Russian warship escorts 9 commercial vessels off African coast

The Russian destroyer RFS Admiral Levchenko started on Thursday escorting a convoy of nine civilian ships through the pirate-infested waters off the Horn of Africa, a Russian Navy spokesman said. "The large ASW ship Admiral Levchenko is currently escorting a convoy of nine civilian ships with 26 Russian nationals on board," the spokesman said, adding that the operation would continue through September 19. A task force led by the Northern Fleet's Admiral Levchenko, an Udaloy class guided-missile destroyer, arrived in the Gulf of Aden on July 3 to join the international anti-piracy mission near Somalia. The Russian mission also includes the Olekma tanker and the SB-36 tugboat of Russia's Black Sea Fleet. The SB-36 tugboat thwarted on August 3 an attack of two pirate boats on the Russian-flagged Dafna tanker in the southern part of the Red Sea. According to the London-based International Maritime Bureau, the number of pirate attacks worldwide decreased in the first half of 2010 by 34 percent year-on-year mostly due to the ongoing anti-piracy operation in the Gulf of Aden. The Russian Navy has maintained a presence off the Horn of Africa with warships operating on a rotation basis. Russia joined international anti-piracy efforts off the Somali coast in October 2008.

Boat owners warned of Appledore slipway closure

FOR one day only, Appledore is having to ask boat owners to stay away. Today Sunday (September 19) the village will be filled with special guests and many well-wishers for the official naming and dedication ceremony of its new Tamar class lifeboat, Mollie Hunt. The ceremony makes it necessary to use part of the main Churchfields car park and to close all day the slipway from which people usually launch their boats and jet skis. Lifeboat spokeswoman Niki Tait

said: "We have more than 300 VIP guests coming for the ceremony, including the families of those who have bequeathed us our lifeboats and are using the slipway for seating. "We are sorry to inconvenience people, but on this occasion there will be no availability for boats to be launched there and as the village will be very busy it will be very difficult if we having people towing their boats down to the car park and then having to find a way of turning around. "We would ask, just for the day, that people do not bring their boats to Appledore. Source : North Devon Gazette

Seven ships to carry 5 mln bbls Asia diesel West

At least seven vessels have been fixed to carry 660,000 tonnes, or about 5 million barrels, of gas oil from Northeast Asia to the UK in arbitrage journeys, as refinery outages and run cuts buoyed European demand, traders and shipbrokers said The charterers of the seven vessels -- scheduled to load between mid-September and early October -- are oil major Shell, as well as European trading houses Vitol and Mabanaft. Shell and Vitol have chartered three vessels each, carrying 1.95 million barrels and 2.25 million barrels of gas oil respectively to the UK continent (see table below). The volumes chartered so far are the highest since last November, when a hefty 980,000 tonnes, or 7.35 million barrels, of Asian distillates were provisionally booked for November lifting to be stored off Europe, as demand stymied after the fallout from the global economic crunch. "I believe a lot of it is driven by pent-up demand, because most

refineries in Europe are unwilling to raise runs due to the lower margins that result from the relatively high price of Urals," said a European trader, referring to Russia's main export crude blend. "So it's actually easier for traders just to arb the cargoes over." This week, October gas oil Exchange of Futures for Swaps (EFS) spreads have traded between minus $12.75 and minus $14.00 a barrel, with deeper negative values reflecting the open arbitrage. Gas oil EFS spreads, the price difference between Asia's benchmark 0.5 percent sulphur grade and levels on London's Intercontinental Exchange, together with prevailing freight rates, measure East-West trading opportunities. Heavy supplies in Asia, largely due to high run rates from South Korea and China, have weighed on gas oil fundamentals, and traders have been seeking outlets for the excess cargoes. Reflecting ample supplies in the region, Singapore onshore middle distillate stocks had risen 8 percent to hit a five-week high of 14.268 million barrels in the week ended on Wednesday, government data showed. On the other hand, refinery shutdowns and run cuts in Europe have boosted demand for gas oil. ExxonMobil's Sarpom refinery in Italy is operating at 30-40 percent of capacity after a bigger crude distillation unit was shut following a fire, while Total's 339,000 barrel-per-day (bpd) Gonfreville refinery is due to shut for a month-long maintenance this week. Spanish oil company Cepsa also plans to halt a 130,000-bpd crude distillation unit at its San Roque refinery for 10 days this month for repairs. The arbitrage window to ship gas oil from the United States to Europe was also shut after the outage of Enbridge's crude pipeline last week pushed up U.S. prices. On Thursday, Asian October gas oil cracks eased 17 cents to a premium of $11.75 a barrel to Dubai crude in early trade, after hitting a three-week high the previous day, as sentiment was lifted by signs of the open East-West arbitrage window. But the impact of the open arbitrage has been felt more in the 10ppm sulphur gas oil market rather than in 0.5 percent sulphur grades, due to European low-sulphur requirements, traders said. Royal Canadian Mounted Police seize 7 tonnes of hash in container

