VI. New Business 32 A. Endorsement of Developmental Services Center Consolidated Vehicle Procurement (CVP) 2015 33 Application – Zoe Keller 34

35 Ms. Keller made the following comments with regard to the endorsement: 36

• The Developmental Services Center has applied for two medium duty vehicles to replace 37 two vehicles in their current fleet. 38

• The Developmental Services Center will meet both optional requirements for the 39 application, the mileage of the two vehicles and the age requirement, by the time the 40 vehicles are delivered by IDOT in 2016. 41

• The Developmental Services Center received six letters of recommendation which include 42 letters from Pattsi Petrie, Chair of the Champaign County Board, and Bruce Rauner, the 43 Governor of Illinois. 44

• The application was endorsed by the Human Service Transportation Plan (HSTP) Region 8 45 Technical and Policy committees on May 21, 2015. However, since the new vehicles that 46 have been requested are going to serve the Champaign-Urbana urbanized area, IDOT 47 requires that the application also be endorsed by the CUUATS Technical and Policy 48 committees. 49

• If the application is endorsed, the project will be included in the Transportation 50 Improvement Program (TIP). 51

Ms. Tyler made a motion to endorse the Developmental Services Center Consolidated Vehicle 52 Procurement 2015 application. Mr. Maue seconded. Upon vote, the motion to approve the 53 endorsement was unanimously carried. 54 55

B. Transportation Improvement Program (TIP) FY2015-2018 Modifications - Ashlee McLaughlin 56 57

BACKGROUND: The Illinois Department of Transportation has submitted one administrative 58 modification to Table 9: City of Urbana Local Projects FY 15 and Table 45: FY 15-18 Federally 59 Funded Projects. The Village of Mahomet has submitted one administrative modification to Table 60 17: Village of Mahomet Local Projects FY 15, Table 18: Village of Mahomet Local Projects FY 16, 61 Table 46: Village of Mahomet STU Allocation, and Table 45: FY 15-18 Federally Funded Projects. The 62 following describes the modifications: 63 64


65 City of Urbana: Project UR-15-06 66 This is an existing project for the reconstruction of Windsor Road from Race Street to Philo Road in 67 Urbana in FY 15. This project had been changed from “Advanced Construction” to “Current” status 68 due to the fact that the Illinois Department of Transportation considers specific apportionment or 69 state contract ceiling sufficient to meet project specifications. Changes were made to the following 70 tables: 9,45 71

72 Village of Mahomet: Projects MA-15-02 and MA-16-04 73 This is an existing project for milling, resurfacing, and shoulder replacement on Main Street (from 74 Jennifer Drive to Division Street) and Franklin Street (from State Street to Lombard St) in the Village 75 of Mahomet in FY 15. This project is being moved from FY 15 to FY 16 due to a delay in project 76 processing with a letting scheduled for July 2015. All other project details remain the same. 77 Changes were made to the following tables: 17,18,45,46 78

79 C. Approval of Transportation Improvement Program (TIP) FY2016-2019 – Ashlee McLaughlin 80

81 BACKGROUND: Every year, CUUATS staff updates the Transportation Improvement Program (TIP) 82 that outlines projects to be completed by CUUATS member agencies in upcoming fiscal years. The 83 report includes the most recent project cost estimates, including Federal and State allocations for 84 transportation projects. The FY 16 tables show those projects that have verified funding sources; 85 projects in the FY 17-19 tables have reasonably guaranteed funding sources. 86

87 The Draft 2016-2019 TIP was approved by the CUUATS Technical and Policy Committees on May 6, 88 2015 and subsequently posted for a 30-day public comment period. No comments were received 89 from the public during that period, though a few changes were incorporated into the document 90 based on updated project information from Member Agencies that carry over from the FY15-18 91 TIP. In addition, the following changes were made based on Member Agency feedback: 92

93 • The State program, which was not available at the time the draft document was approved,94

was incorporated into the document and subsequently updated on the website June 1,95 during the public comment period. Tables 1-896

• The City of Urbana added one illustrative project for street resurfacing/reconstruction on97 Florida Avenue from Busey Avenue to Vine Street. Table 4598

