VI. New Business 33 A. Approval of Transportation Improvement Program (TIP) FY2014-2017 Administrative 34 Modifications – Ashlee McLaughlin 35

36 Ms. McLaughlin presented modifications which do not require approval. 37 38

BACKGROUND: The Illinois Department of Transportation has submitted two administrative 39 modifications that are reflected in Table 5: City of Champaign Local Projects FY14. The Champaign-40 Urbana Mass Transit District has submitted four administrative modifications reflected in Table 25: 41 Champaign-Urbana Mass Transit District Local Projects FY 2014-2017. The following describes the 42 modifications: 43 44 CH-14-11 45 (Table 5) 46 This is a Safe Routes to School project for Stratton School in the City of Champaign to add signage, 47 sidewalk connections, and intersection crossing improvements around Neil Street from Kenyon Road to 48 North Street. This project is currently in Advanced Construction status at this time because IDOT 49 considers specific apportionment or state contract ceiling insufficient to meet project specifications. 50 This project is in FY 2014. 51 52 CH-14-12 53 (Table 5) 54 This project is a Complete Street Project for Windsor Road from Eagle Ridge Road to Briar Hill Drive in 55 the City of Champaign. This project has been moved from Advanced Construction to current status 56 because either the apportionment or state contract ceiling are sufficient to meet project specifications 57 or the project is financially active. This project is in FY 2014. 58

59 C-U MTD 60 (Table 25) 61 CUMTD has submitted four administrative modifications to two projects in Table 25: 62

• The project formerly titled, “Maintenance Facility Rehab,” is now titled, “Maintenance 63 Facility Demolition & Expansion (West),“ though the content and work scope of the project 64 remains the same. This project is listed in FY 2014. 65 • The project formerly titled, “Residents Accessing Mobility Providing Sidewalks (RAMPS, CCRPC 66 Mobility Management Project),” (RAMPS), has been moved entirely to FY 2014 rather than split 67 between the FY14 and FY15-17 periods on the CUMTD table. 68 • The title for the aforementioned RAMPS project has changed slightly to include the words, 69 “Project Administration.” The full title is now, “Residents Accessing Mobility Providing Sidewalks 70 (RAMPS, CCRPC Mobility Management Project, Project Administration).” The content and work 71 scope of the project remains the same. This project is listed in FY 2014. 72 • The costs for the RAMPS project were listed incorrectly, summing to $1,000 more than the 73 actual total project cost. Therefore the project amounts have been adjusted to reflect a total 74 project cost of $257,000, rather than $258,000, with 80% federal cost share and 20% local cost 75

share. This was a typographical error and does not reflect a change in the project itself. This project 76 is listed in FY 2014. 77 78

Mr. Gray referred to Table 1 of FY 2014 State HIP Projects, State ID No. I002, and requested that 79 Bikeway be removed from the description as it is not part of the project. 80 81

B. Approval of Draft Transportation Improvement Program (TIP) FY 2015-2018 – Ashlee McLaughlin 82 83

Ms. McLaughlin presented a brief overview of the Draft Tip for FY 2015-2018. The TIP includes 84 federally funded and non-federally funded transportation projects for implementation over the next 3 85 years. The Draft TIP will be published on line for a 30 day comment period with Ms. McLaughlin 86 updating the document as changes are received from the various agencies. This year Mahomet and 87 Tolono have been added to the TIP. 88 89 With the new communities being added, Mr. Caldwell requested that the projects be consolidated into 90 one table instead of one table for each community. Ms. Black commented that it is less confusing for 91 the public if they can be referred to one table that shows them the projects for their city. In previous 92 years, a document similar to what Mr. Caldwell is suggesting was used and it was confusing to the 93 public. Ms. Hoyle commented that if the document is altered to only show the federal funding, the 94 public would have to search for the local information elsewhere. Ms. Black also mentioned that the 95 local projects are included whereas other MPO’s do not include the local projects. 96 97 Mr. Gray suggested that a change to the document be postponed until next year due to the work that 98 has already been put into the TIP. Mr. Blue suggested a summary table at the end of the document 99 showing the federal funded projects that Mr. Caldwell would require for FHWA. Ms. McLaughlin will 100 look into reviewing other MPO’s and change the document with the next TIP. 101 102 Other changes within the draft were discussed: 103 104

• Mr. Nelson asked that the ITS-1 FY15 for the State be removed from the draft TIP until the 105 federal funding is finalized. 106

