Staff Report: The proposed exterior modifications are consistent with the Downtown Memphis Design Guidelines and DMC priorities of enhancing the pedestrian experience, creating more active storefronts and enhancing the public realm.

The renovation of this building will not only put a vacant building back into productive use, but it will also add to the momentum to steps away from the new public art piece and streetscaping at Monroe and Marshall. This mixed-use building improves interactions with the street, creatively re-envisions a neglected building, and introduces vibrancy to a key block in the Edge. The new windows, doors, and storefronts will indicate the new use and allow a refreshed look to the building. Then the cedar wood rainscreen, trellis, outdoor seating, and silhouettes painting on the east side enhance the public realm and how people can engage with the structure altogether.

Therefore, the proposed permanent improvements to the building enhance the curb appeal, reinforce our design guidelines, and improves a critical connection between the Medical District and the Downtown Core.

Staff Recommendation: Staff recommends approval.
