This year’s Academy class offerings are once again closely coordinated with position qualification listings found in PMS 310-1 Wildland and Prescribed Fire Qualifications System Guide and/or those same requirements listed in FSH 5109.17 Fire and Aviation Management Qualifications Handbook. Before signing up for a course(s), the Academy's staff recommends that students take the following steps.

Consult with your supervisor to determine appropriate course(s) to take. Review the position and training requirements that govern your agency’s

fireline qualifications rating system. Become familiar with task book and on the job training requirements for

fireline positions. Shown below are some of the suggested training options firefighters may want to consider taking. The listed course groupings do not necessarily complete all of the required and additional training recommendations needed for these positions.

As in past years, all Academy courses will be filled on a first come/first served basis. While students are welcome to choose any course(s) or any number of course(s) they desire, it is anticipated that this year’s Academy course groupings may result in greater demand so early registration is highly recommended.

S-130/190 – 5 Day S-130/190 Field Days Only Firefighting Training/Intro to Wildland Fire Behavior Basic Firefighting & Wildfire Behavior (Field Day Only)

Introductory course designed to train entry-level firefighters, Fire-fighter Type 2 (FFT2). Course covers basic incident management organization, firefighting techniques, suppression equipment, safety, strategy/tactics along with fire behavior. Firefighting Training/Intro to Wildland Fire Behavior Firefighter Type 1 Introductory course designed to train entry-level firefighters, Fire-fighter Type 2 (FFT2). Field exercises will be performed for valuable hands-on training. Class is scheduled to accommodate daytime working hours. *No Charge to Nassau/Suffolk Volunteer Firefighters

Course is designed to meet the needs of an Advanced Firefighter Type 1 (FFT1). Course is interactive and contains several tactical decision games designed to facilitate learning. Topics include: fireline reference materials, communications and tactical decision making.

S-211 S-212 Portable Pumps and Water Usage Wildfire Powersaws & Storm Debris Removal

Course gives students practical knowledge and application skills in portable pump operations. Field exercises will train students in the setup and operation of a portable pump along with foam applications. Presentation to include pros and cons of retardant use.

Course designed to meet the needs of wildland firefighters, while recognizing DPW and DOT personnel frequently assisting with storm debris removal activities. Course is designed to train students in the proper use of chainsaws and techniques necessary to prepare for their functional role as a chainsaw operator on a wildland fire incident. Course includes a one-day session on storm debris removal. Focus of the storm debris session will be on tension and reactive forces in debris piles, tree felling techniques, limbing and bucking, spring poles and a discussion regarding interactions with utility crews and other public service issues.

S-215 S-219 Fire Operations in the Wildland/ Urban Interface Firing Operations

Course is designed to assist initial attack incident commanders and company officers in confronting wildland fires that threaten life, property and improvements. Course is also suitable for volunteer firefighters who have leadership roles in fire companies that respond to wildland fires. Local active Nassau and Suffolk County, NY volunteer firefighters are eligible to take this course for free.

Identify the roles/responsibilities of the Firing Boss (FIRB) for planning, execution, safety, coordination and evaluation of ignition operations on a wildland or prescribed fire. Describe/demonstrate the applications of various firing devices. Students will prepare a firing plan and briefing that discusses fire behavior, firing techniques, resource requirements, coordination, safety and risk factors to meet specific objectives.

Prerequisite(s): FFT1 qualified. Must be knowledgeable of agency’s firefighting policy relating to wildland/urban interface fires.

Course is designed to meet the training needs of a single resource crew boss on an incident from initial dispatch through return to home unit. Units include preparation, mobilization, tactics and safety, off line duties, demobilization and post-incident responsibilities.

Course provides single resource boss training relevant to the engine boss position. Units covered include: identifying crew and engine capabilities, gathering information for assignments, communicating and coordinating effectively with crew members, and tactics and safety.

S-244 S-270 Field Observer Basic Air Operations

This course provides the skills necessary to perform as a field observer (FOBS) and/or a fire effects monitor (FEMO). Topics include roles and responsibilities of the FOBS and FEMO; how to make observations and document those observations; how to produce hand drawn and GPS field maps; and how to navigate using a compass and GPS. For pre-course work students need to read and complete exercises in Basic Land Navigation (NFES #2865).

