I am honored to be your president for 2015. Thank you for your confidence in me. We have started the year with a new Executive Director, Matt Murphy. Welcome Matt.
The Port Orchard Chamber of Commerce is continuously looking for new opportunities for growth and education for its membership in the greater Kitsap Community. I am honored to be the president of an organization that is represented by members of Business and Government that have stepped up to give their time and dedication to the betterment of the community we live and work in. The Chamber is an active participant in many facets of the community including events, non-profit
organizations and charities support, business education and economic development to name a few.
The Board of Directors elected this year is a diverse group of professionals from a collaboration of private and public entities that have a vested interest in the future of Port Orchard. From business owners that provide goods and services, to our local library and South Kitsap School District, we have representation. All are important to the Commerce of Port Orchard and work hand in hand to provide jobs and services to all that reside here. Successful businesses lead to a successful community where people are happy to work and live.

Our MissionThe Port Orchard Chamber of Commerce is a membership based organization of businesses and individuals working together to promote a favorable local business climate, encourage strong community leadership and support quality of life.
Our HistoryOriginally the known as the Sidney Commerce Booster Club and renamed in the early 1900’s as the Port Orchard Chamber of Commerce, is a business to business partnership that has a strong legacy of enhancing and strengthening businesses and serving the South Kitsap community since 1890. The Chamber which was already a leader in business advocacy and economic development in the Kitsap community officially affiliated itself with the U.S. Chamber of Commerce in 1945.
Our PurposeOur organization is a nonprofit member run organization represented by an elected Board of Directors. We work for our business community by partnering with local businesses, professionals, city and county government, community groups and the military. Through cooperative partnerships we proactively promote and encourage healthy business growth, foster leadership and professional development and are dedicated to promoting businesses and community efforts that enhance Port Orchard and the South Kitsap Region.
What We DoTo ensure a business-friendly climate in South Kitsap, the Chamber provides a variety of programs, services and benefits to increase its member’s exposure and networking opportunities and helps its members to connect and do business with one another. 2015 Calendar of Events
Festivals and EventsFathoms of eats, drinks, music and gear heads Our community has always been extremely patriotic and both locals and visitors alike enjoy its’ ready to party charm. In the spring, the Port Orchard Farmers Market, one of the oldest and largest Saturday Farmers Markets in Western Washington opens its doors in downtown Port Orchard on Saturdays, April through October. In May The Chamber hosts the internationally known Seagull Calling & Wings Cook-Off Festival during the Kitsap Harbor Festival Memorial Day weekend. Participants (many in costume) mimic the call of the seagull, coaxing them to shore with Cheetos and are ‘judged’ on their success. Each year restaurants, caterers and amateurs compete for bragging rights in
the ‘Seagull’ Wings Cook-Off.
Come June Fathoms O’ Fun Festival activities kick into gear. Its annual 4th of July celebration still rival all 4th of July celebrations Puget Sound wide and has received recognition as West Sound’s best community festival. The event includes vendor/craft booths, a parade and of course fireworks! Also in July is the South Kitsap Golf Classic hosted by the Chamber at the world class Trophy Lake Golf & Casting Club. It also goes without saying given our maritime location that the Chris Craft Rendezvous in July draws many boat owners and dreamers.
In August, Long Lake Daze takes place at the beginning of the month at Long Lake, while the second Sunday of August brings tens of thousands to Port Orchard for The Cruz: custom, classic car show and Festival by the Bay. To top off the summer fun, the Kitsap County Fair & Stampede, a five day event, features the Stampede Rodeo, consistently ranked one of the best on the Columbia PRCA circuit.
Other fun happenings in and around Port Orchard include: Summer Downtown Art Walks, the Taste of Port Orchard, Kitsap Live Steamers and the Mustangs on the Bay Car Show.

Dining South Kitsap and Port Orchard offer both family friendly and adult friendly dining experiences. Visitors and locals enjoy a variety of eatery options including delicatessens, cafes, brewery/pubs, fast food and fine dining restaurants and even a popular high tea room. There are many ethnic restaurants as well as seafood, pasta and steakhouses. Several restaurants offer waterfront, view and live music dining experiences.
Lodging Need accommodations? You have a choice of three hotels and a bed and breakfast just in Port Orchard and South Kitsap. Many of our bed and
breakfasts have breathtaking waterfront views and several are in restored historic homes. Our hotels are family and pet friendly and offer extended lodging options for individuals seeking longer stay housing.
Performing Arts and Music Performing arts thrive in Port Orchard and live theater productions are regular attractions offered at the Western Washington Center for the Arts. The South Kitsap High School is also well known for their excellent drama program productions, as well as their music program. Each summer residents and visitors swarm to the Waterfront Marina Park in downtown Port Orchard for the free Concerts by the Bay series. Additionally, a downtown 1920s’ art deco movie house shows independent, art and classic films.