• Mr. Maue commented that Savoy and Champaign have a joint project on Prospect Avenue. 107 Fund type is listed as MFT, STU and CIF; that year is only engineering updates to the plan; there 108 won’t be any STU funding. The first year of construction will be FY19. Mr. Maue requested 109 that the STU be removed from FY18 to FY19. Mr. Lackey recommended that the project be 110 left in FY18 as it is already shown in his program with Springfield. If necessary, the project can 111 be moved to FY19 at a later date. Mr. Lackey also mentioned that the 2 million dollars should 112 be included on Table 16 as it is on Table 40, and should also be updated on Champaign’s Table. 113

• Mr. Clark asked for a modification of Table 40 – Section 11, 290 PV is shown as FY18, but the 114 project is moving forward. The 750,000 should be moved to FY15. 115

• Mr. Gray requested that signal improvements at High Cross Road and IL 130, University Avenue 116 at 150 and Tatman Drive be added to the map. 117

• Mr. Lackey mentioned that on Table 5 – Olympian Drive is still not matching the State cost; he 118 is not sure where the 1,675,000 figures come from. Ms. Black indicated they would take a look 119 as the information is based on what the agencies send. 120

• Mr. Lackey requested that section numbers be put on all the federal projects. 121

• Ms. DeLorenzo mentioned that Morgan Johnston is no longer with the committee and needs 122 to be removed from the document. Ms. DeLorenzo also mentioned that she would be sending 123 Ms. McLaughlin updates for Table 25. The first item on Table 25 was already done in FY14. 124 There is also a project on Stadium Drive that is not listed on the table. 125

Mr. Maue made a motion to approve the Draft Transportation Improvement Program (TIP) FY 2015-126 2018 as modified, Ms. DeLorenzo seconded. Upon vote, the motion unanimously carried. 127

128 C. Approval of Final CUUATS Unified Technical Work Program (UTWP) FY2015 – Rita Black 129 130 Ms. Tyler asked about the update on the Greenways and Trails Plan. Ms. Black stated that it was 131

approved last December by the Greenways and Trails Technical and Policy committees, and the 132 committee members were going to take the document to their boards. 133

134 Ms. Tyler asked what role the Public Health District plays in the Health Impact Assessment (HIA) Model, 135

and Ms. Black indicated that as part of the IPLAN committee, we have been working with them, and 136 receiving data to develop the HIA model. The Health Impact Assessment Model is done at this time. 137

138 Ms. Tyler made a motion to amend the title “Transportation and Economic Development Plan for the 139 Champaign-Urbana urbanized area” under CUUATS priorities to “Transportation Plan to Support 140 Economic Development for the Champaign-Urbana urbanized area.” Mr. Gray seconded. Upon vote, 141 the motion unanimously carried. 142

143 Ms. Tyler made a motion to amend the description of the “Transportation Plan to Support Economic 144 Development for the Champaign-Urbana urbanized area.” to state as follows: The purpose of the 145 initiative is to undertake a planning process in the Champaign-Urbana urbanized area to build a 146 transportation system that better supports identified economic development areas in terms of 147 capacity, safety, accessibility, and mode opportunities. Mr. Gray seconded. Upon vote, the motion 148 unanimously carried. 149 150 Mr. Helton moved to approve the modified Final CUUATS Unified Technical Work Program (UTWP) 151 FY2015. Mr. Gray seconded. There being no further discussion, the motion carried unanimously. 152 153 D. Discussion of proposed location for new Central High School – Rita Black 154 155 This item was removed from the Agenda due to the absence of Mr. Volk. Ms. Hoyle mentioned that 156 there are other locations being evaluated for the new high school. 157

158 VII. Old Business 159

Old Business Items (Committees and Working Groups, in addition to the Agency Reports and 160 Announcements) will be moved to the Policy Committee Meeting immediately following this 161 Technical Committee Meeting. 162

` 163 Mr. Gray requested that a copy of the letter sent to IDOT regarding 57/74 be sent to committee 164 members. 165 Cynthia Hoyle announced that tomorrow is bike to work day with various stations throughout the 166 community. Also, during the month, there is Bike to Market on Saturdays, with valet parking. 167

TO: CUUATS Technical Committee Members FROM: CUUATS Staff DATE: 18 June 2014 RE: FY 2014-2017 Transportation Improvement Program Amendments REQUESTED ACTION: Approve Amendments STAFF RECOMMENDATION: Approve Amendments

BACKGROUND: The Illinois Department of Transportation has submitted one proposed amendment to Table 1: FY 14 State HIP Projects and Table 2: FY 15 State HIP Projects. The University of Illinois has submitted one proposed amendment to Table 17: University of Illinois Local Projects FY 14. The following describes the proposed amendments:

ITS-1 (Tables 1&2)

UI-14-01 (Table 17)

This is an existing project for changeable message signs and surveillance at various locations in Champaign-Urbana. The total project cost has increased by 68 percent, from $1,575,000 to $2,648,000, which qualifies it as an amendment to the TIP. The funding sources have also changed for the project. Previously, the state was covering 100 percent of the project, currently the state will cover 64 percent ($1,682,000) and Federal HSIP Safety funds will cover the remaining 36 percent ($966,000). In addition, this project is moving from FY 14 to FY 15.

