CTEC Learner Handbook

Welcome to the Community Training & Education Centre. We hope you will enjoy your time

at the training centre and would like to draw your attention to the following information.

Emergency Situations In the unlikely event of a fire or other emergency, please follow your tutor’s instructions carefully and

leave the building in an orderly fashion using the nearest exit. Do not wait to collect personal

belongings.

Fire exits are clearly marked – the main entrance door and the door by the Ladies and Gents toilets.

Do not use the lift in the event of a fire.

The meeting point is the Bandstand in St Peter’s Square.

Ensure you sign in and out at Reception each day.

Safety & Health Please ensure you sign the attendance sheet as soon as you come into the centre as this will allow us

to account for everyone in the event of an emergency

The training rooms are used by a variety of different groups. Please leave all rooms tidy and remove

all personal belongings when you are leaving the room. We do not have student storage facilities, so

you must bring your work home with you.

If you are doing a computer course, your tutor will show you how to use your PC and adjust your

chair.

Centre General Information Tea/Coffee is provided by CTEC. This will be set-up in the reception area at break times. There is no

canteen in the building, but you are welcome to bring in snacks.

Food and drink are not allowed in any of the training rooms – just plain bottled water.

Smoking is not allowed anywhere in the building. We ask that you smoke outside the building and are

careful when disposing of cigarette butts.

Toilets are located just off the main reception area.

Mobile phones MUST be switched off during class times. If you need to keep your phone on for

emergencies only, please put on ‘silent’ and leave the room if taking a call.

There is no student parking available at CTEC. You can get all day car parking at Bride Street Church

or at Stafford’s Multi-storey car par on the Quay.

CTEC WI-FI Our Wi-Fi network is called CTECStudent and the password is CTECwexford17

Remember that your private information is not secure when using a public Wi-Fi network.

Information for QQI Courses QQI is the Quality and Qualifications Ireland, the National body for making awards on the National Framework

of Qualifications (NFQ). You can get additional information on QQI online at www.qqi.ie.

The NFQ was introduced in 2003 as a system of ten levels, based on standards of knowledge, skill and

competence, which incorporates awards made for all kinds of learning, wherever it is gained. School, further

education and training (QQI) and higher education and training (DIT, universities, HETAC) awards all included.

There are 10 levels in total and these levels indicate how advanced your award is and also progression routes

you can take in the future. You can get additional information on the NFQ online at www.nfq.ie

Course Registration Forms, Deposits & Payments When completing your Registration form, please ensure you include all relevant information particularly your

Name and Contact details, Date of Birth, PPS Number and Medical Card number (if applicable) as these are

needed to register you for your QQI award. Please complete the Payment Details section, giving the name of

the organisation and a contact name within the organisation if you are not paying for the course yourself.

CTEC facilitates payment by instalment for all its training programmes. Deposits are required to confirm your

place on all courses and details of deposits are available at Reception. If you are paying by instalment, you

must first agree a payment plan and then you can pay for your course on a weekly basis. All course fees MUST

be paid in full by the final day of your course. If you are not paying by instalment, then all course fees are

payable in advance. By signing a booking form you are agreeing to our Terms & Condition (p13). Please note

that electronic payments are only accepted for amounts of €50 or more and there is a €3 surcharge on all card

payments.

Getting Started Morning Courses begin at 9:30am, Afternoon Courses begin at 1:30pm and Evening Courses begin at 6:30pm

though we recommend you confirm times with the Centre. We provide training manuals for all our courses so

generally all you need to bring is paper and pen for taking notes. You will also receive a detailed copy of the

course syllabus. We break mid-class for 15 minutes when you can help yourself to tea or coffee in the

reception area.

Learner Supports Throughout your course, you can contact your Tutor or CTEC Management for advice and assistance. If you

need additional support with your studies, please discuss this with your Tutor. We can offer individual and

small group tutorials when possible to ensure you have the maximum opportunity for success in gaining

certification. If you need additional time to complete assessment work, discuss this with your Tutor who can

advise you, as assessment deadlines differ from course to course.

