1.0 INTRODUCTION
A borehole investigation was conducted b. Dames & Moore within the northwest andsouthwest portions of the CAM-OR Site, Westville, Indiana from November 19-21, 1990. Thepurpose of this investigation was to characterize and determine the approximate volume and
extent of process-derived subsurface sludge and discolored soils in this area. The sludge isvisible at the surface in several small mounds which seem to have resulted from sludge
outcroppings beneath the soil in the northwest quadrant of the property.
A total of twenty-five (25) borings were drilled; the total footage of these borings was
453.5 feet. Depths of the borings varied from eight (8) to twenty-nine (29) feet. All but two
(2) of the borings were arranged in a grid pattern on approximately 75-foot centers (Figure 1)to determine the thickness, depth and lateral extent of the black sludge or discolored soils.These twenty-three (23) borings were logged in detail. Two (2) additional borings (Borings B-24and B-25) were advanced to take laboratory samples in order to characterize the black sludgeand discolored soils.
This report presents Dames & Moore's f indings concerning the characteristics, thickness
and lateral extent of the black sludge and discolored soils. These findings are based solely onthe following:
1. The observations of Dames & Moore personnel2. Analytical data
2.0 FIELD OBSERVATIONS
2.1 Field Methods
Drilling was performed by D&G Drilling Company of New Lenox, Illinois. A CME-55ATV (all terrain vehicle) was utilized during this effort to negotiate the soft ground surface.
Drilling was accomplished using a 4-inch solid stem auger. Continuous sampling wasinitially performed by driving a 2-inch diameter, 2-foot long split spoon with a 140 poundhammer. The 4-inch solid stem auger was used to ream the borehole when necessary in orderto drive the split spoon to greater depths. This method was used for the first eight (8) borings.Although discrete soil samples were not retained for laboratory analysis, they were closelyexamined for evidence of discoloration.
We continued to sample using just the solid stem auger (auger probe method). The splitspoon was used to obtain samples for laboratory analysis from Borings B-24 and B-25. Theauger was driven approximately five (5) feet at a time and pulled out of the hole at which timethe outer coating of material on the lead auger stem was removed and the remaining materialwas logged.
The augers were decontaminated between borings by washing with a steam cleaner. Thesplit spoon, when used on the first eight (8) borings, was thoroughly rinsed off between samples.(Sampling and decontamination procedures used for collection of laboratory samples in BoringsB-24 and B-25 are described later.) After the completion of this effort, the borings were
backfilled with cuttings and nearby surface materials.
2.2 Northwest Area
The northwest area is a triangular area bordered to the north and west by the propertyfence line. The southeast boundary extends from just west of the lagoon area (where
remediation is currently taking place) to just south of the large leaning tank. Hardened black
sludge outcroppings were evident in this region of the site. Borings B-l though B-19 wereadvanced in this area to define thickness and lateral extent of the black sludge and other
discolored soils. Samples were taken from Boring B-25 to characterize this material in the
northwest area.
Detailed logs of all borings are attached (See Appendix A). The soil column was notalways consistent from one boring to the next in the northwest area. Contacts between soil types
were hard to distinguish when masked by black sludge or oil stains. Generally, the upper five(5) to fifteen (15) feet consisted of silty clay with minor sand and gravel. Below this silty clay
a layer of fine sand with minor silt was encountered. The repetition of this lower fine sand uni t
at deeper intervals indicates it is likely native soil, but its upper boundary is highly variable and
has probably been disturbed by past site excavations.
Black sludge-like materials or discolored soils were generally encountered at depths ofless than two (2) feet below the surface. In Boring B-12, however, there was six (6) feet of siltyclay overlying the black sludge. The discolored soils zone generally consisted of black sludge
or sludge-like materials and oil-stained soil interbedded with visually clean soil.
2.3 Southwest Area
The southwest area is rectangular in shape and is much smaller in area than the northwestportion of the site. It includes the flat, low-lying area which is bounded to the west and south
by the property fence line, to the east by several tanks and buildings, and to the north by the
leaning tank. Borings B-20 through B-23 were advanced in this area to define thickness and
lateral extent of the discolored soils or sludge zone. Samples were taken from Boring B-24 to
characterize this zone in the southwest area.