THE Royal Canadian Mounted Police (RCMP) in the Montreal suburb of LaSalle opened a shipping container and found nearly seven tonnes of hashish wrapped in denim clothing in laptop-sized bricks in floor-to-ceiling stacks of cardboard boxes. RCMP said the seizure was the biggest the local drug detachment can remember, declining to put an exact dollar figure on the stash. But judging from a 2007 RCMP drug report, hashish was selling at C$10 per gram, which would put the street value at or C$7 million (US$6.8 million), said the CBC. "It's a big one," said RCMP Cpl Luc Thibault. "It's black and compact like Plasticine." No arrests have been made. Reports suggest the hashish originated in Pakistan, a leading producers of cannabis resin. Morocco, Afghanistan, Nepal, India and Jamaica are also large producers, said the state-owned broadcaster.

Pentagon officials say two Russian aircraft buzzed a U.S. Navy warship in the Arctic's Barents Sea last week, each coming within about 50 yards of the frigate. Flybys of Navy ships in international waters are not unheard of. But the Cold War-style incident was unusual enough to raise eyebrows. Pentagon spokesman Col. Dave Lapan said Navy personnel aboard the ship did not believe the actions were hostile. He told reporters on Friday that the U.S. was still trying to determine whether either side broke protocol. Lapan said a Russian maritime patrol aircraft on Sept. 10 flew about 50 yards off the Navy frigate's side, as low as 100 feet. Lapan said a Russian helicopter did the same thing the next day.

ThyssenKrupp Marine Systems, Abu Dhabi MAR and the Greek government have reached agreement on the wording for the contracts regarding the implementation of the framework agreement. "This is an important stage on the path to an overall solution for Hellenic Shipyards in Skaramangas," said the Greek Minister of Defence Evangelos Venizelos. "However, further steps still need to be taken before the contract can come into effect," said Iskandar Safa, Chairman of the Management Board of Abu Dhabi MAR. As a next step the contract is to be ratified by the Greek Parliament and afterwards to be signed by the parties. "It is our aim to provide Hellenic Shipyards with long-term employment prospects", said Dr. Hans Christoph Atzpodien, Chairman of the Board of ThyssenKrupp Marine Systems AG. Source: ThyssenKrupp

USCG awards Bollinger Shipyards $166.1 million FRC contract option

The U.S. Coast Guard awarded a $166.1 million contract option to Bollinger Shipyards of Lockport, La., on September 14 to begin production of four Sentinel-class Fast Response Cutters (FRCs). This option award brings the total number of FRCs under contract with Bollinger to eight with a current contract value of $410.7 million. The current FRC contract contains options for up to 34 cutters and is worth up to $1.5 billion if all options are exercised. In September 2008, the Coast Guard awarded Bollinger an $88 million production contract for the lead FRC. That ship, named the Bernard C. Webber, is approximately 70 percent complete and expected to be delivered to the Coast Guard in the third quarter of fiscal year 2011. The Bernard C. Webber will be homeported in Miami, Fla., supporting law enforcement and national security missions throughout the Caribbean and Gulf of Mexico. This first contract option, for construction of three more FRCs, was awarded to Bollinger in December 2009; those ships are currently under construction at the shipbuilder's facility in Lockport. The second FRC is approximately 40 percent complete; FRCs three and four are 15 percent and 1 percent complete, respectively.

