Sustainable Livelihood Enhancement of Trial’s from Nandani village in Wada tehsil, Palghar district, Maharashtra

Goal Economic development of tribal village through solar energy. Objective To create livelihood opportunities with utilization of solar energy in the

interventions. To install solar agricultural pump for the water aid to take second crop To install solar water pump for domestic water need to save time of rural women to utilized further in the income generation activities. To install solar enabled livelihood generation equipment’s like Patravali making machine, Agarbatti Making Machine, Swing Machine etc. To install solar off-grid PV system on the roof of primary schools and anganwadies for electricity To install solar street lights for free transportation on the village roads and carried out work till late evening To provide livelihood promotion and social inclusion services to the poor and low income people in rural with innovative solutions.

SECTION II: About Rotary Club of Mumbai Nariman Point Rotary Club of Mumbai Nariman Point was chartered on 1st May 2002, with club ID 58245 and is part of Rotary International District 3141. RCMNP, as it is fondly called, was formed by few friends in their early 30s, who felt the need of a result-oriented club and the idea of forming a new young dynamic club was initiated. Professionals from the business district of Nariman Point got together and with the help of the District & the Rotary International foundation the club was chartered. It was one of the youngest clubs in Mumbai in terms of the average age of members, and as a result thereof boasts of a young and enthusiastic conglomeration of Rotarians. This worked nicely in creating a great bonhomie amongst the members. Our Club has grown many folds since, and today has a membership of 75 individuals and 2 Honorary Members from different walks of life viz. Financial Advisors, Analysts, Advocates, Insurers, Doctors, Entrepreneurs, etc. Our club is famous in the district as being a Pioneer in planning and executing Mega Fund Raisers, and for the excellent camaraderie amongst the members. Our dynamism motivates us to embark on larger projects year after year. We live by our motto “Service Over Self”.

Millennial’s Summit: In 2019, the club hosted in association with the Rotaract District 3141, a first ever Millennial’s Summit at the Bombay Stock Exchange International Conventional Hall wherein about 2000 Rotractors, RCMNP members and District Dignitaries attended. It was an event planned on the lines of Ted Talks where, young successful Millennials were invited to share their journey and gave tips for success to the young Rotractors of District 3141. We plan to make this event bigger and better each year.

Project Muskaan: We are executing in association with Narayan Health SRCC Hospital & Little Hearts Foundation Paediatric Heart Surgery Project, where we aim at providing more than 150 children from the economically backward class Free heart surgeries for Congenital Heart Disease, we are proud to say this project is being executed with a Global Grant from Rotary International and the service shall be as good as one given to a fully paying patient.

UMANG: Our unique talent show, is exclusively for the senior citizens is held once a year where our enthusiastic “YOUNG” at heart participants enthrall the audience for over 3 hours. It is a pleasure to watch the enthusiasm with which they perform.

Human Milk bank: Our club has been a pioneer in setting up HUMAN MILK BANKS across the cities of Mumbai, Thane and Pune and have till date set up 11 such banks which have helped thousands of new born babies get mother’s milk even if their own mothers are non-lactating. We have adopted and set up a full-fledged Vocational Center in association with SHED, in Jogeshwari, Mumbai, skilling underprivileged women to enable them to earn & supplement their household incomes.

Ana Dhan: Under ANNAM & ANN DHAN we provide wholesome meals to over 1000 people everyday, these include children who are suffering from Cancer and also relatives of out station patients who find it difficult to get 2 meals a day.