The soil column was fairly consistent in the southwest area. Generally, sandy and siltyclay with minor gravel was encountered from zero (0) to five (5) feet. Below this a fine sandunit was encountered.
The upper zone was observed to consist of black sludge or oil-stained seams interbeddedwith the silty clay or the fine sand. At depths from 4.5 to 10.5 feet, we encountered the top ofa more continuous sludge zone consisting of black oily sludge interbedded with a fine sand uni t .The proportion of sludge or oil in the sand decreased gradually with depth. The black sludge-like material encountered in the southwest area was generally more fluid in nature than thesludge and discolored soils in the northwest area.
3.0 SAMPLING AND ANALYSIS
3.1 Sampling Methods
Soil/sludge samples were taken from Borings B-24 and B-25. The borings were advancedusing the CME-55 ATV drilling rig. Continuous samples were obtained by driving a 2-inchdiameter, 2-foot long split spoon with a 140-pound hammer. When necessary, the hole wasreamed with a 4-inch solid stem auger.
Prior to drilling Boring 2-24 and between Borings B-24 and B-25, the entire back of thedrilling rig was steam cleaned along with the augers and split spoons. Between samples, thesplit spoon was cleaned with a mixture of Alconox and water and then rinsed with tap water.
During sample collection the samplers wore sterile latex gloves. Tongue depressors wereused to transfer samples from the split spoon to the sample jars. A discrete sample was takenfor TCLP VOAs (volatile organics) from each of two (2) locations (Borings B-24 and B-25):One in the upper soil region and one from deeper soils. Care was taken to transfer this samplequickly and to displace all air space in the sample jar with the soil/sludge. Composite samples
were taken from each of two (2) intervals from Borings B-24 and B-25 and analyzed for TCLPparameters including semi-volatile organics and metals as wells as PCBs, pesticides, herbicides,
pH, flashpoint and percent solids (see Table 2). Due to the fact that samples collected at theseboreholes were among the most visually discolored and odorous (similar to fuel oil) of all soils
encountered during the drilling, they were submitted for laboratory analysis.
All samples were immediately placed in a closed cooler with ice for temporary storage.These samples were later taped shut, sealed in plastic bags, and placed with ice in a plastic
cooler to be shipped by Federal Express to EMS Heritage Laboratory in Darien, Ill inois. Thesamples were accompanied by a chain-of-custody form (see Appendix B).
3.2 Sample Analyses
The following EPA methods were used for these laboratory analyses: SW846-8240 for
TCLP volatile organics; SW846-8270 for TCLP semi-volatile organics; SW7.3.3.2 for cyanide;SW7.3.4.1 for sulfide; SW846-7080 for barium; SW846-3010 for cadmium; SW846-7190 for
chromium; SW846-7420 for lead; SW846-7760 for silver; SW846-7060 for arsenic; SW846-7740 for selenium; SW-846-7470 for mercury; SW846-8080 for PCBs and TCLP organochlorine
pesticides; SW846-8150 for TCLP chlorinated herbicides; SW846-9045 for pH; ASTM D-92
for flashpoint; and EPA 160.3 for total solids. Methods for extractions, digestion, leachate andother preparatory procedures are outlined in the laboratory report (Appendix C).
A summary of results for the previously described parameters is attached (Table 1).Laboratory analytical data sheets are also provided in Appendix C. As these results indicate,
all organic constituents were well below the i r respective TCLP l i m i t s . The only volatile (VGA)
TCLP constituents detected were benzene, tetrachloroethylene, and trichloroethylene. The VGA
constituents for both samples collected from Boring B-25 at the northwest portion of site were
below their respective detectable limits (i.e. below the method quantitation limits). With theexception of benzene, all VGA constituents for both samples collected from Boring B-24 werealso below their respective detectable l imi t s . The average benzene concentration for th i s
borehole is 0.058 mg/L, which is only slightly above its detectable limit. (This assumes thatthe benzene concentration for the sample collected at the 13.5- to 14-foot interval is equal to its
method quantitation limit of 0.05 mg/L. This is a conservative evaluation and assumes the worst
case.)
