Chapter I Key performance indicators

Traditionally high key performance indicators and the minimum possible headway are the main achievements of Moscow metro. As to annual number of passengers it is still higher than in most major metros in the world. The average working day patronage is over 8 mln. That is 56% of all public transport passengers. The remit of our staff is to provide services and to meet the present and future needs of the capital. In doing so Moscow metro has a responsibility to ensure that its services are safe, efficient and make provision for all passengers including those with disabilities.

The 2010 annual patronage was 2 348,3 mln., by 1.25% lower than had been planned by Moscow regional energy commission, by 1,8%lower than in 2009 and by 8.7% lower than in 2008 whereas the number of passengers paying concessionary fares increased by 4.7% as compared to 2009.

Operation schedule was fulfilled by 99.98% and made the same figure as in 2009. The daily number of trains in operation was over 9 thousand.

The number of passengers fell mostly on Tagansko-Krasnopresnenskaya ( by 5,2%); on Sokolnicheskaya line by 4,2%, on the circle line by 3,4% whereas the number of passengers increased on Arbatsko-Pokrovskaya line by 3,9%. Since a new metro station had been opened in Mitino residential area a great number of passengers switched to Mitino station on Arbatsko-Pokrovskaya line from Planernaya station on Tagansko-Krasnopresnenskaya line which they had used before getting from home by other kinds of public transport.

This year we have continued to involve banks into the project of using bank cards for fare payment. By the end of the year, 17 banks have participated in the project.

For example, from 2006 holders of the Moscow social cards (bank cards) have been able to use it for non cash fare payment in Moscow metro system.

At present special bank cards can also be used every customer. The principle of payment is quite easy: at the beginning of each month a cer-tain sum of money is written down from the customer’s account. The amount depends on the number of trips made in the previous month. The more the number of trips the less the customer pays.

Chapter II

Expanding and development of metros is a complicated, continu-ous and costly process and though the most apparent events such as opening new stations and lines are quite visible, work behind the scenes goes on.

By March 1, 5 stations were equipped with new ticket vending ma-chines (14pcs):VDNKh (northern ticket hall), Timiryazevskaya, Savy-olovskaya, Ulitsa 1905 goda (northern ticket hall), Paveletskaya (ra-dial line). The machines save passengers’ time and make the trip more comfortable. Besides, passengers are able to add value to their travel cards. The directions to follow are on the panel of the machine. In case the experimental trials prove to be successful, ticket vending machines will be installed in other metro stations.

The total number of tickets sold by vending machines by the end of the year was about 1 180 thousand and 184 870 kinds of services encoded.

In August Moscow metro and Aeroexpress company introduced a new kind of tickets for trips on both the systems. The new service be-came popular and within the year the number of sold tickets reached 72,3 thousand.

The new ticket is a travel card with the identification number and a micro chip inside. Corporative identity of both companies is the dis-tinctive feature of the cards which can be bought at Vnukovo, Domod-edovo and Sheremetevo airports. In the near future the cards will also be sold in Moscow metro.

The travel card is valid within 5 days from the date of purchase.

Moscow metro and ОАО «Mobile TeleSystems» introduced a new system of fare payment into trial service: mobile payment via passengers’ mobile operator call credit.

At present the number of SIM-cards participating in the trial is 300. In the near future sales points will be installed in every ticket hall of Moscow metro and every MTC subscriber will be able to have NFC antenna inserted into the mobile phone. The operators will also help passengers using the service to load a special application enabling them to buy metro tickets without additional fees. They will also have a possibility to replace the MTC SIM cards for the new ones with an application. After the service becomes available passengers will be able to choose the number of trips and pay for the fare using the mobile phone menu.

A possibility to replace the SIM card and insert NFC antenna in all MTC service centres of Moscow will be given to passengers in the near future.

The electronic ticket will be loaded into the memory of the phone and the passenger will be able to pass through the turnstiles.

From year to year the amount of investments in new rolling stock purchases has been raising within the framework of old stock replacement programme. The new 81-760/761 stock under test running is an example of real progress: the cars are fitted out with asynchronous engines with the function of regenerative braking. As a result there will be less heat emissions and the traction power costs will decrease by 12-15%. For more passengers comfort the new cars are fitted out with a climate control system and have all the facilities for partially impaired passengers. At present three lines were equipped with necessary facilities for the smooth performance of new trains (Butovs-kaya, Filyovskaya and Arbatsko-Pokrovskaya).

The other model (81-760/761) will be additionally equipped with the systems of air sterilization and maintenance of the given temperature.

19

The other new 81-740/741 (Rusich) stock and its modifications is a product of a joint engineering project of ZAO Metrovagonmash and Moscow metro special-ists. 537 cars of this type being in use at present meet all modern requirements and show good operational quality. The cars are equipped with CCTV, climate con-trol systems and a system preventing from jamming passengers and objects in the doors. The climate control systems have three functions: air conditioning, ventilation and heating. The designers have also increased the number of doors: now there are 56 doors instead of 40 in the previous model. That helps passengers alight and get on trains in a more comfortable environment. Carrying capacity has been also in-creased. It is expected that the new rolling stock will replace old trains on the Circle and Arbatsko-Pokrovskata lines.