• The following text was added to the Public Involvement Process section (pg 4) to reflect99 compliance with the public participation requirements for Section 5307 grants received by100 CUMTD:101 Public notice of public involvement activities and time established for public review and102 comments on the TIP satisfy the public participation requirements for FTA grantees and103 MPOs as outlined in 49 U.S.C 5307 (b)(1) through (7); The Metropolitan Transportation104 Planning and Programming requirements at 23 CFR part 450.314, 316, 322, and 324; and105 FTA Circular 9030.1E, “Urbanized Area Formula Program: Program Guidance and106 Application Instructions,” Ch. V, Section 6.107

108 Ms. McLaughlin received information about a Champaign County project for safety improvement at the 109 Cardinal Road and Rising Road intersection. The project is not currently included in the FY16-19 TIP, but 110 will need to be added in order for the project to move forward. The funding details are not available as 111


of this meeting, but the project will be incorporated into the FY16-19 TIP, and included in the policy 112 committee packet, to be approved by the Policy Committee at the next meeting on June 24. Mr. Trygg, 113 representative of IDOT, was able to provide the following information he was aware of: The project will 114 receive HSIP funding of approximately $818,000, and the match will be split between the two 115 townships that are included as part of the project. 116

117 Mr. Clark made a motion to approve the Transportation Improvement Program (TIP) FY 2016-2019. 118

Ms. Tyler seconded. Upon vote, the motion unanimously carried. 119 120 D. Discussion about payment for CUUATS Data Hosting to the GIS Consortium – Rita Black 121

122 Ms. Voitik informed the technical committee that the next meeting of the GIS Consortium Policy 123

Committee will be on July 7. The discussion of the payment for CUUATS Data Hosting is on the agenda 124 for the meeting. Ms. Voitik will also be requesting that a member of the CUUATS staff be invited to 125 attend the GIS Consortium Policy meeting. 126

127 E. Rotation of CUUATS Technical Committee Chair and Vice-Chair – Rita Black 128 129

As stated in the CUUATS Intergovernmental Agreement (2011), Article III, Part B: 130 131 The CUUATS Technical Committee shall rotate the Chair and Vice Chair positions for a two-year term 132

beginning in July of every odd-numbered year, or when a vacancy occurs. The Vice-Chair shall assume 133 the Chair position at the end of the two-year term or if a vacancy occurs. The rotation shall be in the 134 following order: 135

i. City of Urbana 136 ii. City of Champaign 137 iii. University of Illinois 138 iv. Village of Savoy 139 v. Champaign County 140 vi. Champaign-Urbana Mass Transit District 141 142

At this time, Pam Voitik from the University of Illinois and Brent Maue from the Village of Savoy are the 143 Chair and Vice-Chair of the CUUATS Technical Committee, respectively. As of July 1, 2015, Brent Maue, 144 representative for the Village of Savoy, will assume the position of Chair of the CUUATS Technical 145 Committee and will remain in that position until June 30, 2017. Similarly, Jeff Blue, will serve as Vice-146 Chair as the Champaign County representative. 147

148 VII. Old Business 149

1. Olympian Drive – Craig Shonkwiler 150 - Earthwork is 70% complete. 151 - The west half of the pavement is finished. 152 - The bridge piers are approximately 70% complete. 153 - Feutz Contractors was awarded the contract for Project C. Project C is scheduled to be 154

completed by November 1, 2015. 155 - Duncan Road is expected to be closed around August or September. 156 - 157

2. Multimodal Corridor Enhancement (MCORE) Project – Dave Clark 159 - The work continues on the draft of the grant agreement. Revisions are being made on a 160

weekly basis based on FHWA’s comments and the Office of the Secretary of Transportation’s 161 (OST) feedbacks and comments. Edits are sent back to FHWA and the OST for further review. 162 Per FHWA and OST, the final version will be forwarded around March or April of 2016. 163

- The consultants are getting closer to the end of Phase 1 of the project development report. 164 They will be working on Phase 1 through the end of the summer. 165

- The second public meeting is being planned for August once the University of Illinois is back in 166 session. 167

