CALL TO ORDER AND ANNOUNCEMENT This meeting, which is hereby called to order, is in compliance with the notice requirements of the law. EXECUTIVE SESSION RESOLUTION On the motion of Mrs. Mullin, seconded by Mr. Miller, The Dover Board of Education resolves, that the Board convenes an Executive Session at 7:30 PMto discuss exempt matters pertaining to: Pending or anticipated litigation or contract negotiation and/ or matters of attorney-client privilege Be it further resolved, that it is anticipated that Executive Session will be for thirty (30)minutes in duration and that public action may/may not be taken: Be it further resolved, that the minutes of the Executive Session will be made available upon a determination by the Board that the disclosure of the minutes will not detrimentally affect any right or interest of the Board and the need for confidentiality no longer exists. On the motion of Mrs. Mullin, seconded by Mr. Miller, The Dover Board of Education resolves, thatthe Board convenes an Executive Session at 7:30 PM to discuss exempt matters pertaining to:

Pending or anticipated litigation or contract negotiation and/ or matters of attorney-client privilege

Be it further resolved, that it is anticipated that Executive Session will be for thirty (30)minutes induration and that public action may/may not be taken:

IV. PRESENTATION

Presenter: Mr. Sean Bullock, Director of Athletics

Update on the Jefferson Basketball IncidentTopic:

Mr. Sean Bullock updated the Board and the public audience on the Dover/Jefferson Boys' BasketballGame incident.

Board Member Karol Ruiz thanked Mr. Bullock for his presentation and inquired as to who wouldfacilitate the dialogue when Dover hosts Jefferson students.

Mrs. Shauer stated on behalf of the board that they would like to thank the Dover students for theirdemeanor and maturity displayed during this most unfortunate situation. She also requested that theboard stand and give applause for the basketball players.

V. PUBLIC COMMENT (Agenda Items Only)

The Board recognizes the value of public comment on educational issues and the importance ofallowing members of the public to express themselves on school matters. To insure a fair and orderlyexpression of such comment, each statement shall be held to a time period of 3 minutes. PublicComments, limited to items on this agenda, shall be entertained for approximately 30 minutes, uponthe discretion of the presiding officer.

Mrs. Shauer opened the meeting to the public.

Monica Palestis requested that the Board would consider expanding the second public session longerthan the thirty (30)minute limit due to the larger audience present.

Susan Rosenthal stated that she is a Randolph resident and was representing the Morris CountyHuman Relations Commission, which has been in existence for over twenty (20)years. She made astatement with regard to human and civil rights and spoke of meetings that took place relative to theJefferson incident.

Ms. Rosenthal stated that the Commission would like to commend the Dover student body, specificallythe basketball players, for taking the high road in this incident. The Commission would also like tooffer any educational or mediation assistance and support to the Athletic Department and/ or overallDover School District.

Yvette Long, Education Chair for the NAACPof Morris County, made a statement about the incidentgiven the racial and bully aspects that occurred. She requested, and demanded, that all actions takenwith respect to this incident became public record and that all results of the actions become publicrecord and be distributed to the media and the various schools throughout Morris County in order tocontinue to have a system in the schools that supports anti-bullying and a community free of racistremarks and to not condone racist behavior.

Michael Mooremade a statement about the basketball game incident. He stated that he has not heardanything mentioned about the adults being held accountable for what transpired at the game,specifically, the Jefferson Superintendent, the Athletic Director, crowd control and even the police whowere present. The adults should be held accountable and punished and so far they haven't even beenmentioned.

Kimberly Iozzi, a Dover graduate, Class of '91, felt compelled to attend tonight's meeting even thoughshe no longer lives in Dover. She inquired what are "we"doing as a community and with the parentsto teach students about diversity, not only in school, but also at home. She offered her assistance towork with the students and parents of both districts to help in this situation. She also mentioned thata different approach may be needed beyond dialogue. She suggested that maybe a series of programswould help.

Stacey Dawson stated her son attended the game. He mentioned that when the incident occurred,some Dover parents went to the referee to report it and there was laughing. She stated that shethought the adults should be held accountable for what transpired. She also felt that this informationshould be sent to the media in order for it to get the attention it needs. Ms. Dawson stated this type ofbehavior has been going on for years and she is fed up with it.

