Among themany bits ofmemorabilia thrown upby the death of Margaret

Thatcher is her appearance onDesert Island Discs, a popular

British radio programme. This was in 1978 before she be-came Prime Minister, but asLeader of the Opposition andthe first woman to have, im-probably, risen to head the To-ries, she was a considerablefigure of curiosity. LaurenCollins points out in theNewYorkerthat she was alreadycommanding, but still willingto take part in this kind ofshow in order to gain pop-ularity.Desert Island Discsconsisted

of an avuncular presenter get-ting guests to reveal their per-sonal sides by getting them totalk about their favourite mu-sic and answer a few generalquestions. Thatcher wasasked how as the daughter of avery middle-class provincialfamily she had set her sightson going to Oxford. She re-called hearing missionariesspeaking about their experi-

ences, and I remember that,in the early days, I wanted togo into the it existed then the Indian Civil Service, be-cause there was a tremendousdesire to serve.

Thatcher was born in 1925 ata time when admiration forthe Indian Civil Service (ICS)was widespread. Peter Druck-er, the founder of manage-ment studies, would laterpoint to it as an example ofhow effective middle manag-ers could be when well-select-

ed, trained and given the re-sponsibility to either sink orswim. The ICS was built on thepower of a confident, empo-wered individual and this wasalso how Thatcher built hercareer.

The ICS did not take women Thatcher either did notknow this, or did not care. It isremarkable how little shebothered about fitting thenorms that seemed to be re-quired to succeed in politics ofany kind, not just the Tories.

Many Indians can relate toThatchers adolescent hopefor an ICS job to change herlife; the IAS is still a passportto success for many middle-class children growing up inprovincial towns in India. Butthis idea of Thatcher as a civilservant cannot be taken toofar. Just imagine her handbagin action against Maoists andland mafias just as she de-ployed it against British min-ers she would hardly havebeen suited to the intrigue,double-speak and occasionalsubservience to politiciansthat seems to prevail at higherlevels. But another parallel

could be drawn betweenThatcher and the ICS. Thiscorps of young men wascharged with making India se-cure for the British Empire, taking it away from its free-booting East India Companydays to the Victorian rigiditiesof the Raj. By emphasising thevirtues of free trade, educa-tion and rule of law, theyhoped to impose a version ofBritain on the subcontinentthat would then boost Britishbusiness.