- The project partners are working on the final details to finalize concepts for the project 168 corridor – Green Street from Neil Street to Fourth Street is complete, White Street from 169 Second Street to Wright Street is complete, and Project 5, which is the east Urbana section of 170 Green Street, is complete. Final touches are being made on Green Street between Wright 171 Street and Busey Avenue (Project 1) with regard to the section in front of the union. A 172 consensus was made between the local agencies on Project 4. The consultant is in the process 173 of reviewing the notes from the project meeting held the week of June 8. Mr. Clark indicated 174 that good progress has been made on finalizing the concept, and new exhibits will be created 175 to reflect the changes. There were several options proposed for Armory and Wright Street 176 corridors. 177

- The process of the MCORE project is on schedule. 178 179

Ms. Voitik thanked the committee for the efforts the local agencies made in working together 180 to resolve some concerns about difficult decisions that needed to be made with respect to how 181 things will be designed. 182

183 3. Champaign County Rural Transit Advisory Group (RTAG) – Rita Black184

RTAG has submitted a grant application with two different options as was requested from IDOT for185 funding C-CARTS. IDOT will determine what funding C-CARTS will have to operate the service. Ms.186 Black has met with Parkland College about the possibility of paying C-CARTS for providing187 transportation services from Parkland College to the rural areas and vice versa. Ms. Black will be188 meeting with the companies operating in Rantoul on Friday, June 19, to determine if there is a189 possibility of providing service to their employees as a way to collect the local match necessary to190 continue to provide service.191

192 B. Agency Reports 193

1. City of Champaign – Chris Sokolowski194 - The Mattis Avenue reconstruction project south of Curtis Road and Congressional Way will 195

start the week of June 15. It is a full pavement project with a completion date of this fall. 196 - The asphalt section on Mayfair Road by St. Matthews Catholic School between Lincolnshire 197

Drive and Broadmoor Drive is completely being reconstructed this summer. 198 - Patching is in progress between Broadmoor Drive and the asphalt section. The work is being 199

completed by Stark Construction. The completion date is in early August before school 200 resumes. 201

- Church Street from Prospect Avenue to Mattis Avenue is a resurfacing project. Sidewalk frame 202 work is in process. Paving will follow with a completion date of mid-August. 203


- Work will begin at the Church Street and Randolph Street intersection downtown. Bump outs 204 are being completed to make all four quadrants ADA accessible. The traffic signals will be 205 replaced. 206

207 2. City of Urbana – Craig Shonkwiler208

- The High Cross Road project is in the final phase of completion. The final surface area has 209 been paved; stripping and final grading is in process. 210

- Windsor Road is 50% completed with a September completion date. Due to problems with 211 the sub-grade, construction was delayed. 212

- Broadway Avenue near Crystal Lake Park, out to bid to remove bricks and put in concrete 213 pavement. The City of Urbana is working with the Urbana Park District for an eight foot 214 sidewalk along the park. The City of Urbana will be reimbursed by the Urbana Park District for 215 the in-house engineering costs. 216

- PCC (Portland cement concrete) patching project is in the bid process for Bradley Avenue west 217 of Lincoln Avenue down to the west city limits. Bike lanes will be installed in the fall. 218

- Patching is in process on Florida Avenue from Philo Road down to James Cherry Drive near 219 Thomas Paine Elementary School. The City of Urbana may possibly add Fairview Avenue near 220 King School to the patching project. 221

- The Airport Road West project using EDP funds and park funds is delayed due to 222 environmental screens waiting to be processed. The City of Urbana is waiting for final analysis 223 to purchase right-of-way and to bid in November. 224

225 3. Village of Savoy – Brent Maue226

- The resurfacing of First Street between east Church Street and east Curtis Road project is to 227 start in mid-July. The project consists of a mill and overlay. The resurfacing will include a re-228 stripping of 11 foot lanes and five foot shoulders. There has been interest shown for a bike 229 trail. The township is not opposed to a bike lane in the area north a mile from Curtis Road up 230 to Windsor Road. However, funding needs to be located, and some right-of-way is needed 231 from the University of Illinois. Additional easement is needed in order to install a bike trail. 232

