JULY 2015 Delivered by the Residents’ Association THE BULLETIN The Voice of the Community One Year on... Following last year’s local elections, one of our newly elected Residents’ Councillors reflects on his year to date. Having been elected last year with my fellow 2 RA councillors, this was a tremendous result and one which was a pleasure to be elected having lost out previously in Harold Wood Ward. It has been a massive “learning curve” in the first year and I always try to do the best for our residents though the Council does have a lot of bureaucracy just like any public organisation and navigating around can be a challenge. By being part of a joint administration, we can sometimes get ‘things done’ for our ward which if we were in opposition we may find more difficult. For instance, I had a resident contact me about a school not providing information on their daughter who has a learning disability and another parent who was not getting any responses from a Council Department and I am happy to say that with my intervention both families have now received a satisfactory response. I have also dealt with residents’ concerns around freedom passes, Council Housing, Yellow Lines and issues around street lighting. It has been difficult having to find the budget savings this year and though we may never quite win the war with bureaucracy, we can win the small battles that mean so much for each and every one of us. Painsbrook Park Fun Day Children in Harold Park were joined by the newly elected Mayor of Havering Cllr Brian Eagling in a bouncy castle fun day to promote Painsbrook Park. Local residents, Cllr Alex Donald and Cllr Darren Wise made use of the open space just off Church Road in a day of fun for the whole family. The event was well attended and it was also good opportunity for residents to meet their local representatives.     Affordablehousing

    Brian and I were involved inplanting the last tree in a newcommunity orchard andcelebrating giving local peoplethe chance to buy their first homethrough shared ownership andaffordable rent. The new orchardfrom East Thames aims to form asheltered area for local wildlifeand can be found via NightingaleCrescent. Demand for housing inour local area was very high andall homes have now been sold. Asa young person myself stillstruggling to get onto the housingladder, this scheme has gonesome way in addressing a muchgreater need in society for moreaffordable housing for a growingpopulation. Having spoken to

    many local residents on thescheme, this has been a lifelineand I’m sure there are many outthere in my position who canrelate.

    New Rail FareInformationWe have been advised thatpassengers using the metrostopping services betweenLiverpool Street and Shenfieldwhich are now part of TfL Rail willnow be able to benefit from lowerfares. This means that 80 per centof pay as you go fares will belower, with the remainderunchanged.     PonderingsIt was brought home to me howmuch we rely on technology onceagain when, in my haste to catchthe bus, I left home without mymobile. This wouldn't normally bea problem for me BUT on thisoccasion, because we weretemporalily carless, I needed toring my daughter to tell her whattime to pick me up. These days,because moblies, and manylandlines, store numbers for you,we don't memorise them like wedid years ago when you had toactually dial a number (youngerreaders please ask yourgrandparents to explain this !).However I amazed myself at beingable to remember her landlinenumber because I've probably onlyused it half a dozen times before,as we always speak on our mobiles!Also, how many of you know thatsince March the minimum chargein a public phonebox (IF you canfind one unvandalised) is 60p !!! OKyou get 30 minutes for that 60p, butI only wanted to say to her "Meetme in half an hour where we

    arranged". Lucky for me, the lovelylady on the fish stall in the marketlet me use her mobile andeverything worked out in the end.So the moral of the story is :- writedown a few important numbersand keep them in your purse/walletbecause, even if you never forget totake your mobile with you, thereare many parts of the countrywhere there is no mobile signal.How good is YOUR memory ?

    Green binfinally arrivesA resident in Birkdale Avenuecontacted me saying she hadordered a green bin from theCouncil but it had not arrived inover a month. As a result, hergarden waste was piling up. Ididn’t deem this to be anacceptable service so I chased upthe Council who told me theywere “experiencing a lot ofproblems” with deliveries. Theyeventually agreed to deliver itwithin 24 hours and I am happyto say the resident has nowreceived her green bin.

    2,000 Non-UKDrivers SkipToll DailyStatistics derived from a recentFreedom of Information requestreveal that over 2,000 non-UKregistered vehicles a day fail topay the Dartford Crossing toll.The Highways Agency estimatedthat between 30th November2014 and 6th January 2015,approximately 83,000 vehicleswhich are registered overseasfailed to pay the toll, this equatesto around 2 percent of the dailytraffic using the crossing. In termsof recovery, up to 16th February2015 some 18,700 cases werepassed on to a European debtrecovery agency. Failure to pay

    the charge can mean a fine of upto £105. The agencies practice isto add the administrative cost ofrecovery to the outstanding tollfee. Ideally, this shouldn’t be aproblem at all because theCrossing was paid for in 2002 and,like the rest of the M25, thereshould be no charge. However, aswe are now stuck with thiscongestion charge it is unfair thatnon-UK registered vehicles candodge the charge in such vastnumbers. With the technology atour disposal, it should be possibleto check departing vehicles at ourports to make sure they have hadpaid the toll, rather than chasingthe debt all over Europe.

