    A new undergraduate programme with multiple exit options

    has been started by University of Delhi from the academic year

    2013-14. The following exit options are available to all the

    students who get admitted to the under graduate programme

    of University of Delhi, after completion of:

    1.Two years Diploma

    2.Three years Bachelor Degree

    3.Four years Bachelor with Honours / B. Tech.

    TheUniversityofDelhiwasestablishedin1922asaunitary,teachingandresidentialuniversitybyanactofthe

    CentralLegislativeAssembly.TheUniversitywhichbeganlifewiththreecollegesand750studentshasnowbecomeIndias

    largestinstitutionofhigherlearningandamongthelargestintheworld.Presentlytheuniversityhas16facultiesand86

    departmentsspreadoverNorthandSouthcampuses.Ithas77affiliatedcollegesandafewotherrecognizedinstitutes.It

    hasaround1,50,000regularstudentsstudyinginundergraduatecoursesandmorethan3,50,000studentsinnon-formal

    stream.ThePresidentofIndiaistheVisitor,theVicePresidentistheChancellorandtheChiefJusticeofIndiaisthePro-

    ChancelloroftheUniversity.

    TheUniversityofDelhiisapremieruniversityofthecountryandisknownforitshighstandardsinteachingand

    research. It attracts eminent scholars to its faculty and has a rich academic tradition which has for decades attracted

    talentedstudentswhohavemademanyimportantcontributionstosociety.Studentscomeherefromdifferentpartsofthe

    countryanditalsocaterstotheneedsofmanyforeignstudents.Currently,studentsfromover67differentcountriesare

    studyinginthisuniversity.UniversityofDelhiisconsciousaboutitsresponsibilitytotheNationatlargeasthestudentsof

    todaywillshapeitsfutureofthecountry.Theuniversityisdedicatedtohelpitsstudentsincareerandcharacterbuildingwith

    asenseofpride.

    Recently,UniversityofDelhihascomeupwithnewandrenovatedinfrastructuralfacilitiesincludingadditional

    hostels,sportsstadia,Wi-Finetworking,upgradedClassrooms,teachinglaboratoriesande-libraries.Whilevariousfaculties,

    departmentsanduniversityaffiliatedcollegesarespreadacross theentirestate,acomputernetwork linksthem so that

    studentsandfacultycancollaborateanddrawupontheavailableresourcesoftheuniversityinaninstitutionalway.The

    research facilities indifferentdepartmentsareof international standards.TheuniversityhassignedmanyMOUs with

    differentcountriesunderInternationalExchangeProgramsandTreaties.

    UniversitycelebratesitsFoundationDayonMay1ofeachyear.TheUniversityhasstartedaprograminwhich

    studentsofdifferentcollegesaresentonstudytoursperiodicallythroughthecharteredtrainGyanodayaExpressacross

    differentimportantdestinationsinthecountry.Theaimofthisstudytouristoempowerthestudentswithvariousfacetsof

    lifeincludingpreparingreportsaftervisitingtheseplaces.TheUniversityhasstartedInnovationprojectsfromdifferent

    collegesinvolvingmulti-disciplinarysubjectsinvolvingteachersandstudentsofundergraduatecoursestofocusmainlyon

    problems related to society and prepare project reports for further research/implementation.The University organizes

    annualculturalfestivalcalledAntardhvani,inwhichstudentsfromallcollegesanddepartmentsareencouragedtoparticipate

    inculturaleventsandshowcasetheirtalents.NCCparadeofcadets(fromallwings)fromdifferentcollegesisheldevery

    yearduringAntardhvani.TheUniversityhasalsosetupGoodPracticesaward for thecollegeswhich showcase the

    highlightsoftheircollegeinthisfestival.TheUniversityhasimplementedFouryearundergraduateprogramin2013-14

    successfully. Oneofthesalientfeatureofthisprogrammeisavailabilityofonlinecontents,quizzes,videolecturesand

    projectreportstosupplementtheclassroomteaching.

    3. Requirements forAdmission

    3.1 QualifyingExaminations

    Qualifying examinations for the purposeof admission to the first year ofundergraduatecourses offeredby the

    University shall be Senior Secondary School Certificate Examination (Class XII) of the Central Board of

    SecondaryEducationoranexaminationrecognizedasequivalentthereto.Candidate seeking admission to the

    coursesofferedbytheUniversityshouldhavepassedthequalifyingexaminationobtainingminimummarksasspecifiedforeachofthecoursesinsubsequentsections.