Adoption of Village Nandani: We are now undertaking adopting a Village in Wada by the name Nandani, which is located very close to the Vajreshwari Temple, having a population 1300+ tribal villagers, we intend to transform the live of the villagers by a holistic development of the village through use of Solar Power Equipment’s through the support from corporate by their CSR budgets, detailed project is mentioned in Section III of this document. Our execution partnership is with a social enterprise Green India Initiative Pvt. Ltd., who we are strongly associated to and have completed multiple such projects big and small. Rotary Club of Mumbai Nariman Point regularly supports under privileged in most of the focus areas of Rotary, be it Health, Literacy, Rural upliftment, environment etc. With this project the club intends to ensure all supports are extend to the prosed village we intend to adopt. This year our club in association with the Rotary District 3141 are doing various project and we shall be taking the benefits of these projects as well to the Village Nandani including:

Project Aashiyana: Where we have committed to contribute towards funding of homes for extremely poor families who do not have pukka homes, the district is targeting to do about 500 such homes for the year and already has donor and confirmations for more than 170+ homes. Our club shall take this project to Village Nandani for eligible beneficiary under the PMAY (Rural).

Check Dam: The Rotary District 3141 is planning a project for check dam in the district Palgarh through a district led Global Grant, where about 40 such check dams are planned, we shall be taking this project also to Village Nandani, a viability study regarding the same is being scheduled.

Plantation of Fruit bearing Trees/Saplings: Our club regularly distributes saplings of fruit bearing trees and we plan to do the same in this village that we plan to adopt.

Refurbishment of School and Anaganwadi: With financial support from or members and CSR we also plan to refurbish the primary school and Anganwadi and bring in latest technologies such as Smart TV for e-learning kits, books, stationery and e-learning for vocational training to villagers.

About Green India Initiative Private Limited (GIIPL). Green India Initiative Private Limited (GIIPL) is a for-profit social enterprise that has developed expertise in rural electrification through renewable energy projects since 2014. GIIPL aspires to electrify 1000 villages and facilitate energy access to one million underprivileged rural citizens by 2025. It aspires to change the world by being a reliable sustainability partner assuring valued efficient energy solutions delivered with passion and have a relentless focus on customer satisfaction. To sustain solar power projects in rural areas, GIIPL’s team before electrifying any village conducts the baseline survey to identify the energy needs of the villages. Based on the finding it conducts discussions with key stakeholders of the villages like school authorities, gram- panchayat members, and individual households to prioritize the energy needs of the village. For instance, a particular village may have a requirement of solar street lights, solar water pump, solar off-grid, and on-grid PV system and so on. Based on the specification of needs, GIIPL works out the project costs and motivates the rural residents to contribute their sweat equity (shram - daan) for installing solar products. responsibility to own and maintain the solar assets, the proposal is submitted to funding agencies to solicit their support for funds and execute the project. Core Purpose / Vision: Our core purpose / vision is to channelize the appropriate investment towards the advancement of our country, serving underprivileged and environment up gradation. Mission: GIIPL’s mission is to electrify 1000 villages and facilitate energy access to one lakh underprivileged rural citizens by 2025. Values: Contribution | Adaptability | Synergy | Satisfaction | Innovation | Growth Objectives: To become a reliable sustainability partner for donor organizations like corporates, governments, SEs and NGO’s etc. To provide / promote value added and quality renewable energy products. To light up the life of underprivileged community with solar energy. To execute development projects of donor organizations to with a sustainable approach. To create livelihood opportunities with utilization of renewable energies in the interventions. So far the GIIPL has electrified over a hundred villages in Maharashtra and contributed to reducing energy poverty in the community.

SECTION III: PROJECT DETAILS AND IMPLEMENTATION a) Project description

The part of the country’s largest urban sea-hill of Thane District divisioned on 1st August 2014 and 36th new district of Maharashtra, Palghar came into existence. Palghar is the 36th district of the state. It is spread between the west coast of the Arabian Sea and the Sahyadri Mountains rows that are east of the Northern District of Palghar. Palghar District’s total population is around 29,90,116. The district has a total of 8 talukas Jawhar, Mokhada, Talasari, Vasai, Vikramgad, Palghar, Dahanu and Wada.

