Centers for Medicare & Medicaid Services (CMS) Emergency Preparedness Rule

• The CMS established conditions of participation related to emergency preparedness for 17 participating provider types and certified suppliers.

• The final rule requires preparedness for both natural and man-made disasters via coordination with federal, state, tribal, regional, and local emergency preparedness systems. It also stipulates that there must be policies and procedures to have or have access to a 96-hour supply of food, water, medical, and pharmaceutical supplies.

• The requirements are focused on three key areas necessary for maintaining access to healthcare during disasters or emergencies: – safeguarding human resources,

– maintaining business continuity, and

– protecting physical resources.

• Hopkins study shows that most major health systems are prepared for an isolated event but are ill prepared for a multisystem catastrophe.