- An oil and chip contract, which is resurfacing the existing oil and chip roads on the out skirts of 233 the village, is to be completed by the end of July. This is a one day project. 234

- A concrete street patching at West Church Avenue and Wesley Avenue will be starting in 235 August with a completion date in September. 236

- Colbert Park is building a very large children’s playground in the park to be completed at the 237 end of August. 238

239 4. CU-MTD – Jane Sullivan/Jay Rank240

- Previously, CUMTD was concerned that their operating system state funding may be reduced 241 from 65% reimbursement to 55% reimbursement. The operating system state funding is no 242 longer a concern for CU-MTD. 243

- CUMTD is concerned with the capital funding contract with the state for $6 million dollars for 244 the maintenance expansion project. The maintenance department is currently under 245 construction. 246

- Mr. Gnadt wanted to express his appreciation for the cooperation received from the agencies 247 in the recent MCORE meeting. CUMTD is confident that the MCORE project is going in the 248 right direction, and also the transit focus in some of the areas is appreciated. 249


- Mr. Rank discussed the CUMTD route changes. As a result of the public hearing, the following 250 changes were proposed: 251

• The biggest change will be how CU-MTD will be operating out of Parkland College. 252 • The Gray and Brown routes will be broken apart from the inner lining to allow for less 253

confusion and better run times. 254 • The Pink route will be extended since Sawgrass/Boulder Ridge was annexed; making a 255

circular route clockwise and counter clockwise. The route will be Country Fair to 256 Parkland College to Sawgrass/Boulder Ridge to Fieldstone Drive to the YMCA, and 257 then Windsor Road to Mattis Avenue for the return trip around. 258

• Since the Pink route has been expanded, the Green Hopper route will no longer travel 259 to Fieldstone Drive to transfer with the Pink route. The Pink route change should 260 result in a positive impact on the Parkland College service. 261

• The students agreed to a new route on campus. The new route will be looping 262 around the quad to serve Vet Med with a half hour frequency. 263

• The Silver route will no longer travel to Vet Med. This change should improve run 264 times for the Silver route. 265

• CUMTD will be going into the Public Health District southbound on every trip. 266 Northbound routes will still be on demand as was requested by the students. 267

• In Savoy, a new route will travel from Lynnhurst Drive to Burwash Avenue to Route 45 268 and down to Curtis Road southbound. The southbound route will not be serving 269 Savoy Plaza. The northbound will be servicing Savoy Plaza, Arbour Towne Drive up to 270 Route 45 and back to Burwash Avenue. 271

- Dewey Fisher Road project is on schedule. 274 275

6. University of Illinois at Urbana-Champaign – Stacey DeLorenzo 276 - MCORE is the current project for the University of Illinois. 277 - The oil and chip seal project near the Vet Med is complete. 278 - The University of Illinois will be implementing a complete street project on Sixth Street from 279

Gregory Street to Pennsylvania Avenue. Last year’s project was from Gregory Street to Armory 280 Street. The set up will be added; there will be no reconstruction or resurfacing. The re-design 281 is in progress. 282

283 7. Village of Mahomet – Patrick Brown 284

8. CC Regional Planning Commission – Rita Black 287 Ms. Black received the CUUATS contract from IDOT. The contract is not for the total amount 288 because IDOT has not received the allocation from FTA. The contract is for the reduced amount of 289 $414,000 instead of the $451,000. The contract will be signed by Cam on Monday, June 24 and it 290 will be sent back to IDOT. 291 292 293


9. IDOT District 5 – Robert Nelson 294 - US 150 from Urbana to St. Joseph is 56% complete. 295 - Resurfacing on IL 10 in Champaign/Piatt County is 96% complete. 296 - IL 130 from Urbana to Philo is 25% complete. 297 - IL 47 from US 136 to I-74 Mahomet is 2% complete. 298

11. FHWA – Betsy Tracy303 FHWA is under a continue resolution until the end of July due to the lack of long term funding.304

305 C. Announcements 306

Prateek Mittal, a planning engineer for CUUATS is leaving on July 15th. A work visa was applied for 307 him, but it was not approved. Due to the uncertainty of the funding, CUUATS is not hiring a 308 replacement for Prateek’s position at this time. 309