The University of Illinois is adding a new project to FY 14 for storm sewer installation as well as detention and roadway resurfacing on First Street. The University is covering 100% of the project cost which is $480,000. This project is in FY 14.

TO: CUUATS Technical Committee Members FROM: CUUATS Staff DATE: June 18 2014 RE: FY 2015-2018 Transportation Improvement Program REQUESTED ACTION: Approve Final TIP STAFF RECOMMENDATION: Approve Final TIP

BACKGROUND: Every year, CUUATS staff updates the Transportation Improvement Program (TIP) that outlines projects to be completed by CUUATS member agencies in upcoming fiscal years. The report includes the most recent project cost estimates, including Federal and State allocations for transportation projects. The FY 15 tables show those projects that have verified funding sources; projects in the FY 16-18 tables have reasonably guaranteed funding sources.

The Draft 2015-2018 TIP was approved by the CUUATS Technical and Policy Committees on May 14, 2014 and subsequently posted for a 30-day public comment period. No comments were received from the public during that period, though several changes were incorporated into the document based on suggestions from the Policy and Technical meetings on May 14. Most significantly, a new table (Table 45) specifically for federally-funded projects was added at the end of the document.

STAFF RECOMMENDATION: Approve the Final FY 15-18 TIP

FY 2015-2018 Transportation Improvement Program

1

INTRODUCTIONThe Fiscal Year 2015-2018 Transportation Improvement Program (TIP) is a product of the on-going transportation planning process for the Champaign-Urbana Urbanized Area Transportation Study (CUUATS). It was prepared by CUUATS staff, under the direction of the CUUATS Technical Committee, for the CUUATS Policy Committee. The TIP is based on existing area-wide transportation plans, previous TIPs, Transportation System Management studies and the current construction plans of the implementing agencies.

The purpose of the TIP is to document proposed projects for a four-year fiscal period so that project funding can be secured. Any local project that solicits federal or state monies must be in the TIP in order to be considered for such funding.

Projects included in this TIP are proposed for implementation in one or more of the following jurisdictions: City of Champaign, City of Urbana, Village of Savoy, Village of Mahomet, Village of Tolono, the University of Illinois, the State of Illinois, Champaign County, Champaign County Forest Preserve District, or the Champaign-Urbana Mass Transit District. Projects are subject to the financial abilities of federal, state and/or local agencies’ funding sources. When approved by the CUUATS Policy Committee and endorsed by the Champaign County Regional Planning Commission (the designated Metropolitan Planning Organization for the Champaign-Urbana area), these bodies certify that the requirements of 23 CFR, Section 450.308 are met.

The existing transportation system within the Champaign-Urbana Urbanized Area Transportation Study planning boundaries is being adequately operated and maintained with the revenue sources that are provided through federal, state and local jurisdictions. The FY 2015-2018 TIP is financially constrained, meaning that all funding estimates are based on anticipated state, federal and local budget constraints.

PROJECT CATEGORIES AND PRIORITIZATIONThe FY 2015-2018 TIP has been developed to meet the guidelines of the Federal Highway Administration and the Federal Transit Administration under the most recent transportation appropriations bill: Moving Ahead for Progress in the 21st Century (MAP-21). As specified in those guidelines, projects from the following categories are included:

• Interstate - This category includes improvements to the Interstate Highway System, which are funded through Interstate 4R funds for reconstruction, rehabilitation, resurfacing and restoration.

• Operating and Capital Assistance Projects - This category consists of transit projects funded through Sections 3, 5 and 9 of the Urban Mass Transportation Act of 1964. All transit projects in the Champaign-Urbana-Savoy area are included in this category.

• Major or Area Service Highway Extensions - This category consists of those street projects within the urbanized area that are extensions of major rural roads in the urbanized area. Federal-aid Surface Transportation Program Rural (STP-R) funds are used for projects in this category.

• Urban Systems Projects - This category includes improvements to collector and arterial streets that are Federal-aid Highways. Federal Aid Surface Transportation Program (STP) funds are used for projects in this category.