You are welcome to use CTEC computers in our ICT Room – all with Broadband Internet access – to help you

with your studies. Please check times and availability at Reception. Photocopying (B+W) is available at CTEC.

Photocopying is charged at 5 cent per A4 page. Please leave work to be photocopied at Reception in the

morning and it will be ready for you by lunchtime. Please have exact payment for all photocopying.

Contacting Learners We use text message alerts and email to contact learners. Please make sure that you include your email

address and mobile phone number clearly on your application form. Announcements are also carried on our

website www.ctecwexford.ie, on our Facebook page – www.facebook.com/CTECWEXFORD and on our Twitter

page http://twitter.com/#!/ctecwexford.

Studying for your Award For every QQI Minor Award you hope to achieve, we suggest that you allocate a minimum additional 70 – 100

hours study time outside of class time. The amount of time you need to study will vary from person to person.

Special Needs If you have any special requirements that we can assist you with that will make this course more accessible to

you, please discuss these with CTEC Management.

Moodle Moodle is the Virtual Learning Environment (VLE) used at CTEC. Moodle is only in use for selected courses and

you will be given a username and password to access Moodle if you need to as part of your course.

Common Awards System (CAS) ‘The Common Awards System is the new way of developing QQI awards. It is a coherent and structured way of

developing awards, which is consistent with the National Framework of Qualifications. It is outcomes based.

By 2014 every QQI award will be part of this system.’ (www.qqi.ie) As new awards on the CAS are introduced,

CTEC will ensure that its programmes are validated by QQI so that our learners can avail of new programmes

and certifications. If you have any questions regarding new awards, please contact CTEC Management.

Garda Vetting If you are undertaking a Childcare or Healthcare course you will need Garda Vetting. CTEC can arrange this for

you at no additional cost. Please refer to our Guidelines on Garda Vetting (Appendix 1). Garda Vetting Forms

are available from Reception.

Introduction to Academic Writing and Referencing If your course assessment involves writing academic essays and assignments, you will be given our

Introduction to Academic Writing and Referencing when you start your first module. You should keep this

with you throughout your studies as it will help you to research, write and reference your work in line with the

standards required by QQI.

Data Protection & GDPR CTEC fully respects your right to privacy and any personal information which you volunteer will be

treated with the highest standards of security and confidentiality, strictly in accordance with the

Data Protection Acts, 2018 and with the requirements of the General Data Protection Regulations

(GDPR). You should not use our website, Moodle, Facebook or Twitter accounts unless you

understand and agree with the ways in which we collect and process your personal information. If

you have any queries regarding this, please contact us on 053-9121036. All queries regarding Data

Protection compliance should be directed to the CTEC Manager or the CTEC Training Manager.

Course Assessment

CTEC Policy on Assessment “The Community Training & Education Centre is committed to establishing procedures for the fair and

consistent assessment of all learners who participate in any of our certified programmes. By establishing

such procedures, Community Training & Education Centre can ensure that learners meet the required

standards put forward by examining bodies and that assessment work produced by learners is assessed in a

fair and consistent manner in line with criteria set out by examining bodies.

Community Training & Education Centre will put in place and rigorously follow procedures that ensure every

learner is given the optimum chance to achieve their full potential and have this potential recognised and

verified. By using as wide a range of assessment procedures as possible, as approved by the relevant

examining bodies, Community Training & Education Centre will strive to offer all learners opportunities for

success and progression in education and within the National Framework of Qualifications.

In addition, CTEC will put in place rigorous procedures that incorporate Internal Verification and External

Authentication of learner assessment activities to ensure this process is fair and consistent and in keeping

with national standards. At all times, CTEC's assessment of learners will be consistent with the guidelines

laid down by QQI, ATI, The Irish Computer Society, ITEC and CIBTAC.”

What is Assessment? The purpose of assessment is to ensure learners meet the required standards as specified in course syllabus. A

variety of assessment techniques are applied, depending on the requirement of the syllabus. They include:

assignment, projects, course-work, skill demonstration, examination, work experience and learner record.