In 2010 we continued modernization of ventilating shafts and replacement of obsolete ventilating units for the new ВОМ-16Р, ВОМ-20 and ВГПМ-20 types. Totally modernized were 13 ventilating shafts. Several older ВОМД type ventilating units were provided with different types of rotors (V-belt) instead of rotors with direct drive (ВОМ-14Р-type). The developed technology and availability of spare parts allow for further modernization of ВОМД –type ventilating systems.

Another item met in our moderniza-tion plan was replacement of 71,2kms

of track, 49 switches and 11,9 thou-sand sleeper pads. Apart from that 6,5 kms of rails on a new section of Liublinsko-Dmitrovskaya line from Trubnaya to Mariina Roshcha station were introduced into service. Part of it (4,55km) was equipped with a new kind of rail fastenings (ВГС 5-65-type that would dampen vibration and lower noise levels in station premises and in the apartment houses in the near vicin-ity). At present similar works are being performed on Arbatsko-Pokrovskaya and Filyovskaya lines. We also pur-chased 13 modernized flaw detectors for keeping rails in a good operating condition. They register the detected results while their interpretation is

done by a specially developed computer programmes.

Escalators maintenance plan in-cluded: major repairs of 57escala-tors, mid-life repairs of 9 escalators and repairs of units and parts on 58 escalators. 4 129 steps 8279,59 linear meters of hauling chains were mended. 7 820 steps were replaced and 6 285,6 linear meters of new hauling chains installed.

Four lifts were installed at Mitino station and one at each of the fol-lowing stations: Volokolamskaya, Dostoyevskaya, Mariina Roshcha, Skobelevskaya, Slavyanski Bulvar and Mitino stations. At present the total number of lifts in the system is 60.

The safety improvement programme stipulated for reconstruction of sig-nalling devices on Arbatsko-Pokrovs-kaya line, namely at Kievskaya station.

The reconstruction process includ-ed installation of the АЛС-АРС-ПС automatic signalling device with an automatic speed control on the line section between Smolenskaya and Park Pobedy station complemented by an automatic blocking device without auto stops and protected sections. Those measures made it possible to drive trains without as-sistants.

Safety has always been the priority item in our modernization plan.

The items fulfilled were: upgrading of the integrated radio information sys-tem (ЕРИС-М) to increase functional reliability of the system in emergency situations, a new kind of CCTV sys-tems were installed at Shchelkovska-ya station on Arbatsko-Pokrovskaya line. New models of turnstiles (YT-2000 and YT-2005) were installed at all stations between Krylatskoye and Kurskaya on Arbatsko-Pokrovskaya line, Oradnoye on Serpukhovsko-Timiryazevskaya line and Sokol on Zamoskvoretskaya line.

New software was developed and imbedded to prevent from counterfeit Ultralight cards usage.

Hot lineOn October 15, Moscow metro opened a hot line for passengers. The number is (499) 787-25-86 and it functions 24 hours a day even on weekends and holidays. The number of calls received in 2010 was 1 586, including 589 complains, 835 – inquiries and 162 false calls. The complains are usually dealt with in the corresponding departments.

5 Years of Moscow Metro official siteThe official internet - site of Moscow metro was opened

on September 7, 2005 and at once became an impor-tant source of authoritative information for passengers, journalists and public at large. The daily number of visi-tors is about 100000.

The information deposited on the site include: everyday Moscow metro, environmental temperature at stations, schedules of stations repairs, Metro police news. On September 7, we opened the English version of the site and on its 5th birthday we opened an improved version of the site based on the state-of the art technology ( Microsoft Silverlight). The new version was developed by Moscow metro specialists in collaboration with the Internet-Fabrika company.

Moscow Metro torgi-MosMetro.ru-siteThe pilot project torgi-mosmetro.ru site in collaboration with Mosmetro.ru site was opened for the suppliers of Moscow metro. On the site Moscow metro deposits in-formation on all auctions and invited tenders. The bidder can register and follow the on-line competitive tender-ing process, read latest news, and learn about on-going changes.

MetrosHa – aniMated personalitY in Moscow Metro.Animated Metrosha is the animated personality in Moscow metro uniform. He appears on the stations screens and gives useful textual and video informa-tion to passengers (eg. how to behave in extraor-dinary situations). At present the number of reels is 14. Metrosha had been chosen out of six offered animated personalities. IT specialists consider that textual and video information given together is memorized better.

Chapter III

It is a common knowledge that any metro system is a very sophisticated and complex system and public safety is a strong requirement. That is why regular upgrades and improvement of safety devices and equipment is the principle concern in Moscow metro. As a result the standard of operation safety continues to be very high.

The Situation Centre of Moscow metro was opened in 2005 and real time information is flowing in from the whole system 24 hours every day including weekends and holidays. The operation staff keep an eye on situation at stations and trains, render assistance to passengers and operating personnel and analyze the received data.

In 2010 the SItuatIon Centre Staff reCeIved 481 069 CallS InCludIng:

ises, first trains departures, passenger flows in the most crowded stations and in the interchange passages, to watch the stations cleaning, to control public dis-turbers and take necessary measures.