The FRC uses a proven, in-service parent craft design based on the Damen Stan Patrol 4708. It has a required flank speed of 28 knots and will be armed with one stabilized, remotely-operated 25 mm chain gun and four crew-served .50 caliber machine guns. Other requirements include the ability to perform independently for a minimum of five days at sea and capable of underway operations for a minimum of 2,500 hours per year. It will use state-of-the-market command, control, communications and computer technology that will be interoperable with the Coast Guard's existing and future assets, as well as Department of Homeland Security and Department of Defense assets. The cutter will also meet American Bureau of Shipping design, build and class standards. The Coast Guard plans to build 58 FRCs. Source : Marine Log

Japanese Ship Orders Doubled in August Orders rose for ninth consecutive month but did not reach 2008 level

Japanese export ship orders rose for the ninth consecutive month in August, surging 111.3 percent to 1,351,660 gross tons, according to figures released by the Japan Ship Exporters' Association on Thursday. After a moderate 21.7 percent growth rate in July, the pace of growth in August returned to the huge levels seen since December as the country’s shipbuilding industry recovers from 15 consecutive months of falling orders during the global recession. Gross tonnage in August was still 29.7 percent lower than in August 2008, just a month before the global financial crisis erupted. In August, Japanese shipbuilders received orders for 31 export ships -- 29 bulk carriers and two oil tankers. The 31 ships total 581,672 compensated gross tons. Japan is one of the world's top shipbuilding nations along with South Korea and China. During the first five months of fiscal 2010, which started on April 1, Japanese export ship orders totaled 5,867,651 gross tons, up 111.1 percent from the same period of the previous fiscal year. Japanese shipbuilders received orders for 128 export vessels -- 118 bulkers, six general cargo vessels and four oil tankers -- between April and August. The 128 ships total 2,544,447 compensated gross tons. The figures for the April-August period still pale before those for the same five-month period of 2008, when Japanese shipbuilders received orders for 234 export vessels totaling 9,814,340 gross tons.

ROUTE, PORTS & SERVICES Wilson and Gleamray to go paperless

Shipping companies Wilson ASA and Gleamray Maritime Inc have agreed new ECDIS deals with Transas, with the aim of introducing paperless navigation aboard their vessels. Wilson has reached a framework agreement with Transas for the supply of ECDIS on 18 new vessels under order, as well as upgrades of the systems on its remaining fleet, which consists of 113 vessels ranging from 1,500 to 10,000 dwt. Dual installations of Transas Navi-Sailor 4000 MFD ECDIS allow the ships to fulfil the ECDIS carriage requirements for paperless navigation, removing the need for paper chart back-ups on board. Transas has already delivered dual ECDIS to two vessels under the contract, the Wilson North and the Wilson Nice. The deal has been reached after an in-depth evaluation process whereby Wilson examined a number of different available technologies, with Nikolai Berget, Wilson purchasing manager, noting that the company’s final choice represented the most cost efficient solution that included all of the products and services the company required. The agreement with Gleamray Maritime covers its entire fleet of owned and managed vessels, currently consisting of seven bulk carriers but with a newbuilding programme of 10 ships underway. Gleamray has decided to proceed with these installations now to pre-empt the oncoming ECDIS carriage requirements, beginning in 2012. Transas will supply dual ECDIS systems to the ships, as well as the Transas Admiralty Data Service (TADS) which incorporates official ENCs and chart updates. Under the contract agreement Transas will also provide ECDIS training for the entire Gleamray crew. Source: The Digital Ship