Palghar District has 4,69,699 hectares of the total geographical area in a total 1008 villages and 3818 sub-villages as well as 477 gram panchayats. In District the literacy rate is 66.65% and Male percentage is 72.23% and female literacy rate is 59.28%. Official website of

According to Census 2011 information the location code or village code of Nandani Gaigotha village is 552093. Nandani Gaigotha village is located in Wada Tehsil of Thane district in Maharashtra, India. It is situated 48 km away from sub-district headquarter Wada and 35 km away from district headquarter Thane. As per 2009 stats, Nandani is the gram panchayat of Nandani Gaigotha village.

The total geographical area of village is 1068.62 hectares. Nandani Gaigotha has a total population of 1,396 peoples. There are about 276 houses in Nandani Gaigotha village. Bhiwandi is nearest town to Nandani Gaigotha which is approximately 25km away.

Nandani village area is 1068.62 hector. According to 2011 census population of Nandani village is 1,396. About 276 families lives with a total male population is 698 and female population is 698. Nandini village has a sub post office at Ganeshpuri. Public state transport services are available in village Nandani. Nandani does not have railway station, connected by a district road, Nandani does not have commercial/nationalize/co-operative banks or agriculture credit societies. Nandani has self-help groups. Nandani does not have daily market, but has a weekly market at Ganeshpuri. Nandani does not have public library. Nandani has newspaper services.

Occupation wise villagers are depends upon one time agriculture yield – rice in the rainy season. Few males from this village has another occupation as a factory laborers at MIDC Vasai, Virar and Bhiwandi which is seasonal and low earning option as compare to agricultural income. Average education of this village is SSC as students from this village have to go to

10-15 km away for under graduate education after SSC. These people not have much skill set apart from agriculture so these tribal are mostly depends upon agricultural income.

As these people can take only one crop which is rice, from their family farm land nearly 1 or 2 acre in rainy season. Rice need more water to grow and this village can get water during rainy days. They have a 3 open wells and 5 private bore wells but those are for domestic water need of the villagers after rainy days. Most of these water sources get dry after March every year so most of these villagers cannot take second crop.

Responsibility of women from same village is to work in their land in rainy season, do house chores and bring water for domestic purpose from nearest water source either from open well or bore well. Most of the women spend 3-4 hours a day for water collection and other house work which keep them away towards contribution in home economy.

While basic survey of the village we found following issues about livelihood and income generation activity is:

1. Dependency of villagers on one cross agricultural activity

2. Maximum youth from the village don’t have skill sets to go for any other income generation activity for livelihood. They have two choices – work in a farm or work in a factory as a laborer.

3. Most of the women are engaged in a non – income generation activities

4. Villagers don’t have a much resources but they enjoy in their rural lifestyle

Project ‘Sustainable Livelihood Enhancement of Trial’s from Nandani village’ is designed to provide solar energy technology interface in livelihood activities of these villages and increase the economic status towards poverty elevation. This project will be executed with the help of local non-government organizations and corporates who aspire to create an impact on the life of rural indigent population.

b) Livelihood Framework Pentagon There are various factors influencing directly and indirectly the development process of Palghar district.

Political Factors: The Government of Maharashtra (GOM) have launched abundant rural development programs to alleviate and eradicate poverty, illiteracy and health threat from the rural areas of Maharashtra, these plans have not yet not changed or affected much the live situation of the people of this area.

As per official website of Palghar (https://palghar.gov.in/) In Palghar district the literacy rate is 66.65% and male percentage is 72.23% and female literacy rate is 59.28%. In Wada tehsil male percentage is 70.07% and female literacy rate is 55.78% but many from this area still cannot read and write, they not get a sufficient nutritious meal a day, cannot get proper treatments when they are critically sick. In Wada there is a one rural hospital which is nearly 30 km away from Nandani village. Wada has 4 PHCs, 38 sub centers, 3 medical rescue camps and 3 primary health units and Nandani has only one primary health unit for weekly health check of the villagers. This scenario is there due to the lethargy and corruption by the governance system. In Wada people are still disorganized and they are little aware of political system as very few people participate in the political structure. People are dominated and exploited by the politicians. Very rarely get Government support through the political party. By seeing, the people simplicity the elite political group takes advantage and in the name of this people, the political leaders get benefit.