QQI courses have different assessment criteria. Your Course Tutor will explain these to you in detail and

provide you with written Assignment Briefs and the Marking Scheme for your course. Please feel free to

discuss any aspect of the assessment process with your Tutor or CTEC Management. It is important that you

try to keep up to date with your coursework. Again, if you are having any difficulties or need additional time,

please discuss an extension of the submission deadline with your Tutor.

*Refer to your CTEC Introduction to Academic Writing and Referencing when preparing your assignments.

Submission of Learner QQI Assessment Work 1. All assessment work should be contained in a single folder.

2. Please do not use metal staples in your portfolio.

3. Please do not use plastic pockets in your portfolio – rather use an office hole punch to punch pages

and insert directly into the folder.

4. Please insert the assignment brief followed by your assessment work into the folder.

5. If you are asked to include any rough work, this should be clearly labelled ‘Rough Work’ and placed at

the back of your portfolio.

6. Please ensure that assignments are placed in your folder in the correct order. Your tutor will advise

you of the correct order.

7. All Assessment Portfolios must contain a Learner Declaration, completed, signed and dated by the

learner confirming that the work submitted for assessment purposes is their own.

8. Learners should submit their completed portfolios to CTEC by the submission deadline date, and sign

the submission sheet (with the course Tutor or at the Reception Desk) as proof of submission.

9. All learner assessment work must be submitted within 12 months of the start date of their course.

CTEC will not accept any assessment work submitted after this date.

Application for an extension to an assessment submission date In the event of extenuating circumstances that may prevent you from submitting course assessment on the

agreed submission date the following procedure is required.

1. The learner must request an extension in writing in advance of the submission date and give this to

the course tutor who should decide whether or not to grant the extension. (Appendix 2)

2. You must adhere to new agreed submission date if extension is granted.

3. New submission date must be within two weeks of original submission date.

Please note that there is an 80% attendance requirement for all QQI courses. You must sign in at each class

to confirm your attendance as we cannot submit assessment work for learners who do not reach the 80%

attendance requirement.

Learner Supports CTEC can supply additional learner supports to learners who have a specific medical need. Please contact Pat

or Rachel or your course tutor and we will be happy to advise you on this matter.

Recognition of Prior Learning & Exemptions Students who have completed other QQI awards or hold certification from alternative awarding bodies

relevant to your course are advised to provide CTEC with copies of certificates and course syllabus. Each

application for recognition of prior learning or an exemption is individually assessed and you may be able to

use certificates or previous work experience to help you gain an award. Please note that QQI will only accept

awards that are no older than five years for the purpose of gaining an exemption.

Plagiarism Plagiarism is viewed as a form of academic dishonesty and may be defined as stealing or borrowing from the

writings or ideas of others and passing them off as one’s own. Any failure to acknowledge other people’s ideas

and statements in an assessment is viewed by CTEC as academic fraudulence. It is important to understand

that stating that the learners intention was not to cheat and that you did not understand what constituted

plagiarism will not be accepted as a defence. It is the action and not the intention that constitutes plagiarism.

Although it is acceptable to use information from books and the internet, it is not acceptable to copy and

paste large quantities of information from an internet website into your assessment work and reference it.

It is essential that you summarise the information you have read in put it into your own words as this proves

that you have understood what you have written. The huge majority of any piece of assessment work MUST

be written in your own words. Please refer to our Introduction to Academic Writing and Referencing for

more details on writing your assignments.

Return of Assessment Work Assignments and examinations used in the assessment process for childcare, healthcare and business studies

are not returned to learners and are disposed of in a secure manner. Portfolios for Arts & Crafts, Montessori

and Training & Development awards only must be collected within one month of receiving your results.

Portfolios not collected by this time will be destroyed.

Receiving your Award Once your work has passed both Internal Verification and External Authentication, you will be notified of your

result. However it may some time before we receive your actual certificate from QQI. CTEC holds an Annual

Presentation of Awards Ceremony to which all Learners are invited. If you cannot attend the ceremony, please

call to CTEC to collect your certificate. We do not post out certificates.