310 Eileen Sierra, HSTP Coordinator for five years, is leaving at the end of June. The employee who was 311 the PCOM (Project Compliance and Oversight Management) has already left. The PCOM is 312 responsible for overseeing the organization of the rural transportation services. Because of the 313 funding limitations, Zoe Keller has been hired to do both positions, the HSTP Coordinator and the 314 PCOM for the transit service. Both positions are required by IDOT. 315

316 An announcement was received from FHWA regarding funding from SHRP2. The announcement 317 has different elements that CUUATS can apply for. The funding could be used for the Curtis Road 318 Corridor Study funding. The main requirement from this grant is that CUUATS must use the tools 319 that they have developed to guide the process for Curtis Road. These are tools that CUUATS is 320 already using. This is basically testing tools that they have developed for planning purposes. If 321 CUUATS applies for the grant there is up to $300,000 available per agency for the grant. 322

323 If CUUATS applies for $250,000, which is the budget for the scope of services, the local agencies 324 would have to provide a local match. It is uncertain if the State could assist CUUATS. The project 325 must be completed in 18 months. Once the Curtis Road Corridor Study is completed, CUUATS 326 would be required to be available for sharing its experience using these tools with other agencies, 327 as requested. Ms. McLaughlin commented that the SHRP2 tool, PlanWorks, is basically an 328 organizational tool that matches up well with CUUATS existing scope of services. 329

330 Ms. Black is asking that the University of Illinois and the City of Urbana provide funding for the local 331 match. Ms. Tyler indicated that there is interest; the match would be the discussion point. Ms. 332 Voitik agreed with Ms. Tyler. Ms. Black suggested that CUUATS apply and then determine where 333 they can find the match funding. 334

BACKGROUND: The Illinois Department of Transportation has proposed five amendments to Table 1: Federally Funded Projects FY 16 and Table 5: State HIP Projects FY 16. The following describes the proposed amendments:

H381(FY15) A135(FY16)

A092(FY15) A092(FY16)

H381 is an existing project with two project phases on I-57 over IL 10 and the Illinois Central Railroad west of Champaign in FY 15. The first project phase is for bridge rehabilitation and bridge deck repairs costing $3,000,000 with 90% in federal National Highway Performance Program funds and 10% in matching state funds. The second project phase is for a railroad flagger costing $60,000 covered 100% by the state. The State of Illinois would like to make the following changes to this project:

1. Move this project from FY 15 to FY 16.2. Decrease the total project funding by 7% from $3,060,000 to $2,835,000. The

funding for the first phase of resurfacing and bridge repairs decreases from3,000,000 to $2,785,000 with the same 90/10 federal state funding split. Thefunding for the second phase for a railroad flagger decreases from $60,000 to$50,000, still covered 100% by the state.

3. Combine this project with project A135 in FY16, which is a project for resurfacing,bridge deck repairs, and ramp repairs on I-57 from Sadorus Road to 1 mile south ofI-74 in Champaign.

A092 in FY15 is an existing project for resurfacing and safety improvements on I-74 from 0.5 miles west of IL 47 in Mahomet to 0.5 miles west of I-57. The project has a total cost of $10,380,000 with 90% in National Highway Performance Program funds and 10% in matching state funds. The State of Illinois would like to make the following changes to this project:

1. Move this project from FY15 to FY16.2. Combine this project with project A092 in FY16, which is an existing project for

BACKGROUND: The transportation bill passed in 2012, Moving Ahead for Progress in the 21st Century (MAP-21) outlines the requirement for Metropolitan Planning Organizations (MPOs) to publish an annual listing of obligated projects for which funds have been given in the preceding year, including a listing of pedestrian and bicycle projects. From MAP-21, 23 U.S.C., Sec. 1201:

“An annual listing of projects, including investments in pedestrian walkways and bicycle transportation facilities, for which Federal funds have been obligated in the preceding year shall be published or otherwise made available by the cooperative effort of the State, transit operator, and metropolitan planning organization for public review. The listing shall be consistent with the funding categories identified in the [transportation improvement program] TIP.”

