received the incentives in the amount of 10.000 EUR per every new job created from Serbian government in accordance with Decree on Terms and Conditions for Attracting Direct Investments. As a form of subsidy the City of Niš provided two offices in the building of Niš Business Incubator Center which can be used by company management until the construction of the factory is finished.

NEW DEPARTMENT FOR CAPITAL INVESTMENTS

With the objective of modernizing Niš City Administration and establishing good cooperation with business community, the Department for Capital Investments was formed with the support of LEDIB Programme. This new department will improve the functioning of the City Administration for Planning and Construction through facilitation of the investment process administrative procedures. The task of this department will be constant dissemination of the information about investing into capital objects, promotion of the city itself, its initiatives and activities, supervision of the current investments, analyses of the data and their usage in for the purpose of preparing futures steps and investments. This department demonstrates the adoption of the basic principles of the modern local administration which implies efficient, available and reliable local self-government by speeding the procedures of obtaining the necessary permits and consents. This means that the future investors will be enabled to get all the necessary information and have all their requests resolved at one stop. This department will facilitate the communication between the local administration and investors by standardizing the procedures, by improving the modus operandi and professional code of the employees. LEDIB Program financially supported the department by buying all the necessary equipment.

The official opening of the new premises was attended by RS Minster of Economy and Regional Development Mladjan Dinkić, the RS Development Fund Sladjana Backović and Niš City Mayor Miloš Simonović. On this occasion the opening of the branch offices in Kraljevo, Novi Pazar, Zaječar, Užice and Zrenjanin was announced. New central office will engage 20 to 30 people while 3 to 5 employees will be working in the branch offices. Minister Dinkić said that the available funds for credit lines provided by institution will be increased for 4,2 billion dinars making the total available funds of 22 billion dinars for the year 2010. The development of the small and medium enterprises is the precondition for the economy development and moving the Fund outside Belgrade will facilitate easier access to the favorable credit lines for the entrepreneurs from all over Serbia. The new branch office in the future will make this process even easier. On the occasion of the official opening of the RS Development Fund central office in Niš, Niš City Mayor Miloš Simonović said that it was the

first important institution which was moved from the capital. He reminded everyone that 80% of Serbian citizens lived outside the capital city and that it was necessary to relocate central office of the national institutions to cities inside of Serbia.

The central office of the RS Development Fund was moved officially to Niš according to the R decision of the RS Government of establish this particular institution outside the Serbian capital city.

The location is intended for the construction of aqua park together with the two luxurious hotels, splaying grounds and other recreational facilities. 100 million Euros are expected to be invested in this complex which will create 800 new jobs. The city owned land property was sold at the price of 780 dinars per square meter. ITALNIS GROUP was the only company which placed its bid for this particular land slot and bought it at its initial price. The deadline for the completion of the construction is 5 years. The conceptual designed was prepared by Niš architectural studio Art Pen.

The ceremony was attended by 200 representatives of the local business community. Certification program is a process that promotes standards and enables evaluation of quality of services and information that local governments provide to businesses. Program certification is an instrument that allows assessment of the quality of local communities related to their investment opportunities, initiatives to attract investments and programs subsequent care of business offering. Amongst the cities and municipalities which have been certified so far, the City of Niš collected 96.5 points out of 100 possible. Obtaining the business-friendly certificate as a seal of excellence of local administration, municipalities are ranked high in a

select group of local communities in Serbia which are dedicated to economic development in the long-term and that due to consistent reforms of the municipal administration, managed to create conditions favorable for business development and influx of investors. In order to receive this certificate the local self government should become efficient in providing services to the citizens which will simplify and promote the system of its functioning. On the other hand, local self government should be a partner to local business community trying to respond to their needs. “We can say proudly that the City of Niš is the city with the most direct foreign and national investments into opening new factories this year in Serbia. municipal finances. The project is closely cooperating with the Standing Conference of Towns and Municipalities (SCTM), Ministry of Public Administration and Local Self-Government and local self-governments in Serbia.