Progression Routes The majority of our QQI courses allow learners to progress to major awards or higher education courses at

Institutes of Technology. If you need advice on selecting further courses that will help you plan your career

path, CTEC management will be happy to advise you on progression routes from your course. All QQI course

brochures include details of progression routes.

QQI have a number of specific progression routes such as the Higher Links Scheme and the Pilot Scheme. You

can find more information on these on the QQI website – www.qqi.ie.

Learner Appeals Process There is an Appeals Process for QQI certification. You have 14 days from the receipt of your results to appeal

the grade you have achieved. All appeals must be made in writing and there is a cost of €50 per appeal. If

your appeal is upheld, your fee will be returned in full. All assessment work must remain at CTEC if you are

making an appeal. Please contact the CTEC Manager or Training Manager for further details. (Appendix 3)

Using Photographs in your Assessment Portfolio If you are including photographs as part of you assessment, please ensure you have appropriate permissions,

especially for photographs taken in an ECCE setting. Photographs should be printed from a PC and then

inserted into your assignment just as you would insert clipart. Please do not include actual photographs in

your assessment work. (Appendix 4)

Appendix 1

eVetting System for Garda Vetting for CTEC Students Step 1

a) The learner manually completes a Vetting Invitation Form NVB1 and provides proof of

identity to the CTEC. (see appropriate ID documents below)

b) CTEC will validate the learner’s identity, and complete the Identification Verification Form.

c) CTEC will then send both forms to Early Childhood Irelands offices for processing.

Step 2

Early Childhood Ireland will review the information provided and if everything is satisfactory, will

send the vetting subject an e-mail with a link attached inviting him/her to complete a Vetting

Application Form. NB – Please make sure that you check your email regularly and also check your

junk mail folder.

Step 3

Using the link supplied, learners can access the NVB Online Vetting system to complete a Vetting

Application Form. On completion, the application is automatically passed to Early Childhood Ireland.

(note that the link is only valid for 30 days, after this time, the applicant must re-apply to Early

Childhood Ireland, to resend the link)

Step 4

Early Childhood Ireland reviews the Vetting Application Form for completeness, and passes it to the

National Vetting Bureau.

Step 5

The National Vetting Bureau processes the application and forwards a vetting disclosure to Early

Childhood Ireland.

Step 6

Early Childhood Ireland reviews the vetting disclosure and, as soon as is practicable, provides a copy

of the disclosure to CTEC via email.

Step 7

CTEC will send you a letter confirming the outcome of your Garda Vetting application.

Examples of ID required for your application:

Photo ID such as Irish Driving Licence, Passport, National Identity Card

Correspondence confirming your address such as Utility Bill, letters from Dept of Social Protection or

Revenue, P45, P60 or bank/credit union statement. Proof of address should be no older than six

months and printed online bills are acceptable. (Please contact CTEC regarding other acceptable

forms of ID if you do not have any of the above.)

Appendix 4

Childcare Courses - Taking Photographs in your Service and Data

Protection Good Practice Guidelines

Images of children in services are covered under Data Protection Legislation. Each service

should have a Data Protection Policy. It is worth taking account of the following in relation

to your Data Protection policy.

1. Permission must be sought to take photographs from parents with the purpose of

the photography outlined- is it for display? Is it for social media? Is it for learning

records?

2. The pictures can only be used for the purposes they were sought

3. The images should not be held for any longer than needed- this would involve

returning photos to families where possible or appropriate disposal once not needed

4. Everyone has a right to request a copy of the data collected of them

5. Services should consider what devices are used to take images of children- this

should be on service equipment and not employee phones

6. It is important to be mindful not to create a perception of division in groups of

children or some feeling left out for e.g. especially a group shot where some children

have no consent to be in it: this would need to be managed very sensitively.

Part V of the Early Years Service Regulations 2016 states:

(4) A registered provider shall ensure that a pre-school child shall not be—

(a) permitted access to the internet (b) photographed, (c) or recorded,

while attending the pre-school service other than in accordance with the terms of the consent of a parent or guardian given in the form specified in the service’s policy on the use of the internet and photographic and recording devices.

