The training includes a 21- day course of entrepreneurship training by the Institute at Ramban followed by provision- ing of loan to interested candi- dates for starting up their own business. The training capsule will commence in third week of February and all necessary assistance is being provided by Rashtirya Rifles Sector under Delta Force. India, China hold inaugural dialogue on maritime cooperation NEW DELHI, Feb 4: Amid enduring tensions over the South China Sea, India and China today held inaugural round of talks on maritime cooperation. The dialogue here covered a range of issues of mutual inter- est, including exchange of per- spectives on maritime security and prospects for maritime cooperation between the two countries, the External Affairs Ministry said. It said developments in international regimes such as UNCLOS (UN Convention on the Law of the Sea) and IMO (International Maritime Organisation) also figured in the discussions. The Indian delegation was led by Amandeep Singh Gill, Joint Secretary (Disarmament and International Security Affairs) in the Ministry of External Affairs, while the Chinese delegation was led by Kong Xuanyou, Assistant Minister of the Ministry of Foreign Affairs of China. The next round will be held in Beijing on a mutually con- venient date, the MEA said. The dialogue assumes sig- nificance as China has been critical of oil and gas explo- ration projects by Indian com- panies in the South China Sea, a huge source of hydrocar- bons. China has acrimonious rela- tionship with a number of coun- tries including Vietnam over the South China Sea. India has been supporting freedom of navigation and access to resources in the South China Sea in accordance with principles of international law, including the 1982 UN Convention on the Law of the Sea. (PTI) One dies, two injured in accident Excelsior Correspondent KISHTWAR, Feb 4: A driv- er was killed, while two others received injured, when the Tata Sumo they were traveling in met with an accident in Balgran Bonjwah. As per police sources, a Tata Sumo bearing registration num- ber JK14-2365 was on its way to Gawri from Balgran, when it met with an accident near Upper Morh Balgran, resulting into injuries to three persons. After getting information, police team rushed to the spot and shifted the injured to hospi- tal at Thathri, where one of the injured identified as Girdhari Lal succumbed to his injuries. The condition of two other injured persons identified as Mangal Singh (driver) and Rekha Devi was stated to be sta- ble, when reports last came in. A case in this regard has been registered at Police Post Jwalapur and investigation started. India ratifies convention on compensation for nuclear damage NEW DELHI, Feb 4: In a significant move aimed at putting an end to the con- tentious nuclear liability issue and assuage suppliers' con- cerns, India today ratified the Convention of Supplementary Compensation for Nuclear Damage, marking an important step in addressing matters related to civil nuclear liabili- ties. The move will help estab- lish a worldwide liability regime of enhanced compensa- tion for nuclear damages. India's Ambassador and Permanent Representative in Vienna, Austria, Rajiva Misra, today handed over the Instrument of Ratification to Acting Director General of nuclear watchdog International Atomic Energy Agency (IAEA) Juan Carlos Lentijo, official sources said. The Convention will come into force for India on May 4 this year, 90 days from the date of deposit of the ratification instrument. Clauses under the Civil Liability Nuclear Damage (CLND) Act were major impediments in the progress of building reactors with US in India. Following the discussions in the Contact Group between US and India last year, the idea of the India Nuclear Insurance Pool as a part of the overall risk management scheme for liability was also presented to Washington. Based on the presentations by the Indian side, and the dis- cussion thereon, there is a general understanding that India's CLND law is compati- ble with the Convention of Supplementary Compensation (CSC). The Nuclear Insurance Pool was formed in June 2015. Incidentally, of the three countries (US, France and Russia) with which India is collaborating for building reac- tors, it was the US that had pressed for ratifying the CSC. The objective of the CSC is to establish a worldwide liabil- ity regime and to increase the amount of compensation avail- able to the victims of nuclear accidents. (PTI) Vigilance not a ‘bad’ word: CVC NEW DELHI, Feb 4: The word vigilance has over time transformed into a “bad word” and it is not about going after someone with full force to punish them, Central Vigilance Commissioner (CVC) K V Chowdhary said today. He said organisations need to build a system and Standard Operating Procedures (SOPs) to keep pos- sibility of wrongdoings at bay. “In spite of vigilance being some kind of a word which advises you to be vigilant, being careful about good or bad, it has over a period of time trans- formed into a bad word. You catch hold of somebody then try to punish him. “What we are trying to do now (is) bring some kind of awareness in people about what is corruption and what is anti- corruption,” Chowdhary said. He was speaking during the inauguration of an international HR summit organised by Standing Conference of Public Enterprises (SCOPE), an apex professional organisation repre- senting the central Government public enterprises. The meeting said in view of the role of all successive Governments towards the OBCs and other people belonging to down-trodden communities the people have lost faith in