Observation

The finance of Indian Railways is passing through a very hard time now. Staff cost is exerting a very big pressure. Reduction of staff in large scale, non recruitment and outsourcing in the non safety areas, offering trains like Tejas Express to private players are in the cards now. Looking from other angle, public expectation is Swachha Bharat which is hardly achievable if traditional working environment continues. Keeping these in view, study team proposes for outsourcing of colony sanitation activities in both the units, CHI/VZM and CHI/RGDA.

Chapter - I I n t r o d u c t i o n

“Swachha Bhart” i.e. cleanliness all around inside India has become a top priority programme of Government of India now. Cleanliness in Railway colonies are the responsibility of Railway Administration than that of State government authorities. The House Keeping Assistants (HKAs) of Medical Department looks after Cleanliness in the Railway colonies.

The House Keeping Assistant (HKA) is a sinking cadre. There is no direct

recruitment in this category now. The illiterate/less literate wards of the deceased

Railway employees who are recruited on compassionate ground are the only source of

fresh faces. To maintain the activity with less staff is a practical impossibility as the

works are executed manually, and as chances for introduction of new technology for

colony cleanness is very remote. Further it is to add here that bulk of the strength are

female Safaiwalas and most of the staff are above 50 yrs in age from whom strenuous

jobs are hardly expected.

Keeping in view the above factors along with present financial stringency, the work study organization has taken up the present study in CHI units at VZM and RGDA as decided in the review meeting taken by AGM, ECoRly.

Chapter-III Duties & Roster of HKAs

Duties:

Dry sweeping of Road.

Cleaning of the surroundings of Quarters.

Cleaning of Drains.

Removal of bush etc near the drain.

Dislodging of sewerage jam.

Collection of garbage.

Disposal of Carcass of animals if any from the colonies.

Group activities (Begari)

Taking part in multipurpose health drive/special cleanliness drives.

Any other cleaning activities required from time to time.

Rosters:

Morning: 06.00 -11.00 hrs

After noon: 14.00 -17.00 hrs

Chapter-IV Present Scenario

CHI/VZM UNIT One CHI and 23 HKAs (House Keeping Assistants) are there in the unit. The jurisdiction of the unit spreads from Korukonda to Ponduru, 8 stations including VZM. Colony sanitation at VZM Settlement and supervision of Railway Station cleaning at VZM, collection of water samples and food samples from the stations over jurisdiction is duty of the unit in a nut shell. As per present policy, cleaning activities at Railway Stations comes under Environment and House Keeping Management wing under Dy.CME/EnHM/WAT. The CHI of the unit is under the administrative control of AEnHM/WAT and he is the supervisor incharge of sanitation at Railway Station which has been outsourced. The Colony sanitation is maintained by the HKAs of Medical department. There is no other HI/CHI/contractual HI in the unit. However, the present CHI, in addition to his duties at Station, looks after colony sanitation also. As per the scope of present study, the colony sanitation under CHI /VZM is under examination of the Work study organization. There are 5 colonies in VZM settlement with 540 quarters (New Colony -250, RE colony -200, medical colony-50, RPF colony – 25, Old colony – 15 apprx). The 23 staff who are there in the unit are engaged at different locations (Shown below) for cleanliness activities in the Railway Colonies at VZM settlement. The HKAs clean the bits in the morning and in the afternoon they dump the garbage in the low line areas. Observations: 1. Out of 23 staff, 14 are ladies and 9 are gents. And out of 23 staff, 20 are above 40 yrs and 12

out of these 20, are above 50 years. Strenuous jobs from this group is hardly expected.

2. The works are to be executed manually. There is a vacancy of 7 posts. Recruitment in the category is not done now. The work force is getting feeble day by day.

3. The CHI of the unit has gone under EnHM wing, Mechanical department, meant for

Sanitation of Railway Station - a priority item of Government of India now. For Colony Sanitation there is no other nominated supervisor.

4. Staff cost involved is the most important factor which has increased many folds now (in the

7th PC).

5. Outsourcing of sanitation activities in Railway colonies has become a stable practice now and it is cheaper than staff cost involved in this non safety area.