The continuing, comprehensive and cooperative (3C) transportation planning process required by federal regulations requires inclusion in the TIP of those projects that will receive federal funding from one or more of the federal transportation programs. These programs include Interstate; Federal-Aid Surface Transportation Program Rural (STP-R) and Urban (STP-U); Highway Bridge Replacement and Rehabilitation (BRRP); Highway Safety Improvement Progarm (HSIP); and Federal Transit Administration (FTA). IDOT and local projects that are not regionally significant in nature, such as small resurfacing projects

Page 18: Announcement of a Meeting for the CUUATS Technical ... · 6/18/2014  · A. CUUATS Technical Committee Meeting of April 2, 2014 . 29 . Ms. Tyler made a motion to approve the CUUATS

or minor railroad crossing improvements, might not be individually identified in the TIP even though the projects receive federal funding. Many times the smaller projects are grouped together in similar categories (e.g. resurfacing).

The following national goals established by MAP-21 (23 USC 150 (b)), as performance measures for Metropolitan Planning Organizations, will be phased into the TIP as work continues on the Long Range Transportation Plan: Sustainable Choices 2040:

• Safety

• Infrastructure Conditions

• Congestion Reduction

• System Reliability

• Freight Movement & Economic Vitality

• Environmental Sustainability

• Reduced Project Delivery Days

These seven performance measures will be detailed in the upcoming CUUATS Long Range Transportation Plan: Sustainable Choices 2040, scheduled for release at the end of 2014. Until that point, the TIP will identify projects that address these seven goals in anticipation of a comprehensive description of projects’ regional contribution to the performance measures currently and over time.

The costs shown in this document are estimates of expected costs based on current information available about the projects. Costs shown for some projects are rough estimates, which will be refined after preliminary engineering work has been completed. Any significant changes to the cost of a project need to be reported to the CUUATS Technical and Policy Committees.

This document sets priorities in two ways. First, the report differentiates between projects to be constructed or receive funding in the first fiscal year (FY 2015 Annual Element) and those to be constructed during the following three fiscal years (FY 2016-2018). The amount of time

required for preliminary engineering and right-of-way acquisition, the availability of funds, and community needs will determine whether a project will be in the Annual Element or the latter portion.

Preliminary activities on some projects have been underway for some time. However, construction has not begun because these preliminary activities may not yet have been completed. Unforeseen difficulties in these activities could delay a project for a year or more. Thus a project may be included in the Annual Element for more than one year.

The second prioritization method involves how STP-U Local funds are allocated within each of the four fiscal years in the TIP. STP-U Local project prioritization is determined by the Project Priority Review (PPR) Guidelines created by CUUATS and approved by both the CUUATS Technical and Policy Committees in 2008. Specifically, the PPR Guidelines require that every project receiving STP-U Local funding meets the following three requirements:

1. Consistency with the Long Range Transportation Plan, local plans, and MAP-21 goals

2. Financial constraint3. Project-specific eligibility and justification

Local agencies seeking STP-U Local funding are required to submit an application to CUUATS for each project. Submitted projects are then allocated point values based on PPR assessment factors such as safety, regional significance, and traffic volume levels. Projects are finally categorized into high, medium, and low priority levels. This method does not preclude the movement of a project into a higher priority level due to the immediate need for a project or moving a project forward or backward due to unforeseen funding issues.

Projects are prioritized at minimum on an annual basis to reflect changing needs and circumstances.

TIP ANNUAL ELEMENTIn accordance with 23 CFR 450.220(c), the Metropolitan Planning section of the Federal Register of October 28, 1993, the participating members of the Champaign-Urbana Urbanized Area Transportation Study (CUUATS) agree that the State may propose federal-aid projects funded from the Highway Safety Improvement Program. They also may propose projects funded with Interstate, NHS, STP-R, STP-U, and BRRP monies, to be included in the statewide program of projects with these projects being drawn from the annual element of the TIP.

All federally funded projects that significantly alter the functional capacity or capability of a facility will be included in the TIP Annual Element.

All STP projects, regardless of work type, will be included in the TIP Annual Element. Some projects of similar work types will continue to be combined in the TIP Annual Element as categories of improvements such as engineering, intermittent resurfacing, etc.

The Illinois Department of Transportation will continue to provide CUUATS with the Department’s entire annual and multi-year highway program regardless of funding source and work type.

The Illinois Department of Transportation will notify CUUATS of all projects proposed for State letting regardless of funding source and work type, including projects not shown in the TIP Annual Element.