them. Div No. II Jammu BANGKOK, Feb 4: Voicing concern over the “spreading tide of extremism”, India today sought strong, coor- dinated action by like-minded nations to combat the menace as well as growing non-traditional threats like piracy. Addressing Thai academics, businessmen and students at the prestigious Chulalongkorn University here, Ansari also touched upon the “evolving situ- ation” in the South China Sea that demands restraint from all parties. India supports collective efforts by ASEAN member states and China to conclude the code of conduct to keep peace and sta- bility in the region, Ansari said about the South China Sea (SCS) issue in which Beijing is involved in a territorial dispute with a number of ASEAN mem- bers. China claims the SCS - a major shipping lane - and 90 per cent of the islands including major shipping lanes that dot it. Brunei, along with other ASEAN members like Malaysia, Philippines and Vietnam, has been also staking claims in the South China Sea. Over half of the world’s commercial cargo passes through the Indo-Pacific water- ways. “Non-traditional threats such as piracy, smuggling, transnation- al crimes and drug-trafficking are on the rise and pose a challenge for our countries and require strong and determined, coordinat- ed action to control. “The spreading tide of extremism and terrorism is a threat we (India and Thailand) both face. Successfully dealing with such threats requires strong cooperation among like- minded partners. “Thailand and India already have a robust cooperation in this area and I am glad that we have also taken steps to institutionalise such cooperation at the regional level,” he said during his visit to Thailand. Ansari also said that India is ready to “meet the expectations of our friends in the region and play a more pro-active role in the processes leading to the ASEAN Community”. Underlining that there is “tremendous potential” for enhancing bilateral defence ties, he said India hopes to continue the already “robust” cooperation. Ansari, who flew into this southeast Asian country on the first visit by an Indian Vice President in half a century at the invitation of Thai premier Gen Prayut Chan-o-cha made the remarks in his speech on ‘India, Thailand and ASEAN: Contours of a Rejuvenated Relationship’. India has a shared vision for a peaceful region and the seas around it and believes that all trade routes and the sea lanes must be protected from tradition- al and non-traditional threats and all countries using these interna- tional waters must act with responsibility and restraint, he said. “As the countries in the ASEAN region strive for greater economic integration, the safety of sea lanes - critical for maritime trade and commerce, maritime security, and access to marine resources in accordance with accepted international norms, continues to assume greater sig- nificance,” he said. Stressing on the need for enhancing bilateral defence ties, he said: “Thailand has played host to ships of the Indian Navy and the Indian Coast Guard on several occasions in recent years. “We hope to continue this cooperation through technical, human resource development, capacity building and contribut- ing to the development of Thai capacities, both physical and human.” He called for synergising efforts in areas of economy and business to enhance and diversi- fy trade, saying despite the large size and rapid growth of respec- tive economies, the trade and investment between India and Thailand remains modest. “We need to encourage our private sectors to make invest- ments in infrastructure and man- ufacturing sectors in the each others’ country and for this the two governments are willing to provide a predictable and com- prehensive legal and taxation frame-work,” he said. On India’s engagement with ASEAN, Ansari said: “The Delhi Dialogue, the eighth edition of which will be held later this month; the ASEAN-India Eminent Persons Lecture Series and the ASEAN-India Centre in New Delhi are important compo- nents of our agenda to enhance mutual understanding.” The ASEAN-India Plan of Action for the period 2016-20 was adopted in August 2015 which identifies concrete initia- tives and areas of cooperation along the three ASEAN pillars - political-security, economic and socio-cultural, he said, adding: We have opened a separate Mission to ASEAN and EAS in Jakarta to further strengthen our engagement.” Speaking on the trident of commerce, culture and connec- tivity, he said: “India is consider- ing the feasibility of liberalising our visa regime for ASEAN countries to facilitate Buddhist tourist arrivals. Connectivity with ASEAN in all its dimensions - physical, institutional and people-to-peo- ple - continues to be a strategic priority for India, he said. “Special efforts are being made to develop a coherent strategy, particularly for linking ASEAN with North East India. The lady identified as Satya Devi W/o Late Krishan Chand of Krishna Nagar Ward 4 was walking in the lane this evening when two youth who, were fol- lowing her overpowered her and snatched the two golden rings from her ears. They also inflicted injuries to the lady. She fell down in the lane and cried for help but no one came forward till the youth fled. Azhar Iqbal, who was arrest- ed from Madhya Pradesh by the National Investigation Agency (NIA), was produced before District Judge Amar Nath during in-camera proceedings and according to sources, NIA sought his custodial interroga- tion for 15 days. The event was inauguratedby chief guest, Prof (Dr) SPSharma, Principal of theCollege. The function startedwith the ceremonial lighting ofthe lamp.

