APPLICATIONS FOR GLASSESThe Meadville Lions Club will be accepting applications from Meadville area individuals of any age that are in need of glasses but are unable to pay for them. Individuals need to complete an application (available at the front desk of Active Aging) and come to be inter-viewed on the second Tuesday of each month from 5:30 – 6:30 p.m. at the Lew Davies Com-munity Building, 1034 Park Avenue, Mead-ville. People who live in outlying areas from Meadville can be referred to a Lions Club in their area. Questions – call 382-1905. You do not need an appointment.

Happy Easter, everyone. I hope you all have wonderful plans for spending time with family and friends to celebrate this holiday. I have found that as my boys, as well as my sisters children, grow up it is becoming harder and harder to nail down a time everyone can get together. It isn’t an easy feat, but as you all know, when it matters enough, you find a way. Easter is the one holiday we normally go out to eat instead of cooking at home. I’m not sure why other than it has been our tradition for a long time, and I honestly enjoy any tradition that saves me the hassle of cooking or cleaning up after. In my remarks last month I talked about the Governor’s proposed budget and the consolidation of the Department of Aging, Department of Health, Department of Human Services, and the Department of Drug and Alcohol. Since that time, I have had the opportunity to learn more about the Governor’s plan and how this “new” Department of Health and Human Services would be structured. Currently, the PA Department of Aging has a cabinet level Secretary of Aging who reports directly to the Governor on behalf of the Aging population of the Commonwealth. This new structure would have one Cabinet level Secretary in charge of all of these myriad of services and an office of Aging and Adult Community Living would be run by a Deputy Secretary who sits 3 levels down from that Secretary. The Governor has said that there will be no reduction in the level of services provided to seniors. However, close evaluation of the numbers in the budget projections from 2019 on show a reduction in the allocation of funding to the agencies like Active Aging, Inc. who provide services in each county of Pennsylvania. To the tune of about $90 million. I really don’t understand how you can have a reduction in funding without a reduction in services. Especially when you factor in that our senior population is growing rapidly, as are their need for services like those provided by Active Aging, Inc. Our current level of services is higher now than at any other time in our history. Clearly this is of great concern to us, to consider that this need will only continue to grow, while our funding is going to be reduced. Now I feel I should also clarify one other point. The funding that supports our programs is not tax based. Not one tax dollar will be saved by consolidating the Department of Aging with the others. Our board, and our seniors have expressed their concern with these plans and have asked me to continue to inform them on this issue. I am committed to doing that. Each of our senior centers have requested an audience with various local legislators as well to express their concerns personally. Aging and Disability Re-source Cen-ters (ADRC) exist nation-wide. In Pennsylvania, ADRC is known as the Penn-sylvania Link to Aging and Disability Re-sources, commonly known as the PA Link. It is designed to be a cross-age, cross-sys-tem network of local, regional, and state partner agencies that collaborate to help individuals who need home and commu-nity based services and supports. This coordinated network of partners allows a consumer to initiate contact with any PA Link partner and access information, assistance, and resources through a “no wrong door” approach, thereby minimiz-ing consumer and provider duplication, reducing confusion, streamlining access, and creating much needed “safety nets”. PA Link partners represent a wide range of local human service and healthcare providers as well as community leaders, civic organizations, state agencies, and other groups such as consumer, advo-cacy, and faith organizations. PA Link partners strive to help the following pop-ulations, regardless of income: adults age 60+, individuals living with any type of disability, persons living with behavioral health or substance abuse issues, Veter-ans, and the caregivers and family mem-bers of these populations.The mission of the PA Link to Aging and Disability Resources is to assemble and strengthen an organized alliance of pri-vate and public community agencies to better support consumer wishes and em-power them to understand, determine and effectively navigate their long term care service options, regardless of age, ability or income. A toll-free statewide ADRC helpline is operated by trained staff who assist Penn-sylvanians looking for information on long-term living services and supports. Started in 1984, the Pharmaceutical Assis-tance Contract for the Elderly (PACE) Pro-gram helps older persons living in Penn-sylvania to pay their prescription expenses. PACENET is the Pharmaceutical Assistance Contract for the Elderly Needs Enhance-ment Tier. This program has been created to assist older Pennsylvanians, whose incomes are slightly higher than the PACE income limits, with the cost of their prescription drugs.Eligibility Information:PACE requirements:• 65 years of age or older.• A resident of Pennsylvania for at least 90 days prior to the date of application.• Ineligible for pharmaceutical benefits un-der medical assistance.• Total income for last year for a single per-son must be less than $14,500.• Total income for last year for a married couple must be less than $17,700.Once an application is approved, an enrollee is responsible for $6 copayment for generic drugs or a $9 copayment for brand name drugs for each prescription reimbursed by PACE.PACENET requirements:• 65 years of age or older.• A resident of Pennsylvania for at least 90 days prior to the date of application.• Ineligible for pharmaceutical benefits un-der medical assistance.• Total income for a single person from last year must be between $14,501 to $23,500.• Total income for a married couple last year must be between $17,701 to $31,500.PACENET may have a monthly drug plan

