Principal Duties of Modern Police Ensure public order, carry out measures for control and prevention of crime:
Make shift schedules and ensure public order in the streets, at public events, etc. Identify and supervise groups of persons at risk
Drug addicts Prostitutes and souteneurs Persons formerly punished Weapon holders, etc.
Identify and examine retained persons and suspects Ensure controlled ussue and cancellation of weapon licences (licences needed in Europe, free trade
of weapons in the USA) Register unvalid personal ID documents Accumulate detailed information on formerly punished persons
Investigate crimes, incriminate, submit cases to public prosecution and court Visit the crime site, perform initial investigation of the crime site and give initial details connected
with the crime Initiate and record criminal cases, examine crime stories, retain and examine suspects Submit cases to public prosecution for incrimination and bringing the case to the court Initiate investigation of persons, vehicles, stolen property, cultural property, etc.
Ensure cross-institution cooperation in crime detection to other regional and federal Police authorities as well as other governmental institutions, e.g. Border Guard, Ministry of Foreign Affairs, etc.
Register administrative offences, imply administrative penalties Ensure international cooperation in crime prevention with neighbouring countries and
international organisations Process statistical data on crime and types of crime Plan measures for prevention of crime
Typical Problems for a Desintegrated Solution
Scattered data stored in mutually unlinked systems
Contradicting and overlapping information on persons and events
Much time consumed by the policeman while accessing a number of systems and checking the data on a particular person
No possibilities to perform integral search queries for a particular item/person
The more desintegrated a system is the more complicated and expensive its maintenance will be
Large amount of software interfaces to be mainteined

E-POLICE: Signals
Types of signals: PERSON related
PERSON DESCRIPTION related
ADDRESS related
PREDEFINED CRITERIArelated
PREDEFINED TERMS related
E-Police: Integrated Solution
Integration is ensured at a database level, there is no data overlapping
Integration of related entries is ensured also at the user application level, the user has got possibility to navigate related applications
Data search is ensured throughout the entire data array by one query
Automatic check of predefined signal conditions validity is ensured by software
Consolidated data vocabularies are maintained in the system
One interface with external systems is maintained
System Users
State Police
Police standby units
Public Order Police departments
Security Police
Traffic Police
Department for Licences and Permits (weapon licences)
Criminal Police
Interpol Bureau
Centre of Expertise
Financial Police
Municipal Police
Prosecution Office and Court
Border Guard

Other institutions carrying out analysis of criminal statistics
Technology
—Data base:
—Oracle DB 12g (all Oracle supported server platforms)
—Middleware:
—Oracle iAS 10g or WebLogic 12g (Forms services, HTTP server) (all Oracle supported server platforms)
—WEB client
—Data insert und update – Java client (Firefox, MS Internet Explorer, Google Chrome)
—Only for data search – MS Internet Explorer
Possible Model for Cooperation with local Partner
A local cooperation partner would be asked to ensure:
Project management
Localisation of the system user interface, translation and adaptation of classifiers
Generalisation of the requirements of national legislation and specific regulatory documents to adapt the system to local needs
First-level helpdesk to identify technical problems, provide technical help or to submit the problem to the developer
End user training
Migration of historical data if necessary
Development of local interfaces for data communication with other local systems
Motivating the Customer: Why Choose a Complete Solution?
The Customer can view the system operation beforehand, get acquainted with the experience accrued during a long period of time (over 10 years) in other countries
Defining system functionality as well as wide use of data vocabularies and standard methods during data processing, which is an essential step, could be adopted from other countries’ experience
There is a possibility to implement a pilot project rather fast and at adequate cost to get more detail about the Customer’s needs and capacities
The anticipated result is more predictible, during project implementation prototyping method is actually applied, and the key objective while working with this method is adjusting to the legislation requirements of the specific country
Police systems are large, technically complicated, and critical from the viewpoint of system implementation and maintenance. Use of proven solution would minimise risks related to system implementation and maintenance
Less time needed for system implementation In case of using typed systems within one state maintenance expences are reduced Large possibilities for development and mutual integration
Proposal
We invite representatives from national country to visit Latvia. Upon previous arrangement we are able to provide the following :
Arrange a presentation of the actual operation of the Police system
Arrange an experience sharing meeting with technical IT experts and system end users
