วาระการด ารงต าแหนงของเจาหนาทโรตารสากลนนจะมวาระการด ารงต าแหนงสวนใหญเพยง ๑ ป ยกเวนบางต าแหนง เชน กรรมการบรหารโรตารสากล(director) ๒ ป, ประธานคณะกรรมการมลนธภาค(DRFC) ๓ ป, ประธานคณะกรรมการเยาวชนแลกเปลยนภาค(YEC) ๓ ป, ผชวยผวาการภาคเปนตดตอกนไดไมเกน ๓ ป ฯลฯ สวนต าแหนงไหนจะยดขยายไดแคไหนเพยงใดนนเปนเรองลกลงไปในรายละเอยดวากนไปแตละต าแหนง

บางต าแหนงไมสามารถเปนซ าได เชน ประธานโรตารสากล, กรรมการบรหารโรตารสากล, ผวาการภาค(ยกเวนกรณไปรกษาการในต าแหนงทผวาการภาคปจจบนเสยชวตหรอไมสามารถปฏบตหนาทไดเทานน) ฯลฯ ซงนบไดวาเปนหลกการทยอดเยยมของโรตารสากล เพราะตองมการผลดเปลยนกนท าหนาท ทส าคญคอเปนการเพมพนความร และสรางบคลากรใหมขนมาใหแกองคกร

แมวาผมจะพนจากต าแหนงผวาการภาคไปแลวกตาม ผมจะยงท างานใหแกโรตารตอไป เชน ประธานมลนธเยาวชนแลกเปลยนภาค ๓๓๖๐ ฯลฯ ทส าคญกคอการศกษาความพรอมในการเสนอเปนเจาภาพการประชมโรตารโซนอนสตตวทในอก ๓-๔ ปขางหนาทเชยงใหม

เมอพนจากต าแหนงผวาการภาคไปแลว ผมกตองกลบมาเนนทงานประจ าซงเปนอาชพหลกของผม นนกคอการสอนหนงสอในมหาวทยาลยซงเวนวรรคมาปครงและงานอดเรกทผมชนชอบคอการเปนคอลมนสตดานการเมองและกฎหมายในหนงสอพมพพรอมกบเคลอนไหวในดานสทธมนษยชนรวมกบองคกรระหวางประเทศไปดวย

งานประจ าทส าคญงานแรกกคอการไปบรรยายพเศษและเสนอผลงานทมหาวทยาลยเกยวโต ประเทศญป น ผมจงขออภยอยางสงลวงหนาทผมจะไมสามารถไปรวมงานสถาปนานายกสโมสรและคณะกรรมการบรหารในบางจงหวดได

ผมขอขอบคณทกๆทานทใหผมไดท าหนาทในต าแหนงทมเกยรตน ทถงแมวาจะเหนอยสดๆกตาม แตกมความสขทสดในชวตเพราะโรตารไดใหส งดทสดใหแกชวตผมไมวาจะเปนประสบการณ ความร และกลยาณมตรมากมายทงในและตางประเทศ

Fellow D3360 Rotarians,

This newsletter is my last one because my term as governor will conclude at the end of this month.

Most Rotarian jobs last a year, except some such as R.I. director (2 years), DRFC (3 years), YEC (3 years), and governor's assistant (maximum of three consecutive years).

Some positions can be held indefinitely. Nevertheless, some major positions can be held only once. Examples are the presidency of Rotary International, R.I. directorships, and district governorships. This reflects the excellent Rotary International principle that people should take turns working in order to produce and develop better qualified personnel for our organization.

Even though I have completed my term as a governor, I will continue to work for Rotary, such as serving as president of the D3360 Rotary Youth Exchange Foundation. Most importantly, I will study and prepare ourselves to bid to hold the Rotary Zone Institute in the next 3-4 years in Chiang Mai. After that, I will continue my university teaching, which has been suspended for a year and a half, and my favorite hobby as a newspaper columnist on political and legal issues together with working with international organizations in support of human rights.

