STUDENT QUALITY Some of our students are coming in via MoUs
Currently around 40% of the annual intake Guideline is up to 50%
Some existing relations (MoUs) China: Huazhong, SCUT, Northeastern, Xian Jiaotong,
Shandong, Harbin, PKU, Tsinghua, Sichuan, … India: COEP, ISI Sri Lanka: Moratuwa (mostly students coming by app
though)
Any suggestions on these matters? Any other suggestions to improve student quality?

BASIC INFORMATION Clock starts ticking when PhD student joins
e.g. August 2013 for current batch
Clock stops when PhD degree is conferred Thesis submission -> Defense -> Revision -> Final
submission by student -> Conferment!!
Budget at least 4 months between thesis submission and conferment, even if changes to thesis are minor Effective deadline == 4 years 8 months
<CS dept>A research-based QE allows student to start PhD research early. No need to spend 2 yrs for UG-QE
<Remark> Other countries following this? e.g. Israel

IMPLICATIONS Thesis examination time is restricted
Defense date should be fixed when thesis is submitted Preferably by 2 months
TP and other milestones should be finished timely Again fix a presentation date when student submits
Extension of candidature beyond 5 years is harder We are still approving cases for us to move into this new
structure, but with much shorter timelines than what is being requested
Comment: Helping student to do job-search? Encourage job-search in parallel with PhD work – the
two are not sequential. Career planning is ongoing effectively.

IMPLICATIONSo New research based QE proposal for CS
• To be discussed in 4 PM session• Research from Day 1 - No need to appear for UG knowledge based exam• Can now admit strong PhD candidates with ECE
background for example, more easily
o This can substantially cut time-line if we use it well
o Thesis submission to conferment time is typically at least 4 months – even if the student has very few corrections to make based on examiners’ report

STUDENT ALLOCATION Current quota for grad students is 6 – 9 Default is 6 Can be increased to 9 via request
Total number of RSB is lesser – 60% of what it used to be five years ago
New quota can be 4 – 6 Default 4, can be extended to 6 Count a student as long as (s)he does not graduate

If the student has ever been on RSB block grant and has not graduated Students after 4 years are also counted, if they have
not graduated Otherwise we could take in new students – while our
past students have crossed 4 years and have not graduated?

OTHER ISSUES IN PLACEMENTo How to capture placement data accurately?
o Many students leave 2-3 months later, working a few months as RF / associate• Should avoid counting those, and count the first real
job
o Also, let the graduating students market themselves via a website• How to enter the website ? --- TP submission?• How to exit the website? -- Should be conferment !

INDUSTRIAL INTERNSHIPSo Harder due to 5 year timeline?
• But they start on research early now!
o Relevant internships should be welcome• At least 3 months is the guideline
o Internships can be worldwide of course – and very useful for eventual placement
o Due to less available academic jobs, most PhDs will be in industry after graduation!
o Internships give them that necessary exposure

NOT COUNTED UNDER 5 YEAR RULEo If the student is funded from Day 1 under grant
o This effectively means that the student needs to be scouted by advisor – or the potential student approaches the advisor, as is often the case – as we know
o If the student is funded under RSB of MoE T2 grant, she is still under 5 year rule• This also counts under RSB block grant
o Can always employ them as RA from Day 1 This is feasible under a research based QE!