Art Galleries, Antiques and Museums oh my… Many artists call Port Orchard and rural South Kitsap home. The Sidney Art Gallery & Museum is a well-established venue for artists, as well as quilters. The 103 year old Gallery building which displays the works of northwest artists is the only designated National and State historic site in Port Orchard. The Gallery’s museum as well as the nearby Log Cabin Museum features vignettes of early South Kitsap life and of the “Orchard” family. Several nationally known authors including Debbie Macomber, radio personality and author, Delilah Rene and author Gregg Olsen call South Kitsap their home.
The greater Port Orchard area is also well known for its antique and vintage collectibles stores, as well as several commercial art galleries. Across Sinclair Inlet in Bremerton you will find the Puget Sound Naval Museum, the Kitsap Historical Museum and the historic USS Turner Joy which is available for boarding and tours.
Golf – Up for a swinging good time? Golfing is a popular pastime in the Pacific Northwest where a relatively mild climate allows golfing year round. Kitsap is fortunate to have three world class golf courses right in Port Orchard’s backyard. These premier
destination facilities include Trophy Lake Golf & Casting, McCormick Woods and the Gold Mountain Golf Complex. The Trophy Lake Golf and Casting Club, home of the South Kitsap Golf Classic, is a magnificent collaboration of nature and design, capturing the spirit and tradition of the Northwest. The celebration of two of the region’s most popular activities - golf and fishing - enhance the experience and create a resort feel that allows guests to truly escape and enjoy.
Boating & Fishing – Fillet and release With more than 250 miles of shoreline in Kitsap County, you can be sure water activities are important in our community. Port Orchard is home to the Port Orchard Marina, said to be one of the finest public marinas in Puget Sound. Recreational water activities are limitless, from fresh water lake/saltwater fishing to shell fishing. Boating activities include: water-skiing, personal watercraft, kayaking, sailing, yachting, beachcombing, swimming and the opportunity to view salmon returning to spawn. Eagles,

osprey, heron, seals and occasionally Orcas can also be seen. A number of charter boat companies are available in Kitsap or in Seattle. The Puget Sound waters are also a prime destination for scuba diving.
Parks and Sports Port Orchard has a number of neighborhood parks including children’s play and picnic areas and tennis courts. South Kitsap is home to Manchester State Park, which is situated on the shores of Puget Sound. Covering 111 acres with 3,400 feet of waterfront, it has 50 standard campsites, a group RV camp area and picnic shelters. Several county parks are located in South Kitsap. Long Lake County Park and Horseshoe Lake County Park offer swimming, boat launch, picnic and play areas. Drag racing is nearby at the Bremerton Raceway. The 635 acre Banner Forest Park is a haven of mountain biking, hiking and horse riding. Equestrian activities are very popular in Kitsap County with several horse boarding facilities and the Kitsap Saddle Club located in South Kitsap. A new attraction is the South Kitsap Regional Park which offers the largest skate park in Kitsap County, a BMX course, horseshoe pits, picnic areas, a batting range and ball fields.

Port Orchard - The City of Fun, Food and Festivals When visiting Port Orchard it is hard to miss the imposing view of the Olympic Mountains, its beautiful waterfront and the pride of our military heritage just across the water at the Puget Sound Naval Shipyard. In this quaint community you will be welcomed by warm and friendly small town charm and provided with most of the big town amenities. Port Orchard is located on Sinclair Inlet in the southern portion of Kitsap County west of Seattle. The city has numerous marinas providing visitors and boaters convenient accommodations, shopping, museums, theater and live performance entertainment, galleries and dining. With ferry access from Seattle to Bremerton and Bremerton to Port Orchard, an excursion to Port Orchard is an easy day trip or a charming weekend getaway.
Known as the city of firsts, the city’s early pioneers had great vision for their new town. In 1886 Port Orchard, originally named Sydney was platted and in 1890 it was incorporated as the first city in Kitsap County. Early settlers worked diligently to ensure and establish Port Orchard as the County seat. They established the first newspaper, the first post office and had some of the first industries in the county including shingle and logging mills, pottery and terra cotta businesses. Interestingly, the pottery and terra cotta businesses produced the bricks that helped pave Seattle. Many of these original bricks are still present in Seattle today and can be found paving popular tourist locations like Pioneer Square and Pike Place Market.
Other visions at the top of their list, was to lobby the Federal Government to bring the new West Coast Shipyard to Orchard Bay. They succeeded in achieving this goal and established what was called the Port Orchard Shipyard in what is now our neighboring city, Bremerton. Decades later, early pioneers also moved to ensure that the first veteran’s home in the state, the Retsil Veterans Home, landed here. Once established, Retsil brought in 127 families and soon thereafter other businesses, a church and a school became permanent parts of Port Orchard’s landscape. From early
settlers to present day, the entire South Kitsap community has a spirit of pride and a can-do attitude which is evident in our new boardwalk, the new public market and in the town’s businesses.

