AUGUST 2017 Delivered by the Residents’ Association THE BULLETIN The Voice of the Community Harold Wood, Hill, Park Residents’ Association Ardleigh Green Bridge Replacement Update We have been advised that, unfortunately, the works to replace Ardleigh Green Bridge will take longer than expected. All four lanes of traffic on the A127 Southend Arterial Road will now re-open in spring 2019. TFL had planned to re-open the road in December 2017 and are committed to looking at ways to minimise local disruption and get the bridge fully open as soon as safely possible. The project has been delayed due to the fact that critical demolition and rebuilding phases for this project can only be completed while both the road and the railway below the bridge are closed. In November 2016 TFL began demolishing the eastern side of the bridge though, unfortunately, installing and removing the track protection required took longer than expected. In order to avoid over-running into the Monday morning peak and causing severe disruption to both road and rail users, TFL were forced to halt the work before the demolition was complete. TFL completed the demolition of the eastern side of the bridge during the May Bank Holiday closure earlier this year however several further road and rail closures of three consecutive days (72 hours) at a time are required in order to complete the demolition of the western side of the bridge and TFL have worked very closely with Network Rail to secure this. In relation to Bryant Avenue, TFL expect to restore full access to this road, at its junction with the A127, by December 2017. The Residents' Association and quite rightly the residents and businesses in Harold Wood are extremely upset with this delay and we are writing to the Mayor of London and the Secretary of State for a fuller explanation of the delay. This system is quite poor if it has to rely on someone telling TFL if there is a problem and that it cannot be detected automatically. We shall see if the traffic flow improves or deteriorates. Cllr DARREN WISE Community Minded Thank you to Stuart Weston, one of our residents, for reporting to me the damaged sign post pole in Cotswold Road which was leaning over precariously. This sign was damaged by an unknown vehicle. I made contact with the appropriate council department and the pole was removed very promptly due to health and safety reasons and because of its close proximity to Redden Court School. Ardleigh Green BridgeReplacement Update

We have been advised that, unfortunately, the works toreplace Ardleigh Green Bridge will take longer thanexpected. Rainbow TrustShopDamage to the window of theRainbow Trust Shop from a breakin has now been repairedfollowing the generosity of thelocal community. Ourneighbouring solicitor set the ballrolling then the Chippy chipped infollowed by Patel Corals andHaircraft. The Methodist Church,a Trustee of the Memorial Hall,Harold Wood school HaroldResidents Association and AbbeyAntiques all gave and the Co-ophad a collection in the store.Neighbours, Friends andCustomers gave including onegentleman who collected hispension from the post office nextdoor and brought it into us! Howkind is that? The desire ofeveryone was to see us back inbusiness and now thanks to themwe are! The Community we can’tthank enough but it would be theicing on the cake if thoseresponsible for causing so muchdamage could be brought tojustice.

MaylandsCemeteryApplicationThe recent application for acemetery on the Northside of theA12 adjacent to Maylands golfcourse, with planned 22000graves over 40 years had beenrejected by Havering Council andhas been dismissed by anInspector from the Government’sPlanning Inspectorate followinga Public Inquiry at RomfordTown Hall. An Application for acemetery on the Southern side ofthe A12 road was givenpermission following a similarPublic Inquiry.I would like to thank members ofthe public that signed petitionorganised by local residentsalong with a petition signed bymembers of Maylands golfcourse.The main reason it was rejectedwas based on the effect andappearance of the HaveringRidge special character area, andbeing an inappropriatedevelopment in the Green Belt.The Planning Inspector in herreport stated "It would also causeharm to the openness to theGreen Belt, the purposes of the

Green Belt and to the characterof theGreenBelt in that location”.It is sad though that theHighways Authority andTransport for London did notobject, saying it would not affectthe movement of traffic on theA12. Rainbow TrustVolunteers Tea

It was a pleasure for Cllr Eaglingand I to receive an invitation fromPauline Obee MBE to attend the

Rainbow Trust Children's CharityVolunteers Tea at the MethodistChurch in Harold Wood. As youknow we have been helping toraise thousands of pounds for thischarity every year with our FatherChristmas float and it was good tosee all their volunteers thanked forthe hard work that they give to thischarity.

Keighley RoadParking DisputeI was contacted by PC Thompsonregarding a parking dispute inKeighley Road where someonehad stuck cones to the highwaywith expanding foam and thecones filled with concrete. I havebeen in contact with the Counciland was informed by StreetSceneEnforcement that officersattended to the scene and metcontractors who removed thebases of the cones with a pickaxe. The bases appeared to bestuck to the highway withexpanding foam. They have alsoremoved the two cones that wereplaced illegally on the highway,that were filled with concrete.

StreetScene Enforcement havearranged for letters to be sent outto local residents advising themthat it is an offence for them toobstruct the highway, and theyhave now contacted HighwaysTraffic and Parking to considerthe implementation of a parkingscheme in the area. Congratulationsto Harold WoodCougars U13

I would like to congratulate localfootball team Harold WoodCougars U13 for their recentsuccess in winning theChelmsford League and onlylosing 1 game all season. TheyPlayed 22 games, won 19, drew 2

scoring 115 goals and concedingjust 18 goals. A fantasticachievement for the local ladsespecially with 12 of the teamcoming from Redden CourtSchool. All the more special forme as my son Scott was thecoach and my grandson Alfie wasplaying in the teamThey were undefeated at homeplaying on the Harold Wood Parkpitch which brought back somany memories for me as thiswas where I managed myfootball team many years ago.They also looked so professionalin their tracksuits which weresponsored by Gerry Byrne fromRomford McDonalds.Next year the Team will be U14s(Year 9 in September 2017) andare looking for new players of agood standard to strengthen theteam. Well DoneAs a resident of Shepherds Hill Iwould like to thank ourCouncillor Brian Eagling for

chasing up the Council's StreetCare Department to have a badlydamaged pavement outside myhouse repaired. Without thisrepair, I felt unsafe leaving myhouse after an accident to my leg.Now the pavement has beenrepaired I can now go for shortwalks to enable my leg tofunction properly. Thank you forcaring.

An Idle EnginePollution is a key concern formost people, and one area whichis often overlooked is that ofmotorists who park up outsideschools or residential areas andleave their engines running forlengthy periods of time causingan unnecessary source of airpollution. It is actually an offenceunder the Road Traffic (VehicleEmissions) (Fixed Penalty)(England) Regulations 2002 toidle your engine when stationary(except for vehicles moving slowlydue to road works or congestion;when stopped at traffic lights;vehicles under test or repair; ordefrosting a windscreen). A pilotscheme to raise awareness andenforcement of the practice wasrecently undertaken in the City of

London and is to be rolled outamong central London councilswith the help of a £127,000 grantfrom the Mayor of London. Ifsuccessful, the scheme could berolled out to outer Londonboroughs.
