RAMBAN, Feb 4: As part ofits commitment in providingskill development and employ-ment avenues to the youth of theregion, Delta Force in collabo-ration with Jammu and KashmirEntrepreneurship DevelopmentInstitute organized a prelimi-nary registration and counselingsession of approximate 60 can-didates from the district atChanderkot.
The training includes a 21-day course of entrepreneurshiptraining by the Institute atRamban followed by provision-ing of loan to interested candi-dates for starting up their ownbusiness.
The training capsule willcommence in third week ofFebruary and all necessaryassistance is being provided byRashtirya Rifles Sector underDelta Force.
India, China hold inaugural dialogue
on maritime cooperationNEW DELHI, Feb 4:
Amid enduring tensionsover the South China Sea, Indiaand China today held inauguralround of talks on maritimecooperation.
The dialogue here covered arange of issues of mutual inter-est, including exchange of per-spectives on maritime securityand prospects for maritimecooperation between the twocountries, the External AffairsMinistry said.
It said developments ininternational regimes such asUNCLOS (UN Convention onthe Law of the Sea) and IMO(International MaritimeOrganisation) also figured in thediscussions.
The Indian delegation wasled by Amandeep Singh Gill,Joint Secretary (Disarmamentand International SecurityAffairs) in the Ministry ofExternal Affairs, while theChinese delegation was led byKong Xuanyou, AssistantMinister of the Ministry ofForeign Affairs of China.
The next round will be heldin Beijing on a mutually con-venient date, the MEA said.
The dialogue assumes sig-nificance as China has beencritical of oil and gas explo-ration projects by Indian com-panies in the South China Sea,a huge source of hydrocar-bons.
China has acrimonious rela-tionship with a number of coun-tries including Vietnam over theSouth China Sea.
India has been supportingfreedom of navigation andaccess to resources in the SouthChina Sea in accordance withprinciples of international law,including the 1982 UNConvention on the Law of theSea. (PTI)
One dies, twoinjured in accident

KISHTWAR, Feb 4: A driv-er was killed, while two othersreceived injured, when the TataSumo they were traveling inmet with an accident in BalgranBonjwah.
As per police sources, a TataSumo bearing registration num-ber JK14-2365 was on its wayto Gawri from Balgran, when itmet with an accident near UpperMorh Balgran, resulting intoinjuries to three persons.
After getting information,police team rushed to the spotand shifted the injured to hospi-tal at Thathri, where one of theinjured identified as GirdhariLal succumbed to his injuries.
The condition of two otherinjured persons identified asMangal Singh (driver) andRekha Devi was stated to be sta-ble, when reports last came in.
A case in this regard hasbeen registered at Police PostJwalapur and investigationstarted.
India ratifies convention oncompensation for nuclear damage
NEW DELHI, Feb 4:
In a significant move aimedat putting an end to the con-tentious nuclear liability issueand assuage suppliers' con-cerns, India today ratified theConvention of SupplementaryCompensation for NuclearDamage, marking an importantstep in addressing mattersrelated to civil nuclear liabili-ties.
The move will help estab-lish a worldwide liabilityregime of enhanced compensa-tion for nuclear damages.
India's Ambassador andPermanent Representative inVienna, Austria, Rajiva Misra,today handed over theInstrument of Ratification toActing Director General ofnuclear watchdog InternationalAtomic Energy Agency(IAEA) Juan Carlos Lentijo,official sources said.
The Convention will comeinto force for India on May 4this year, 90 days from the dateof deposit of the ratificationinstrument.
Clauses under the CivilLiability Nuclear Damage(CLND) Act were majorimpediments in the progress ofbuilding reactors with US inIndia.
Following the discussionsin the Contact Group between
US and India last year, theidea of the India NuclearInsurance Pool as a part of theoverall risk managementscheme for liability was alsopresented to Washington.Based on the presentations bythe Indian side, and the dis-cussion thereon, there is ageneral understanding thatIndia's CLND law is compati-ble with the Convention ofSupplementary Compensation(CSC). The Nuclear InsurancePool was formed in June2015.
Incidentally, of the threecountries (US, France andRussia) with which India iscollaborating for building reac-tors, it was the US that hadpressed for ratifying the CSC.
The objective of the CSC isto establish a worldwide liabil-ity regime and to increase theamount of compensation avail-able to the victims of nuclearaccidents. (PTI)
Vigilance not a ‘bad’word: CVC
NEW DELHI, Feb 4:
The word vigilance has overtime transformed into a “badword” and it is not about goingafter someone with full force topunish them, Central VigilanceCommissioner (CVC) K VChowdhary said today. He saidorganisations need to build asystem and Standard OperatingProcedures (SOPs) to keep pos-sibility of wrongdoings at bay.
“In spite of vigilance beingsome kind of a word whichadvises you to be vigilant, beingcareful about good or bad, it has
over a period of time trans-formed into a bad word. Youcatch hold of somebody then tryto punish him.
“What we are trying to donow (is) bring some kind ofawareness in people about whatis corruption and what is anti-corruption,” Chowdhary said.He was speaking during theinauguration of an internationalHR summit organised byStanding Conference of PublicEnterprises (SCOPE), an apexprofessional organisation repre-senting the central Governmentpublic enterprises. BANGKOK, Feb 4:
Voicing concern over the“spreading tide of extremism”,India today sought strong, coor-dinated action by like-mindednations to combat the menace aswell as growing non-traditionalthreats like piracy.