My first teaching assignment is to lecture and present a paper at Kyoto University, Japan. Because of this trip, I wish to apologize that I will not be able to attend the installation ceremonies in some of provinces.

Finally, I am very grateful to all of you who have allowed me to do my job in this honorable position. Even though I am totally exhausted, I am absolutely delighted that Rotary has given me one of my best experiences, increased my knowledge and provided me with several friends from Thailand and all over the world.

เดอนมถนายน คอ เดอนทเราตองมองยอนไปในปโรตารทก าลงจะผานพน และมองตอไปในปทจะเรมตนขนในไมชา ให เรามองยอนกลบไปดสงทเราประสบผลส าเรจ สามารถวดผลความคบหนาไปสเปาหมายทเราเองเปนผก าหนด ในโรตารนน เราอาจหยดยงชวคราวเพอการทบทวน แตมใชการหยดพอใจกบความส าเรจนน เพราะเหตวาหากเราประสบผลส าเรจมากเทาใด เรายงตองตระหนกเสมอวายงมอกมากมายหลายสงทจะตองกระท า

ป 2011-2012 นเปนปทมความกาวหนาอยางยงใหญ ผมและบโนตา โชคดทไดไปเยยมในสวนตางๆ ของโลกโรตาร ได เหนวธการตางๆ ทโรแทเรยนทกหนทกแหงไดจดการ “มน าใจ หวงใยเพอนมนษย” ไปทสาธารณรฐประชาธปไตยซดาน เราไดพบโรแทเรยนผทมงมนทจะสรางความแตกตาง แมวาจะมอปสรรคใหญหลวง ปญหาขดแยงเพอนมนษยในประเทศนนมมากมหาศาล เรมแตส งพนฐานทสดนนคอ ซดานใตขาดโรงพยาบาลทใชการไดในปจจบน ผมจงเชอมนวา ในปตอไปนโรแทเรยนจากทวโลกจะชวยกนยนมอไปชวยประเทศใหมลาสดของโรตารน ในสงทขาดการสนบสนนชวยเหลอ

ทสาธารณรฐ ยกนดา ผมมความชนชมยนดทเหนรฐมนตรและเจาหนาทรฐจ านวนมากมายมาเปนโรแทเรยน ไดเหนพวกเขาน าอดมการณโรตารมาใชในชวตการท างานของเขา และทกรง กาฐมาณฑ ราชอาณาจกรเนปาล ผมตนเตนมากทไดเหนผแทนประเทศตางๆ ในเอเชยใต คอบงคลาเทศ ภฏาน อนเดย มลดฟ เนปาล ปากสถาน และศรลงกา มาประชมกนและสญญาวา จะท าใหพลเมองในภมภาคน รจกอาน/เขยน ร หนงสอครบ 100% ทกประเทศ ในป 2560

My dear brothers and sisters in Rotary,

June is a time to reflect on the Rotary year that has

nearly passed, and to look forward to the one that is soon to begin. We look back at what we have

accomplished and measure our progress toward the goals we have set for ourselves. In Rotary, we may

pause to reflect, but never to rest on our laurels –

for as much as we have achieved, we are always aware of how much there is still to do.

The 2011-12 year has been a time of significant progress. Binota and I have been fortunate to have

visited different parts of the Rotary world and seen the many ways that Rotarians everywhere Reach Within to Embrace Humanity. In South Sudan, we

met with Rotarians who are determined to make a difference despite tremendous challenges. The

humanitarian problems in that nation are enormous, and begin with the most basic: At the moment,

South Sudan lacks a single functional hospital. I am

confident that in the coming year, Rotarians around the world will reach out to our newest Rotary

country with the support and help it will need.

In Uganda, I was delighted and heartened to

discover how many government ministers and officials are Rotarians, and to see them bringing the

ideals of Rotary to life in their service. In

Kathmandu, I was overwhelmed as countries of South Asia – Bangladesh, Bhutan, India, the

Maldives, Nepal, Pakistan, and Sri Lanka – came together to vow to make the region 100 percent

literate by 2017.