“L&T has decided to adopt the operation and maintenance (O&M) model for selecting a firm to run the container terminal,” K Venkatesh, executive vice-president, developmental projects, saidi. “This model is in the best interests of the integrated shipyard-cum-container port complex at Kattupalli.” L&T will construct the berth and install all necessary equipment at the container terminal; the O&M contractor will run the facility for a fee. “We are talking to at least four global specialists in handling containers for selecting an O&M operator,” Venkatesh said without naming the firms citing confidentiality clauses.  “L&T will select the O&M contractor in the next couple of months and the terminal will be ready for operations by December 2011 or latest by January 2012,” he added. The container terminal will be able to handle one million standard containers initially, and its capacity can be scaled up to 1.5 million containers as demand grows. Source : Dredging News Online

Gottwald Harbour Crane for Ecuador Contecon Guayaquil SS (CGSA), Eduador, operator of the Guayaquil Container and Multipurpose Terminals (GCMT), has ordered a third Gottwald HMK 6407 mobile harbour crane. CGSA operates under International Container Terminal Services Inc., in the Philippines, a port management company involved in the operation of ports and terminals around the globe, where other Gottwald mobile harbour cranes are in daily use. Gustavo Cercós, engineering director at CGSA, said: “The port of Guayaquil is Ecuador’s main international trading gateway. And the transition from public to private sector management and operation heralded a major new era of investment for the port. “ICTSI is investing heavily in facilities improvement and equipment and the first two new Gottwald mobile harbour cranes, which were acquired immediately after the takeover of the port in 2007, allowed to establish efficient container operation in due time. Our experience with Gottwald has been exceptional good, and this applies equally to technology, service and short delivery times. That’s why we have decided to rely on Gottwald again to further expand our capacities.” The Model 6 crane went into operation at the Port Guayaquil in August 2010 and is used for handling containers. Port trust to take over cargo clearance Cochin Port Trust will take over the operations of the pre-stage facility for examination and clearance of export containers after the operations of the Rajiv Gandhi Container Terminal (RGCT) is shifted to its new site at Vallarpadam Island later this year. The pre-stage facility is a one-stop clearance point where container cargo is received and documentation and Customs procedures are completed so that the containers are ready to enter the terminal. The pre-stage facility helps avoid congestion at the terminal gates. Sources said that the Board of Trustees of the port at its last meeting approved the proposal to take over the facility, now functioning on a 2.5 acre plot on the south end of Willingdon Island, to be managed jointly by the Port trust and Cochin Customs House Agents' Association (CCHAA). As a prelude to the take over, the Port Trust is expected to submit a tariff proposal to the Tariff Authority for Major Ports (TAMP) based on the fee currently being charged by India Gateway Terminals Limited (IGTL), which is operating RGCT and also the pre-stage facility. Taking over of the pre-stage facility becomes essential because container operations on Vallarpadam Island will take place from a Special Economic Zone. This necessitates that Domestic Tariff Area (DTA) cargo will have to be cleared outside ICTT, which could be a container freight station, an inland container depot or even a pre-stage facility. The proposal, which is before the port's trustees, observed that though there were initiatives to set up new freight stations and container depots, the current shortage of such facilities in the vicinity of ICTT held great prospects for drawing cargo to the Willingdon Island even after the box operations are shifted to its new location. The availability of storage space at Willingdon Island and the introduction of Roll-On-Roll-Off and Lift-On-Lift-Off services by the port with Inland Waterways Authority of India will help attract cargo, the proposal added. JPE hits Manila city council Senate President Juan Ponce Enrile yesterday hit the City Council of Manila for interfering in concerns that he said exclusively belong to the Philippine Ports Authority, including the construction of berths and the imposition of port fees and charges. Enrile was referring to the council’s investigation of a reclamation project being undertaken by the International Container Services Inc. (ICSI) for the construction of an additional berth and a proposed ordinance imposing a "marine water usage tax" on ships that dock at Manila’s ports. "I find it very disturbing, even granting the best of intentions, that the city council would even be minded to require the port contractor to secure a mayor’s permit and a city ordinance to approve such an undertaking within the Port of Manila after the PPA has already approved the same," Enrile said. The reclamation has been approved by both the PPA and the Philippine Reclamation Authority, which have jurisdiction over reclamation projects. "In this case, the public purpose for which such reclaimed land is to be utilized is clearly established. The State, through the PPA, has given its approval for the contractor’s project to construct an additional berth, which will enhance the terminal’s capacity to handle a larger volume of goods with the increase in the number of vessels it can accommodate," Enrile noted. On the other hand, the council’s proposal to collect a "marine water usage tax" is without legal basis and will only lead to higher costs of bringing goods in and out of the country, Enrile pointed out. A pending ordinance in the council, authored by Vice Mayor Francisco "Isko" Moreno, requires port operators in Manila to collect P5,000 a day from domestic or foreign vessels for using the city waters of Manila. The ordinance also bars ships from leaving Manila’s ports unless a clearance is issued as proof of payment of the tax.