This course covers aircraft types and capabilities, aviation management and safety for flying in and working with agency aircraft, tactical and logistical uses of aircraft, and requirements for helicopter take-off and landing areas. Note: The regulations, procedures and policies addressed in this course are primarily those governing federal agency and ICS operations. State, county, or other political subdivisions using this course will need to consult their agency having jurisdiction with respect to regulations, procedures and policies.

S-290 FI-210 Intermediate Wildland Fire Behavior Wildland Fire Origin & Cause Determination

Course provides students with the knowledge of wildland fuels and fire behavior to make safe and effective fire management decisions on prescribed and wildland fires.

The primary purpose of this course is to provide a consistent knowledge and skill base for the Wildland Fire Investigator (INVF). The concepts taught in this course will help an INVF perform at an acceptable level on a national basis without regard to geographic boundaries. The course is presented by lectures, electronic presentations, field exercises, and class discussion.

L-280 RT-372 Followership to Leadership Helicopter Manager Workshop

Course is designed as a self-assessment opportunity for individuals preparing to step into a leadership role. Course combines one day of classroom instruction followed by a second day in the field with small teams working through a series of problem solving events. Topics include leadership values and principles, transition challenges for new leaders, situational leadership, team cohesion factors, ethical decision making, and after action review techniques. Some course aspects involve physical tasks. Course is also suitable for any individual who plans on becoming a supervisor, or for newly appointed supervisors seeking to develop their leadership skills.

This refresher course is intended to update on essential helicopter management skills and provide the latest information on helicopter operations. Core elements of the refresher course cover updates to aviation policy, risk management, and performance planning, along with a pertinent accident review.

Prerequisite(s): Completion of pre-course work & L-180. Wildland firefighters should have experience on incident assignments in operations or support functions.

ASOG Advanced Saw Operations Group – Tier III

Course is designed to meet the needs of First Responders and Public Works personnel tasked with storm debris removal activities. Course will cover how to organize and outfit an ASOG team. Course is designed to help students develop their skills in size-up, hazard recognition and removal activities. Focus of the class will be on proper techniques for mitigating various debris hazards typically encountered after a storm. This class includes a one day awareness session followed by two days of field operations. Students will supply their own PPE. Students are encouraged to bring their agencies chainsaws and saw maintenance kits. Prerequisite(s): Field sessions: S-212. Tick Prevention and Informational Presentation

Participants will learn how to identify the three major ticks on long island, recognize which stages of the lifecycle for each tick will bite humans; learn the best methods and repellents to repel ticks; learn about looking for ticks in the landscape and how to reduce them and a short refresher about tick borne diseases including safe tick disposal. *Free Course

Active Shooter Presentation Stop The Bleed Presentation

Research has shown that many active shooter events are over before law enforcement responders arrive on the scene. Civilians who find themselves embroiled in such an event must be prepared to take immediate action to save their own lives before law enforcement arrives. The average response time for police response to an active attack event is three minutes. Without effective, pre-planned response options for civilians at the scene of the attack, many victims can be seriously injured or killed during these three minutes The Civilian Response to Active Shooter Events course, designed and built on the Avoid, Deny, Defend (ADD) strategy developed by Texas State University in 2013, provides strategies, guidance and a proven plan for individuals to follow in an active shooter event. *Free Course

Trauma is the leading cause of death age 1-44 in the United States and bleeding is responsible for 35-40% of deaths in first 24 hours!

Learning what to do while waiting for first responders to arrive can

save lives! This presentation is designed for laypeople with no medical training in response to active shooter and mass casualty events, but

skills learned can be used in the event of ANY life-threatening bleeding!

This course teaches basic life-saving interventions including: Recognition of life-threatening bleeding

Bleeding control with a commercial or improvised tourniquet Wound-packing using hemostatic gauze

and more.

ATV UTV All-Terrain Vehicle and Driving Operations Off-Highway Vehicle Basic Driver Course

Cour Course is given by the All-Terrain Vehicle Safety Institute Course is a hands-on ATV course that involves field practice such as starting and stopping (both gradual and quick), negotiating hills, emergency stopping and swerving and riding over obstacles. Course covers protective gear, environmental concerns and local laws. Course discusses the specific safety issues associated with using ATV in wildland firefighting situation. Couse will satisfy the requirements for ATV skills on wildland firefighter’s Red Cards.