The Champaign-Urbana area TIP will be utilized to develop the State’s STIP. Highway and transit projects eligible for grouping will be summarized by year, fund source, and type of work. The Champaign-Urbana area TIP will be incorporated by reference to the STIP. The STIP will be submitted for FHWA and FTA approval with appropriate documentation of public involvement.

TIP SELECTION PROCESSIn accordance with MAP-21 regulations, the TIP is financially constrained. In other words, all projects in the first year element have verified funding sources and the projects in the second, third, and fourth year elements have reasonably guaranteed funding sources. Project implementation priority is given to the first year of the TIP. However, special circumstances may arise necessitating movement of a second, third, and fourth year project forward to the first year. When this occurs, such a move will take place with no further action required of the Technical or Policy Committees. The Technical and Policy Committees, however, should approve any project subject to amendment. MPO Staff, at the next regularly scheduled committee meetings, will advise the Technical and Policy Committees of the project advancement.

The Champaign-Urbana Urbanized Area Transportation Study receives an allocation of funds each year through formulas determined by the FHWA, FTA, and the Illinois Department of Transportation, administered by the Illinois Department of Transportation. The Surface Transportation Program (STP) funds are the most significant funds for the Champaign-Urbana urbanized area. Agreement among all jurisdictions through action of the Policy Committee determines the best use of these funds.

The implementing agency may elect to change their project fund type via notification to the Policy Committee through the MPO, which also will not require any additional public hearings.

PUBLIC INVOLVEMENT PROCESSSince its inception in 1964, CUUATS has been actively committed to involving the public in its planning process. Whenever a regular meeting, public hearing, or informational meeting is held, consideration is given to all comments or suggestions. In some instances, responses to resident input are prepared in writing and distributed to interested parties. For major transportation system developments, comments received by the public at a public hearing or by letter are responded to directly in the final report. Past examples of incorporating citizen comments into final reports include the Campus Area Transportation Study (CATS), the Greenways and Trails Plan, and the Long Range Transportation Plan 2035. Information about these projects can be found on the CUUATS website at www.ccrpc.org/transportation.

CUUATS takes an active role in identifying public participants. Staff presently maintains an extensive mailing list, which includes active members of CUUATS committees and persons who have requested to be notified of meetings and events.

The public is informed about CUUATS public meetings via announcements that are sent out to all individuals on the mailing list approximately (1) week before the scheduled event. Paid announcements for all CUUATS meetings are placed in the News-Gazette (the only daily circulation newspaper in Champaign-Urbana). Meeting announcements are also published on the CUUATS website.

The public is encouraged to participate at all CUUATS meetings. To facilitate public involvement in the development of a document or project, copies of all documents discussed at the CUUATS meetings are made available for public inspection at Champaign County Regional Planning Commission offices prior to each meeting and are provided to individuals when requested. News releases are distributed periodically to announce the availability of a CUUATS report or to provide background on planning activities. Final copies of all CUUATS documents are made available to the public through the local libraries, the CUUATS website, and CUUATS offices.

In addition to the aforementioned formal public involvement process, CUUATS relies on many informal techniques. This is especially important when considering that area residents often bring transportation planning issues and problems to the attention of their elected officials. For these reasons, CUUATS staff members often attend meetings of other governmental agencies. Informal public participation also occurs when an interested citizen contacts the CUUATS office to discuss an issue in which they are interested, or when a citizen or business requests transportation or planning data.

In developing the FY 2015-2018 TIP, CUUATS staff complied with the guidelines set forth in our Public Participation Policy Document, adopted in 2007.

STP-U (LOCAL) ALLOCATION IN AVAILABLE FISCAL YEARIt is anticipated that funding will be available for all projects presented in the FY 2015-2018 TIP. The programming of STP-U Local projects in the Champaign-Urbana Urbanized Area is a function of program development, project prioritization and available financial resources.

The programming of STP-U Local funds for projects is based on the average annual urbanized area apportionment projected for the Champaign-Urbana Urbanized Area. For FY 2015, the Illinois Department of Transportation has determined that the Champaign-Urbana Urbanized Area will receive $1,198,159 (assuming full utility of the estimated apportionment), with the balance of the urbanized area apportionment (determined by FHWA) being invested in the urbanized area by the IDOT District 5 office, in consultation and cooperation with the CUUATS Policy Committee. Please refer to Table 40, “STP-U (Local) Allocation in Available Fiscal Year” for more information.

TRANSITThe transit portion of the TIP is based on the Champaign-Urbana Mass Transit District’s (CUMTD) continuing efforts to provide modern, efficient, and effective transportation services, modes, and facilities. The services are designed to serve myriad public transportation activities. The District’s ongoing planning process evaluates and updates both short and long-range mobility needs, and then develops and implements effective solutions.