The Niš City Administration for Agriculture and Rural development applied with the project Preparation of the Plan for Nišava District Rural Development within the component 1 of the MSP IPA 2007. The partners of the Niš City in the project are the municipalities of Aleksinac, Ražanj, Merošina, Gadžin Han, Doljevac, Svrljig and Sokobanja. The project is planned to last for 12 months. On the occasion of visiting the construction site Mayor Simonović said that the City of Niš was negotiating with Yura associate company Yura Eltec on constructing the factory on the land property immediately by Yura Corporation new facility. This new factory which also produces parts for automobile industry could hire about 300 workers. Mayor Simonović and Minister Dinkić also held a business meeting with Korean business delagation at Niš City Hall. They discussed the possibilites of establishing new investment projects.

SECEP Project, an EU project with the RS Ministry of Economy and Regional Development as principle beneficiary will provide technical support to this newly established cluster. The City of Niš will use its position and functions through the Office for Local Economic Development to serves the purposes and activities of the Cluster. The University of Niš via Faculties of Electronic and Mechanical Engineering will support the Cluster within their expertise. Regional Chamber of Commerce Niš will make its resources and capacities available for the Cluster.

Niš is the first city in Serbia which the Ambassador visited since the beginning of his mandate in Serbia. Niš City Mayor Miloš Simonović discussed with the Ambassador Deniau the possibilities of promoting economic and cultural cooperation. Mayor Simonović said that the coming of French investors to Niš was the proof of good cooperation between the city and the country. He added that the French company Sagem submitted officially the application for subsidies for the investment project implementation. Ambassador Deniau confirmed that the City of Niš had great economic potentials and human resources

and he thanked Mayor Simonović for respecting the dynamics for the implementation of the cultural and economic projects in Niš.

Niš City Mayor Miloš Simonović organised the reception for the Ambassador of Slovenia H. E. Mr. Franc But and for the delega-tion of the Slovenian businessmen who visited the City of Niš in order to discuss the local business com-munity the ways to promote the cooperatio. “The City of Niš supports every good initiative and the Slovenian entrepreneurs are welcome to invest in this region”, said Mayor Simonović. Ambassador But and Mayor Simonović discussed the possibilities of cooperation between the University of Niš and Slovenian universities. Ambassador But stated on this occasion that 1400 Slovenian companies have been registered in Serbia. However, a very small number actually were doing business in the region of South East Serbia. “The possibilities for obtaining support for the Greenfield investments in Niš and in this region are greater than in other cities and region, and the City of Niš offers very favourable conditions for establishing economic cooperation. I do believe that those would be the reasons for attracting the Slovenian investors to this city”, said Ambassador But. Mr. Vladimir Kravčuk, the president of the Slovenian Business Club, said the meeting with the representatives of Niš business community at the Regional Chamber of Commerce was very successful. “The economic cooperation is two-way street. It means that Slovenian businessmen should come to this region and that companies from Niš should try to enter Slovenian market. We have agreed to present the possibilities of investing into this region to more than 300 members of Slovenian business club at our next meeting”, said Mr. Kravčuk.

DELEGATION OF INDONESIAN EMBASSY IN NIŠ

The delegation of the In-donesian diplomatic mission in Serbia led by Ambassador H. E. Mr. Samuel Samson visited the City of Niš.

During this visit the meetings were organised with the representatives of Niš business community at the Regional Chamber of Commerce Niš. Also the sightseeing of the city and its cultural and historic monuments were organised for the delegation. The official reception hosted by Vice - Mayor Nadja Marković was organised at Niš City Hall. Ambassador Samson stated that the friendship and good cooperation between Serbia and Indonesia was lasting for half a century and that the numerous members of the delegation were the proof of the seriousness of this visit and gladly expressed will to continue with the good relations.

The council gathered the representatives of all relevant Niš City institutions and organisations and representatives of the business community. The task of the Council is to coordinate the activities regarding the organisation and celebration of this anniversary. The City of Niš initiated big campaign as a way of announcing the celebration of 2013. Two-day conference entitled Directions and Modalities of Niš City International Cooperation in the Domain of Culture was held in February this year. It was dedicated to the presentations of the experiences and lessons learned in the field of research, protection, valorization and promotion of cultural heritage in so called Constantine’s cities: Trier (Germany), Arles (France), Milano (Italy), Izmit - Istanbul (Turkey), Carnuntum - Petronelli - Vienna (Austria), York (Great Britain) and Niš (Serbia). This conference was the beginning of networking of all Constantine’s cities with the objective to join efforts in the organisation of this big jubilee. On the occasion of the official visit to Milan, Italy, Mayor Simonović discussed with the Mayor