Course is designed for off-highway vehicle users involved in wildland firefighting and emergency response scenarios. This course is conducted by certified driver coaches. Course is a partial-day program that has approximately three hours of riding time that includes between-exercise discussions. Course includes six closed range exercises and up to seven optional open trail experiences, depending on terrain that is available. Course is given by the Recreational Off-Highway Vehicle Association (ROHVA) and will satisfy the requirements for Utility Task Vehicle (UTV) skills on wildland firefighter’s Red Cards.

Registration for the Incident Management Team Trainee positions is due by October 1, 2018

Incident Management Team Trainee Program

Trainee positions are open for several Command Staff, General Staff, Unit Leader and Manager positions for a minimum of a five-day training program. Trainees should have an open position task book for the

trainee position being requested; Local Type 3 IMT’s may apply as a team for the five-day

training program to manage the Academy (space permitting); All trainees will be supervised and trained by the qualified

Academy Incident Management Team. There are TWO five-day training sessions to choose from at the Academy.

Trainee Session A: 10/18 – 10/22 Trainee Session B: 10/22 – 10/26

Trainees have the opportunity to work on: Initial response phases of incident management including Agency Administrator’s Briefing; Management of daily operational periods of an incident, conduct a transition with another

IMT/trainee and demobilization of an incident depending on the session attended; and Trainees will work through the Planning “P” on a daily basis, conduct Section or Unit level

meetings, participate in Command and General Staff meetings, plan and develop the daily Incident Action Plan and conduct daily Operational Period Briefings for incident management staff and academy participants.

Each Trainee will perform tasks listed in their position task book under the direction of a Type 1, 2, or 3 qualified level trainer. Trainees will actively perform position responsibilities and will work in excess of eight hours per day. Trainees are limited to one position task book per session. Since there are a limited number of Trainee positions available per five-day training session, each

Trainee applicant will be evaluated before being accepted for a specific traineeship to ensure the

applicant has had the required:

ICS classroom training; Field incident experience and position task book for the Trainee position applied for; and Listing of incident/event experience, preferably in the ICS function or position being applied for.

If the Academy evaluation determines the applicant needs additional training or experience, we will provide that direction to the applicant and assist the applicant in receiving additional training. If you are accepted as a Trainee, your academy trainer will contact you and begin designing your individual training program with you directly along with the assistance of the Academy’s Training Specialist.

Please do not make any trip reservations until you receive an acceptance for your desired trainee

position.

The Academy’s goal for all Trainees is that they receive actual incident management exposure with qualified trainers, so that Trainees have the ability to advance themselves technically, gain confidence in the ability to perform their ICS positions and be better prepared for their next incident response with their home unit. Another option for individuals who do not meet the “trainee” requirements listed above would be to register as an “OBSERVER” to gain more knowledge and experience in the Incident Command System. Individuals registering as an “OBSERVER” will be assigned to the Liaison Officer who will arrange for the individual to observe the management of an incident under the incident command system, including operational briefings, command and general staff meetings, unit level meetings, strategy meetings, planning meetings and development and preparation of a daily incident action plan.

No position task books will be worked on by individuals registering as an “OBSERVER.”

Ray Corwin Memorial Scholarship: S-130/190 Basic Firefighting & Wildfire Behavior (five day and field day courses) and S-215 Fire Operations in the Wildland/Urban Interface are FREE to Suffolk and Nassau County, New York volunteer firefighters. Refund Policy: All cancellations must be made in writing to NYWIMA@pb.state.ny.us and must be received no later than Oct. 1, 2018. Full refunds will be given for all cancellations made by October 1st. After Oct. 1st, a fee of $60 will be charged for each class cancelled. If you are taking a one day only class, the cancellation fee is $60 for cancellations after Oct. 1st. Substitutions are possible. The administrative fee is non-refundable and refunds will not be issued for “No Shows.”

LODGING: Dormitory Lodging at Brookhaven National Lab will be available on-site for $50 per night. All reservations are made directly with BNL’s Housing Office. Contact BNL at (631) 344-2541 or (631) 344-2551. Have a credit card available. American Express, Visa and Master Card accepted.

NOTE: If you do not check in on the first night that you requested, you will be charged for that night. If you have a change of plans, please let housing know ASAP.