    3.2 Age Requirement

    There isnominimum age bar foradmission toundergraduatecourses in theUniversity/collegesexcept in

    professionalcourseswhereregulatorybodyprescribesminimumagerequirement(suchasMCI,AICTEetc.)

    (Ordinance I).

    Gapyear(s)wouldbenobarforpurposesofadmissiontotheundergraduatecourses.

    9. Reservations

    9.1 Reservation of Seats for Scheduled Caste /Tribe Candidates

    22%ofthetotalnumbersofseatsarereservedforcandidatesbelongingtoScheduledCaste/ScheduledTribes(15%forScheduledCasteand7%forScheduledTribes,interchangeable,ifnecessary).

    ItisastatutoryobligationonthepartofCollegestofillallseatsreservedforScheduledCaste/ScheduledTribecandidates.

    TheCollegesshallnotrefuseadmissiontoanySC/STcandidateonthebasisofmediumofinstruction.Anydeficiencyintheknowledgeofanyparticularlanguageshouldberemoved,remedialclassesforwhichmaybearrangedbyutilizinggrantsthatareavailablefromUniversityGrantsCommission.

    Relaxationtotheextentof5%intheminimummarkswillbegiventothecandidatesbelongingtoScheduledCasteandScheduledTribestodeterminetheireligibilityandmeritforadmissiontothecourseconcerned.

    Incase,aftergiving5%relaxation,thereservedseatsstillremainvacant,furtherrelaxationwouldbegiventotheextent required inorder to fill upall the reserved seats.(ACResolutionA88, 14.6.1983) (ECResolution 157,24121.2001).

    9.2 Reservation of Seats for Other Backward Classes (OBC)

    AtthetimeofgivingadmissiontoanOBCcandidate,theCollegewillensurethatthecasteisincludedintheCentralListofOBC.Thecertificatemustmentionnon-creamylayerstatusofthecandidate.

    TheOBCcandidatesshallbegivenarelaxationof10%intheminimumeligibilitymarksofthesaidcourseandintheadmissionentrancetest10%oftheminimumeligibilitymarksprescribedforGeneralCategorycandidates.

    ItisastatutoryobligationonthepartofCollegestofillallseatsreservedOBCcandidates.

    TheCollegesshallnotrefuseadmissiontoanyOBCcandidateonthebasisofmediumofinstruction.Anydeficiencyintheknowledgeofanyparticularlanguageshouldberemoved,remedialclassesforwhichmaybearrangedbyutilizinggrantsthatareavailablefromUniversityGrantsCommission.

    IftheseatsmeantforOBCremainvacantonthelastdateforadmission,thesamewillbefilledupbyothereligiblecandidate.

    Note: Themerit listforthegeneralcategoryseatswillcompriseofallthecandidates intheorderofmerit.No

    onewillbeexcludedfromthesame.Inotherwords,itwillalsoincludeSC/ST/OBC/PwD candidates.If

    theycome in general merit. The candidate cannot be excluded from the general category merit list

Inpursuanceof theExecutiveCouncilResolutionNo.50dated03.11.2012,itisnotifiedthat thestudentswithphysicaldisabilitiesresidingindifferentHostels/HallsoftheUniversityareexemptedfrompaymentofallhostelfeesandchargesexceptrefundablecautionfeeandthemessfees.ThePersonswithPhysicalDisabilitiesstudentsshallpay50%oftheMessfeeandtheremaining50%oftheMessFee-inrespectofthePwD studentsisbeingmetbytheUniversity.SimilarnormsaretobeadoptedbytheCollegesinrespectofPwDStudentsresidinginvarious

    Incalculatingthetotalnumberoflecturesetc.deliveredintheCollege,orintheUniversity,as thecasemaybe,

    forhis/hercourseofstudyineachacademicyear.Thenumberoflecturesetc.,ineachsubjectdelivered,during

    theperiodofabsenceandasapprovedby thePrincipal/Head for theabovepurposes, shalldeemedtohave

    beenattendedbythestudent.