"The proposed ordinance has no legal basis and violates the exclusive jurisdiction conferred upon the PPA by law," Enrile said.Enrile said that the private port contractors of the Port of Manila, the country’s premier port, are under the control of the PPA which also regulates all port fees, including wharfage dues, arrastre, stevedoring, storage and other fees. "Therefore, to impose an additional charge for the entry into and use of the marine waters of the City of Manila is patently illegal and highly questionable," the Senate president warned. Enrile said Manila’s proposed "marine water usage tax" will not only distort the fee structure determined and approved by the PPA but render the cost of trading goods to and from the country even more uncompetitive than it already is, he added. "If this is allowed, what would stop other local municipalities and cities from inordinately imposing the same or even higher charges for the use of their respective municipal or city marine waters? This situation can only lead to a chaotic and unpredictable trade environment for the country, as each local government can be expected to follow suit with the objective of raising their own revenues," Enrile added. As to the reclamation, Enrile said there exists no valid reason to further require International Container Services Inc., which operates the Manila International Container Terminal, to secure a mayor’s permit and an ordinance from Manila’s city council. "Such requirements, including the marine water usage tax, if imposed, will illegally impinge upon the exclusive jurisdiction granted by law to the PPA and will clearly exceed the powers granted to local governments," the Senate president said, adding that the moves "betray the utter ignorance of their proponents of the governing laws and jurisprudence on the matter." Arasco, NSCSA introduce a new dry bulk shipping firm

Arabian Agricultural Services Company (Arasco) and the National Shipping Company of Saudi Arabia (NSCSA), sealed an agreement to establish a new shipping company as a joint venture, 60 percent of which is owned by NSCSA and the rest by Arasco. The agreement was signed by the CEO of NSCSA, Humoud Al-Ajlan, and the executive president of ARASCO, Dr. Abdulmalik Alhusseini. The new company, which will be named Bahri Dry Bulk (BDB), will seek to own, charter, and operate dry bulk ships. Arasco will sign long-term charter agreements with BDB following its formation. On Arasco’s strategic rationale for this joint venture, Alhusseini said: “Let us start with the big picture. Our government realizes that self-sufficiency cannot be equated with food security given the limited water resources in the country and the region.” “This is why our government is trying to encourage the private sector to import rather than grow water-consuming crops such as wheat, feed grains, and forages. This is in perfect alignment with Arasco’s business model which is import-based and strengthened by over 25 years of experience, strategic alliances with key players, and supply chain excellence. This joint venture adds more strength to our business model. We are happy to partner with NSCSA given their solid reputation and successful track record in the shipping business,” he added. Alhusseini further said that “as far as Arasco is concerned, this move is basically backward integration into sea freight. Our strategic objectives are to better manage our freight operations and to broaden our supply base by converting a portion of our business from CFR to FOB. This is essential in supporting our ambitious growth plans which call for importing more than 5 million metric tons of feed and food grains by 2014. The economies of scale brought by our large volumes and the strength of our supply chain put us in a position to do that.” Arasco was founded in 1983 in Riyadh and has grown steadily to become a prominent agri-food conglomerate with a workforce of more than 2,000. The company’s mission is to support food security in a sustainable way in the MENA region with particular emphasis on Saudi Arabia. Arasco operates along the food value chain via a portfolio of tightly-related businesses which include raw materials trade, feed milling, corn refining, broilers production and marketing, farm inputs and services, feed and food phosphates manufacturing, inspection and testing services, and logistical services. NSCSA was formed in the year 1979 as a public company, 28 percent ownership is held by the Public Investment Fund of the Saudi Government and the remaining shares are heldby Saudi nationals. Major investments including dredging planned at Ukrainian ports

