Little Economic Incentive users can't tell who is responsible for QoS degradation no reward for the invested cost in QoS
Practical Difficulties Existing proposals for Intserv/Diffserv control latency but not jitter.
Delays are pessimistic so predicted jitter can be large. reservation does not work for variable rate flows imprecise guarantees
Need the coordination of the three relations Performance-Demand-Capacity
