The Department of Defense (DoD) continues to implementcondition based maintenance (CBM) methodology andautomated logistic processes for select platforms (aircraft, ships,ground combat vehicles, generators, etc.). PSU/ARL conducted a3 hour workshop during the 2011 DoD Maintenance andSustainment Summit on CBM+ and conducted a survey of theparticipants (military, civil servant, contractor). The participantsindicated that the primary barriers and challenges facing DOD-wide implementation of CBM+ are:• Business case• Requirements• Policy• Standards• Commonality

In 2012, PSU/ARL will present a three hour workshop that willinclude presentations, discussions, commentary andrecommendation for addressing the challenges and barriersidentified in 2011 survey results:• Conducting cost benefits analysis for CBM+ systems• Writing concise requirements for CBM+ systems• Identifying data sources on platform and off platform• Employing standards on platform and off platform• Planning to leverage commonality between programs onplatform and off platform

This technical team will not address how to establish policy forCBM+.

The workshop will conclude with an interactive survey and acursory analysis and discussion of results.

Growing budget pressures and the imminent defense cuts areforcing both industry and Department of Defense (DoD)organizations to re-evaluate their approach to weapon systemproduct support.

The DoD currently spends roughly $132 billion, or nearly 20% ofits annual budget, on product support. As organizations areasked to “do more with less” that number is expected to rapidlyincrease and consume an even greater percentage of the defensebudget. Drawing on the practical nature of hands-onexperience, this workshop will provide perspectives from industryand DoD on tackling this affordability challenge.

From industry, the workshop will discuss the different industrialbase strategies on affordability and the underlying opportunitiesand challenges. From the DoD perspective, we will discuss howthe new Business Case Analysis requirements, Life-CycleSustainment Plan (LCSP) development and considerations,advantages of the Product Support Business Model, and theOperating and Support Cost reality are being realized - withindustry and organizational case studies.

Efficient and effective product support strategy development andimplementation is not simple. More and more focus has been placedon how to deliver cost wise and effective support for our warfightingcapability. During the last few decades there have been severaldifferent types of DoD logistics initiatives introduced in order toimprove supply chain performance, management processes, andincrease materiel readiness. Among the aforementioned initiatives isPerformance Based Life Cycle Product Support (PBL), which remains atopic of currency and has continued to evolve. PBL fundamentallyreshapes how we think about product support strategy developmentand implementation.

This presentation will review some of the issues surrounding PBLimplementation in the Department of Defense (DoD). Specifically itwill discuss some studies by Defense Acquisition University (DAU) onfactors affecting barriers and enablers to DoD PBL implementation.

Tom Ingram’s 2M/MTR program provides 295 ships and shore activitieswith capabilities to repair circuit card assemblies (CCA) and electronicmodules (EM) which results in reduced Operational expenses andaverts/corrects unnecessary repairs and cost.

From 1 Apr. 1996 to 31 Dec 2010 Navy commands outfitted by theNAVSEA 2M MTR Program reported 145,938 2M repairs completed,resulting in 9,628 averted/corrected repairs and $510.83M in costavoidance.