    c. ThePrincipalofaCollegemayconsider,onthebasisoftheMedicalCertificatesproduced,exceptionallyhardcases

    ofstudentswhohadfallenseriouslyillorhadmetwithanaccidentduringtheyeardisablingthemfromattending

    classesforacertainperiod,withaviewtodeterminingwhetherthelecturesetc.deliveredduringthesaidperiod,orapartthereof,couldbeexcludedforpurposesofcalculationofattendanceoftheyearanddecideeachcaseonits

    ownmerits.

    d. Collegesshallberequiredtonotifytheattendancepositionofeachofitsstudentsforeachmonthonthenoticeboard

    andthewebsite oftheCollege,andclearlyindicatethe lectures / practicalheldsubjectwise andthenumbers

    attendedbyeachstudent.

    e. A Collegeshallnotifyonthenoticeboardandthewebsiteofthecollege thefinalattendancepositionofeachofits

    studentswithinfivedaysofthedispersaloftheclassesinthelastsessionoftheacademicyear.Notlater thanfive

    days,thereafter,astudentmay,byanapplicationtothePrincipalofthecollege,claimbenefitofexclusionoflectures

    undersub-clause(a) aboveongrounds tobespecifiedan d accompanied by therelevantdocuments.AllsuchapplicationssubmittedwithintimeshallbeconsideredanddisposedofbythePrincipaloftheCollegeatleast3days

    priortothecommencementoftheexamination,inwhichthestudentisintendingtoappear.

    f. Thebenefitofexclusionoflecturescontemplatedinpara(c) above,shallinnocaseexceed1/3of thetotalnumber

    oflectures/practicals/presentations/tutorialsdelivered.

    g. Inthecaseofamarriedwomanstudentwhoisgrantedmaternityleave, incalculatingthetotalnumberoflectures

    deliveredintheCollegeorintheUniversity,asthecasemaybe,forhercourseofstudyineachsemester,thenumber

    oflecturesineachsubjectdeliveredduringtheperiodofhermaternityleaveshallnotbetakenintoaccount.

    h. Nopersonshallbedeemedtohavesatisfiedtherequiredconditionsinrespectofhisinstructions,unlessinadditionto

    therequirementsregardingattendanceandotherconditions,hehasappearedandsatisfiedbyhisperformancethePrincipalofhiscollegeinsuchtests,writtenand/ororal,asmaybeheldbyhiminhisdiscretion.ThePrincipalofthe

    Collegeshallhave,andshallbedeemedalwaystohavehad,thepowertodetainastudentinthesameclassinwhichhe

    hasbeenstudying,ornottosendhimupfortheUniversityExamination,incasehedidnotappearatthetestsaforesaid

    orhisperformancewasnotsatisfactory. ThePrincipalofaCollege/HeadoftheInstitutionshallhavepowertostrikeoff

    thenameofastudentwhoisgrosslyirregularinattendanceinspiteofwarning,orwhentheabsenceofthestudentis

    forsuchalongperiodthathecannotputinrequisitepercentageofattendance.

    16.2 Ordinance VIII (2)

    Forallstudentsobtainingadmissionunderthefour-yearundergraduateprogrammestarting2014-15,thespanperiodto

    completethecoursewillbetenyearsfromtheyearofadmissionintheFirstSemester,irrespectiveofwhetherthestudents

    will be awarded a Diploma, Bachelor Degree or Bachelor with Honours /B.Tech Degree, provided the student has

    completedallrequirementstobecomeeligibleforappearingintheUniversityexaminationsasperrules.

    16.3 Ordinance IX

    Thefollowingprovisionsshallbeapplicabletostudentsadmittedtothefouryearundergraduateprogramme:

    a. Astudentwhoappearsinanoddsemesterexaminationorwhowaseligibletoappearintheoddsemesterexamination

    butremainsabsentinanyorallthepapersofthesaidsemester,shallmoveontothenextevensemesterirrespective

    ofhis/herresultinthesaidexamination.

    b. Astudentwhohasobtained40%ontheaggregatetakingtogetherallthepapersintheoryexamination(includinginternal

    assessment/ projectwork)andpracticalexaminations,separately,conductedinthefirstandsecondsemestersshallbe

    promotedtothesecondacademicyear/thirdsemester.