Speaking on the occasion,the Principal stressed on theimportance for all-round devel-opment of the students and tak-ing maximum benefit of theevent. The welcome addresswas delivered by Prof MonikaMalhotra, HoD English.

The resource persons on theoccasion were Dr Reena Salariafrom GGM Science College andDr. Sonia Khajuria from GCWParade.

On the first day, in session1st, Dr Reena Salaria deliveredher lecture on phonetics and alsotalked about strategies for effec-tive communication. In session2nd, Dr Sonia Khajuria talked

about pronunciation, transcrip-tion and also gave tips to pro-nounce the words effectivelyand accurately.

During the sessions, the stu-dents were given practical train-ing in spoken English and pro-nunciation. The proceedings ofthe event were conducted byProf. Monika Malhotra whilethe vote of thanks was presentedby Prof. Raj Kumar Gupta con-vener career and counseling.

BANGKOK, Feb 4:

Voicing concern over the“spreading tide of extremism”,India today sought strong, coor-dinated action by like-mindednations to combat the menace aswell as growing non-traditionalthreats like piracy.

Addressing Thai academics,businessmen and students at theprestigious ChulalongkornUniversity here, Ansari alsotouched upon the “evolving situ-ation” in the South China Seathat demands restraint from allparties.

India supports collectiveefforts by ASEAN member statesand China to conclude the codeof conduct to keep peace and sta-bility in the region, Ansari saidabout the South China Sea (SCS)issue in which Beijing isinvolved in a territorial disputewith a number of ASEAN mem-bers.

China claims the SCS - amajor shipping lane - and 90 percent of the islands includingmajor shipping lanes that dot it.Brunei, along with other ASEANmembers like Malaysia,Philippines and Vietnam, hasbeen also staking claims in theSouth China Sea. Over half of theworld’s commercial cargo passesthrough the Indo-Pacific water-ways.

“Non-traditional threats suchas piracy, smuggling, transnation-al crimes and drug-trafficking areon the rise and pose a challengefor our countries and requirestrong and determined, coordinat-ed action to control.

“The spreading tide ofextremism and terrorism is athreat we (India and Thailand)

both face. Successfully dealingwith such threats requires strongcooperation among like- mindedpartners.

