Inputs to Air Threat Conference Call
Chance to review transcript before this meeting? If yes, was it the first time you looked at the transcript? Any "look-back" post 9/11?
First input at 0959 (check). Describe how you learned of conference and hooked into it. What was your role up to this point?
(1) 0959 (30): Just talked to Hadley — couple of requests -- Execute continuity of government -- Fighter escort for AF1 -- From Situation Room, any possibility of getting any kind of fighter cap over DC?
Describe the conversation with Hadley. Was in PEOC or Situation Room at this time? Were these issues being worked elsewhere in PEOC or Sit Room, or just through ATCC? Coordination with Frank Miller?
(2) 1002 (33): Understand we have an inbound 25 minutes out — we have assets at Andrews. Anybody contacted? 1004 (35): Clarifies information coming from JOC.

I -0 1
1009 (40): (40): Word from JOC is UA93 out of Pitt is about 20 minutes out. Again asks about Andrews
Was he familiar with Andrews assets? (uses the phrase "understand"). If not, who brought this to his attention? Did he contact Andrews directly? To his knowledge, did others from the WH? Did he speak to anyone at the USSS about scrambling a/c from Andrews?
Did he understand Andrews to be under separate command and control structure from NORAD? Did he pick that up from the ATCC?
Latter input refers to call sign — UA93. His understanding that the previous report — a/c 25 minutes out — was also UA93? If so, how?
Who within PEOC was he communicating this information back to?
(3) 1011 (42): Is the FAA in the conference? DDO answers no; been unable to get them; have them on a separate line in the NMCC. /I, IN tb —
Were you or others in the PEOC speaking directly to the FAA? If so, who, where? What prompted you to ask this question?
(4) 1013 (44): Confirmation of plane 60 miles out. We're hearing weapons free(ze?) right now. Status of Atlantic City?
Weapons free or weapons freeze? What does this refer to?
(5) 1014 (45): The VP has just confirmed fighters are cleared to engage the a/c inbound if we can verify they are hijacked. Can you confirm with FAA?
Describe circumstances surrounding.... Did you ask the VP for this authorization? Someone else? Did you hear it first-hand? Was the information relayed to you? Who is the military aide that brought the issue to the VP? You?
What was the substance of the order? That is, any more detail than verify they are hijacked?
Anyone in PEOC checking with FAA?
(6) 1019 (50): The VP has cleared fighter a/c to engage any a/c inbound to Washington DC area without authority.
Same questions ...what led to the repeat of the order?

(7) 1019 (51): Inbound 10 miles out. FAA can you confirm? (from JOC)
(8) 1021 (52): Question from the VP was whether that was result of fighters?
(9) 1029 (1:00): Escort for AF1 — Be aware we have received threats.... But, we can't confirm where they came from. It was a telecon.
What did you know about the threat? How did you know it was a telcon? How did you know unconfirmed? Any effort in PEOC to confirm?
What did you later learn about the threat?
Anyone from the Secret Service — either on 9/11 or after 9/11 — come to talk to you about the threat to AF1? Chuck Green?
10) Hadley gets on the phone, then Vice President.