Addressing Thai academics,businessmen and students at theprestigious ChulalongkornUniversity here, Ansari alsotouched upon the “evolving situ-ation” in the South China Seathat demands restraint from allparties.
India supports collectiveefforts by ASEAN member statesand China to conclude the codeof conduct to keep peace and sta-bility in the region, Ansari saidabout the South China Sea (SCS)issue in which Beijing isinvolved in a territorial disputewith a number of ASEAN mem-bers.
China claims the SCS - amajor shipping lane - and 90 percent of the islands includingmajor shipping lanes that dot it.Brunei, along with other ASEANmembers like Malaysia,Philippines and Vietnam, hasbeen also staking claims in theSouth China Sea. Over half of theworld’s commercial cargo passesthrough the Indo-Pacific water-ways.
“Non-traditional threats suchas piracy, smuggling, transnation-al crimes and drug-trafficking areon the rise and pose a challengefor our countries and requirestrong and determined, coordinat-ed action to control.
“The spreading tide ofextremism and terrorism is athreat we (India and Thailand)
both face. Successfully dealingwith such threats requires strongcooperation among like- mindedpartners.
“Thailand and India alreadyhave a robust cooperation in thisarea and I am glad that we havealso taken steps to institutionalisesuch cooperation at the regionallevel,” he said during his visit toThailand.
Ansari also said that India isready to “meet the expectations ofour friends in the region and playa more pro-active role in theprocesses leading to the ASEANCommunity”.
Underlining that there is“tremendous potential” forenhancing bilateral defence ties,he said India hopes to continuethe already “robust” cooperation.
Ansari, who flew into thissoutheast Asian country on thefirst visit by an Indian VicePresident in half a century at theinvitation of Thai premier GenPrayut Chan-o-cha made theremarks in his speech on ‘India,Thailand and ASEAN: Contoursof a Rejuvenated Relationship’.
India has a shared vision for apeaceful region and the seasaround it and believes that alltrade routes and the sea lanesmust be protected from tradition-al and non-traditional threats andall countries using these interna-tional waters must act withresponsibility and restraint, hesaid.
“As the countries in theASEAN region strive for greatereconomic integration, the safetyof sea lanes - critical for maritimetrade and commerce, maritimesecurity, and access to marineresources in accordance withaccepted international norms,continues to assume greater sig-nificance,” he said.
Stressing on the need forenhancing bilateral defence ties,he said: “Thailand has playedhost to ships of the Indian Navyand the Indian Coast Guard onseveral occasions in recent years.
“We hope to continue thiscooperation through technical,human resource development,capacity building and contribut-ing to the development of Thaicapacities, both physical andhuman.”
He called for synergisingefforts in areas of economy andbusiness to enhance and diversi-fy trade, saying despite the largesize and rapid growth of respec-tive economies, the trade andinvestment between India andThailand remains modest.
“We need to encourage ourprivate sectors to make invest-ments in infrastructure and man-
ufacturing sectors in the eachothers’ country and for this thetwo governments are willing toprovide a predictable and com-prehensive legal and taxationframe-work,” he said.
On India’s engagement withASEAN, Ansari said: “The DelhiDialogue, the eighth edition ofwhich will be held later thismonth; the ASEAN-IndiaEminent Persons Lecture Seriesand the ASEAN-India Centre inNew Delhi are important compo-nents of our agenda to enhancemutual understanding.”
The ASEAN-India Plan ofAction for the period 2016-20was adopted in August 2015which identifies concrete initia-tives and areas of cooperationalong the three ASEAN pillars -political-security, economic andsocio-cultural, he said, adding:We have opened a separateMission to ASEAN and EAS inJakarta to further strengthen ourengagement.”
Speaking on the trident ofcommerce, culture and connec-tivity, he said: “India is consider-ing the feasibility of liberalisingour visa regime for ASEANcountries to facilitate Buddhisttourist arrivals.
Connectivity with ASEAN inall its dimensions - physical,institutional and people-to-peo-ple - continues to be a strategicpriority for India, he said.
“Special efforts are beingmade to develop a coherentstrategy, particularly for linkingASEAN with North East India.This is reflected in the finalisa-tion of negotiations on theI n d i a - M y a n m a r- T h a i l a n dMotor Vehicles Agreement andASEAN-India MaritimeTransport CooperationAgreement. 2 ear rings snatched from old lady

KATHUA, Feb 4: Twoyouth who most probably werethe chain snatchers forciblysnatched two rings from the earsof an old lady at Ward No 4 herethis evening.
The lady identified as SatyaDevi W/o Late Krishan Chandof Krishna Nagar Ward 4 waswalking in the lane this eveningwhen two youth who, were fol-lowing her overpowered herand snatched the two goldenrings from her ears. They alsoinflicted injuries to the lady.
She fell down in the lane andcried for help but no one cameforward till the youth fled. Thelady also informed the PoliceStation Kathua at the same timebut the police has not filed areport till last reports came in.
