What Does it Mean to be a
Digital Citizen?
Media Literacy Education Helps people of all ages to be critical
thinkers, effective communicators, and active citizens.
Media literacy is the capacity to access, analyze, evaluate, and communicate messages in a wide variety of forms.
Fair Use Provides copyright protection to creative works
in order to foster the creation of culture. Its best known feature is protection of owners’ rights. Fair use is a user’s right. Fair use keeps copyright from violating the First
Amendment. Fair use is flexible; it is not unreliable. Judges refer to four types of considerations
mentioned in the law: the nature of the use, the nature of the work used, the extent of the use, and its economic effect (the so-called “four factors”).
One Example of Media and Permissible Amount
Music, lyrics, and music video: up to 10 percent of the work but no more than 30 seconds of the music or lyrics from an individual musical work.
