Genera l

The following introductory material includes information on the dono rof the p ap ers, the parents and siblings of Herbert Norman, the Norma nfamily in Japan as missionaries, and the education, career an dscholarly ar+ivities of Herbert Norman .

The E . Herbert Norman Papers were donated to the Library : Specia lCollections, U8C in 1887 by Irene Norman, widow of E . Herber t

Norman . Irene, nee Laura Irene C]arx, and Herbert were married i nHamilton, Ontario August 31, 1935 according to one source (Bowen ,1984) and on August 31, 193G according to the data sent by Herbert t oThe Canada Who'* Who, Irene Norman currently resides in Ottawa .

E . Herbert Norman

E . Herbert Norman was a scholar, author, foreign service officer an dcareer diplomat . He was the third of three children born in Japan t oReverend Daniel Norman, Q .O . and Catherine Heal Norman . Herbert wa sborn in Karuizaua, Japan on September, 1, 1909 . His sister Grace washorn in 3803, and his brother Howard was born in 1905 .

Herbert's parents were involved in missionary worK in Japan for mor ethan forty years . They were highly respected by the Japanese . Achurch built by Daniel Norman in Nagano was desroyed as a firebream , \during the war and was subsequently rebuilt after the war as theNorman Memorial church ,

Herbert's father was born near Aurora, Ontario on a farm, and was agraduate of Victoria College, Toronto in 1898 . He first went t oJapan as a missionary in 1897 . Herbert's mother was born on a far mnear Mitchell, Ontario and received her B .A . from Victoria College i n189G . His parents were married in Ontario in 1901 prior to bot hleaving for Japan . They retired to Canada in 1940 where Danie lNorman died in London, Ontario, June 19, ,941 and Catherine died i nStrathroy, Ontario December 20, 1952 .

Herbert was educated by his mother in the early grades and attende dthe Canadian Academy at Kobe to complete his junior matriculation i n1828 . During this period Herbert spent one year in Toronto (1923-24 )when his parents were on furlough . In 1925, again in Japan, Herber tcontracted tuberculosis and spent time in a sani+orium in Kariu7awa ,and accompanied by his mother in late 1928, spent another period in asanitorium outside Calgary, Alberta . During his confinement Herber tcontinued his education reading history, philosophy, and othe rlearned subjects . On recovery from his illness in 1928 Herbert

completed his senior matriculation at Albert College, Belleville ,Ontario were his brother Howard was teaching .

Herbert majored in classics at Victoria College, University o fToronto where he received a B .A . in 1933 . He won a Kylie Scholarshi pin history in his last year at Victoria College and this tooK him t oTrinity College, Cambridge, England where he completed a secon dclassics B .H . in 1935 . Herbert and Irene were married at this poin tand Herbert taught classics part-time at Upper Canada College whil econtinuing his post-graduate education at the University of Toronto .He was awarded a RocKefeller Foundation Fellowship in far easter nstudies in the fall of 1938 and entered Harvard University where h ecompleted his M .A . in 1937 . While serving as a research associat ewith the Institute of Pacific Relations (IPR) in New Yorx, h ecompleted his doctoral dissertation titled "Japan's Emer gence as aModern State" which he successfully defended, and was awarded a Ph .D .by Harvard in 1940 . Howard Norman, on study furlough, was attendin gthe Union Theological Seminary in New YorK only three blocKs fro mwhere Herbert was studying during this period .

Herbert entered External Affairs in July 1939 . He was posted to th eCanadian Legation, ToKyo, May 1940 as a language officer and wassubsequently promoted to third secretary December, 1941 . He wasinterned with fellow embassy staff at the outbreaK of the Pacific wa rin December 1941, and was subsequently repatriated to Canada, as par tof a prisoner exchange in 1942 . He worKed to the end of the war i n1945 with the Exmamination Unit of External Affairs in Ottawa wher ehe organized a Japanese intelligence section . He was promoted tosecond secretary ranx in Feruary 1944 ,

Herbert's first two pos t —war assignments were, first to assist in th erepatriation of Canadians from the Phillipines, and then to serve i nAllied intelligence in the occupation of Japan from September 1845 t oJanuary 1946 . In the spring of 1946 he served as alternate Canadia ndelegate to the Far Fast p rn Commission in Washington, D .C . and wa spromoted to first secretary . In August 1946 he was appointed head o fthe Canadian Liaison Mission, in ToKyo, with accreditation to th eSupreme Commander of the Allied Powers . He served in this post unti lOctober 1950 .

Herbert Norman was returned to Canada in late 1950 where he wa ssubjected to a security investigation which cleared him o fallegations of being a communist brought by the American intelligenc ecommunity . He was cleared by the RCMP and appointed to head th eAmerican and Far Eastern Division of External Affairs . He agai nbecame the subject of allegations of being a communist in 1938 as aresult of the testimony of Professor Karl Wittfoge) appearing befor ethe McCarran Committee . As a result of the publicity he was move dfrom his post as head of the American desK in July 1952 to administe rthe Information Division .