Port Strategy reports that Ukraine's Ministry of Transport & Communications has said it is seeking private sector investment to the tune of US$470 million at the ports of Illichivsk and Yuzhny. Two new terminals are planned at Illichivsk. These will cover container and ro-ro handling, both of which will need to be financed by private investment to around US$289.9 million for the box terminal, and US$30.3 million for the ro-ro side. Implementation should boost throughput to 738,000 teu at the port. At Yuzhny, a US$150 million dredging project is planned, which would deepen the approach channels and harbour anchorage to allow larger dry bulk carriers and oil tankers to call. There are also plans to dredge the approach and harbour areas in the port of Yuzhny. The project will expand the existing channels and upgrade the berths and turning basin: this will allow the port to accept fully loaded oil tankers and dry cargo bulk carriers. The total cost will be around US$150 million. Source : Dredging News Online

CMA CGM takes delivery of mega box ship -13,830-TEU

FRENCH container shipping line CMA CGM is preparing to take delivery of its latest 13,830-TEU ship, the CMA CGM Laperouse. She follows the CMA CGM Corte Real that was delivered in August. The mega ship is the fourth in a series of eight same size vessels ordered from Daewoo (DSME) in July 2007, reports Alphaliner. "The ship was originally planned to be delivered last January, but its commissioning was delayed due to funding issues," it said. The CMA CGM Laperouse will be deployed on the carrier's new Far East-Europe loop (FAL 5/AE-8) that it jointly runs with Maersk Line. Source : Schednet

Antwerp dredging well ahead of schedule Port of Antwerp has confirmed that vital dredging work on deepening its key artery, the western River Scheldt, is now a year ahead of schedule and should be completed by the end of this year, rather than in December 2011. According to a recent report in OT Africa Line's Trade Watch, quoting Lloyd's List, the shipping newspaper, the first-phase deepening of the lower Scheldt estuary has now been completed, with new upstream and downstream navigation regulations to and from Antwerp already in place. Ships with a draught of between 13.4m and 14.6m have a downstream navigation window that is wider by between one and a half hours to three hours. Even for ships with a draught of up to 15m, said the report, the navigation window has been extended by more than an hour. Ships with a draught of up to 13.4m gain one hour of upstream sailing time on average. Ships with a draught of more than 14.8m still have an extra half hour, for terminals that do not have to be reached through locks. The navigation windows will be improved further as the deepening work progresses. Once the second phase has been completed, ships will be able to sail downstream with a draught of 15m and upstream with a draught of 15.8m, depending on the access policy. This improved accessibility has already led to a rise in the number of calls by the very largest container ships of 10,000 teu and larger to Antwerp, Lloyd's List reported. "Given the 15 years of political wrangling between the Dutch and Belgian governments over the Scheldt dredging, it is ironic that the clearance work is now ahead of schedule," said the report, noting that this has been achieved due to a combination of faster dredging techniques and closer co-operation between the river navigation authorities from the two neighbouring countries. Frontline and Golden Ocean restructure newbuilding agreements at Chinese yard

In April and May 2008, Frontline ordered six VLCC newbuildings at Jinhaiwan. In May 2009, two of these newbuilding orders were cancelled and the installments paid-in were transferred to two of the retained newbuildings and the two remaining VLCC newbuildings orders were changed into options. As a result of the re-structuring Frontline has agreed to maintain the two options and has ordered one additional VLCC newbuilding and is committed to take delivery of five 320,000 dwt VLCC newbuildings, with a total contract price of $525 million. The delivery dates for the vessels have been deferred by three months from the original contractual dates, with the first vessel to be delivered in January 2012 and the last in February 2013. Furthermore, payment terms of the previously ordered vessels have been improved As of September 17, 2010, Frontline's newbuilding program comprises two Suezmax tankers and five VLCCs, which constitute a contractual cost of $650 million, and in addition two Suezmax newbuilding options. Installments of $162 million have been made on the newbuildings and the remaining installments to be paid amount to $488 million, with