Economic Factors The people of Wada though eligible for greater support in terms of development programmers by the government remain exploited and deprived of their basic human rights like food, shelter, education, medicine etc. Agricultural activity (one time crop), physical labor (land labors or factory workers) and collection of minor forest products are the main sources of their income. The land suffers from low productivity due to traditional methods of cultivation and lack of irrigation facilities. The land needs reclamation measures they take only one crop in a year. Since hills and forests surround it, the cultivable land is very less in comparison to the population (nearly one or two acre per family). The per capita income of the people is very low. The low yield causes object poverty and starvation even for farmer holding land up to 2-3 acres. The marginal, landless and agricultural laborers are paid inadequate wages of Rs. 50/-or Rs 60 because of the ignorance, illiteracy and lack of skills. This compels them to substitute their income forest products. However, due to the rigid restriction of the Government against exploitation of forests, their life has become more difficult. Few families from the village received a fund to build there pakka houses under Pradhan Mantri Awas Yojana but many of the houses made up of mud; wood thatched with straw. Thus, people are living in appalling socio- economic condition. In a year only 4 to 5 months people get work (mostly from agriculture), rest of the month they do not get work this forces them to go out of tehsil in search of work. Many young boys and girls even the adults have been migrated to Mumbai or Thane city for work.

Social Factors Economical illiteracy, ignorance, insufficient awareness and lack of organized effort appear to be the root course of the major problems of socio-economic, educational, health and backwardness of these people. Literacy rate of Nandani village block is not satisfactory. Female literacy rate is low. It is 30 to 35 percent. In this village Govt. has a provision to look after the educational aspect of the people with two pre-primary & two primary education school but it is not implementing and functioning well. Which is also suffer from poor infrastructure and absent of teachers. Even if the villages complain this matter to the authority but their efforts turn up into fiasco. This scenario presently exists in the area. The area is in accessible and isolated from the main road. Govt. health support is not reaching to the people. In Wada there is a one rural hospital which is nearly 30 km away from Nandani village. Wada has 4 PHCs, 38 sub centers, 3 medical rescue camps and 3 primary health units and Nandani has only one primary health unit for weekly health check of the villagers. The govt. health worker rarely visits these villages. A serious patient invites death when they are carried to the hospitals. Due to financial problem many do not go to hospital, they are treated at the village by the herbal medicines, which is not sure of healing. During raining season, it is extremely difficult for the people to come down to the hospital. It is noted that most of the people depend upon stream and open well for drinking water. In this remote, interior area, there are very few bus services, electricity and telephone services too. There are no proper road facilities. Every day people use to work 5 to 6 km m to catch the bus. Once in a week people take their products to weekly market place which is 5 to 6 km away from the village. People have to carry their goods on head loads or by shouldering to the market. Since there is no marketing facility, nearby. They are compelled to sell the goods at lows prices. The villages are connected with electricity but sometime there is a power cut, load shedding or power failure.

c) Problem statement (need assessment): This project is catering the problem which restraints economic development of villagers of Namdani, occurring due to limited / non-availability of proper resources.

In the past, it was just a hallucination for the stakeholders of villagers to proper resources available at their own village and nearby areas due to no much skills and proper availability of technology. There is a perceptive chaos from authorities that tribal villager are not entitled for technologic advancement as they are limited in numbers and they can’t sustain the equipment’s further in future.

e) Graduation Approach - Pathway out of Poverty

Following steps will be taken in the project to achieve sustainable livelihood and economic

development of the villagers of Nandani:

Step 1: Food Aid, Consumption Support: The Tribals from Nandani can cultivate sufficient rice in their one acre land, from which they

can utilised certain portion for their own consumption and can earn some income after selling

certain protein of it. Generally in India farmers can get 25 to 30 quintals (up to 2,500 kg) of

paddy from one acre but if made into rice it will come be 1,750 kg. Out of which these tribals

keep 750 kg of rice for their own consumption for 5 – 6 people family for a year. As in the

village villagers do more physical work so they need 150-200 gm per person that is 1 kg rice

will be sufficient for 5-6 people for their one time consumption.