Michael Van Allen from Black Lives Matter, Morristown, NewJersey, read a statement to the audiencein regards to the incident and cited that the adults should be punished. The NJSIAAshould enforcepunitive sanctions toward the Jefferson Athletic Program. He commended the Dover players for theirgood moral behavior at the game.

Board Member Michael Scarneo stated that the NJSIAAis addressing the adult participation and sitemanagement aspect of the game.

Receiving no response, Mrs. Shauer closed the meeting to the public.

On the motion of Mrs. Laurie, seconded by Mr. Miller, the Board acknowledged receipt of thecertification from the Business Administrator/Board Secretary that no line item account hasencumbrances and expenditures, which in total exceed the line item appropriation in violationof N.J.A.C. 6A23-2.11(a), further that the Board of Education, after review of the BoardSecretary's and Treasurer's monthly financial reports, upon consultation with the appropriatedistrict officials, certifies that no major account or fund has been over expended in violation ofN.J.A.C. 6A23-2.11(b), and that sufficient funds are available to meet the Board of Education'sfinancial obligations for the remainder of the fiscal year. XV. DOVER REPORT FROM MINE HILL REPRESENTATIVE

A. The Dover Board met with the Mine Hill Board to discuss the feasibility report. Mr. Bruseothanked Dover's Mine Hill Committee Members for attending the Mine Hill meeting last week.

XVI. OLD BUSINESS

A. Ms. Ruiz and Mr. Scarneo discussed the NewJersey School Board training they attended. Mrs.Shauer thanked Mr. Scarneo for his clarification regarding the Public Comment section of themeeting. It was reinforced that, while the Board of Education is required by regulation to openmeetings to the public, the objective of this activity is for the Board to listen to opinions andcomments.

XVIII.PUBLIC COMMENT

The Board recognizes the value of public comment on educational issues and the importance ofallowing members of the public to express themselves on school matters. To insure a fair and orderlyexpression of such comment, each statement shall be held to a time period of 3 minutes. PublicComments shall be entertained for approximately 40 minutes, upon the discretion of the presidingofficer.

Mrs. Shauer inquired of the Board to extend this session to 40 minutes. The Board agreed.

Mrs. Shauer opened the meeting to the public:

Monica Palestis inquired about the Mine Hill/Dover Send/Receive Agreement and the Mine HillFeasibility Study. She stated that she went on the Mine Hill website and reviewed the study. Shereferenced Mr. Becker's letter of April 2016 to the Mine Hill Superintendent. She inquired if the letterreflects the Board's position? Did the Board know of this letter? There was no "cc" indicated on theletter. She stated in the first year there would be an approximate loss in revenue of $315,000 and inthe second year another $300,000 loss for a total loss in revenue of more than $600,000. This doesnot make sense to her. She again inquired if the Board was in support of this change.

Sheryl Colligan, French Teacher at East Dover School (Grades 7-8) and Chief Building Representativefor the Dover Education Association, wanted to share some good news with the pubic and Board ofEducation members. She spoke of 7th& 8thGrade Language Arts Teacher Julie Dally, who ledstudents from the Forensics Team in an amazing performance at a competition on January 25,2017in Montville. Seven (7) schools competed and Dover received fourteen (14) of the seventeen (17)medals for Public Speaking including first place in all the categories.

Ms. Colligan thanked Ms. Dally and mentors Rich Guglielmo, Willy Carmona, Tom Frank, FloraValdivia, Ton Nelson, Stephanie Underhill, AmyButton, Gerianne Nestman, Bob Miller and LaurenGallagher and read the Medal Winners from Dover.

Michael Moore commented on the Superintendent's letters from both Jefferson and Dover and thestudents exchanging dialogue in meetings. He stated that he feels it is a big mistake and not a goodidea. He also feels that the Dover students would be entering a hostile environment. He stated that inthe year 2017 we should not have to get used to the other races and cultures.

Jonathan Munoz Reina inquired if there is a plan in place to be communicated to coaches, athletesand parents on how to respond if the Jefferson situation should happen again.