In Fiji and Vanuatu in the South Pacific, I was moved by Rotarians who are helping to lower child mortality

and provide safe housing. In Abu Dhabi, United Arab Emirates, I was delighted by the statement of Sheikh

Nahayan Mubarak Al-Nahayan, minister of higher education and scientific research: “We are looking

forward eagerly to Rotary starting its first club here.”

And in Valdivia, Chile, as close to the South Pole as Binota and I have been, we were moved by

Rotarians’ work with children who have mental disabilities.

But most of all, we found our hearts warmed by the

welcome we received all over the world – and by the sight of so many Rotarians living the Rotary ideal,

and choosing to Reach Within to Embrace Humanity. I thank you for the opportunity to serve as your

president, and look forward to working together to

build Peace Through Service.

และแลวอกปหนงของโรตาร ก าลงจะสนสดลง ใหเรามาดกนวา เราไดท าอะไรส าเรจกนบาง

พดถงเชงประวตศาสตร เราตองยกยองสาธารณรฐ อนเดย วาสามารถหยดยงการแพรขยายไวรสรายโปลโอในประเทศไดในปทผานมา นบเปนเหตการณทมความส าคญอยางยง แตนนมไดแสดงวาการรณรงคขจดโปลโอไดส นสดลง เพราะเรายงคงเหลออก 3 ประเทศ ทยงมเชอไวรสนแพรระบาดอย แตกนบไดวาเปนเรองทนายนด และในการประชมสดยอดเรองโปลโอ ทจดขนโดยโรตารและรฐบาลประเทศอนเดยนน พวกเราไดประกาศใหทวโลกไดรบทราบเรองนไปแลว

ผมไมแนใจวา แผนวสยทศนอนาคต จะไดรบการบนทกประวตศาสตรไวในชวงใด แตปทผานๆ มานนนบวาเปนปทส าคญ เพราะเราไดก าหนดแผนอนาคตใหแกมลนธของเรา ปน ารองปแรกเปนเรองทาทายภาคน ารองและเจาหนาทของเราในการท างานเรองใหมๆ ปทสองเราเรมเหนผลดดานบวกทชดเจนขน และในปหนาน เราจะตองมงเนนการฝกอบรมเปนพเศษ เมอถงวนท 1 กรกฎาตม 2556 เราคงจะตองบนทกไวเปนหลกฐานถงวนส าคญในประวตศาสตรของมลนธโรตารของเราตอไป

A Year of Achievements

As we come to the end of another Rotary year, we can reflect on what we have achieved together.

The recognition of India as having interrupted transmission of indigenous wild poliovirus was a momentous event. Our campaign against polio cannot stop, for we still have three remaining endemic countries, but it is a cause for rejoicing. And at the recent polio summit organized by Rotary and the government of India, we did just that.

This has been a significant year as we build our Foundation for the future. The first year of the Future Vision pilot was a challenge for both the pilot districts and staff, as they had to come to terms with something new. In year two, the positives have become obvious. Next year will be focused on training, and the rollout on 1 July 2013 will be a milestone for you and our Foundation.

From our General Secretary John Hewko have come new ideas about better integrating the skills of Rotarians and staff, which will progressively improve our performance.

The announcement in January of a grant from the Bill & Melinda Gates Foundation for a further US$50 million for polio eradication reminds us of Rotary’s standing in the world community. Bill Gates sees a continuing key role for Rotary and our advocacy efforts as we finish the task, and respects the millions of hours that Rotarians have spent in often difficult conditions to bring us so much closer to success.

Finally, we should all acknowledge the giving that demonstrates your belief in what we do. The truth is that you do not give to The Rotary Foundation but to the work of the Foundation, and you and I see this as our way of doing good in the world.

