School and Libraries Program of the Universal Service Fund, commonly known as E-Rate offers discounts to schools and libraries for Internet connectivity.
Technology plan must be presented during the application process
Funding can be requested in four categories: internet access, internal connection, telecommunications, and maintenance of connections
Funding is based on level of poverty and status of population.