of Milan Ms. Letizzia Morati about the preparations for marking this important anniversary. In the framework of cooperation with the City of Trier, a delegation from that German City, consisting from Ulrich Holkenbrink, the Deputy Mayor of Trier in charge of projects in the area of culture and Eckart Koehne, the director of National Museum in Trier, author of Exhibition about Constantine, visited the City of Niš. The main aim of the visit was establishment of international network of cooperation of cities and historical places related to Roman emperors, where Niš belonged as well. The representatives of the delegations from two cities presented their own cultural heritage and their experience in organizing big exhibition dedicated to the life and work of Constantine the Great in 2007. City of Trier, the oldest city in Germany, was a residence of Constantine the Great in the period from year 306 till 316. Louvre in Paris, British Museum in London, Museum of Rome and Serbian museums were exhibited at the Trier exhibition dedicated to the Constantine the Great. The visit of Trier delegation was continuation of the cooperation established in November last year, when the representatives of the City of Niš took part at the Symposium in Archeological park Carnuntum-Petronel in Austria. 1700 years ago, in November, 308 A.D. the so-called “Conference at Carnuntum” took place under the leadership of the former emperor Diocletian. Then the decision was made to establish the new Tetrarchy - Rule of Four and the power over the Roman Empire was redistributed. Consequently, and within a short period of time, through the “Emperors of Carnuntum” and through the change of course 1700 years ago, an incomprehensible change took place which altered and engraved our world and our western Culture. The symposium was the first step in establishing the international cooperation network of historical cities and places of the Emperors of Carnuntum, among which Niš has its role since one of the Carnuntum Emperors was the Constantine the Great, as well as in organizing the common artistic events for the forthcoming 1700th anniversary of Christianity recognition within the international art project “Emperors of Carnuntum Who Changed the World 308-313 / 2008-2013”. For the first time, the light is thrown onto the dimensions of the new order and the results of the historic events that took place at Carnuntum. This project was founded with support of the Department for Culture and Science of Lower Austria Government. The symposium was also attended by the representatives of Trier, Arles, Zaječar, Thessaloniki, Izmir, Istanbul, Rome and Milan. The city will reconstruct all historical and cultural monuments and resorts around the city and put them into the function of tourism development and city promotion. The works within the Project Constantine’s Villa on the archeological site of

Mediana began. The project envisages the comprehensive excavation and conservation works and the presentation of the Mediana site. The project objective is the presentation, popularization and the promotion of the cultural heritage and this is expected to be done through archeological and architectural explorations, conservation and restoration works, the conservation and presentation of the frescoes and movable archeological artifacts. Special attention will be paid to the protection and presentation of the monuments, to the reconstruction and revitalization of some parts of the villa with peristyle, to building of the protection construction over the preserved architectural details and to the villa garden arrangement. The project also envisages the presentation and reconstruction of the commercial and military life in Mediana and Naissus, creation of the models and 3Ds presentations and other multimedia presentations. There is a subproject entitled Times of Constantine focused on the creation of models of devices and weapons used in Roman wars. The project is being implemented by the experts from the University of Belgrade and Archeological Institute of Belgrade, from the Republic and Nis City Institute for the Protection of Monuments, Nis National Museum and the Central Institute for Conservation. Through the partnership with republic institutions

The church dedicated to the Constantine the Great and Empress Helen will be completed and ready for anniversary celebration. Niš City Mayor supported the initiative proposed y Niš business community to erect the cross on the hill of Vinik dedicated to the Constantine the Great. The representative of the Serbian Orthodox Church, the representatives of all political parties in the city and the representatives of the business community signed the Declaration on Unity of Church and People who pledged themselves to unity and invited all Serbs and other Orthodox Christians to contribute to the construction of the Constantine the Great Cross. The cross will be made of steel profile and it will be 80 meters high equipped with adequate lighting so that it could be visible at night. Also the Contract on Joint Construction of the Constantine the Great Complex was signed by His Holiness the Patriarch of the Serbian Orthodox Church Irinej and Niš City Mayor Miloš Simonović. The City of Niš will allocate land property of 6 hectares and it will buildroad and communal infrastructure.