The District has implemented and refined several development proposals. These include shelters, one-half fare cab program, no-cost fixed route bus service for disabled persons and senior citizens, and 100% community fixed route accessible wheelchair service.

In the development of the Final FY 2015-2018 Transportation Improvement Program, forecasts for Section 5307 Funds have been incorporated. These forecasts are based upon previous funding levels that have been received by the Champaign-Urbana Mass Transit District. These forecasts will be utilized as a good faith effort to keep the TIP fiscally constrained.

All transit projects in the TIP are subject to the CUUATS public involvement policy.

BICYCLES AND PEDESTRIANSThe Long Range Transportation Plan 2035 includes several goals related to providing travel options for pedestrians and bicyclists. The intent is that all transportation system users in the urbanized area will have access to a network of transportation modes and infrastructure that:

• Maximizes connectivity between origins and destinations and the modes used to travel between them;

• Improves mobility during peak traffic hours;

• Improves safety and convenience; and

• Considers all users.

Bicycle and pedestrian projects do not have an annual funding allocation at this time. These projects tend to be either part of a larger roadway improvement or construction project, and/or have received grant funding for their construction.

AIR QUALITY CONSIDERATIONSIn FY 80, the United States Environmental Protection Agency lowered the maximum standard for photochemical oxidants (ozone). According to the IEPA’s Annual Air Quality Report, as of February 2012, Champaign County continues to be an attainment area, which means that air quality is within acceptable parameters for common air pollutants.

Transportation officials in the Champaign-Urbana area recognize that a relationship between transportation and air quality exists. Air quality is one of many determinants in selecting highway or transit projects for implementation, receiving consideration during project planning and implementation procedures. It should be noted that most highway and transit projects considered in the Champaign-Urbana area are designed to improve the area’s overall air quality.

TIP AMENDMENT & ADMINISTRATIVE MODIFICATION PROCEDURESThe programming of transportation improvements within the urbanized area produces a tension between the need for a fast delivery of project contracts and the more time-consuming need for agency fiscal constraint and a transparent public input process. The development and subsequent approval of the four-year Transportation Improvement Program (TIP) does not mark the end of the MPO’s annual obligation.

The TIP requires routine maintenance as the listed projects evolve throughout the fiscal year. The effective management of the TIP amendment process helps to balance the need for quick turn-around to keep projects on schedule, while still providing fiscal constraint and a transparent public input process. The purpose of this document is to establish the procedures CUUATS staff and member agencies will use in revising the CUUATS TIP.

The procedures described in this document for amending the multi-year TIP have been agreed upon by CUUATS member agencies, and are consistent with federal transportation planning regulation and legislation. The procedures are meant to accommodate higher level complex project changes or additions, as well as permitting a simplified procedure for smaller administrative changes.

BACKGROUNDTitles 23 and 49 of the United States Code require that every MPO produce a multi-year TIP that includes all projects which seek federal funding and other regionally significant transportation projects. The CUUATS TIP is updated annually and covers a four-year period. The Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) will only approve projects and grants for projects that are programmed into the current approved TIP.

During a given fiscal year, CUUATS staff can be called upon to amend the current TIP document if a member agency needs to proceed with a project that is not programmed into a fiscal year. These revisions must maintain year-to-year fiscal constraint for the four years of the TIP.

The amended project must also be in conformity with the approved urbanized area Long Range Transportation Plan.

Federal Transportation Planning Regulations in Title 23 provide the MPO with the discretion to create and approve alternative procedures to more effectively manage actions on the TIP that may occur during a given fiscal year. The regulations require the approval of any alternative procedures developed by the MPO, and that these procedures are documented in the annual TIP. This document lists the procedures for the CUUATS urbanized area regulating TIP amendments and administrative modifications that will be used to revise the TIP in accordance with federal regulations.

TYPES OF TIP ALTERATIONSThere are two primary types of changes that can be made to the TIP: an Administrative Modification and an Amendment. The policies and procedures for each process are outlined on the following pages.

Page 24: Announcement of a Meeting for the CUUATS Technical ... · 6/18/2014  · A. CUUATS Technical Committee Meeting of April 2, 2014 . 29 . Ms. Tyler made a motion to approve the CUUATS

Administrative Modification

An Administrative Modification is a revision to the TIP that includes minor changes to project/projects phase costs, minor changes to funding sources of previously included projects, minor changes to a project description, and the movement of an included project among fiscal years. An Administrative Modification is a revision that does not require public input, redemonstration of fiscal constraint or a formal approval by the CUUATS Technical and Policy Committees. The following thresholds were established to determine whether an Administrative Modification is possible for a submitted TIP revision.