    Youth ServicesConsultationHavering Council has launched aconsultation on youth services:http://www.havering.gov.uk/Pages/Services/Youth-Services-Consultation.aspxPaper copies will be available atlibraries, MyPlace and other

    Council buildings. The closingdate to receive comments isMonday 24 August at 5pm.The consultation follows on fromthe Council’s budget in February,when measures were agreed tohelp bridge a funding gapequivalent to a third of theCouncil’s budget over the nextfour years.The budget consultation receivedpublic comments on youthservices, so in February, proposedcuts were reduced to preserve acore budget of £250,000 with aview to spending the money in adifferent way. The proposal is tomove away from council-runservices to funding an externalorganisation to run youthservices, either by current youthservice employees or an existingvoluntary sector organisationsuch as the YMCA. Includedwould be the management of theMyPlace Centre in Harold Hilland possibly the Robert BeardCentre, Hornchurch; externalorganisations can access externalfunding that the council cannot.

    The CuriousCase of the LeeValley Levy

    Includedin ourcouncil taxbills is apaymenttowardsthe upkeepof LeeValleyRegionalPark,100,000

    acres of parkland situated in partsof north east London,Hertfordshire and Essex.

    Established by an Act ofParliament in 1966, the park ispart funded by all Londonboroughs, together with thewhole of Hertfordshire and Essexto around £11m. The levy forHavering in 2015/16 is £249,438.Based on user figures compiled in2012, the average number ofvisitors annually from Haveringwas 30,730…divided by ourcontribution that works out at£5.07 per visitor! For other areasof London the contribution pervisitor is as much as £40(Kensington & Chelsea), £38(Hounslow) and £35(Westminster).At a time of unparalleled cuts tolocal government funding, can itbe right we are paying for a park,as good as it is, some 26 milesaway when we need the money toinvest in our own parks and openspaces? Although the levy hasreduced over the past few years, itwould nonetheless take anotherAct of Parliament to dissolve thefinancial arrangement.On the plus side, the Lee ValleyLeisure Trust has just been set upto manage the three Olympicvenues and 11 other majorsporting and leisure facilities on

    site. This should provide theopportunity for the Park, over thenext five years, to become morefinancially self sufficient and lessreliant on council tax payersacross London, Essex andHertfordshire.

    370 BusWe often have queries regardingbus routes in the area and thismonth has been no exception.Due to necessary carriagewayresurfacing in the OckendonRoad, route 370 had to bediverted. Having contactedcouncil officers we discoveredthat unfortunatelycommunication from Transportfor London (TfL) was lacking andneither council officers nor yourward councillors were madeaware of the diversion route.Whilst notices were placed onsome bus stops this was not donein all cases. We know this led toconfusion and a very longdiversion with limited

    information. We have spoken toofficers and reminded them thatTfL have a responsibility toinform customers of routechanges. We have been assuredthat any future diversions will bebetter communicated. Let’s hopeso.

    Roomes at theTithe BarnThe Upminster Tithe BarnMuseum of Nostalgia in HallLane, Upminster now has ondisplay two Roomes Storesrelated exhibits – an invitation tothe opening of the store in 1927and an old-fashioned mangleused in washing clothes.Stephen Roome, a member of thelocal retail dynasty, hasconfirmed the rarity of theinvitation in that the family doesnot have a copy in its archives.Meanwhile the mangle wasdonated by an Upminsterresident who salvaged it frombeing dumped after a spell as agarden ornament. The cast ironframe of the wooden-rolleredmangle has ‘Roomes StoresUpminster’ cast into it andprobably dates from around 1930.The Museum is next open on 4-5July from 10.30am to 4pm. Entryis free.

    Fifty-YearStretchIn 1960, my company van wasreplaced by brand new Mini.Within a year I had 10,000 mileson the clock and backache. TheMini wasn’t designed for six-footers. If I’d taken out the front

    seat and driven from the rear Imight have been able tostraighten my legs. As it was, Iresembled a praying mantis,wedged in the front trying toreach the controls. I accept it wasa “fun” car with everythingMINImised, including minipedals. To get out, I had to hangon to the door and pull myself upfrom kerb level. By now I waswalking like a question mark andthe question being, “What to do?”The doctor prescribed pain killersand pointed to the door. It seemshe meant put a door under themattress for support. Not having aspare door and not willing to liveon aspirin, I decided on Yoga. Ijoined a class, explaining I onlyneeded my back fixing. Luckily,the class was in Hatha yoga, thatis physical yoga rather thanspiritual meditative stuff and nottoo aerobic, ideal for middle agedunfit Mini users.It’s now fifty years I’ve beenpractising. My back is fine,probably as I managed to switchthe Mini for a Morris Traveller.The yoga became a way of life. Iwasn’t a devotee, rarely workingout between the weekly sessions,but though I‘ve lost some bodystrength I’m still fairly supple. Istill enjoy biking daily, though if Imet you at the top of a hill, I’d betoo breathless to tell you howmuch!At 88 I daren’t quit yoga as I’ddisintegrate. It is non-competitive, calming and even

    when I’ve not felt like going, I’vealways ended up enjoying thesessions. Why not try it?It might be, I’ve been fortunate toenjoy physical health enabling meto do yoga, or the yoga has givenme extended physical health!Whatever, it suits me and“Namaste!” to you all!
