Fresh & Easy opened thedoors to its first SantaBarbara store on MilpasStreet Wednesday under a 30-day permit from the city.In the same location as the
old Fairview Market, thebuilding has come undersome scrutiny.Although the building is up
to code and meets all safetyregulations, neighbors of the
store are appealing some ofthe designs, which is why itopened with a 30-day permit.Dino Frangos owns a store
next door to the new marketand is mostly worried aboutthe height of the wall on thesouth end of the parking lot.“I wish Fresh & Easy the
best and hope they succeed,”he said. “They made somepromises to build in a certainway and I just want them tokeep those promises.”City planner Bettie Weiss
doesn’t expect there to be a
problem getting the full per-mit, which is up for appeal tothe city on June 19.“It’s a commercial struc-
ture, and we wanted to makesure there were qualitydesigns and that it would besafe,” she said. “We want tokeep our neighbors happy.”City Council member

Civil Grand Jury wantscounty to move quicklyto halt truancy problem
The Santa Barbara CountyGrand Jury is recommendingthat the county implementtruancy reduction programsby the start of the 2012-2013school year.Last year the jury authored
a report “Where is theTruancy Program in SantaBarbara County?” recom-mending that the County ofSanta Barbara, the Office ofthe District Attorney, theSanta Barbara CountyEducation Office and SantaBarbara County school dis-tricts develop anti-truancyprograms.The previous report found
truancies spiked from 20 per-cent to 48 percent since the
county cut its anti-truancyprograms in 2008.After forming a subcom-
mittee to work out the issue,the Santa Barbara CountyBoard of Supervisorsendorsed the programs’restoration in May.“The Grand Jury has been
closely following the progressof this subcommittee and hasbeen impressed with the deepcommitment of the represen-tatives of the various partici-pating agencies,” Sten said ina written statement.
The program is expectedto cost around $170,000 for adedicated deputy districtattorney and staff member tooversee the program.At the board meeting in
May first district supervisorSalud Carbajal said the pro-
gram could help students stayon track and turn their livesaround.“This is an extraordinary
opportunity to put a programback in place that will help ussalvage our children,”Carbajal said at the meeting.The board agreed to look
into funding the program dur-ing budget hearings. GrandJury Foreman Ted Stenapplauded the county’sefforts.Enforcement will work in a
series of levels starting with aletter to parents, then afterschool meetings with parentsand students, a truancy medi-ation team, or a school atten-dance board.Districts throughout the
county will be handling poli-cies individually.
A student is consideredtruant when he or she hasmore than three days or 18periods of unexcusedabsences.

historical significance toMexico, filmed in Mexico,and supported by the MexicanFilm Fund, the producerschose to broaden its appeal inNorth America by using someinternationally knownAmerican actors and filmingthe story in English.While the facts may be dis-
tinctly tied to a period ofMexican history, the imageryand evil portrayed is universaland often harks back toimages of the Roman Empirein its quest to crush the earlyChristian movement as athreat to their political power.The Cristeros War is a fas-
cinating and troubling periodin Mexican history that had aspillover impact on Californiaas a refuge for those whowanted religious freedom.The genesis of the rebellionhad its roots in the adoption ofa new Mexican Constitutionin 1917 that gave broad pow-ers to the government at everylevel to restrict the impact ofthe Catholic Church.Much of the world at that
time was following the emer-gence of socialism in Europeand Russia, and in Mexicothere was an attempt to imple-ment these same atheisticreforms under the guise of“separation of church andstate.”“For Greater Glory” gives
us a glimpse of three elementsof this universal battle. Thefirst is the impact of personalcourage and Christian exam-ple lived out in front of theirpersecutors.Father Christopher (Peter
O’Toole) is an elderly priest
who chooses to defy the gov-ernment’s ban on saying theMass, and he refuses to aban-don his parish even though histownspeople plead with himto leave.His martyrdom has a pro-
found impact on a young boy,Jose Luis Sanchez del Rio(Mauricio Kuri), who ulti-mately gives his life in mar-tyrdom himself when he fol-lows Father Christopher’sexample and will notdenounce Christ in front ofhis family and the army.Jose’s martyrdom motivatedleaders to come forth to fightthe evil being perpetuated bythe government.The second element of
truth is the fact that noamount of brutality or harshpolitical treatment can escapemoral judgment.Mexican President
Plutarco Elias Calles (RubenBlades) follows the path ofStalin and tries to crush thechurch by executing priests inthe street to set an example ofhis power.One graphic scene shows
many believers hung fromtelephone poles stretchinginto the horizon similar to thecrosses the Romans wouldline up down a road to maketheir point.The unintended conse-
quence was that a highly dec-orated military leader EnriqueGorostieta Velarde (AndyGarcia), rose up to lead thou-sands of “Cristeros” in a fightto challenge President Callesand ultimately defeating hisplan.Enrique Velarde was not a
deep believer, but his moraloutrage and the courage of theCristeros moved him toaction, even though it put his
family at great risk. He wasamong the best militarystrategists in Mexico and hisskill galvanized the manyanti-government groups thatwere operating independentlyinto an army.The final lesson of the film
is that although evil may besuppressed at any point in his-tory, it has not been eliminat-ed.Armed conflict may bring
an end to an unjust war, but itdoesn’t transform peoples’hearts into pure love in a wayexemplified by Christ.Ongoing discernment andsacrifice, living out moralcourage as an example infront of others, and standingup for what is right in thepolitical process is a necessityevery day.It isn’t something we rec-
ognize as just a contributionin the past.The Cristeros War may
have ended in 1929, but inMexico it is still illegal tohold a Mass outdoors or for apriest to hold a public office.We are never more than a fewmoments, steps, or actionsaway from evil remerging andassuming leadership in ourmidst.