Administrative Modification Thresholds

1. Modification of a TIP project description, as long as the modification does not significantly change the project’s intended function, nature, costs or environmental impact.

2. TIP Project Year of Expenditure federal aid cost changes that do not cause a change in funds allocated by the federal agency(ies) exceeding the following thresholds1:

Cost Change Thresholds

Total TIP Project Cost Percent Change in Total TIP Project Cost

$0 - $249,999 25%

$250,000 - $999,999 20%

$1,000,000 - $2,999,999 15%

$3,000,000+ 10% (capped at $5 million)

3. Increases or decreases in federal or state funding, or increases or decreases in local matches as long as the total cost meets the cost change thresholds.

4. Changes in federal project funding sources that do not alter the federal project cost, and the project meets the funding category’s eligibility requirements.

5. Changes in state and local funding sources that do not alter the fiscal constraint of the project and meet the cost change

1 Refers to only Total TIP Project Cost, not the total project cost

thresholds.6. Moving a project/projects phase from future years of the TIP

to the current fiscal year, or vice versa, as long as the project/projects phase was in the originally approved TIP or was included through the TIP amendment process.

7. A split or combination of individually listed projects; as long as cost, schedule and scope remain unchanged.

8. The addition or deletion of project phases from a TIP Project as long as the funding amounts for the new line items stay within the cost change thresholds and the new line item does not result in a significant change to the original intent of the TIP Project2.

9. Changes to the lead agency identified for a TIP Project or TIP Project Phase.

10. Additions, deletions or corrections to projects listed in the Illustrative Table.

11. Data entry or typographical errors.

Any agency requesting an Administrative Modification to a TIP Project or project phase must submit a detailed description of the proposed changes to CUUATS staff including:

• A project/projects phase description

• Cost changes, including cost by agency if more than one agency is involved

• Fund type

Each MPO approved Administrative Modification will be published online separately from TIP Amendments. The MPO staff should summarize this information at the next CUUATS Technical and Policy meeting following the administrative modification to the TIP. Any Administrative Modifications will be forwarded to the agency(ies) involved with the modification and to IDOT.

2 If an approved TIP Project is listed without a right-of-way phase (ROW), and an incidental ROW need is discovered during the design phase, a ROW purchase can be authorized under either the design or construction phase without amending the TIP. “Incidental” ROW is the purchase of a minor parcel(s) (including utility relocation) that does not involve the taking of any environmentally sensitive land or residential/commercial structure.

Amendment

A TIP Amendment refers to any major change to a project in the TIP including: the addition or deletion of a project, a major change in project cost or a major change in design concept or project scope (e.g., changing project termini). The movement of a project from the Illustrative Table to a fiscal year in the TIP will require a TIP Amendment; however, changes to projects in the Illustrative Table will remain an Administrative Modification. A TIP Amendment requires a public meeting to provide the public with the opportunity to provide input and a redemonstration of fiscal constraint. The following changes will be considered triggers for a TIP Amendment:

1. Addition or deletion of a project (regardless of cost, except for project phases that are in accordance with the Administrative Modification thresholds).

2. Addition or deletion of a new project phase that is beyond the thresholds set for Administrative Modification.

3. Major changes to the project scope.4. Major changes to the amount of federal aid funding for

project costs exceeding the thresholds set for Administrative Modification.

5. Addition of a ROW phase that includes the taking of environmentally sensitive lands or residential/commercial structures.

Any agency requesting a TIP Amendment must submit a detailed description of the proposed changes to CUUATS staff including:

• A full project/projects phase description including termini or project location

• Cost changes, including costs by agency if more than one is involved

• Fund type

• Lead agency and any other agencies involved

TIP Amendments are subject to the approval of the CUUATS Technical and Policy Committees. During these two meetings, the public will have the opportunity to comment on the proposed amendment(s). Once approved, the amendments will be forwarded to IDOT in accordance with the MPO’s established procedures. As with Administrative Modifications, any TIP Amendment will be posted online under a separate heading for amendments.

SPECIAL CASE TIP ALTERATIONS AND CIRCUMSTANCESEmergency Actions

In accordance with federal rules and regulations, in the event that the State of Illinois or the federal government declares a state of emergency, CUUATS may process any TIP Amendment or Administrative Modification that is related to mitigation of the emergency as an Administrative Modification. If applicable, the TIP changes would be processed in accordance with the TIP Amendment procedures during the next CUUATS Technical and Policy Committee meetings.

