Our vision is that data is

systematically used to improve

decision making: saving time,

money and lives.

The nature of digital, and our understanding of the opportunities it provides, have evolved, and the coronavirus

pandemic has only accelerated the pace of digital transformation.

The Scottish Government, in partnership with COSLA, is working to update the Digital Strategy for Scotland to

reflect this changing digital landscape.

We are aiming to produce a strategy update that:

● Is big, bold and transformative, and recognises that digital is now at the front and centre of how we live and

work;

● Is a shared vision of where Scotland is going that resonates with everyone that reads it, and encourages them

to want to be a part of it;

● Is a catalyst for bringing together the digital transformation ambitions throughout all sectors in Scotland;

● Reflects the strategic priorities for Scotland as a whole, rather than a list of actions that are appropriate to

individual organisations.

1. No One Left Behind – focus on inclusion and connectivity

2. Services Working for All – digital, resilient public services designed around service users

3. Transforming Government – moving to digital government, with collaboration across

boundaries

4. A Digital and Data economy – supporting businesses to become digital businesses

5. A Vibrant Tech Sector – supporting and creating conditions for tech sector growth.

6. An Ethical Digital Nation – considering what sort of digital nation we want to be.

Consultation outcomes

• Consultation responses in general hugely supportive of the strategy refresh and what we want to achieve.

• Inclusion vital – social inclusion and connectivity.

• More prominence needed for “An Ethical Digital Nation” theme – seen as fundamental.

• Centrality of education and skills – at every stage of life.

• Need for adequate funding and investment stressed

• Also need for strong leadership and oversight, and associated political will and commitment.

• Significant support for the Logan Review recommendations around the tech sector.

Next steps

• Currently updating discussion document to reflect consulation outcomes.

• Planning to publish this spring

The Case for Action

• AI technologies are going to play a major role in our economy and society

• It has the potential to create both positive and negative impacts in Scotland

• To maximise the economic, social, and environmental benefits Scotland must act

• Scotland has strengths in a long history of academic excellence in the development of AI technologies

• The aspiration across public sector, third sector and private sector to use AI to achieve positive social and economic outcomes

• There is also an ambition for Scotland to have a larger impact on the global AI stage

• Technologies, public attitudes and global conditions are rapidly changing

In a fast moving and volatile world we must act now to address risks and fears, mobilise our strengths and build partnerships nationally and globally to realise the opportunities AI offers.