“Thailand and India alreadyhave a robust cooperation in thisarea and I am glad that we havealso taken steps to institutionalisesuch cooperation at the regionallevel,” he said during his visit toThailand.

Ansari also said that India isready to “meet the expectations ofour friends in the region and playa more pro-active role in theprocesses leading to the ASEANCommunity”.

Underlining that there is“tremendous potential” forenhancing bilateral defence ties,he said India hopes to continuethe already “robust” cooperation.

Ansari, who flew into thissoutheast Asian country on thefirst visit by an Indian VicePresident in half a century at theinvitation of Thai premier GenPrayut Chan-o-cha made theremarks in his speech on ‘India,Thailand and ASEAN: Contoursof a Rejuvenated Relationship’.

India has a shared vision for apeaceful region and the seasaround it and believes that alltrade routes and the sea lanesmust be protected from tradition-al and non-traditional threats andall countries using these interna-tional waters must act withresponsibility and restraint, hesaid.

“As the countries in theASEAN region strive for greatereconomic integration, the safetyof sea lanes - critical for maritimetrade and commerce, maritimesecurity, and access to marineresources in accordance withaccepted international norms,continues to assume greater sig-nificance,” he said.

Stressing on the need forenhancing bilateral defence ties,he said: “Thailand has playedhost to ships of the Indian Navyand the Indian Coast Guard onseveral occasions in recent years.

“We hope to continue thiscooperation through technical,human resource development,capacity building and contribut-ing to the development of Thaicapacities, both physical andhuman.”

He called for synergisingefforts in areas of economy andbusiness to enhance and diversi-fy trade, saying despite the largesize and rapid growth of respec-tive economies, the trade andinvestment between India andThailand remains modest.

“We need to encourage ourprivate sectors to make invest-ments in infrastructure and man-

ufacturing sectors in the eachothers’ country and for this thetwo governments are willing toprovide a predictable and com-prehensive legal and taxationframe-work,” he said.

On India’s engagement withASEAN, Ansari said: “The DelhiDialogue, the eighth edition ofwhich will be held later thismonth; the ASEAN-IndiaEminent Persons Lecture Seriesand the ASEAN-India Centre inNew Delhi are important compo-nents of our agenda to enhancemutual understanding.”

The ASEAN-India Plan ofAction for the period 2016-20was adopted in August 2015which identifies concrete initia-tives and areas of cooperationalong the three ASEAN pillars -political-security, economic andsocio-cultural, he said, adding:We have opened a separateMission to ASEAN and EAS inJakarta to further strengthen ourengagement.”

Speaking on the trident ofcommerce, culture and connec-tivity, he said: “India is consider-ing the feasibility of liberalisingour visa regime for ASEANcountries to facilitate Buddhisttourist arrivals.

Connectivity with ASEAN inall its dimensions - physical,institutional and people-to-peo-ple - continues to be a strategicpriority for India, he said.

“Special efforts are beingmade to develop a coherentstrategy, particularly for linkingASEAN with North East India.This is reflected in the finalisa-tion of negotiations on theI n d i a - M y a n m a r- T h a i l a n dMotor Vehicles Agreement andASEAN-India MaritimeTransport CooperationAgreement. 2 ear rings snatched from old lady

KATHUA, Feb 4: Twoyouth who most probably werethe chain snatchers forciblysnatched two rings from the earsof an old lady at Ward No 4 herethis evening.

The lady identified as SatyaDevi W/o Late Krishan Chandof Krishna Nagar Ward 4 waswalking in the lane this eveningwhen two youth who, were fol-lowing her overpowered herand snatched the two goldenrings from her ears. They alsoinflicted injuries to the lady.

She fell down in the lane andcried for help but no one cameforward till the youth fled. Thelady also informed the PoliceStation Kathua at the same timebut the police has not filed areport till last reports came in.