Dispute Resolution

If a question arises on the interpretation of the definition of an Administrative Modification or a TIP Amendment, the MPO, IDOT, FHWA, and FTA (the parties) will consult with each other to resolve the question. If after consultation, the parties disagree on the definition of what constitutes an Administrative Modification or a TIP Amendment, the final decision rests with FHWA for roadway projects and with FTA for transit projects.

TIP Revision Procedures

This document is an agreement between CUUATS member agencies documenting how these planning partners will address TIP revisions. The procedures conform to State and Federal policies and regulations governing the development and modification of the TIP.

REPORT FORMATLocal projects may be identified by the CUUATS numbering system. This system lists the primary funding source, the anticipated year of construction, and a second number referencing the project within this report (XX-YR-##). Locally funded projects begin with the following initials:

Champaign County - CCChampaign County Forest Preserve District - FPDCity of Champaign - CHCity of Urbana - URVillage of Savoy - SAVillage of Mahomet - MAVillage of Tolono - TOUniversity of Illinois - UI

Table 1 describes all highway projects included in the State Highway Improvement Program for the 2015 Fiscal Year. A state number identifies each project. It is expected that these projects will be bid during the FY 15 fiscal year; however, implementation of any project is dependent upon the availability of funds. Tables 2, 3, and 4 outline proposed State Highway Improvement Program projects for FY 16-18.

Tables 5-32 describe locally funded road projects that may or may not receive federal or state funding. These projects are included in the Capital Improvement Programs for each member jurisdiction.

Table 33 reflects the Champaign-Urbana Mass Transit District’s transportation improvement program for FY 15-18.

Table 34 reflects the Champaign County Forest Preserve District’s transportation improvement program for FY 15-18.

Tables 35-38 list the non-infrastructure projects in the urbanized area for FY 15-18.

Table 39 lists illustrative projects, which are examples of projects that local agencies would like to see implemented, but do not yet have funding sources. The projects listed in this table have no particular prioritization as of June 2014.

Table 40 details past, present and proposed STP-U projects.

Tables 41-44 show a summary of the cost shares for multi-agency projects in the urbanized area.

TO: CUUATS Technical Committee Members FROM: CUUATS Staff DATE: 28 June 2014 RE: Champaign-Urbana Health Impact Assessment REQUESTED ACTION: None

BACKGROUND: On June 2012, CUUATS staff requested funding from the Illinois Department of Transportation (IDOT) to develop a Health Impact Assessment (HIA) model as a tool that can be used to integrate community health considerations into urban planning processes and policies. On November 2012, CUUATS received the funding from IDOT to develop the Champaign-Urbana Health Impact Assessment Model. Between January 2013 and June 2014, CUUATS staff along with a student form the University of Illinois worked on collecting data and developing the Champaign-Urbana HIA.

The proposed HIA was conducted as part of the Long Range Transportation Plan for the Champaign Urbana Urbanized Area. The primary objective of this assessment was to analyze and predict public health impact of transportation and land-use policies which are collectively referred to as the built-environment. A review of existing epidemiological studies revealed that the most direct impact of the built-environment on public health was manifested through levels of physical activity of the residents which were further linked to prevalence of obesity and other related diseases such as diabetes, hypertension and cardiovascular diseases. Consequently, the assessment methodology was designed to establish a causal and quantitative relationship between the built-environment and obesity rate.

A wide spectrum of built-environment variables were considered for this assessment which were grouped into four categories- land-use, transportation infrastructure, accessibility and safety. A broad array of socioeconomic variables was also considered to control for other determinants of health. The analysis revealed a significant correlation between built-environment and obesity. The HIA revealed that obesity rate is lower in neighborhoods that have higher population density, better land-use mix, better street network connectivity, better transit connectivity, higher accessibility to employments and services, and lower crime rate. Moreover, the predicted correlations were corroborated through a comprehensive literature review. The final product of the analysis was a health index based on the quantitative regression model. The proposed health index can be used to evaluate built-environment and compare performance of different neighborhoods.

The HIA analysis revealed that characteristics of healthy neighborhoods are similar to those that have been shown to create vibrant and livable communities. There is a need to develop denser and more mixed-use neighborhoods to create more opportunities for walking and biking. Improving accessibility to services and business provides potential destinations which people can walk to or connect to them using public transit system. Similarly access to parks and trails encourage physical activity for recreational purposes. Proximity to grocery stores also is shown to improve health of residents. Moreover, crime and perception of safety have emerged as critical determinants of levels of physical activity. Overall, the results of the HIA can be used to reinforce principles of planning that seek to develop sustainable, inclusive and livable communities.