CCtV in Metro CarSOne of the duties of the situation centre controllers is random supervision of metro

cars of the Circle and Sokolnicheskaya lines (where all trains are equipped CCTV) to see if there are passengers in dirty clothes, beggars, non-authorized billstickers, hooligans, criminals and vandals.

In 2010 they revealed 5647 cases of infringements, including 4750 in the Circle line trains and 897 in Sokolnicheskaya line trains.

All cases were reported to the police and measures taken to avoid criminal cases.

PIlot ProjeCt of Safety SyStem at okhotny ryad StatIonThroughout the year an advanced complex security system was tested at Okhotny

Moscow metro has been spreading throughout the city in all directions in line with the city development. The more the system expands the more people are needed to operate it. At present the number of staff is over 37 thousand. During 2010 the number of staff increased by 1000.

Moscow metro staff has been honoured in-house and externally. Our corporate culture has been cultivated for many years with assistance on the part of the Unions. Our staff participate in different staff competitions organized in the city and inside the company (the best driver, the best station staff), increase their professional skills and experience in educational institutions of different grades and get merits for their efforts.

The corporate newspaper (My metro) has been issued for the second year. The pub-lished interviews and “the line of Life” column help understand and learn about the staff members not only as professionals but as personalities as well.

By January 1, 2011 the actual numBer of staff was 37 331, including:

the Best driverThe traditional 13th annual competition for the title of the best driver was held as

usual in several stages within the framework of the city “skilled staff” competition un-der the city government sponsorship. The competition has been held for 13 years.

The competition consists of several stages. First the best driver is chosen in ev-ery depot and then 16 best drivers (by the number of depots) show their practical experience and theoretical knowledge.

This year the offered practical task was to reveal and eliminate two faults in the rolling stock equipment within the minimum possible time. The number of points to win for both parts was 25.

There were 25 questions in the theoretical part each approved answer got 1

point.

The winner was Stanislav Isaichev from Sviblovo depot. The second Aleksei Koch-erygin from Krasnaya Presnya depot and the third was Denis Ushakov from Fili de-pot. The drivers who got the 1st, 2nd and 3rd places got the money prizes: 100, 60 and 40 thousand roubles correspondingly. The competitors number 4,5 and 6 Ilia Ulianov (from Sokol depot) Sergei Kauts(Zamoskvoretskoye depot) and Vladimir Karasev (Pechatniki depot) got prmoney prizes from Moscow metro: 20, 15 and 10 thousand roubles correspondingly. Expansion projEctsBy 2020 the total length of Moscow metro lines will be extended by one third. It has

been estimated that the rate of construction will be no less than 15 km of lines per year and in 10 years the network will be radically expanded.

The existing lines will be gradually extended to the outstanding areas of the city. By 2015 the construction of a new circle line will be completed. It will be tunneled under the third circle highway of the city and is supposed to unload the existing circle line used by 72% of Moscow metro customers.

In 2011 a new section of line with two intermediate stations will be in-troduced into service on Liublinsko-Dmitrovskaya line between Mariino and Zyablikovo stations. Zyablikovo will also serve as an interchange to Krasnogvardeiskaya station on Zamoskvoretskaya line. The new branch will improve the quality of transport services in Brateevo, Zyablikovo and Orekhovo-Borisovo Yuzhnoye residential areas. Those densely populated areas are inhab-ited by 120 thousand citizens. It is expected that the new stations will help to unload motor roads and Brateevsky bridge and the area will get rid of traffic jams.

Another new section will be build on Zamoskvoretskaya line from Krasnogvardeiskaya station to Brateevo residential area.

The new Novokosino station will be opened for passengers in 2012. Novokosino will be one vault shallow station with an island platform 163 m long. It will be decorated with natural stones in light – grey and black colors. The colour-istic palette will also include salad-green and orange tints.

The station will be located be-tween Nosovikhinskye shosse and Suzdalskaya street on the borderline of Moscow city and Reutov (suburban town). There will be several exits from the station and metro customers leaving the new station will have a possibility to board either buses going downtown to Moscow or sub-urban trains at the nearby stops.

In 2013 Butovskaya line will be extended from Starokachalovskaya station to Bitsevsky park station. That will ease life of 240 thousand resi-dents of Severnoye and Yuzhnoye Butovo and provide with a reliable link to the neighbouring Yasenevo region.

At the other side Yasenevo region will be served by Sokolnicheskaya line which is planned to be ex-tended from Yugo-Zapadnaya to Tropariovo sta-tion in 2014. The new section will serve Solntse-vo residential area and Vnukovo airport and the trip to the nearest station will be cut down by 10 minutes. Besides the additional station will unload the transport hub at Yugo-Zapadnaya station. In peak hours the load will decrease from 29 to 22 thousand customers.

It is expected that by 2012 a new section of line between Vykhino and Zhulebino with one intermediate station (Lermontovsky prospekt) will be introduced into service.

At present the length of the average trip by other kinds of transport to the nearest metro station is 5-6kms. As soon as the new section is opened 90% of the 85 thousand inhabitants of the area will be able to get to the new metro stations on foot.