With regard to TCLP semi-volatile constituents, all were well below their respective
detectable limits.
TCLP herbicides and pesticides were not detected in any of the samples collected at thenorthwest and southwest portions of the facility. PCBs (polychlorinated biphenyls) were also
not detected in any of the samples collected in these areas. With the exception of the 4.4 mg/kg(or parts per millions) of sulfides detected in Sample B-24 at the 4 to 10-foot depth interval, all
other cyanide/sulfide levels were below detection limits, and, consequently indicate that thismaterial is not hazardous via RCRA reactivity criteria. Flashpoints for samples at the northwestand southwest portions of the site were greater than 180°F in all cases, which indicates that thematerial could not be considered RCRA ignitable.
The pH for all samples collected fell within the range of 5.4 to 6.7 standard units.
With regard to TCLP metals, only arsenic, barium and lead were detected. Althoughthese constituents are present at both the northwest and southwest portions of the Site, theaverage concentration for all three (3) constituents were below their respective RCRA TCLPl imi ts in Borings B-24 and B-25. The average concentrations for arsenic, barium and lead for
Boring B-24 (i.e. the average of the composite collected at 4 to 10 feet and the composite from12 to 22 feet) are 0.033 mg/L, 0.865 mg/L, and 0.595 mg/L, respectively. The averageconcentrations for arsenic, barium and lead for Boring B-25 (i.e. the average of the composite
collected at 2 to 12 feet and the composite from 12.5 to 18 feet) are 0.012 mg/L, 1.69 mg/L and4.7 mg/L, respectively.
4.0 VOLUME OF BURIED SLUDGE
4.1 Northwest Area
The volume of buried sludge and discolored soils in the northwest area was estimatedby considering this entire area as one (1) unit. The average thickness of suspect soils is jus tunder thirteen (13) feet from Borings B-l though B-19 (Table 2). Generally, the northwest arearesembles a right triangle, with legs of approximately 525 feet and 550 feet in length. To findthe area, we multiply (l/2)(525 feet)(550 feet) to get 144,375 square feet. To get the volume,we multiply the area (144,375 square feet) by average thickness (13 feet) to get 1,876,875 cubicfeet. Dividing by 27 cubic feet per cubic yard, we get 69,514 cubic yards.
4.2 Southwest Area
Borings in the southwest area indicated a much more homogenous sludge zone. Weestimated an average thickness of material at 25.75 feet. The southwest area of subsurfacesludge comprises a rectangle approximately 150 feet by 275 feet. Multiplying (150 feet)(25.75feet)(275 feet) and then dividing by 27 cubic feet/cubic yard, we get 39,340 cubic yards ofmaterial.
The resulting total from both areas on the site is estimated to be approximately 110,000cubic yards.
4.3 Assumptions for Volume Computations
The lateral extent of sludge and discolored soils was assumed to extend to the north, westand south to the property fence line. The northwest area was assumed to extend east toward thelagoon and southeast toward existing tanks and structures. The southwest area was assumed toextend east to existing tanks and structures.
The values provided for the thickness of sludge include the interval from ground surfaceto the lowest level where oil-stained materials were detected. In most of the borings, sludge wasencountered at depths of two (2) feet or less. Should soil excavation be required, any overlyingclean material would likewise be excavated; therefore, the total volume of soils would includethe interval from the ground surface to the bottom extent of sludge and discolored soils.
5.0 CONCLUSIONS
Dames & Moore has completed an investigation of the process-derived sludge anddiscolored soils in the northwest and southwest quadrants of the CAM-OR site, Westville,Indiana. This investigation involved the following activities:
• Drilling of twenty-five (25) borings
• Laboratory analyses of two (2) samples from each of two (2)borings for TCLP volatile and semi-volatile organics, TCLPmetals, TCLP herbicides and pesticides, pH values, and PCBs.
Based on the results and findings from this investigation, the following conclusions havebeen reached:
• There are approximately 110,000 cubic yards of sludge anddiscolored soils and cover material within the boundaries of theareas referred to in this report as the northwest and southwestareas.
• The laboratory analytical data indicates that, with regard to TCLPorganics and metals, the sludge and discolored soils do not exhibithazardous waste characteristics.