Dear Fellow Rotarian and friends

A year had gone very quickly and we are coming to the end, I thank every Rotarian in supporting the Rotary Center. We had two big events, Rotary Institute and the Rotary Convention which had been successfully concluded with the help of Rotarian in Thailand. We had gain so much experiences by participating. Our Rotary Center staffs had been working very hard for the two events as well as their normal helping Rotarian Nationwide despite the flood and some became flood victims as their homes are also under the water. Japanese friends had sent us 16,000,000 baht to help those who had suffered from the flood. Past RI President Bhichai had set up the committee to inspect those areas where Rotary Clubs had sent us the details requesting for help, before the committee releasing the money.

Further to coordinating with the Districts, Zone, and Rotary International meetings this year Rotary Centre had also translated and printed many Rotary documents for distributions, which Rotary International supports for printing cost and those documents which RI is not supported the printing cost, were put on the Website so that Rotarians in Thailand and else where can download those documents for their own knowledge and usage.

I wish you all every success and enjoy being Rotarian in years to come.

การสนเทศโรตาร หมายถงการจดโปรแกรมเพอใหความร ทวไปหรอความรเฉพาะสถานการณเกยวกบโรตาร ซงปกตโปรแกรมนจดใหมเปนโปรแกรมประจ าสปดาห หรอจะเวนบางกไดถาสโมสรมวาระการประชมแนน โปรแกรมสนเทศโรตารอาจสลบกบการสนเทศอาชพกได

ในสวนของสโมสรโรตารวงจนทน ทผมเปนสมาชกอยเดมมการสนเทศโรตารเดอนละ 1-2 ครงเทานนแตหลงจาก ผวภ.ช านาญ จนทรเรอง เยยมสโมสรและแนะน า เราจงไดมการสนเทศโรตารทกครงทมการประชม ยกเวนวนทมโปรแกรมทส าคญๆ

Rotary Information

To continuously supply Rotary Information to members is one of the strategies to maintain Rotary membership. Rotary information is very helpful in this respect.

Rotary Information for club members includes wide-ranging topics and news updates about Rotary. Usually Rotary Information is provided weekly; however, some weeks may be left out when the club is occupied with other meeting agendas.

Every week, the chair of the Rotary Information Sub-Committee should prepare a topic and arrange for a presenter. Reviewing the topic in advance is a good idea, but including news and up-to-date facts on specific subjects about Rotary will certainly help make Rotary Information more appealing.

In addition to the above method, which demands good groundwork, the selection of the presenter offers to all Rotarians an opportunity to play a part in meetings. In order to make this possible, the chair of Rotary Information should assign a topic to the chosen presenter with sufficient advance warning to give time to fully prepare. The host will then be able to give an entertaining presentation rather than simply reading from a document. I would really appreciate seeing this accomplished in order to make weekly meetings more attractive.

The more Rotary Information that is provided, the more knowledgeable Rotarians become, particularly new members. Presenting Rotary information would really make weekly meetings more beneficial for us all.

At the Rotary Club of Wang Chan, we used to have only one or two Rotary information sessions monthly. However, after the visit of Governor Chamnan Chanruang we took his advice and now have Rotary Information at every weekly meeting except when we have other more important matters on the agenda.

Dear Fellow Rotarians,

Very soon Rotary year 2011-2012 will come to a close. Every June is time for the district assembly. This year more than 350 club presidents and directors participated in the Lampang meeting. The purpose of the district assembly is to train and prepare Rotarians for the coming Rotary year. In addition, this is a good time to share experience with PDGs, PPs and district committees. Participants can learn techniques and problem solving for their clubs. The papers and documents provided in the assembly are also helpful in helping new directors understand their roles and duties. The installation ceremony schedules are uploaded on the website www.rotary3360.org. The picture gallery of the RI Convention is also updated. You are welcome to visit the website and may share any other activities by emailing pr@rotary3360.org and posting on Facebook/Rotary3360. In July the new public relations committee will begin its tour of duty, but to contact the committee you can still use the same public relations email address. I would like to express my gratitude to DG Chamnan Chanruang who let me be part of his working team. Thank you very much also to the district public relations committee for collaborating so well. And thank you, club presidents and public relations chairs for keeping us informed. In parting, I hope for continuous development for our District 3360, especially in membership and public relations. Dear Fellow Rotarians,

This is the last issue of DG Chamnan Chanruang's Rotary year. Someone once said that a happy day always goes by fast. In the same way, my dear Rotarians, you must agree with me that every Rotary year goes by very quickly. That’s means that Rotary International is an organization which creates happiness.