Each year after the annual approval of the TIP, CUUATS staff prepares the Annual Listing of Federally Obligated Projects (FOP) in accordance with the aforementioned criteria. The FOP for fiscal year 2015 includes federal regulations, CUUATS structure, and a detailed list of federally obligated and advanced construction transportation and transit projects in the metropolitan planning area from July 1, 2014 to June 30, 2015. This document serves as a record of project delivery and provides increased transparency of government transportation spending to state and local officials as well as the general public.

This report is published in response to the aforementioned criteria by listing all federally funded transportation projects in the MPO’s metropolitan planning area that were obtained during the State fiscal year (FY) from July 1, 2014 to June 30, 2015. The word obligated refers to the federal government’s financial commitment to pay or reimburse the lead agency for the federal share of a project’s cost. Obligation in no way refers to the expenditure or project completion; but only that the specific project has been marked and approved for federal reimbursement.

This document serves as a record of project delivery and provides increased transparency of government transportation spending to state and local officials as well as the general public. The following pages list each project which received federal funding during FY 2015. For each project, a brief description of the work to be completed, the location of the project, the fund type, project ID number, project status, and cost is included. When relevant, a map of each project is also included.

This report indicates that almost $11 million in federal funds were obligated for surface transportation projects in the region between July 1, 2014 and June 30, 2015. The Champaign-Urbana Mass Transit District received an additional $10.6 million from the Federal Transit Administration for obligated transit projects or purchases during the same time period.

CUUATS Background As a result of the 1962 Federal-Aid Highway Act, the Champaign-Urbana Urbanized Area Transportation Study (CUUATS) was created in 1965 to administer the area’s three-C transportation planning process. In order to assure that comprehensive regional planning efforts were achieved, the Governor of the State of Illinois designated the Champaign County Regional Planning Commission as the MPO in March 1974. CUUATS is the regional transportation entity for the City of Champaign, City of Urbana, Village of Savoy, Village of Mahomet, Village of Tolono, and Village of Bondville. The municipalities and 25-year planning boundary for this MPO can be seen in Figure 1.

CUUATS Member Agencies, Agency Representatives, and Structure CUUATS is comprised of the following eight member agencies which all have voting power: the Cities of Champaign and Urbana, Village of Savoy, Champaign County, University of Illinois, Champaign-Urbana Mass Transit District, Champaign County Regional Planning Commission, and the Illinois Department of Transportation.

CUUATS operates under the principal direction of a Technical Committee and a Policy Committee. In its organizational structure, the Technical Committee acts as a working group under the direction of the Policy Committee. The Technical Committee is comprised of technical staff members from all CUUATS participating agencies who perform analyses and make recommendations concerning transportation issues to the Policy Committee. The Policy Committee is comprised of local elected and appointed officials of those agencies that have a primary interest in transportation. The Policy Committee has decision-making authority for CUUATS and establishes policies that guide the transportation planning process.

CUUATS Long Range Transportation Plan (LRTP) The Long Range Transportation Plan is a federally mandated document that is updated every five years and details how the urbanized area transportation system will evolve over the next 25 years. The LRTP goes hand in hand with this listing of federally obligated projects in that this report, along with TIP documents, track how local transportation investments are working toward the collective long range goals and objectives for the regional transportation system outlined in the LRTP.

Transportation Improvement Program (TIP) The Transportation Improvement Program (TIP) is a product of the on-going transportation planning process for CUUATS. The purpose of the TIP is to document proposed projects for a four-year fiscal period so that project funding can be secured. Any local project that solicits federal or state monies must be in the TIP in order to be considered eligible for such funding. With ever-changing project timelines, consultant availability, and project costs, the TIP may not always reflect a current picture of actual project expenditures. This document is meant to supplement the TIP by documenting actual federal expenditures for projects within the CUUATS urbanized area during the previous fiscal year.

Public Involvement Since its inception in 1965, CUUATS has been actively committed to involving the public in its planning process. Mailings, public notices, and frequently updated postings to the CUUATS website are all common methods utilized to keep the public informed of projects, documents, and public input sessions.