    c. Astudentwhohasobtained40%ontheaggregatetakingtogetherallthepapersintheoryexamination(includinginternal

    assessment//projectwork)andpracticalexaminations,separately,conductedinthethirdandfourthsemestersshallbe

    promotedtothethirdacademicyear/fifthsemesterprovideds/hehasnotexercisedtheoptiontoexitwithaDiplomadegree.

    d. Astudentwhohasobtained40%ontheaggregatetakingtogetherallthepapersintheoryexamination(includinginternal

    assessment/project)andpracticalexaminations,separately,conductedinthefifthandsixthsemestersshallbepromoted

    tothefourthacademicyear/seventhsemesterprovideds/hehasnotexercisedtheoptiontoexitwithaBachelorsDegree.

    EligibilityforawardofDiplomaDegree.The followingshall beapplicable tostudentsadmitted tothe

    e. Ifastudentattheendofthesixthsemesterfailstosecure40%ormoremarksinaggregateasaboveorfailsinthethird

    year/VIsemesterexaminationandoptstoquit/discontinuehis/her studiesfortheBachelordegree,may,onawritten

    applicationfromthestudent,beawardedtheDiploma,providedsuchastudenthassecuredatleast40%marksin

    aggregatetilltheendoftheIVSemester.

    Maintenance of discipline among Students of the University

    1. AllpowersrelatingtodisciplineanddisciplinaryactionarevestedintheVice-Chancellor.

    2. TheVice-Chancellor may delegateallorsuchpowersashe/shedeemspropertotheProctorandtosuchotherpersons

    ashe/shemayspecifyinthisbehalf.

    3. WithoutprejudicetothegeneralityofpowertoenforcedisciplineundertheOrdinancethefollowingshallamounttoactsofgrossindiscipline:

    a.Physicalassault,orthreattousephysicalforce,againstanymemberoftheteachingandnon-teachingstaffofany

    Institution/DepartmentandagainstanystudentwithintheUniversityofDelhi

    b.Carryingof,useoforthreattouseofanyweapons

    c.AnyviolationoftheprovisionsoftheCivilRightsProtectionAct,1976

    d.Violationofthestatus,dignityandhonourofstudentsbelongingtothescheduledcastesandtribes

    e.Anypractice-whetherverbalorotherwise-derogatoryofwomen

    f. Anyattemptatbribingorcorruptioninanymanner

    g.Willfuldestructionofinstitutionalproperty

    h.Creatingill-willorintoleranceonreligiousorcommunalgrounds

    i. CausingdisruptioninanymanneroftheacademicfunctioningoftheUniversitysystem;

    j. ProhibitionofRaggingasperOrdinanceXV-C.

    4. Withoutprejudicetothegeneralityofhis/herpowersrelatingtothemaintenanceofdisciplineandtakingsuchaction

    intheinterestofmaintainingdisciplineasmayseemtohim/herappropriate,theVice-Chancellor,mayintheexerciseof

    his/herpowersaforesaidorderordirectthatanystudentorstudents-

    a.beexpelled;or

    b.be,forastatedperiod rusticated;or

    c.benotforastatedperiod,admittedtoacourseorcoursesofstudyinaCollege,Departmentor Institution oftheUniversity;or

    d.befinedwithasumofrupeesthatmaybespecified;or

    e.bedebarredfromtakingaUniversityorCollegeorDepartmentalExaminationorExaminationsforoneormoreyears;or

    f. thattheresultofthestudentorstudentsconcernedintheExaminationorExaminationsinwhichhe/sheortheyhaveappearedbecancelled.

    5. ThePrincipalsoftheColleges,HeadsoftheHalls,DeansofFaculties,HeadsofTeachingDepartmentsintheUniversity,

    thePrincipal,SchoolofOpenLearningandLibrariansshallhavetheauthoritytoexerciseallsuchdisciplinarypowers

    overstudentsintheirrespectiveColleges,Institutions,FacultiesandTeachingDepartmentsintheUniversityasmaybe

    necessaryfortheproperconductoftheInstitutions,Hallsandteachinginthe concernedDepartments.Theymay

    exercisetheirauthoritythrough,ordelegateauthoritytosuchoftheteachersintheirColleges,InstitutionsorDepartments

    astheymayspecifyforthesepurposes.