Manchester Manchester is a little slice of heaven that is uniquely located between ferries to Bremerton, Vashon Island and Fauntleroy in West Seattle. South Colby The community of Colby on Yukon Harbor was established in the 1880’s. This area which includes Harper is now referred to as South Colby and offers great views of the Sound, Seattle and Blake Island. In the early 1900’s the area had thriving logging, mining and brick manufacturing industries and was a regular stop for the mosquito fleet, until the economic Depression, which forced mills to shut down and businesses to dry up. The community is now a quiet and low-key residential community known for its particularly popular and community oriented elementary school.
Southworth Down the bay is SOUTHWORTH, which once had a huge brick factory and two of the largest chicken farms in the state at the turn of the 20th century. What was a seaside playground for the Suquamish Indians in the 19th century; Southworth later became a vacation retreat for early settlers and nearby Seattle residents. Docks originally constructed to serve Mosquito Fleet vessels and private boat owners now await the Washington State Ferry for commuters bound for West Seattle. Next to the ferry is also a popular place to launch kayaks for those interested in venturing through the picturesque Colvos Passage or visiting nearby Blake Island, which is only accessible by tour or private boaters. The island is home to the birth place of Chief Sealth for whom the city of Seattle was named and features a popular tourist attraction Tillicum Village, a showcase for Northwest Coast Indian arts, culture and food.
Today Southworth is a quaint residential community of approximately 2200 people. It has one grocery store that still operates in its original 1890’s building and a small vintage post office which comprises Southworth’s “downtown”.
Olalla - Home of Bluegrass and Berries Known for some festive activities, a famous murder story and early industries that helped to develop the South Kitsap region, Olalla is a great little community that was once the main
hub of the South Kitsap area.
Arrive in Olalla on a summer’s day in mid-August and you will hear the sound of bluegrass, folk music and local jam bands beckoning area residents and curious travelers seeking the comforts of good ole’ simple living, camaraderie with new and old friends and some down home country flavor reminiscent of yesteryear. What started in 1992 by local Olallans as a means to stop the development of precious forestland, the Olalla Bluegrass Festival has evolved to become a steadfast summer tradition offering fun activities for all ages and appealing to the kid in each of us. Festival activities include demonstrations by old time crafters selling handmade arts and crafts for those interested in unique, one-of-a-kind goods. A festive kid parade, art projects and carnival-type games entertain the youngsters, while a variety of tasty treats offered tempt even the pickiest pallet.
It goes without saying that a festival in Olalla without a legendary Berry Pie Contest would be unconscionable given the areas namesake “Mamoch Olallie” a Salish Indian expression meaning “have you picked any berries?” To this day, the community is known for its fertile soils producing abundant berries and crops
harvested by Indians, early settlers and today’s farmers and gardeners who live there.
Jump ahead to January and watch locals from Kitsap and neighboring Pierce County brave the freezing waters of the Olalla Lagoon as they take the plunge during the annual Polar Bear Plunge. This annual event has been a tradition for over twenty years and continues to draw hundreds of plungers and spectators alike. Once the cannon is fired, swimmers brave enough to hit the cold waters eagerly head toward the beach where a warm bonfire, hot cocoa and coffee wait for them on shore.

