    Thy in Trung Sn l mt d n thy in quy m trung bnh vi vn tng mc u t l 411,57 triu la M nm vng Ty Bc. D n s cung cp in gi r phc v nhu cu trong nc trong khi vn m bo bn vng v mi trng v x hi v gp phn vo tng cng an ton p trong ngnh in ca Vit Nam. D n cng s gp phn vo chng trnh bin i kh hu Vit Nam bng cch trnh c lng kh pht thi CO2 thc khong 1 triu tn mi nm, sau khi tnh ti lng kh thi t h cha.

    Thy in Trung Sn s gip Vit Nam c thm 260MW cng sut pht in p ng chng trnh m rng h thng in v nhu cu s dng nng lng ca Vit nam khi t nc tip tc tng trng,,ng thi vn m bo nhng iu kin c bn nh an ton nng lng v gim bin i kh hu. D n l kt qu v nm trong phm vi cc nghin cu tng hp v lu vc sng c thc hin khi xy dng Quy hoch tng th nng lng cho Vit Nam v l mt phn trong n lc h tr ln hn ca Ngn hng Th gii cho Vit Nam trong lnh vc nng lng.

    D n thy in Trung Sn c Ban Gim c Ngn hng Th gii ph duyt vo ngy 26 thng 4 nm 2011 v l d n u t u tin ca Ngn hng Th gii thc hin di iu kin cho vay ca IBRD cho Chnh ph Vit Nam. Ngn hng Th gii cung cp khon vay h tr 330 triu la M vi thi gian o hn l 27 nm v thi gian n hn l 6 nm.

    Tc tng trng bnh qun hng nm ca Vit Nam l 7-8% trong giai on t 1996 2010 khin cho nhu cu in ngy cng cao. Tiu th in Vit Nam tng bnh qun 15% hng nm trong cc nm qua. Vic thiu ht in thng xuyn nh hng ti cc lnh vc nng nghip, cng nghip v dch v, nhiu h gia nh vn cha c in. Chnh ph ang pht trin mt lot cc ngun in, trong bao gm thy in, p ng nhu cu ny vi d kin t cng sut lp t 39GW n nm 2020, so vi 15,8 GW nm 2008.

    Hng lot cc d n thy in cung cp nng lng sch, ti to v chi phi thp c a vo k hoch xy dng ca Vit nam i ph vi s quan ngi ngy cng gia tng v tc ng ca bin i kh hu. Vit Nam mong mun ci thin nhng tc ng v mt x hi v mi trng ca cc d n ny v D n Thy in Trung sn l mt c hi th hin tin b Vit Nam t c trong vic

    xy dng mt khung php l v chnh sch tun th cc chnh sch an ton ca Ngn hng Th gii.

    Ngn hng Th gii c mt qu trnh di h tr ngnh in ca Vit Nam t u nhng nm 1990. Khon vay IBRD tr gi 330 triu la M cho Thy in Trung sn bao gm h tr ti chnh cho mua thit b, cng trnh xy dng v h tr k thut. Khon ngn sch 26 triu la M c dnh thc hin, tng cng cng tc ti nh c, pht trin sinh k, h tr cng ng dn tc thiu s v bo v mi trng. Thng qua d n ny, Ngn hng Th gii cng s cung cp h tr k thut cho Tp on in lc Vit Nam (EVN) nng cao nng lc thc hin cc d n thy in ca mnh cc lnh vc an ton p v vn hnh cng nh p dng cc tiu chun quc t vo cc thc tin x hi v mi trng.

  • ChallengesVietnams annual growth rate of 7-8% during the pe-riod of 1996-2010 has led to an increasing demand for power. Electricity consumption in Vietnam has been growing at 15% annually for the past several years. Chronic power shortages are affecting the agricultur-al, industrial and services sector, while many houses still have no reliable supply of electricity. To meet this demandestimated at an installed capacity of 39GW by 2020, compared to 15.8 GW in 2008the Govern-ment is developing a range of power sources, includ-ing hydropower.

