DESIGN GUIDELINES 2. Purpose

The Design Guidelines seek to achieve a built form that helps to establish a balance between creating a wonderful

sense of place, purpose, community and integrity.

The Design Guidelines will apply to all residential lots within the Grand Central Estate and ensure that the development

respects and enhances the natural environment.

3. Alllowable Land

Unless otherwise specified, only one dwelling is permitted per allotment.

The Design Guidel ines prohibits further subdivision of all allotments.

No dual occupancy dwellings or relocatable home share permitted within the estate u n l e s s o t h e r w i s e a g r e e d w i t h t h e Responsible Authority.

These are mandatory requirements and will not be waived under any circumstances.

Construction Time

Construction of your dwelling must commence within 12 months, and completed within 24 months from the date of sett lement of your land.

4. Design Approval Process

To help your new home comply with the Design Guidelines, it is a requirement that an application package be approved by the Grand Central Design Review Committee (DRC).

An owner or their architect or builder must submit the following documentation to the DRC for final approval. Design approval does not constitute a building permit and will need to be arranged prior to construction commencement of your new home.

4.1 Application Package Requirements

• Completed Application Form

• Completed Builders Checklist

• External Colour Schedule including: roof, walls, garage doors, finishes and manufacturers details

• House plans: Site plan (min scale) 1:200 including: setbacks, Site Levels (contours), extent of earthworks, FFL to House and Garage. All Fencing (including front fence) location, material and heights

• Dimensioned Floor Plans (min scale 1:100)

• All Elevations (min scale 1:100). Elevations are to include building and wall heights, roof pitches, eave size, and external fixtures

5.1 Siting and Servicing

Al l homes must be set back f rom the boundaries as follows:- Minimum 4m to front boundary- Minimum 3m to rear boundary- Minimum 1m to at least one side boundary with the other side boundary 0-200mm or 1m- Minimum 2m to side street boundary

Garages must be set back a minimum 5m from the front boundary, and a minimum 840mm from the main building line.

Any allotments under 300m² are required to comply with the Small Lot Housing Code. Refer to the plan of subdivision restrictions.

Verandahs, porches, porticos and balconies less than 3.6m above natural ground level and eaves, gutters and fascias may encroach up to 2.5m into the frontage setback.

Your home must comply with all requirements under Part 5 o f the V ictor ian Bu i ld ing Regulations 2018, excluding setbacks.

Crossover relocations are strictly prohibited and will not be approved under any circumstances. All garages must be sited to have direct access from the crossover.

Grand Central will provide infrastructure to enable supply of recycled water by City West Water. All homes constructed at Grand Central must include fittings and connections to the Grand Central recycled water system, as specified by City West Water.

All homes within the Grand Central Estate must be NBN ready. Talk with your architect or builder about your preferences for phone and data ports.

Refer to Appendix A for further information on NBN Network.

5.2 Double Storey Restriction

T h r o u g h o u t G r a n d C e n t r a l , c e r t a i n a l l o t m e n t s a r e r e q u i r e d t o c o n s t r u c t a double storey dwelling.

Where an allotment must have a double storey dwelling, the developer will provide landscaping to your front yard.

Refer to the relevant Plan of Subdivision for a l lotments impacted by the double storey restriction.

5.3 Sustainability

Homes should be designed to minimize the impact on the environment, particularly by l imiting the overall energy and water consumption for the household. All homes are required to achieve the minimum legislative energy efficiency requirements. Consideration should be given to other methods which may assist to further decrease the energy consumption of your home.

Consideration of the following principals is encouraged:

• Where possible orientate living area to the north.

• Design to take advantage of passive solar

heating and cooling by maximizing north facing walls and glazing & providing reasonable shading of north facing windows

• Minimize east and west (in particular) orientated glazing

• Incorporate eaves to the roof design

• Orientate your home to catch prevailing breezes and take advantage of cross ventilation (including internal doors)

• Consider landscaping to provide shade

• Zoning of areas within the home so heating and cooling is provided only when required

6.1 Facade Style

Al l homes must be created us ing h igh quality materials. This will provide for clean, fresh contemporary character. Period style reproduction is not permitted, including but not limited to: Victorian, Georgian, Federation and Colonial. Homes must have a modern contemporary architectural character.

