assistive Living (AAL) programme. In the context of ageing societies the AAL programme aims at developing ánd bringing to the market ICT-based solutions to improve quality of life and to support independent living of older adults, including their social/care networks. Since the start in 2008 the AAL programme funded over 200 international projects, which resulted in knowledge and prototypes as well as solutions on the market. And there is more to come as many projects are ongoing and new calls will be launched until 2020. ZonMw stimulates the uptake of promising innovations in the AAL domain in the Netherlands.