    As climate change impacts create increasing national concern, a series of hydropower plants that provide clean, renewable and low-cost energy have been planned. Vietnam is keen to improve the social and environmental performance of these projects, and Trung Son Hydropower Project is an opportunity to show the progress Vietnam has made in developing a legal and policy framework that complies with the Banks safeguards policies.

    The World Bank has a history of involvement in Viet-nams power sector dating to the early 1990s. The US$330 million IBRD loan for TSHPP includes support for equipment, civil works and technical assistance. A sum of US$26 million is reserved for improved reset-tlement, livelihood development, support for ethnic minorities and environment protection. Through the project, the World Bank will also provide technical support to Vietnam Electricity (EVN), the state-owned power utility, in improving the performance of its hy-dropower projects in dam safety and operations as well as in adopting international standards in social and environmental practices.

    D n thy in Trung Sn bao gm cng tc chun b, xy dng v vn hnh mt nh my thy in s dng ngun nc t sng M v chuyn nc li vo cng lu vc Khu vc d n cch bin gii vi Lo khong 48km v thuc a phn cc tnh Sn La, Thanh Ha v Ha Bnh thuc vng ni pha Ty Bc ca Vit Nam. Cc thng s chnh ca d n nh sau:

    Ban nh gi An ton p/Ban T vn k thut ca D n (PTAP) t vn cc vn k thut, xy dng, vn hnh v an ton p trong qu trnh xy dng.

    Ban Chuyn gia Mi trng v X hi (POE) s t vn v cc vn mi trng v x hi cng nh qu trnh khiu ni c lp.

    T vn gim st c lp (IMC), gim st cc hot ng ca c cc nh thu v ca Cng ty Thy in Trung Sn v bo co mt cch c lp ti Cng ty Thy in Trung Sn v Ngn hng Th gii.

    Gim st thng xuyn ca cc cn b Ngn hng Th gii gim st vic tun th v k thut, qun l ti chnh, u thu mua sm, an ton mi trng x hi.

    Mc tiu pht trin ca d n l cung cp in nng gi r, an ton v bn vng v x hi v mi trng. Cc li ch trc tip bao gm:

    Ci thin iu kin sng cho hn 2.000 h gia nh di di khi khu vc d n; Cc hot ng phc hi sinh k cho hn 7.000 ngi b nh hng bi d n; 2 triu la M cho cc chng trnh bo v mi trng, trong c 700.000 la M bo

    v 3 khu bo tn a dng sinh hc gn khu vc D n; Tham vn lin tc vi ngi dn v nhng mong mun v u tin ca h; C hi vic lm cho cng nhn Vit Nam trong thi gian xy dng; Ci to ng s i li cho ngi dn v cc khu vc ln cn, bao gm ng vn hnh di 25

    km ni vi khu vc D n; Tng lng in cung cp cho Vit Nam thm 1.019GW mi nm; ng thi trnh c 1 triu

    tn pht thi CO2 mi nm. Kim sot l thng qua cng sut h cha t 112 triu m3.

  • Ngn hng Th gii cung cp h tr ti chnh di dng khon vay 330 triu la M c thi gian o hn l 27 nm v thi gian n hn 6 nm. Khon vay ny bao gm h tr ti chnh cho mua thit b, cng trnh xy dng v h tr k thut. D n bao gm bn hp phn v phn b vn vay IBRD nh sau:

    Hp phn xy dng p v cng trnh ph tr, xy dng c s h tng pht in gi r. Tng chi ph c tnh l 262,86 triu la M trong IBRD cung cp 233,76 triu la M.

    Hp phn ng dy truyn ti l phng tin truyn ti in t ni sn xut n ngi tiu dng. Tng chi ph cho hp phn ny l 18,61 triu la M, trong IBRD cung cp ton b chi ph.