Rodney Lane stated that he thought that some of the people in the audience did not know what thechant "ashy knees" meant. He also stated that he felt the problem is the lack of diversity in staffmembers in some of the NewJersey schools. He further mentioned that we do not have enoughdiversity in coaches and referees in Morris County as well. This needs to be addressed and discussed.Mr. Lane stated that we should be recruiting our high school seniors for future teachers.

Tom McDonald stated that he is very proud of the Dover students and their reaction to the incident.He is proud to be a Dover resident and a Dover graduate. Mr. McDonald also stated that he

appreciated Mr. Becker's response and the process. He felt students handled themselves well with themedia as well.

Yvette Long stated that she respects and feels saddened for the families hurt by this occurrence. Shestated that swift action should be taken against the adults involved and that the actions taken shouldbe documented in the newspaper so community members know that this kind of behavior will not beallowed. The NAACP would like to keep track of how this will be handled.

Stacey Dawson inquired as to what will it prove to have Dover students go to Jefferson High Schooland Jefferson students come to Dover High School. She feels it is not going to help. She stated thatpersonally she does not want her son going and she hopes that the parents would be asked first beforebringing students there. She stated that the adults should be sent and they should be punished.

Mike Purdue, DEA Representative, thanked the Board for the MCCA funding for professionaldevelopment provided to help further education. He also commended Mr. Becker on his letter andknows that the right decision will be made as it pertains to possibly taking Dover students to JeffersonHigh School. He stated that he thought it would be good for the students to go and that he has foundthat by bringing students together, they become more inclusive. He stated that our school district isone in which both the students and parents of all races and cultures get along very well.

Kim Iozzi inquired if there is something in place in the Dover District for younger and older childrenthat discusses/teaches the history of the diversity in the town.

Michael Van Allen, representing Black Lives Matter, feels that this is using the kids as guinea pigs fora "feel good" moment for the adults. He feels that it will be temporary and superficial. He stated thatthe real issue is the segregation and that New Jersey is one of the most racially segregated states inthe Union. He also mentioned that integration of the faculty is substantive and will not be temporary.

Receiving no response, Mrs. Shauer closed the meeting to the public.

Mrs. Shauer stated that she wanted to respond on two issues brought up:

1. No student is ever sent anywhere outside the District unaccompanied by a teacher or adultchaperone.

2. Any student leaving would be under the advisement of a permission slip from the family.

Mr. Becker made a statement and discussed the incident. He was very thankful for the behavior anddemeanor demonstrated by the Dover students and players and their going to the "higher level". Hestated that this is largely due to the Athletic Director, Sean Bullock, who has long set a standard ofcivility and sportsmanship. Nonsense is not tolerated and situations are not permitted to get out ofhand. He also stated that Mr. Bullock provides an excellent role model for the students.

Mr. Becker spoke of not using a broad brush to characterize the Jefferson student population as it wasa small group of five (5) that lead the cheer. He mentioned that the others, in the video, appeared tolook horrified at what was being chanted. He further stated that the Dover District will continue to betransparent with all reporting and actions taken regarding this incident.

Mr. Becker stated that his overriding concern is the lack of site management at the game by the otherdistrict. This was discussed with the Jefferson Superintendent. The other school district should havesomething in place when this type of thing happens and the game should have been stopped.

Mr. Becker stated that he is also concerned of a more systemic problem in which the Code of Conductis not being followed. Words must be translated into actions. Civility needs to be brought back tohigh school sports. Character development and sportsmanship need to be emphasized.

Mr. Becker further commented that Mr. Bullock will be meeting with Jefferson in order to develop atemplate of behavior that is acceptable in high school sports. This is also a good way to show theother students what our District is about, to increase the understanding and focus on commonalitiesinstead of our differences.

Mr. Becker further stated that he has been working with the Attorney General (Unit of Civil Rights)and the Morris County Prosecutor's Office. Actions will be taken, if necessary, dependent uponinvestigations. Everything will be made public at a due time and place.

Mr. Becker commented that the District is working with many organizations to create an improvedclimate in the athletic arena. He also appreciated all the comments as well.

Ms. Ruiz stated that she deeply appreciated and is excited hearing about the achievements of ourstudents.

Mr. Scarneo commended the Administration on how they handled the situation with Jefferson.