Rotarians practicing "Service above Self" expect no reward. We build dams to preserve water and sustain the forest, we install drinking water filter systems in schools for children and communities, and we support the improvement of our students' education by giving both Thai and English dictionaries as well as placing volunteers to teach in various languages and help our kids talk with foreigners. All this makes us happy.

Experimenters once found that a water molecule over which someone prays has a beautiful texture, and the same could be true of a water molecule over which someone keeps saying good things. On the other hand, a water molecule over which someone always speaks unkindly or aggressively could have an ugly texture with poor bonds. Water comprises 70% of our bodies, so it would not be strange if we were to look with a microscope at water in a Rotarian's body and find beautiful molecules. This could be why our happy days go by rapidly.

In this last DG newsletter I wish all dear fellow Rotarians a happy, healthy, and secure life full of energy to serve our children and communities and to keep being a strong, long lasting resource for Rotary International.

Dear Club Presidents and Fellow Rotarians,

Another year has passed. Our incoming district committees are just back from the District Assembly (June 3r)) in Lampang. At the meeting, PDG Dr. Virachai Jamroendararasame lectured about the Project Enhancement Procedure (PEP). I have summarized the detail of the PEP, as follows.

The Rotary International general secretary has asked our district to be a PEP pilot district. There will be ten districts from countries around the world participating. The pilot program will last one year during year of DG Anurak Napawan. The benefit of participating in such a program is that our district will be assisted with technical advice from the Rotarian Action Groups (RAC) and the Water and Sanitation Rotarian Action Group (WASRAG) in drafting projects involving water and sanitation. Advice will include ways to effectively create proposals, carry out surveys, and many other aspects of PEP. This will ease the process of obtaining funding from The Rotary Foundation and make project evaluation possible.

One RAC group has been formed by Zone 6B countries, including The Philippines, Indonesia, Malaysia, Singapore, Thailand, Taiwan and countries in other zones. PDG Dr. Virachai Jamroendararasame is the vice president. The Rotary Club of Payao, partnering with the Rotary Club of Salt Lake City will implement a project on prevention and treatment of dengue hemorrhagic fever. There are many children who are infected by this deadly disease in Thailand. If the results of the project prove effective, it will be a model for many countries where Rotary clubs will apply for Global Grants.

สองเรองนเปนภาพทโรตารสากลไดฝน และมาปรากฎเปนเรองจรงในภาค 3360 จะไดฟง ไดเหนอกกครงกไมเบอ และอยากเหนเรองราวแบบนเกดขนครงตอๆ ไปอก เปนความสข ความอมเอมในใจของทกทานทมสวนท างานเกยวกบโครงการเยาวชนของโรตาร และเปนแรงใจใหทกทานไดท างานตรงนตอไปดวยความมงมนและเปยมดวยพลงศรทธาทจะท าใหสงคมของเรามสนตสขตลอดไป

Dear Fellow Rotarians,

During the club administration session of the district assembly in Lampang, Club PP Tull Suwannarat, chair of D3360 Youth Exchange presented a video of the real life experiences of Salawin, a youth exchange student from America who stayed with a host family in Maesarieang District, Mae Hong Son Province, where he lived in harmony with his new environment even though his family, school friends, local traditions and culture were totally different from those of his homeland. After the presentation was finished, I believe that everyone in the meeting hall agreed that Salawin’s life had been enriched with happiness and excellent memories of all his good experiences as a youth exchange student in D3360.

In addition, the chair of D3360 Youth Exchange shared with us other examples of young Rotarians who came out of the Youth Exchange program to become new members of their local clubs. This is how the hope of Rotary International has been realized in Rotary International District 3360.