Yearly they need approximately 7 to 8 quintals in a year and they can sell 10 quintals in a

market to earn Rs. 10,000/- to 15,000/- per year. They use this income for their other needs like

education, health, hygiene, transportation and reinvesting in agriculture. There is no saving for

their future plans like weddings, child planning and house building etc. They are not ready to

fight for shocks if arise any like medical emergencies, natural disaster, death of any earning

member etc. Due to which they have to live Below Poverty Line (BPL) or stay at Above

Poverty Line (APL).

So in our project we are not supporting villagers with food aid but we will make assure that

they save more to keep themselves ready for any shocks in coming future to keep themselves

out of poverty.

Step 2: No Frill Bank Account, SAVINGS: Project will be start with opening No Frill Bank Account (which can be opened and maintained

with a zero balance, levies zero or nominal charges or frills) for those who don’t have any bank

account including women and students accounts. So further benefits either from government,

NGO or from their own can be transferred or saved in their own bank account.

Step 3: Government Schemes There are two schemes of government for the benefits of farmers through solar energy:

• Govt. of Maharashtra has targeted deployment of 1,00,000 nos. of Off-Grid Solar

Powered Agricultura; pumps in phase wise manner under "Mukhyamantri Saur Krushi

Pump Yojana" within 03 years vide GR dated 1st Jan 2019.

• Budget 2020: Major focus of PM KUSUM scheme is to help farmers generate income

from solar power, ET EnergyWorld.com, Feb 1,2020. KUSUM scheme allow 20 lakh

farmers to set up standalone solar pumps. Also, 15 lakh farmers will be helped to

solarize their grid-connected agricultural pumps.

In this project we will try to incorporate these schemes while understanding the eligibility

criteria and check whether Nandani villagers can avail the same for their own benefits through

Nandani Grampanchayat.

Step 4: Social Mobilization As one of the crucial factor of this project success is the enthusiastic participation from all the

stakeholders of Nandani Village (like Grampanchayat, farmers, youth, women and children

etc) so we will brainstorm with all the stakeholders on significant points which can help them

to achieve maximum outcomes from their livelihood activities. To gather their applicable

participation we will mobilise it through formation of Self Help Group in three category (11 or

13 members committee in each category):

SHG of farmers for agricultural production

SHG of Youths for other livelihood activities

SHG of Women for other livelihood activities

These groups will be provided guidance on the opening of bank accounts for group earning /

financial management and recovering maintenance cost for their sustainable livelihood. Exhibit

3: Mobilization of Self Help Group for Sustainable Livelihood Security

Step 5: Technology interface (Solar Water Pump, Street Lights and other equipment’s) Following solar enabled technologies will be included in the project:

a) Solar Water Pump This system will be installed for the domestic water needs like drinking purpose and other

domestic purpose to save the time of rural women for diverting their quality time for income

generation activities further. This solar enabled water pump will facilitate water at door step

for rural women through community water distribution system.

b) Agricultural Water Pump This system will be installed for the help farmers in cultivating second crop after rice

production season is over. Understanding the choices of second crop by each farmer who

showed the interest for going with the idea and water will be provided accordingly. As per the

topography of land surface water will be pulled to the high elevation of the farm land and from

there it will be circulated to the low elevation through small canals by gravitational force. Water

also circulated for drip irrigation if required by any farmer for the specific crop with SHG

discussion.

c) Solar enabled livelihood generating equipment’s After carried out study on skills and capabilities following income generation equipment’s

other than agriculture activities will be installed in the village community centre for interested

people.