Herbert Norman was made High Commissioner to New zealand in May 1953and remained in that post until 1958 . He was then appointed a sAmbassador to Egypt and Minister to Lebanon . He arrived in Cair o

just 2 months before the start of the Suez crisis . He was in Beiru tpresenting his credentials when the crisis began . He worked hard t oconvince President Nasser to permit Canadian peacekeeping troops intothe Sinai as part of a United Nations contingent . In March 1957 ol dallegations concerning his alleged communist ties resurfaced at U .S .Senate hearings . He committed suicide in Cairo on April 4, 1957 .His ashes were placed at the base of a tree next to the poetShelley's tomb in the Protestant Cemetary in Rome .

E . Herbert Norman continued his scholarly activities throughtout hi scareer . He was offered posts by the University of Washington i n1941, by Yale University near the close of the war, and by th eUniversity of British Columbia in the early 1950's . He delivere dseveral papers in Japanese at scholarly conferences ; participated i nthe affairs of the IPR, and helped reorganize the Japan branch afte rthe war . Herbert Norman was elected president of of the Asiati cSociety of Japan . He wrote many well Known papers including :

"Japan's Emergence as a Modern State" ; "Soldier and Peasant In Japan ;the Origins of Conscription" ; "Feudal Background of Japanes ePolitics" ; "People Under Feudalism" ; "Persuasion or Force : th eProblem of Free Speech in Modern Society", "On the Mbdesty of Clio" ;and "The Place of East Asian Studies in a MOdern University" . Hi sbook "Ando Shuexiz A Forgotten Philosopher of 18th Century Japan" wa spublished in 1949 .

The E . Herbert Norman Papers are contained in two boxes and a tota lof 74 seperate folders . There are 32 folders in box one and 42folders in box two . The foldered material is ordered into nin es p p afe record series . There are no subgroups in the papers . I naddition to the foldered material there is a bound volume Kep tsep atelv in the monographs section of Special Collections, aJapanese woodblock print Kept seperately in a large map folder, and acan of 8nmo movie film Kept in box one .

There is potentially a considerable attraction and value in thes epapers for students of Asian studies . Of particular interest is th epicture of post-war Japan contained in the papers . Anyone intereste din the hist

f missionary work will find the papers informative aswell . There are a number of items in Japanese text which await th eanalysis of a person, or persons who can translate the contents .There are two papers about the Japanese written in French . Anyon einterested in the life of E . Herbert Norman will find the E . Herber tNorman papers a must .

Descriptio n

The papers contain uorxing and personal correspondence for the perio d1945 to 1950 . The correspondence is arranged in chronological orde rby year for the period represented . Both incoming and outgoin gcorrespondence is represented . There are a number of biographica litems included . The correspondence clearly illuminates th ediplomatic and scholarly pursuits of Herbert Norman . There are anumber of items associated with General Douglas MacArthur in thi ssection .

The clippings show the respect in which the Norman family was held b ythe Japanese . The continuing interest in the Herbert Norman story i salso evident .

The ephemera series contains a color illustrated woodblock print withJapanese text . The print was contained in the illustrated envelop ein folder 1-14 . The print being of large size is ;kept seperately i na large map folder . The print is about foreign trade and dates t oca . 18gg .

The speeches and writings section contains many original pap ery ,lecture notes and reviews written by Herbert Norman, and a number o fthe speeches he made while in Japan and New zealand . There i smaterial included which shows the esteem in which the Japanese hel dHerbert Norman . There are a number of items by other authors in thi ssection .

The conference papers series contains ten seperately bound papers b yJapanese scholars . The papers were delivered at the Twelfth IP RConference, Kyoto, Japan, Sept .-Oct . 1954 . Asian studies student sshould find the papers of interest .

The miscellaneous series was necessitated in part by the translatio ndifficulties presented by the items written in Japanese text . Thepetition from Kumazawa Hirnmichi, a pretender to the Japanese throne ,to General Douglas Macarthur is an item of interest . The list o fcontents of the E . Herbert Norman Papers as donated is include dhere . Not all items on the list were received . The Japanes ematerial awaits the efforts of a translator .

Herbert Norman’s political life and interests in Japanese culture and politics, and his and his wife’s life from circa 1941 to 1948. The records also reflect Irene Norman’s continuing interest in issues regarding her husband and the controversy surrounding his death in 1957. Records include manuscripts, correspondence, clippings and photographs, as well as one medal. Three series continue the original accession of the E. Herbert Norman fonds (Correspondence, Manuscripts and Publications); in addition, material from this accrual has formed the Irene Norman sous-fonds, containing three series: Research paper collection, Clippings and correspondence, and Photographs. Scope and content: Series is a collection of papers written by various authors regarding E. Herbert Norman. Most are in manuscript form, but a few are published. Series is divided into 20 files, one for each paper; names of authors, dates and titles can be found in the folder list (page 20). Notes: Title based on the content of the series. 3. Clippings and correspondence. 1948 – 2001. 10.5 cm of textual records. – 8 photographs. Scope and content: Series consists of clippings, correspondence and other textual materials, accumulated by Irene Norman, predominantly during the time after her husband’s death. These materials are mostly regarding her husband’s work, and includes projects addressing his work and death, such as the documentary film “The Man who Might Have Been” and books written by Roger Bowen. Series also contains correspondence and a publication from the Canadian Embassy in Japan, where a library has been named after E. Herbert Norman.