’76 Association has donatedthe money, time, and effort tobring the flag back to the pub-lic eye after two years of nocelebration.The flag has been hidden
from view simply due to lim-its ensued by physics.The flag, which weighs
less than 200 pounds, hassuch a large surface that it canfly only under mild weatherconditions.
As with a sail on a sailboat,strong winds will put pressureon the flag, which will thenput pressure on the building.A historical building like theLobero Theatre can withstandonly so much pressure.“It can be an engineering
nightmare, if it’s windy,”Lamberton said.It will take the Lobero
Theatre staff approximatelythree to four hours to put theflag up on Thursday morning.The Lobero staff will wake upearly, at 8 a,m. to set up theflag that means so much tolocals who still grieve aboutthe losses from 9/11.
“It’s called the GarrisonFlag, which means it’s thelargest flag in the communi-ty,” said Paul Lamberton,who explained that the com-munity usually makes a bigdeal out of this event.“People ask, ‘Why isn’t the
flag up?’” said Lamberton. “Itis a lot of work. It’s kind oflike flying a parachute.”The Spirit of ’76
Association raised approxi-mately $5,000 for materials tomake and hang the flag.“It’s the same size flag that
was on the Pentagon on9/11,” explained Lamberton.In fact, the flag is a replica
of the American flag that wasdisplayed at the U.S.Pentagon following theattacks on September 11,2001.The flag will also be dis-
played at the Fourth of JulyConcert in the SunkenGardens at the Santa BarbaraCounty Courthouse on July4th at 1 p.m.Also on July 4th, the Spirit
of ’76 Association will cele-brate the 50th Anniversary ofthe Fourth of July Parade,which will include anotherflying of the flag.

Armstrong faces new doping allegations(Reuters) The U.S. Anti-Doping
Agency (USADA) has brought formaldoping charges against U.S. cyclistLance Armstrong and he has been imme-diately banned from competition intriathlons as a result, the WashingtonPost reported on Wednesday.Armstrong, a seven-time Tour de
France winner, denied the charges in astatement: "I have never doped, and,unlike many of my accusers, I have com-peted as an endurance athlete for 25
years with no spike in performance,passed more than 500 drug tests andnever failed one."The Post cited a 15-page charging let-
ter by the USADA. It said the agency,which oversees anti-doping in Olympicsports in the United States, was empow-ered to bring charges that could lead tosuspension from competition and therescinding of awards but did have notauthority to bring criminal charges.A spokesman for the USADAwas not
immediately available to comment.Armstrong said: "These are the verysame charges and the same witnessesthat the Justice Department chose not topursue after a two-year investigation."In February, the U.S. Justice
Department dropped an investigationcentered on whether Armstrong and histeammates cheated the sponsor of theirbike racing team with a secret dopingprogram.

The Santa Barbara UnifiedSchool District’s Board meet-ing Tuesday night focused onwhy Measures X and W failedand discussing its options ofwhere to go from here.The Board agreed that both
measures should be placed onthe November election ballotand some changes in lan-guage along with details. Thisboard must act quickly. June28 is the last day to add anymeasures to the Novemberballot.“We need to take a strong
stance and craft the right mes-sage,” Board President SusanDeacon said.There was solid support
from the public at the meetingas well.“It’s critical for this Board
to move forward with somesort of parcel tax on the
November ballot,” DavidHolmes said in a public state-ment to the Board. “We haveinvested enough money tobuy every fourth grader in thedistrict a violin but withoutthe parcel tax money we wonthave enough funds to instructthem.”Board member agreed that
extremely low voter turnoutwas one of the reasons theMeasures failed this timearound, but there is sure to beno shortage of voters in aPresidential Election. Boardmembers also had their ownideas of how to change themeasures going forward.Deacon suggested taking
out the restrictions on classsizes but was adamant aboutkeeping career tech classes.California educational
funding per student per yearis $2,800 below the nationalaverage. Without the parcel
tax money provided byMeasures X and W, the dis-trict will lose an additional $6million in funding on top of$20 million in budget cuts.Board member Ed Heron
dominated the debate playingdevil's advocate and saying itwont be any easier this timearound.“The language of the
measure needs to be morespecific,” he said. “We needto spell it out for people andsell them on it; tell them howmuch of the money is goingto which program.”He also pointed out the
need to bring the RepublicanParty, who opposed the meas-ures, into the loop when craft-
ing the revised measures.“This funding is too impor-
tant to fail,” she said. “It'simportant to preserve what[funding] we have, it reallymakes a difference what theprice is.”The Board seems to be
shaking off the tough lossesof Measures X and Y andlooking forward toNovember.“I think we are all still kind
of processing all the emotionswe felt after such a heartwrenching loss," Deaconsaid. “Needless to say I wantthis to pass and we should bewilling to do whatever is nec-essary to get it passed.”