For youths:

a. Patravali making machine,

b. Agarbatti making machine,

c. Atta chakki machine (grinder)

For women:

a. Solar dryer

b. Swing machine

c. Papad making machine

These all equipment’s will be powered by solar energy so save the electricity bill further.

d) Solar Street lights Solar street lights will be installed on the village roads to provide fear free transportation and

carried the late evening work in the village if needed.

e) Solar Off-Grid System for Schools & Anganwadies These systems will be installed with dual purpose:

1. Educational growth of pre-primary and primary students for running projectors and

LED TV for running syllabus on it.

2. Training of rural farmers, youth and women for their skill enhancement and technical

knowledge gathering for continuous development on livelihood.

The above all equipment’s will help directly and indirectly in their savings, income generation

and knowledge gathering to move towards overcoming food insecurity.

Step 6: Overcome food insecurity This step will be achieved after village is enabled in generating extra income from following

activities after building their new skills and capacities:

a) Agricultural – successfully cultivating second crop from their farm land in winter season.

b) Other Agricultural Activities – Generating income from other unique business modules

provided in this sustainable livelihood project.

c) Behaviour Changes – Saving and reinvesting in the other income generation activities.

Step 7: Skill Training (Financial management, utilization of technologies for livelihood)

At this stage we will undertake training and development to achieve Sustainable Livelihood

Security with building Capacity of all the stakeholders who can understand the maximum

utilization technology for their own development and creating ‘Equity’ in asset utilisation for

their own community enhancement which bring the ‘Sustainability’ and improve livelihood

which will keep them above poverty line.

Training will be given:

a) Technical and accurate use of solar energy equipment’s

b) Effective maintenance of solar equipment’s for thoroughgoing use

c) Financial literacy and reinvestment strategy training

d) Production and cost management etc.

e) Quality control, packaging and branding etc.

f) Marketing and promotion of their product

During these training we will create a master trainer who will take care further training in terms

of continuation in knowledge gathering and transferring the same to others from the

community.

Step 8: Ongoing support services for livelihood promotions At this stage we will provide more support after appropriate training and their few products

(agricultural or non-agricultural) will be ready for sale in the market. Market linkage will be

provided at this stage for sale of their products at appropriate rates and getting good profit for

their livelihood efforts.

There is a famous holy place named – Ganeshpuri is located 6 km away from Nandani village

so villagers can build their network to sale their farm products like – food grains, vegetables,

dry farm products etc and non-farm items like Pattravali, Agarbatti, Papad, cloths etc.

Step 9: Ongoing credit with crops, stalls and shop interface Once entrepreneurial attitude build in all the stakeholders of Nandani village then we will take

further effort in crop credit, crop insurance for safeguarding their efforts from shocks like crop

failure, droughts, floods or weather impact on agricultural production.

Also through NGO and Corporate Network order of non-farm products will be acquired with

long term contracts and negotiation. Also we will arrange participation of stalls and exhibitions

at district and state level to increase the sale of their products so villagers will motivate to work

further once they get a good response from these linkages.

Step 10: Overcome poverty and invest in education As per our assumptions and active participation of all the stakeholders, achievement of this stage will be possible in 5 years period. This village will be 100 % out of poverty and they can be model village for nearby villages.

Sustainability plan 1. Quality procurement of system with long term guarantee & maintenance In this project farmers, villagers and gram panchayat sadasya will get a liberty to brand their village as a ‘Green Sustainable Village’ by undertaking maximum activities with the help of solar enabled systems. This whole system is comprising of high quality Made in India equipment’s and with long term warranty period of 5 years and maintenance support of 5 years. Gram Panchayat will also sign the maintenance guarantee agreement with NGO or corporates 2. Self Help Group & Farmers Group Mobilization In each Anganwadi, we will appoint a committee called – ‘Solar friends’ which will consist of Anganwadi sevika, anganwadi helper, electrician from same village, member of local NGO, zilha parishad member and grampanchayat member. They will undertake the following activities to ensure the sustainability of this project in co-ordination with Green India Initiative as an implementing partner:
