• Prevention of monopoly abuse– ACSA & ATNS must be in possession of a valid “permission”– A permission regulates the increase in specified tariffs and lays down

minimum service standards requirements– The RC’s approach to issuing a permission is captured in a document

entitled “Regulation the Airports and ATNS Companies: Approach to the 2001/2-2005/6 permissions