    6. WithoutprejudicetothepowersoftheVice-Chancellor andtheProctorasaforesaid,detailedrulesofdiscipline

    andproperconductshallbeframed.Theserulesmaybesupplemented,wherenecessary,bythePrincipalsofColleges,HeadsofHalls,DeansofFaculties

    andHeadsofTeachingDepartmentsinthisUniversity.Eachstudentshallbeexpectedprovidehimself/herself with

    acopyoftheserules.

    Atthetimeofadmission,everystudentshallberequiredtosignadeclarationthaton admissionhe/shesubmitshimself/herselftothedisciplinaryjurisdictionoftheVice-Chancellor andseveralauthoritiesoftheUniversitywhomaybevestedwiththeauthoritytoexercisedisciplineundertheActs,theStatutes,theOrdinancesandtherulesthathavebeen

    framedthereinbytheUniversity.

    ProhibitionandPunishmentforRagging

    1. Ragginginanyformisstrictlyprohibited,withinthepremisesofCollege/DepartmentorInstitutionandanypartofDelhi

    Universitysystemaswellasonpublictransport.

    2. Anyindividualorcollectiveactorpracticeofraggingconstitutesgrossindisciplineand shallbedealtwithunderthis

    Ordinance.

    3. RaggingforthepurposesofthisOrdinance,ordinarilymeansanyact,conductorpracticebywhichdominantpoweror

    statusofseniorstudentsisbroughttobearonstudentsfreshlyenrolledorstudentswhoareinanywayconsideredjunior

    orinferiorbyotherstudents;andincludesindividualorcollectiveactsorpracticeswhich-

    a.involvephysicalassaultorthreattouseofphysicalforce

    b.violatethestatus,dignityandhonourofwomenstudents

    c.violatethestatus,dignityandhonourofstudentsbelongingtothescheduledcasteandtribe

    d.exposestudentstoridiculeandcontemptandaffecttheirself-esteem

    e.entailverbalabuseandaggression,indecentgesturesandobscenebehavior.

    4. ThePrincipalofaCollege,theHeadoftheDepartmentoranInstitution,theauthoritiesofCollege,orUniversityHostel

    orHallsofResidenceshalltakeimmediateactiononanyinformationoftheoccurrenceofragging.

    5. NotwithstandinganythinginClause(4)above,theProctormayalsosuomotoenquireintoanyincidentofraggingand

    makeareporttotheVice-Chancellor oftheidentityofthosewhohaveengagedinraggingandthenatureoftheincident.

    6. TheProctormayalsosubmitaninitialreportestablishingtheidentityoftheperpetratorsofraggingandthenatureofthe

    raggingincident.

    7. IfthePrincipalofaCollegeorHeadoftheDepartmentorInstitutionortheProctorissatisfiedthatforsomereason,to

    berecordedinwriting,itisnotreasonablypracticaltoholdsuchanenquiry,he/shemaysoadvisetheVice-Chancellor

    accordingly.

    8. WhentheVice-Chancellorissatisfiedthatitisnotexpedienttoholdsuchanenquiry,his/herdecisionshallbefinal.

    9. OnthereceiptofareportunderClause(5)or(6)oradeterminationbytherelevantauthorityunderclause(7)disclosing

    theoccurrenceofraggingincidentsdescribedinClause3(a),(b)and(c),theVice-Chancellorshalldirectororder

    rusticationofastudentorstudentsforaspecificnumberofyears.

    10.TheVice-chancellor mayinothercasesofraggingorderordirectthatanystudentorstudentsbeexpelledorbenotfor

    astatedperiod,admittedtoacourseofstudyinacollege,departmentalexamination foroneormoreyearsorthatthe

    resultsofthestudentorstudentsconcernedintheexaminationorexaminationsinwhichtheyappearedbecancelled.

    11.IncaseanystudentswhohaveobtaineddegreesordiplomasofDelhiUniversityarefoundguilty;underthisOrdinance,

    appropriateactionwillbetakenunderStatute15forwithdrawalofdegreesordiplomaconferredbytheUniversity.

    12.ForthepurposeofthisOrdinance,abetmenttoraggingwhetherbywayofanyact,practiceorincitementofraggingwill

    alsoamounttoragging.