Learners please note that in terms of

‘best practice’, faces of children

should not be seen and learners have

a responsibility to check any

photographs when putting them into

an assignment and amend as

necessary. Only childcare centre

equipment can be used for taking

photographs and no learner is to use

their phone or other device for storing

photographs. Photographs taken as

part of an accredited course are never

to be used for anything else other

than an assignment. All photographs

MUST be deleted immediately they

have been inserted into your

assessment portfolio.

If a setting has overall permission at

the start of the year from parents this

must be noted by the supervisor on

the permission slip.

CTEC Terms & Conditions of Business All CTEC courses are run on a part-time, flexible basis. CTEC requires all learners to pay in full in

advance for all one day courses and also requires learners to pay the appropriate course deposit in

advance for all other training courses. The balance of all course fees can be paid on a weekly basis

and all fees must be paid in full on the final day of the course.

Booking Courses:

To book a training course, please complete an application form. You should send your

completed form and the course deposit to CTEC, Norse Gate House, St Peter’s Square,

Wexford. Application forms and deposits can also be handed in at CTEC Reception. Deposits

vary from programme to programme so please check our website for details of your course

deposit. Confirmation of your place on each course can only be made once the appropriate

deposit has been paid.

The balance of your course fees can be paid on a weekly basis over the course duration and

all fees must be paid in full by the final day of the course. You can arrange a payment plan

with CTEC and there are no additional costs for paying by instalment.

Paying for your Course:

You can pay for your course by cash, postal order or cheque and bank card at CTEC.

You can also pay using your debit card or credit card (Visa, Mastercard, American Express) at

CTEC. Please note that only payments of €50 or more can be paid using this method and a

surcharge of €3 per payment is applied.

You can book your course and pay the deposit or the full course fee on our website using

your debit card or credit card (Visa, Mastercard, American Express) at CTEC. A surcharge of

€3 per payment is applied to all online payments. Please note that instalment payments

cannot be made via our website.

Online payments only available from 31st October 2018.

Refund of Deposits:

If you have paid a deposit and in the unlikely event that CTEC is forced to cancel your course

for any reason, your deposit will be refunded in full within 14 working days of the date your

course should have started. We will try to give as much notice as possible of course

cancellations.

As a community training centre, we are aware that individual circumstances may changes. If

you cancel your course a minimum of 5 working days before the start of your course, your

deposit will be refunded in full within 14 working days of the course start date. Please note

that all course cancellations MUST be made in writing to avail of this service. CTEC will not

refund course deposits where learners fail to give less than 5 working days written

cancellation notice or for courses where learners have partial attendance. In certain

circumstances and with CTEC approval, learners may be allowed to transfer their deposit

to an alternative course commencing within six months.

Additional Services:

Learners who require additional services, for example request for certificate name change,

additional printing of results sheets etc, will incur an administration fee of €10 per request.

Protection for Learners on selected QQI Major Award Courses

CTEC does not run any full-time courses leading to QQI Major Awards. All our training courses are

for individual modules only. Learners wishing to pursue a specific vocational major award should

book the appropriate module courses. You can gradually build up your module credits at a pace that

suits you. You do not have to undertake all modules at CTEC and we will be happy to advise learners

on funding and training opportunities with other organisations. CTEC does not ask learners to pay in

full in advance for any QQI major award programmes.

Please note that results and certificates will be withheld from the learner until all course fees have

been paid in full.

QQI level 5 National Certificate in Health Service Skills 5M3782 Protection for Enrolled Learners:

Should any learner choose to pay in full in advance for the above major award, CTEC has put in place

arrangements to ensure that sufficient funds are available to refund learner course fees in the

unlikely event that CTEC ceases to operate. QQI have approved these arrangements so that learners

are fully protected.

Course Funding Information:

Learners who are unemployed or who are in receipt of a social welfare payment should approach

their local Intreo office or Wexford Local Development to enquire if they are eligible for funding

towards a QQI accredited course. Currently up to €500 per annum is available for eligible learners.

Participants who are eligible for TESG funding and who fail to complete the course will be

personally liable for payment of full course fees.