No matter how often you listen to these stories, they are never boring. Instead, they bring joy and happiness to those who are involved in our Youth Exchange program. It also inspires us to work with commitment, faith and hope for enduring peace and harmony in our society.

I would like to thank the D3360 Youth Exchange committee as well as the Rotary clubs and Rotarians who took part in this year's wonderful Youth Exchange program and who are committed to take part again in the coming year.

made and the successes you’ve achieved continue into the next Rotary year by working closely with

your successor. A well-planned succession not only ensures

continuity, it also helps new leaders be effective right from the start. For Scott Seitz, president of

the Rotary Club of Tacoma Narrows, in

Washington, USA, planning for his succession has been a yearlong process.

“One of my goals was to alert my successor every time something caught me by surprise,” Seitz

says. “I created a calendar that includes key

deadlines, monthly themes, important contact information, and planning dates. I’ve encouraged

my successor to use this calendar to plan for his year.”

Here are more tips to ensure a smooth transition:

1. Conduct “on-the-job training” for

incoming leaders at least one month before the start of the new Rotary year.

2. Hand over important documents either in hard copy or electronically.

3. Give your successor a summary, in

person as well as in writing, of the previous year’s work, responsibilities, and

challenges. 4. Be available throughout the new Rotary

year to answer your successor's

questions. 5. Once you're out of office, direct all

inquiries to your replacement. It's especially important to work closely with your

successor on activities that last more than once Rotary year, such as strategic planning,

committee appointments, and service projects.

"The worst thing we can do is make next year's leadership reinvent the wheel," says Seitz. "We

need to be as efficient as possible with all our resources. Once easy way to do that is to be

thinking and planning ahead with your successor."

Four steps to a better

water project

Sustainability is critical to a successful water project. Ron Denham, chair of the Water and Sanitation Rotarian Action Group, says the nonprofit world is becoming more aware of that fact. ensuring sustainability involves securing local support for the effort and making sure the community can keep it going, he explains. to build a better water project, denham recommends these strategies:

1) Conduct a local needs assessment. the community plays a vital role in identifying the problem and the type of project that can solve it.

2) Find international partner clubs. other clubs can help with funding and provide expertise. search for a partner club at www.startwithwater.org.

3) Identify the most appropriate technology. again, the community should be involved, because the decision will affect how much it will have to pay to sustain the project.

4) Provide for ongoing maintenance preserving water quality requires the proper.

Dear Fellow Rotarians,

The circle of another Rotary year has closed. Now, in June and July, is the season for clubs to conduct their installation ceremonies for incoming officers, several clubs within the same province often joining together to hold such events. This is the time when Rotarians start traveling to other provinces to attend the installations and congratulate fellow Rotarians of clubs they visit on this important transition.

In the past year we have carried out projects and activities complying with Rotary International's recommendations in all respects, especially those that address local demands, such as rehabilitation activities for victims of flooding in almost all provinces in our district. We helped get donations, visited the flooded areas, and provided various hands-on services. In addition, we have completed projects for youth and in all the six TRF areas of focus, donated to The Rotary Foundation, put so much effort in membership development, carried out successful constructive image building, and enjoyed great friendship in our clubs --- all of which has resulted in bettering humanity.

This is the last issue of 2011-12 Governor's Newsletter, and on behalf of the editorial team I would like to thank DG Chamnan Chanruang for granting the opportunity for this team to serve, the five District 3360 chairs and secretary for their monthly reports, and the translation team who have sacrificed their time and made an effort to make this newsletter the first complete dual language district e-magazine. This innovative publication may have given some readers difficulty, but it really benefits readers because it is more timely and cost efficient.

We hope that all good aspects in this "Reach Within to Embrace Humanity" year's newsletter will continue to be implemented and developed in the future years and that its shortcomings will be improved upon. The same goes for all club service projects which can be further developed with our determination and belief in "Service Above Self'."