Decorative elements such as turned posts, finials, fret work and wrought iron must be minimized. All mouldings must be square or rectangular.

Two homes with similar façades are not permitted to be constructed within 3 allotments of each other in any direction. Each allotment should have its own distinct feature elements that distinguish it from the neighbouring sites.

A verandah, porch, portico, balcony or entry feature visible to the street must be a minimum of 4m² in size and have a minimum depth of 1.5m and must project from the front building line.

6.2 Ceiling Heights

The minimum ceiling height for single storey and the ground floor of double storeys is 2550mm from the internal floor Level.

6.3 Roof Designs

A minimum roof pitch of 22.5 degrees is required to all roofs on your home.

Skillion roof lines are permitted and must be a minimum of 17 degrees.

F l a t r o o f s a r e p e r m i t t e d u n d e r architectural merit.

Roof material must complement the style of you home and be constructed from terracotta, slate, concrete tiles or corrugated colorbond.

Eaves are required with a minimum depth of 450mm to the façade of your home. The eave must return a minimum 1.0m on all non-corner allotments (other than zero lot boundaries) and the full length to all corner/reserve allotments.

6.4 Facade Material

Homes are required to incorporate a minimum of two separate materials. A minimum of 20% of the façade must be a feature material other than brickwork. Material must return a minimum 1.0m to side of dwelling. Suggested feature materials are render, cladding and stacked stone. Feature materials are to be designed as a contrast to the brickwork.

Timber weatherboards are strictly prohibited.

The external colour scheme of your home should be neutral tones that blend with the surrounding environment. Bright contrasting colours will not be permitted.

Lightweight infill material is not permitted above windows and doors visible to the street. The material used above windows and doors is required to match the adjoining surface.

6.5 Corner Allotments

Both single and double storey homes on corner allotments are to be designed to have feature elements that address both street frontages. This may be with the appropriate use of windows, porticos, materials or other features that have been used on the primary façade.

Blank walls are not permitted

Corner treatment is required to return a minimum 3.0m from the main building line on the secondary frontage, and the entire first floor of double storeys on corner allotments.

6.6 Rear Access Allotments

Rear access allotments have both street and lane frontages. The garage must be accessed from the rear and must be built either on the boundary or a minimum 1.0m away.

A double storey building envelope over the garage on corner allotments greater than 300m² on rear access lots for the development of a studio and/or deck.

Rear garages may use a variety of roof forms including but not limited to pitched, reversed angle, skillion or flat.

The garage must be constructed of the same materials as the dwelling. The garage door must be Sectional or panel lift and be colour coordinated with the dwelling

Where a driveway is required, the paving should be in-line with the requirements set out in Section 6.8 – Garages, plain concrete is not permitted.

A return fence/gate must be located a minimum 1.0m behind the garage frontage and constructed of materials that complement the dwelling. Landscaping forward of the return fence/gate should be completed within 3 month of occupancy and consist of small shrubs and lawn. Crushed rock or paving is not permitted.

6.7 Allotments Facing Public Open Space

Allotments abutting or adjacent to public open space must be designed to have direct dwelling frontage to that open space.

Porches or porticos must project forward of the main building line and be a minimum 4m² in size and have a minimum depth of 1.5m.

Double storey dwellings must include a balcony facing the public open space.

All allotments facing public open space must provide a front fence that is a maximum 1.2m high and constructed of black tubular fencing and must return to the standard fencing line.

6.8 Garages

All homes must include a fully enclosed garage under the roof line of your home. Excluding rear access allotments.

Garage doors facing a street frontage must be sectional overhead, panel style and colour coordinated with the dwelling.

Carports are permitted where they are not visible to the public.

6.9 Driveways

Driveways must be fully constructed prior to the occupation of your home. The location of your driveway and any concrete paths must be shown on your site plan.

Driveways are to be constructed in coloured concrete , b r i ck o r concrete pavers o r exposed aggregate in muted tones and must complement your homes colour palette.