expected payments of approximately $64 million in 2010, $95 million in 2011, $185 million in 2012 and $144 million in 2013. Frontline has not yet secured financing for these newbuildings. However, based on recently secured financing for Front Eminence and Front Endurance and indications from banks, it assumes 70 percent financing of market value for these newbuildings. The net required equity investment in the remaining installments is approximately $29 million. The equity investment is fully covered through the recent completion of a $225 million convertible bond offering. Frontline says the agreement reached with the yard reduces the contract price on the VLCC newbuildings to competitive levels, lowers the total capital expenditures on the previously ordered vessels going forward, improves the payment terms and adds one VLCC to its newbuilding program at a competitive contract price. It says that "it has been of vital importance for the Board that the newbuilding orders can be executed and financed without impacting Frontline's dividend capacity." Golden Ocean Group's newbuilding program at Zhoushan Jinhaiwan includes six Kamsarmax bulkers that previously had been structured in single purpose companies and the Capesize newbuilding called Golden Nantong. Golden Ocean will go ahead with construction of four of the six Kamsarmax vessels. The orders for the last two of the six Kamsarmax vessels have been converted into orders for ice class Panamax vessels. It has also been agreed to build two more ice class Panamax vessels. Golden Nantong is to "have a new contract price more in line with today's market level." The total cost of the nine newbuildings is $339.5 million, of which $ 74.9 million has already been paid in by Golden Ocean in 2007 and 2008. The Board says the transaction enables the company to utilize the cash paid in by the six single purpose companies. The company took a $16.8 million impairment on the Kamsarmax vessels in its accounts for 2008. It will reverse this impairment in the third quarter of 2010. Golden Ocean has entered into an agreement to fix out the four Kamsarmax vessels. Two vessels are fixed out for 10 years on bareboat charter. The agreed daily bareboat rate is $13,300 / day net. Two vessels are fixed out for 5 years on time charter. The agreed daily time charter rate is $19,950 / day net. In addition there are profit share agreements on all four contracts that will give Golden Ocean 50 percent of the income above $23,000 / day. Source : MarineLog

Rongsheng $1.6bn mega-order for iron ore carriers finally confirmed

The long-running saga over the on/off status of Vale's plans to build 12 very large ore carriers (VLOCs) of 400,000dwt each at China's Rongsheng Heavy Industries was finally settled with last week's statement from the Brazilian mining giant that it had won $1.23 billion of financing from two Chinese banks, the Export-Import Bank of China and the Bank of China Limited. Vale originally announced the Rongsheng order worth $1.6bn in late 2008 but subsequently there have been periodic reports that the order has been cancelled. These were finally dispelled last week by Vale's statement that "the two Chinese financial institutions will provide a credit line of up to US$ 1.229 billion, some 80 per cent of the amount required to fund construction of the vessels." The credit line has a 13-year total term, and the funds will be disbursed during the next three years according to the construction schedule, Vale added. Source: SeatradeAsia-Online

OLDIE – FROM THE SHOEBOX

When the "Westerkerk" was due to be redelivered (from T/C) by Mammoet to Nedlloyd at Doha in May 1986 the name had to be reinstated as "Nedlloyd Westerkerk". So our Indonesian crew was kept busy painting. After departure from the PG we proceeded towards Taiwan. Having berthed at Keelung we needed a bit of excercise and we went ashore. Since we considered the vessel our home, we looked back to her as we went ashore and guess what: the name simply said "Westerkerk". Hilarious ! The paint on the welded letters "Nedlloyd" had not been applied correctly and so the sea had washed it off the hull. p.s. It was a joyful voyage and I think of this trip with a lot of pleasure. By the way, have a look left at the way the containerlashings were collected - that was customary at the time - bosun handling the crane, the "kassab" foreman-carpenter at the basket's edge.