CHI/RGDA UNIT One CHI and 14 HKAs and 3 Malaria KSIs are there in the unit. There are 5 colonies with 540 Quarters at RGDA settlement. Like VZM the Sanitation at Railway Station has been put under ENHM wing of Mechanical department. Both Railway Station sanitation and Railway colony sanitation at RGDA are under the supervision of one HI. There is no contractual HI in the unit. The Railway station cleaning has been outsourced while colony sanitation is under departmental Safaiwalas, presently known as HKAs (House Keeping Assistants). Jurisdiction of the unit is from LKMR to GTLM (23 Stations). Collection of water sample and food sample from stations under jurisdiction, anti-malaria programme at LKMR, TKRI VBL, PVP and RGDA, sanitary works at Railway colonies at RGDA is the duty of HKAs of the unit. This unit sends HKA to LKMR dispensary on Thursday (once a week) as there is no Dispensary Cleaner at LKMR. There are 493 quarters in 7 colonies spreading over an area of 1.5 km in radius. There is no specific staff distribution for colony sanitation. The HI of the unit makes an estimate of required man power to be engaged at different places by going through the colonies in early morning. The Lavatory complaints are given priority. There is difficulty in discharging day to day works as 12 out of 17, are Ladies. Out 05 Gents 03 are Malaria KSIs and rest 2 are HKAs. Though cleaning of Service buildings are not responsibility of the unit, some times during visit of High officials, staff of the unit attend those along with Kalyan Mandap (Avinandan Hall) and public utility places. Garbage lifting has been outsourced. Observations: 1. Main work force of HKAs is Ladies, 12 out of 17, from whom strenuous works cannot be

expected. Out of 17 staff, 13 are above 40 yrs and out of these 13, 11 are above 50 yrs. Age factor also contributes less output.

2. The sewerage systems are old and affected by mouse frequently.

3. The present sanction strength was for open line colonies before 1988. In due course 200 quarters (built by Construction org & RE org) have been added to work load which is very hard to maintain because on roll strength is reducing day by day due to superannuation and non recruitment in the cadre.

4. The Place has gained importance due to proposed Railway division here at RGDA. High

officials visit to the place has increased many folds.

5. RDGA is a Nuxlite prone area. And there is pressure from unions. The CHI’s administrative control is under AEnHM organization of Mechanical department. There is no other HI /contractual HI to look after colony sanitation.

6. Cleanliness/Swachha Bharat which is demand of the day is hardly achievable in the above

circumstances.

Chapter V Critical Appreciation

1. Burden of staff cost is increasing day by day. Solvency of Railways is at a stake. Government

is now looking for more and more outsourcing and reduction of staff in large scale. The following instance corroborates the fact.

2. The Ministry of Railways plans to allow private players to operate certain trains, and as part

of its 100-day agenda, the Indian Railway Catering and Tourism Corporation (IRCTC) has been asked to run two trains. Further this number is also proposed to be increased in due course.

3. Work study is an in-house tool to re-order its man power and examine prospectus of further

outsourcing in non safety areas.

4. The cadre of HKAs meant for Colony sanitation falls in non safety area. If the entire cadre of HKAs is totally frozen and the activity be outsourced, productivity of Railways shall not hamper, rather work can be executed more efficiently with less cost.

5. In the WAT division there are 15 CHI units out of which 6 units are there at VSKP. In the 1st

phase 2 units at VSKP (Jail Area and VDPD) were brought under outsourcing as suggested in the Work study report previously.

6. As a next step in the measure, CHI/VZM and CHI RGDA units are proposed herewith for

outsourcing.

Chapter-VI Recommendations & Suggestions

Basing on the points elaborated in the last chapter, the study team recommends for the following: Recommendations:

1. Surrender of 59 posts from CHI/VZM and CHI/RGDA units. 2. And redeployment of on rolls staff in other units/other offices nearby as per option,

vacancy and extant procedure.

Suggestions:

1. Contractual HIs under Medical department may be arranged for supervision of sanitation works in Railway colonies at VZM and RGDA.

2. There is a vacancy of 56 posts of HKAs and 5 posts of Malaria KSIs (inclusive of 19 vacancies of the above 2 units) in the RPHO cadre of all the CHI units of the division. There shall not be any difficulty to draw salary etc in favour of 40 on roll staff in case surrender of 59 posts as recommended above is carried out prior to redeployment and fresh pinpointing, if necessary.