health retreat known to locals as Starvation Heights. During the early 20th-century, its owner and operator Dr. Linda Burfield Hazzard used starvation as a method to cure illness. 40 victims died under her care including an English heiress who was killed in 1911 and ultimately led to the doctor’s murder trial. Gregg Olsen, an Olallan local who became a New York Times Best Selling Author, wrote about the story of the Starvation heights. A movie about the story is expected in the near future.
Another interesting tidbit from Olalla’s history is the mode of travel that many enjoyed in their venture from one location or the other. As one can imagine, traveling by horse and buggy back in the day was cumbersome and uncomfortable. Thus, travel by boat was much preferred and expedited the travel ventures. As time went on, steamboats known as the Mosquito fleet served the humble settlements of South Kitsap.
A favorite, a pointy-ender, the Virginia V, was built in Olalla with local timbers logged during Olalla’s logging hay days. Although she was seriously damaged in 1934 due to a bad storm, the vessel was repaired and is still in operation today sailing the Puget Sound. It is one of the last few vessels remaining of the Mosquito Fleet.
Today, Olalla is a quiet hamlet with forested
hills, small farms, granges, community centers and picturesque country roads. Olalla now partially relies on tourism and is a picturesque residential community that is close to shopping and conveniences offered in nearby cities and towns.
Burley-Glenwood Imagine a utopian, socialist, commune society where everyone is considered and treated as equal. Imagine Burley. Burley was first settled by a small group of people who wanted to start a Utopian society. Located in the southeastern corner of Kitsap County, Burley lies at the northern end of Henderson Bay and on the banks of the Burley Lagoon.
In 1898, Burley, once named Circle City, with its buildings plotted out on the periphery of a circle was established as a cooperative socialist colony, a commune of sorts, by a group called the Co-operative Brotherhood. The Brotherhood was an offshoot of the Brotherhood of the Co-operative Commonwealth that had established the Equality colony in Skagit County Washington in the previous year. Both communities were part of an attempt to plant socialist colonies in order to convert Washington and then the entire nation, to socialism.
The community was led by a group of twelve
leaders that were elected by its members. To become a member of Burley a person needed to sign a contract with the Brotherhood. Their core values were based on the premise of following the golden rule and having a shared community where everyone was guaranteed a job and some land to build their home which was based on shared wealth and loss, cooperative production and the distribution of goods.
The community had a diverse membership and represented both resident and nonresident members. Doctors, educators, craftsmen, writers and clergymen all made up the community of Burley. They even went so far as to print their own money called a “minum”. Workers were paid a minum for each day of work.
One of their first industries was cigar making and it was in Burley where the famous Burley Cigars were first made. Burley also had a high quality print shop and from 1898-1906 produced a newspaper called the “The Co-operator”. Other work that dominated the community included the lumber and farming industry, as well as some other businesses had some short term success but never flourished.
To maintain a Utopian society, everyone was treated equally and there was no competition. Members of the community were also strictly non-denominational and did not allow or believe in interference in family matters. In its earliest years the community achieved a maximum population of approximately 150 people; but like some other planned towns of the era, Burley could not economically sustain itself and eventually the Brotherhood was dissolved in 1908 following the death of one of it founding members.
When the colony failed in 1908, the present name was adopted for the meandering creek that runs past town, which is the namesake of an early settler who was not a member of the colony. The nearby Glenwood area is so called after the tiny school district that once occupied the area.
Today, Burley is a wonderful residential area with approximately 2,100 residents and it has retained its small town feel. Although the Brotherhood no longer exists, many of its residents still embrace their historical heritage, sense and support of their community through activities and social welfare organizations. The community of Burley Glenwood features homes on acreage, with scattered old dairy farms and borders the Kitsap and Pierce County lines.

Population Kitsap County is one of the smallest counties in the state with a total land mass of about 395 square miles. However, the county ranks as the third most densely populated of Washington’s 39 counties. Its population at the end of 2013 was 253,968 with approximately 80,000 populating the South Kitsap area and nearly 12,959 representing Port Orchard.
Climate & Weather The South Kitsap region enjoys a mild and temperate climate. Summer months temperatures average between 76F and 55F, while winter month temperatures average between 45F and 35F. The average rainfall for the region is 49 inches with 7 inches of snowfall per year. Although the region experiences 161 days of precipitation annually, much of the year is pleasant with blue skies and some clouds.
Economy/Labor Market Economic Indicators over the past year indicate increases in the unemployment rate to 6.3% -6 month average in, November 2014 in Kitsap County. Although Kitsap median income and home values overall have seen a decline, the local economy is faring better than the nation with regard to the recent economic downturn. Kitsap has had a heavy dependence upon the federal government and military installations for employment. However, a recent strong emphasis on diversifying our economic base has benefited the county.

Housing The Kitsap County real estate market is improving and remains healthy. A wide range of homes and land are available including many rural and acreage sites as well as those on the waterfront and those with scenic views of the mountains and Puget Sound. The hillside above downtown Port Orchard is populated with many beautiful turn of the century Victorian and bungalow homes.
Pending sales are up 5.5% and closed sales are up 9.8% over last year’s peaks. However, for those looking for a new home in South Kitsap, prices are still modest and affordable. As of October 2014 the median closed sale price for single family homes was $249,950.00 for the previous 12 months. Kitsap and surrounding areas offer quality higher education for every lifestyle offering technical and specialized training to four-year
degrees, online courses and beyond. With two campuses in Kitsap, Olympic College utilizes the latest technology to provide a wide range of educational programs and services including on-site and distant learning access to four-year programs at four different partner universities. Everest College, Chapman University and the Northwest College of Art also provide certificate and degree programs in Kitsap. Port Orchard/South Kitsap is also within easy commuting distance of major universities in Tacoma and Seattle.
Medical/Health Care Kitsap County offers first class medical technology, ambulatory and acute care services. Centrally located, Harrison Medical Center & Franciscan Health Care is a community hospital serving Kitsap. With three campuses, including one in Port Orchard, Harrison/CHI is able to provide surgical, general medical, intensive care, pediatric, maternity and comprehensive cardiovascular services, a state of the art radiation oncology center and Level III Trauma Center.
The Harrison/Port Orchard complex has recently finished a major renovation and addition to its site. This urgent care center is home to primary care with appointments or walk-in care 24/7. Onsite services include X-ray, laboratory and EKG testing, as well as rehabilitation. Group Health Cooperative of Puget Sound also has facilities in Kitsap County with a number of clinics throughout the county including a large clinic in Port Orchard. Just south of Kitsap County is another medical center complex that Harrison Medical Center recently became affiliated with, St. Anthony Hospital - Franciscan Health System. St Anthony’s provides state-of-the-art medical care, 24/7 emergency services, sophisticated in- and outpatient surgery and complete outpatient cancer care. The Bremerton Naval Hospital also provides diverse health care services for military personnel, their dependents and retirees. In addition, two major veteran’s medical facilities and two children’s hospitals are in the Tacoma/Seattle area.

Government Military Community In Washington State, the county is an important unit of local government. Kitsap County operates with a three-member Board of County Commissioners. Kitsap has seven elected superior court and three elected district Court Judges. A Mayor and seven City Council members govern Port Orchard. Kitsap county sales tax is 8.6%.
Over 56,000 active duty, dependents and retired military live in Kitsap. Naval Base Kitsap operates with over 30,000 military and civilian personnel jobs. Port Orchard is the home of the WA State Veterans Home at Retsil, as well as the National Guard Port Orchard Armory. Just outside of Port Orchard is the Manchester Fuel Depot and directly across Sinclair Inlet is the Puget Sound Naval Shipyard.
Transportation South Kitsap and Port Orchard lie along Highway 16 with a direct connection to Interstate 5, via the Tacoma Narrows Bridge
and access to North Kitsap via HWY 3 to the Hood Canal floating bridge which allows a quick connection to the Olympic Peninsula.
Ferries The WA State Dept. of Transportation provides car and passenger ferry service from Kitsap to the east side of Puget Sound and the Greater Seattle area at Southworth in South Kitsap and in three other areas of Kitsap. The WA State ferry system is one of the most extensive in the country and is a top tourist attraction. Port Orchard is unique in that Kitsap Transit operates a passenger only ferry (affectionately known as the foot ferry) between Bremerton and Port Orchard on an historic vessel, the Carlisle II, one of the last remaining active boats of the original Mosquito Fleet which plied the local waterways from the late 1800’s thru the early 1900’s.
Air The Bremerton National Airport, operated by the Port of Bremerton, is the largest airport on the Kitsap Peninsula. It provides world-class
general and corporate aviation services and capabilities which is able to accommodate 727, 737, 757 and DC 9 jets, as well as many personal and corporate aircraft. SeaTac is only ten minutes by air from Bremerton National or one hour by automobile.
Transit Kitsap Transit provides full service, county wide public transportation with access service and vanpools available. Paratransit Services is also available to disabled passengers.
Licensing Legally new residents to the area are required to apply for a Washington driver’s license within 30 days of becoming a WA state resident. Residency is established when a person arrives and begins to establish a permanent home in WA, if they register to vote, receive state benefits, get any WA state license at resident rates, or receive in-state tuition fees. The Dept. Of Licensing is located in three locations in Kitsap County. Vehicle licensing can be obtained in Port Orchard and other Department of Motor Vehicle locations throughout Kitsap County. Voter Registration In order to register to vote in the state of Washington you must meet the following criteria: be a US Citizen, be a legal WA state resident, be 18 years or older by Election Day and have retained your civil rights. You can register at the Kitsap County Clerk’s office at the Kitsap County Administration building in Port Orchard.