premium to pay at the pharmacy, which will be cumulative if not met each month. Once that monthly drug premium has been met, PACENET has an $8 copayment for generic drugs and a $15 copayment for brand name drugs. Your out-of-pocket costs to you are computed by the PACE program.To use your PACE/PACENET card: Take your card and prescription to any drugstore that accepts PACE. Always keep your card with you. Do not leave your card at the drugstore. Do not mail your card to a mail-order pharmacy.You may not use your card to purchase drugs out of the state or to mail drugs out of the state. You can use your card ONLY while you are in Pennsylvania.Can I have other medical insurance or pre-scription coverage and still apply for PACE/PACENET?Yes, However, PACE is the payor of last re-sort and will only cover prescription costs not covered by other medical insurance. You will be asked to provide information about your insurance coverage when you apply for PACE/PACENET, and you should in-form your pharmacist of all your medical and prescription plans.Is it possible to get help with completing the PACE/PACENET application?Yes! Happy spring! I’m going out on a limb as I write this, assuming that we will be having spring-like weather when you read it. I think I’ve mentioned before that my favorite season is baseball season, so I’m happy that it is time to play ball again. I’m a Pittsburgh Pirates fan, and for that matter a National League fan. If you’d like to debate the merits (or as I call them the demerits) of the Des-ignated Hitter in baseball, let me know. Last month we had our annual Winnin’ of the Green Reverse Raffle. The Community Center was all dressed up in green as gave some “green” away. This is really a great facility we have in Meadville. We rent the Community Center out for all types of events, including weddings,

showers, family functions, banquets, pancake breakfasts, graduation parties, funeral luncheons/dinners, and many others. We’ve added uplight-ing to the list of things that we can offer here. Proceeds from rentals of our facility are used to provide support to Active Aging, Inc. I hope you’ll consider using this gem right in the heart of Meadville for your next event!Donna CessnaDevelopment Coordinator**Active Aging Foundation Mission**The Active Aging Foundation was established in 1994 to provide support and assistance to ad-vance the mission, interest and goals of Active Aging, Inc.

Active Aging Services Cont...having a medical emergency, or feel threat-ened, they can push the button and have emergency contacts or medical personnel re-spond 24/7.Personal Assistance and Personal Care with home support provide consumers with needed assistance for bathing, grooming, dressing, transferring, ambulation and meal preparation. Along with this assistance, con-sumers may also receive light housekeeping and home support for cleaning, laundry, errands, transportation to medical appoint-ments and in some cases, medication man-agement and reminding.Home Delivered Meals can provide assis-tance with prepared meals for those who are unable to cook on their own, or for those who do not have anyone that can assist them. Meals are frozen and are delivered on a weekly basis to the consumer’s home. Meals include an entrée with sides, bread, milk and fresh fruit. The Family Caregiver Support Program (FCSP) provides reimbursement to unpaid caregivers who are caring for an older rel-ative or friend. Caregivers may be reim-bursed for a variety of services and supplies, including respite care, incontinent supplies, home modifications, home adaptations or other medical supplies. The FCSP also pro-vides education to caregivers regarding care and managing dementia and Alzheimer’s disease. Reimbursement for this program is cost shared based on yearly total household

income.The Nursing Home Transition program (NHT) assists seniors residing in nursing facilities with the ability to return to the community with in-home services when ap-propriate. The NHT coordinator will make referrals for in-home services, set up housing if necessary and assist the senior with over-coming any barriers that are preventing them from returning to a home in the community. The assessment unit provides another ser-vice to seniors and individual with disabil-ities in the community. For those entering a nursing facility or wishing to receive un-der 60 waiver services, the assessment unit will schedule an assessment to determine the consumer’s level of care. Information regarding the assessment will be provided to the facility, enrollment agency, consumer and the department of human services to de-termine eligibility.If you or a family member would like to be assessed for any of the services listed, please call our office at (814)336-1792 or 1-800-321-7705. Please ask for Intake and Referral. Once a referral is made, care managers or service coordinators will set up an appoint-ment with the older adult to conduct an as-sessment.