Plain concrete driveways and front paths are not permitted.

The driveway shall be no wider than the total width of the garage and tapering to match the width of the crossover.

A minimum 500mm Landscape strip is required between the driveway and the side boundary.

Only one driveway is permitted per allotment.

6.10 Fencing

Side and rear fencing on standard allotments must be pre-coated metal sheeting infill panels. The infill panels, posts, rails and capping must all be Grey Ridge in colour and must be a maximum 1.8m high.

Side Boundary fencing must be setback a minimum of 1.0m behind the front façade of the dwelling.

Return fencing/gates must be constructed of material to complement the dwelling.

Fencing to side streets (corners) and reserves must be setback as minimum 3.0m from the front boundary, be constructed using pre-coated metal sheeting panels.

The infill panels, posts, rails and capping must all be Grey Ridge in colour and must be a maximum 1.8m high. This will expose the side street feature windows/treatment.

Where front fencing is provided, it is permitted to a maximum height of 1.2m Front fencing should be constructed of brick/masonry piers with timber, steel or aluminium inserts.

Front fencing is required to have a minimum 50% transparency and return along the side boundaries to connect back to the side fencing. Front fencing should be designed and constructed in colours that complement the dwelling.

6.11 Landscaping

Landscaping plays an integral part in assisting to soften built form of the streetscape. It is also a useful element in providing privacy screening and shade during summer.

The selection of planting should be appropriate for the conditions of placement, such as orientation, solar access and the topography of the land. Careful landscape and plant selection should minimize the need for garden watering.

Throughout Grand Central certain allotments will be provided with landscaping to the frontyard by the developer. Refer to your contract of sale for details.Terms and conditions apply

The following conditions apply:

• Impermeable areas (hard surfaces) should not dominate front yard designs and should be limited to essential areas such as driveways and pathways.

• 40% of the front landscape should be vegetated garden beds comprising of :

- 20 shrubs (150mm pots)

- 10 groundcovers (tubestock size minimum)

• Garden beds should be mulched and where mulch is used, it must be natural in colour.

• Turf should be warm season species such as Kikuyu, Buffalo or Couch grass. Synthetic turf is permitted within the estate.

It is the responsibility of the allotment owner to establish and maintain turf on nature strips. No crushed rock or Lilydale topping permitted.

Front gardens must be fully landscaped within 3 months of the completion of the construction of the dwelling.

Water saving techniques, including but not limited to plant selection, drip irrigation, recycled water use and mulching of garden beds, should be utilised where possible.

Letterboxes are required to be constructed in accordance with Australia Post standards.

6.12 Ancillary Items

Ancillary items such as clothes lines, rainwater tank, hot water services, satellite dishes, boats, trailers, caravans and bin areas must not be visible from the street.

Solar water heaters and solar panels are notpermitted on any elevation visible to the public.

6.13 Sheds and Outbuildings

Outbuildings not attached to your home including but not limited to workshops, garden sheds, storage unit, pergolas and verandahs are not permitted where their size exceeds 15m², or they are greater than 3.6 metres in height. Outbuildings must not be visible from the street or public open space. They must be built of materials consistent with your home. No more than 10m² of Garden sheds may encroach into the rear setback. .

During home construction, no rubbish is allowed to accumulate on the lot unless stored in a skip or bin and trade vehicles or delivery vehicles must not park on verges, footpaths nature strips or park reserves.

Building materials are not permitted to be delivered or stored on the nature strip or anywhere outside the title boundary.

Trucks, trailers, boats and caravans must be parked off street and out of public view.

No advertising signage is permitted on either vacant land or an occupied allotment.

The DRC may from time to time, in its absolute discretion vary, relax or waiver any of the requirements under these Design Guidelines.

In the event that DRC allows a variation, relaxation or waiver of the application of the Design Guidelines, this will not set a precedent nor imply any such action will apply again.

Should a discrepancy between the restrictions on the plan of subdivision and the design guidelines, the restrictions on the plan of subdivision will take precedence in all situations.
